Although there have been many policy changes, many ways to stop corruptions, many arrests in case of corruption, this question seeks certain innovative decisions, not particularly related to better administration, but out of the box initiatives.Hence I would skip the usual stuff and come to the one which blew my mind, and has the potential to change the health sector across the country:1. The Aam Aadmi ClinicUsually a dispensary is built by Rs 20 Million / 2 Crore. However, these Aam Aadmi Clinics are being built in a frugal budget of Rs 1.5 Million / 15 Lakh.One thing apart from the frugal budget and the nice output that I like about this particular clinic is that ramp at the left. Most health facilities in India miss that.A view from inside: 1,000 such clinics are planned all over Delhi and 500 such clinics are planned in current fiscal year. The plan is to reduce the load and on bigger hospitals. There is a waiting room, a doctor's room and a pharmacy as well, which distributes free medicines. It is also equipped with state-of-the-art blood testing facility. A gynaecologist and paediatrician will visit the clinic once every week, besides regular doctors posted at these clinics. Crowd-Sourcing the Yearly BudgetThis year, Mohalla Sabhas (community discussions) were done in 11 constituencies in Delhi. Not only that, people from industry were also consulted. The end result, the final budget impressed everyone, and shut the mouths of the cynics and the critics. The accolades came from CII - CII CEOs on Delhi BudgetThe members also appreciated the Government for incorporating many of recommendations and suggestions submitted by CII Nobel Laurette Kailash Satyarthi - Kailash Satyarthi on Twitter From industry to child activists, eveyone loved the budget. Not only was the budget for Education and Health sector hiked, the cash strapped MCD was also given adequate money to fix itself (I think this is the last chance for MCD).Read Ten Highlights From Aam Aadmi Party's First Delhi Budget 3. Redesigning Delhi RoadsDelhi already has a huge road network and the width of the roads is also decent enough. Still it continues to battle with the traffic issues. To counter that, it has been decided that a better use of available road space would be done, instead of building new flyovers.1,260km of Delhi roads to be redesignedThe target is ZERO fatalities on the road as well.The BRTS was also scrapped, which was only adding to more chaos in the city and it is being planned from scratch now. AAP is focussing more on better design, rather than taking up a haphazard approach. The new BRTS is being planned at Rs 20-30 Crore per KM, against the older one which was built at Rs 50 Crore per KM.The height of the foothpath would also be reduced to 6 inches, when the current foothpaths are much higher. The plan is to add the cycle tracks as well, widen the footpaths and ensure that the public transport is given the priority.4. Bus MarshalsMuch has been talked about the women's security, or a lack of it in Delhi. An initiative to make at least the bus ride safe for women of the city is done by deploying bus marshals in DTC buses. Delhi government to deploy 4,000 marshals in city busesAlso, CCTV cameras have already been installed in 200 buses as of now and more buses would be covered as well in the future. 5. Power from unconventional sourcesDelhi doesn't generate power and has to buy from other states. In order to counter this, the AAP government is taking initiative in few areas.Solar Power: There have been few developments in this area:AAP Government Plans to Install Solar Panel on Roofs of Bus Shelters: A target to generate 1000 MW from Bus Shelters in next 5 years has been set.Delhi: Discoms buy solar power from rooftop units: Not directly under the Delhi government, with Delhi government being a stakeholder at 49%, the DISCOMs are now going to buy solar power from rooftop units. The two BSES on Monday said they had already started net-metering at six locations in the city — four residential and one commercial building in south Delhi and a school in the east. It would save them Rs 3,000 to Rs 32,000 a month. Delhi Jal Board commissions first hydropower plant - Think about power being generated out of the effluent coming out of the sewage treatment plants! And it produces produce 20,000 kWh of electricity per year! That's how innovative this AAM government in Delhi is.