It is a matter of record that the Supreme Court, in the famous case of Smith v. United States (1842), ruled that "the power to regulate [the movement of the mail] by virtue of the Postal Act of , is vested in [the Postmaster General]. He therefore has power, by virtue of his special commission, to issue the necessary stamps and orders as will authorize the issuance of such postage stamps for the issue of letters by mail" (1873, p. 5).
