Working off the article more than anything else, my read would be that since Secretaries Powell and Rice did not sign an OF-109 form, then it is possible that it was not required of the Secretary of State. Keep in mind that regulations that apply to career staffers might not apply to Cabinet level officers. The Secretary of State serves exclusively at the pleasure of the President and can be asked to resign at any time, furthermore someone holding that office has been confirmed by the Senate - both of which puts the Secretary in a very different classification than a policy analyst or senior staffers who can not be dismissed based on a Presidential hissyfit nor do they require senatorial confirmation. I'm from Singapore, so I'm learning Singapore Sign Language (SgSL).(This would be the equivalent of learning the native tongue of the country you live in. For example, if you live in Japan but only speak English, it's probably a good idea to learn Japanese before anything else.)If you want to engage with resources online, or you want to communicate with a more international Deaf community, then you should learn the more "popular" sign languages. These may include American Sign Language (ASL), British Sign Language (BSL) or French Sign Language (LSF) (I don't have the numbers of native users, sorry). ASL probably has the most number of users across the world, and many other sign languages are derivatives of ASL. However, it must be noted that nowadays, with increasing self-determination of Deaf communities worldwide, there is a greater push to learn and use native sign languages rather than just ASL.The other option is to learn International Sign (IS), which is mostly used for conferences and international events. This would be practical if you hope to interpret at such a level and at such events, though it would be pretty useless in day to day interactions, since it is a constructed language.At the end of the day, you must remember that every sign language is different, just as every spoken language is different. Each has its own vocabulary, syntax, grammar and so on. At most, you might find that the system of fingerspelling resembles ASL/BSL, along with some vocabulary. But if you are hoping to communicate with Deaf people in your community, I highly recommend you begin with your native sign language. Through the course of your study, you can learn more about Deaf culture, the Deaf way of communicating and the intricacies of sign language, which can then be useful in learning different sign languages in the future.(Also, to answer your sub-questions: ASL and BSL are vastly different, even when it comes to fingerspelling - ASL uses a one-handed system, adapted from LSF, whereas BSL uses a two-handed system. As mentioned above, IS is used at international events, but ASL can be seen to be quite prevalent as well. That said, just as there is no international spoken lingua franca, there is no signed lingua franca either.)