“It is a pilot project which has been set up free-of-cost. We are also exploring the possibility of replication of this ‘Green Power Generation’ at other installations as well”Also, there are plans to create many garbage to electricity plants across Delhi, however a feasibility study is going on, if it should be done on a large scale.6. Toilet to Tap WaterNot that it is being done for the first time anywhere, however what the catch in this news is that the water to the Delhi Secretariat would now be supplied from the Toilet-To-Tap water treatment plans.         CM Kejriwal drinks treated  raw sewage water“Similar plants in every colony would do away with the need to have sewer pipelines and water pipelines to transport them to big plants. Water can be produced from raw sewage at the local level at small plants such as this”The plan is to build a large number of such small plants across the city, perhaps in every colony, so that there would not be any need to have sewer pipelines and water pipelines to transport them to big plants.The idea is very ambitious, however if it is implemented successfully, it can change the face of the city.7. Delhi to be the first e-StateCome 2016, and there won't be any paper work being done inside the Delhi Government ministries. The government has approved the e-office plan and it would be implemented by December. This would streamline the processes better, introduce transparency, remove corruption and expedite the processesDelhi to be first state to go paperless in all govt departments“Delhi will be the first state to implement e-office in all its departments. In the first phase, it will be implemented in 15 departments. Simultaneously, all other departments and their attached offices will also start necessary preparations for its implementation. In these 15 departments, there will be no physical movement of files from December 1,” an official said. Wait, there is more to it. Remember that every MLA (and MP) gets certain amount of funds for local area development? Do you know what happens to them? My wife still laughs her heart out listening to it.We don't want to send our kids to government schools. Municipality schools are a strict no-no for us. I don't have to mention that the government schools in much of Europe are awesome. However, I was surprised to know that even in case of USA, people prefer government schools than private schools.AAP, unlike all other parties, steeply hiked the education budget by 106%, as I mentioned above. Apart from that, there have been other developments as well:The Education department has decided that it will now monitor all nursery schools and playschools running on private land as well - Playschools on private land to be monitored Education dept has introduced skills training in high school. Besides Academic degree, student will pass out with skills degree47-50 new schools were planned to be built this fiscal year, however recently CM Arvind Kejriwal announced that the work for 236 schools have already startedNSIT has been upgraded to a university now - Cabinet approves varsity status for NSIT - The Times of IndiaCCTV cameras are being installed in the schools of Delhi. That would improve both discipline in the government schools and the quality of education as well - Install CCTV cameras, schools toldThere cannot be any illegal demands from the parents from the schools and the Delhi Government has been very strict on this - School donation: Parents get help to report illegal demand. Not just that, Action Against Delhi Schools if Parents Not Allowed Mobiles   Education dept has introduced skills training in high school. Besides Academic degree, student will pass out with skills degree.AAP govt offers higher education loans to studentsThe scheme is being introduced to help students who wish to pursue higher education. A loan of up to Rs. 10 lakh will be given by the bank with the government as a guarantor. The student will get a gap year after completing his/her education, after which the repayment period of the loan has been earmarked at 15 years. The interest rate will be 2% in addition to the base rate offered by the bank. The scheme also has a mandatory insurance with a varying premium.In order to help the kids of construction workers with better education, the Delhi Government gave Rs 15 Crore to the Education ministry to help with the education of children of 26,451 registered construction labourers, who are studying in 266 schools of the city. Also a database of these kids is being prepared for the last fiscal. - Delhi Government Announces Increase in Aid for Construction Workers I just couldn't stop myself when it came to education. There are many good initiatives to make education not only affordable but also of a better quality. Investing in our kids is supposedly the best investment indeed.9. Employment GenerationFor all the schemes, life is miserable if you don't have a job to do. There have been many initiatives by AAP government, which sadly other governments are not taking, to provide employment to the youth:Apart from the initial plan of backlog of 20k posts to be cleared by year-end, the Delhi government has been holding job summit as well - Delhi government to hold a large-scale job summit. After the job summit in the first two weeks of August, which gave jobs to 2000 people - 2000 people get offer letters, Delhi govt to organise 2nd job summit soon.  However a true boost to employment generation can only come from private sector, and for that there have been many tax reliefs, plus a boost to women entrepreneurs - Kejriwal assures help to women entrepreneurs. Also, VAT procedures have been simplified - VAT made trader-friendly, tax form deadline extended.10. Fight against Drugs MenaceLet's face it. Only AAP MLAs have been the ones which have been mercilessly bashed for their fight agains the drug menace that has occupied many parts of Delhi. In 2014 it was Somnath Bharti, in 2015 it is Alka Lamba. Local friends tell me that drug peddlers have fled the Malviya Nagar area, and the fight against drugs by AAP carries on. Curbing PricesI thought of writing 5 points, then thought of writing 10, now this is the 11th one. I promise this is the last as of now.When the whole country was crying over the onions, the AAP government at Delhi was the only one which was able to first provide some relief, and then substantial relief by its sincere efforts.Although the initial 250 or so government outlets for onions were inadequate, later, by getting more onions, it was able to control the price of onion below 50 - Delhi govt starts mobile vans to ease onion prices.When the onion was cheap, the AAP government had bought in bulk (I think at Rs 19/-) and later it sold at a price of 30 via its 250 outlets. Hence the onion was not really subsidised as well.That's it for now! Phew ... I would add if anything new comes across.

The question in its current form is: As an Indian Sikh, what do you wish the Khalistani sympathizers knew?I wish the Khalistanis knew this.We Indian Sikhs understand your anger with India. We Indian Sikhs too feel the same pain of 1984 and Bluestar; but we don’t blame the whole of India for it. It was the act of Indira Gandhi and her son, Rajiv Gandhi that gave us this deep wound. We are also aware that lack of justice is a pain that digs deep inside and it pains us too.India is not devoid of social ills and casteist/ communal divisions; but the point is that it overcomes them and largely sustains one of the most pluralistic society anywhere across the world. India is not perfect; but it will overcome and sustain, as it has over time.Till 80s, Punjab was undeniably the most successful state. It was the hub of engineering and was developing into a automobile hub. The terrorism of 80s (which Khalistanis call Militancy) pushed out Maruti, which had earmarked a land near Ludhiana for its plant. Many such major industrial projects were pushed out, e.g., Hero Group which owes its emergence to Ludhiana now has plants in Haryana and Rajasthan. There are no major automobile plants in Punjab now, which is a major cluster developer. Auto-mobile hubs were coming up near Nabha or Patiala but were stopped in their tracks during the 80s. The SSI industry of Batala producing world class lathes never emerged into an Engineering Hub. The steel industry of Mandi Gobindgarh, once known as the Steel City are almost all shut-down. Even the bicycle industry in which Punjab is a leader has saturated in Punjab and new plants are coming up in Tamilnadu. All this economic downturn is due to terrorism that you Khalistanis created; so many leading Hindu entrepreneurs left Punjab then due to the fear of terrorists. Another round of militancy will ruin Punjab forever.Terrorism of 80s might have started as an ideological war, but it later degenerated into a web of extortion, killings and harassment of Hindus and even of Sikhs that did not agree with their way of thinking. The ‘Sarbat da Bhala’ (Benefit of all humans) concept was buried. Hindus were scared by the Khalistanis.You blame all Hindu-Killings in buses and Transistor Bombs on Indian agencies, which was certainly not the case. Communal killings were done, and that is a fact. Who did it is the question. You blame Indian agencies, Indian agencies blame ISI and Khalistanis. The truth lies in between. But the incontrovertible fact is that people got killed and another conflict would result in more killings. Moreover ,Khadkus (terrorists) were no angels; they played into the hands of India’s arch enemies, Pakistan; and Pakistani ISI agents with fluent command of Punjabi entered and infiltrated the Khalistani gangs to do those things. Since all arms and training was given by Pakistan; the Khalistanis had to follow the orders of their Pakistani handlers.India as a society, and successive Indian governments have not displayed any systematic antipathy to Sikhs; rather it is evident that 1984 was an aberration in India’s journey as a nation; being a Sikh is not a barrier for selection, promotions either in the government sector or the private sector. We Indian Sikhs are present everywhere, leading teams across government and corporate sector; and a monumentally large percentage of Indians have no antipathy for us. For one case of General Shabeg Singh who took out his personal grievance to heart; there are tens of Sikhs who have risen to the post of General. Since 1984, India has had a Sikh Prime-Minister; has had several Generals, Air-chiefs, Admirals, Chief Election Commissioner, heads of CBI, Chief Justices et. al. Sikhs have wide presence in the public administration, defence and business community. Sikh poets, singers and actors have thrived across India.Though Guru Gobind Singh’s or the other Guru’s vision was not limited to India; their vision was certainly not restricted to the geographical boundaries of Punjab. Guru Gobind Singh was born in Patna, spent a lot of time in Himachal and Karnataka; allied with Rajasthanis, also played a role in Mughal campaigns to the South. It is clear that his vision was not limited to Punjab. Why do you want to limit us Sikhs to the Punjab, while our Guru did not! With his choice of disciples from five different corners of India, Gobind Rai manifested his vision from the coast of Gujarat along Western Arabian Sea to coasts of Odisha along the Bay of Bengal; from the great Plains of Punjab to the the Gangetic Plain and then to the Deccan peninsula covering Karnataka. The first Panj Pyaras were from across IndiaA shopkeeper Baniya called Daya Ram from LahoreA farmer Jat called Dharam Das from MeerutA so called low-caste water carrier called Himmat Rai from Puri, OdishaA tailor of Cheemba caste called Mukham Chand from Dwarka, GujaratA barber of Naai caste called Sahib Chand from Bidar, KarnatakaOur Baanis (Sikh scriptures) are not just in Punjabi. We Sikhs have equal claim over the heritage of these languages. Do not try to limit our Sikhi to Punjabi. Even if I study Sanskrit, I am studying the language of my Gurus.The languages used in the Siri Guru Granth sahib Ji are: a. Panjabi – Sikh Gurus , Bhagat (saint) Sheikh Farid and others b. Sindhi – Guru Arjan c. Sanskrit – Guru Nanak, Guru Arjan and others d. Influence of Arabic and Persian – Bhagat Namdev e. Western Panjabi/Lehndi – Guru Arjan f. Gujrati and Marathi – Bhagat Namdev and Trilochan g. Western Hindi – Bhagat Kabir h. Eastern Hindi – Court poets i. Eastern Apabhramas – Bhagat JaidevThe languages used in the Dasam Granth are: a. Braj b. Hindi c. Panjabi d. PersianGuns for Khalistani conflict will only be provided by Pakistan; if you trust Pakistan; you are living in a fool’s paradise. Have you forgotten what the Ghazis did after an oath on the Quran at Anandpur Sahib? Do not play into the hands of soft propaganda of Pakistan who is fomenting trouble through wilful misinterpretation of our history. Don’t trust them, because the Pakistani state is hell-bent on implementing the Ghazwa E Hind and are just using you for fodder, akin to the false promises of Anandpur Sahib. Please note here that I am not blaming all Muslims of either India or Pakistan. Most Pakistanis are peace loving Punjabis and we do feel a bond of Punjabiyat with them. Awwal Allah Noor Upaya, Kudrat ke sab bande (loosely meaning that all religions have emerged from the same source of light).In History, while you harp on the wars of Sikhs with some Hindu Rajas of the Hills; you forget that Sikhs had multiple alliances with Jat kingdoms of Bharatpur-Deeg; with Marathas several times; with Rajputana as well. So, when you magnify some conflicts for propaganda against Hindus, you forget the political undertone of those conflicts.Since most of Khalistani movement is supported by NRIs from Canada (Kaneda) and UK; please be reminded that the Whites (Goras) started pluralism and human rights just 70 years ago after centuries of slavery and mass subjugation of other races; hope you sustain your lives well there; but please leave us to our problems; we have adequate capacity to handle our own problems. If ever there is a racist problem in your countries; it is only India that will come to your support; it will be India’s Prime Minister or President that will still stand for your rights.Some Sikhs living in India too are Khalistani sympathisers, to them I say, please do not look at the negativity. Look at so much positivity we see everyday amongst us in India. We are just 1.4% of the population; and in our entire lives, we only meet two or three people in our life-times who are antipathic towards us due to our religion. It is normal. In other countries, casteism exists in the form of racism, humanity is all like that. Even some of us might be communally inclined. So, see the blessings of India; negativity and victim-mentality does not behove the concept of Sikhi. We are Sawa Lakkh; and most of the people know that and respect that.At present India has a rightist government supported by RSS. Do remember thatIndia’s democracy is strong enough to resist attempts to communalise India. RSS will never succeed in converting India into a theocracy.RSS is not against Sikhs; it rather propagates that Sikhs are their brothers. The major point of difference is that they propagate Sikhs as a part of the larger Hindu brotherhood; and they think of Guru Gobind Singh and all Sikh Gurus as a sect of Hindus and a protector of Hindus. We however differ from them and see Sikhism as a distinct thought. In time, narrative of Sikhs after Bhai Kahn Singh’s book clearly dileneates Sikhism as a separate religion. I dispute RSS’s interpretation of it; but I feel that they are not enemies of Sikhism. Their main dispute is with Abrahamanic religions; and that is another debate.India’s constitution is secular. No, your reading of article 25 is misleading.Read 25 (2) (b) closely again – the article extends the provisions regarding Hindu religious institions to Sikh religious institutions. It specifically mentions “Sikh Religion” as a term TWICE. 25 (b) is more about extending some Hindu provisions to Sikh, Buddhist and Jaina ‘Religions’.. the word Religion is again mentioned herein.India has a special marriage act for Sikhs called the Anand Marriage Act; which accords it status of a special religion.Hindu Marriage Act provides for laws related to marriages of Hindus but extends the provisions to ‘Sikhs by religion’. It does acknowledge Sikhs as a seperate religion; and just extends provisions to the ‘Sikh by religion’ . Show it to any barrister in UK/Canada; he will tell you that this means a lot legally.An observation of a SC judge being quoted as an order of Supreme Court is not factual. Observation is not the same as an ‘order’. The Constitution is Supreme and it specifically mentions Sikhisms as a religion.Read the writings of the Ghadarite Babas, who believed that whole India was theirs and the motherland extended across the sub-continent. Do justice to their memories; honour their sacrifices.But remember every step you take against India effects us Sikhs spread across India personally. During 80s, we were all labelled as terrorists, because some of you took up arms. We do not want to be in the position of Muslims that are universally seen with suspicion across the world. Leave us alone.Lastly but not least:Do you remember that communal partition of 1947 resulted in killings of millions; from which our generations have still not recovered. Any further partition, sought on communal grounds could put all of us crores of Sikhs across India at risk; and would put millions of Hindus living in Punjab at risk of being killed. Do you understand that you are putting crores of people at risk of death? Would it bear lightly on your conscience?Manas ki Jaat Eko Pehchano (All humanity is one clan). The time for ethnic or communal nation-hoods is over. Concentrate on economic upliftment of Sikhs across the globe. Or Rather why Sikhs, Sarbat da Bhala (Good of all); do your good for all humanity.I don’t expect you to agree entirely with me; and that is alright; we can agree to differ on it.Why limit me to Khalistan, when I have entire India as my own. Tamilnadu-Karnataka dispute on Cauvery waters is seen as a state to state conflict; while Haryana-Punjab dispute on Chandigarh and Water is seen as a communal issue. Hindus of Punjab have their interests in interests of Punjab. Punjab and Haryana need to look into this as a regional dispute; they must not communalise the issue
