rhode island moves to legalize marijuana in 2021 senate leaders back private sales model okay this is pretty interesting so let's let's go to this okay so with so ben adlan writes with rhode island's governor and legislative leaders all expressing interest in legalizing marijuana next year one big remaining sticking point is where cannabis products would be sold through private retailers as is as is the case in every current legal state or under a first of its kind state-run proposed state-run model proposed earlier this year uh this year by the governor okay so senate president uh dominic uh rogerio uh said in an interview on monday that with the providence journal that he is taking the first steps to formulate a legalization plan by tasking majority leader michael mccaffrey and senator joshua miller democrat both democrats with working out the details for the marijuana bill for the 2021 2021 legislative session which begins next month okay so there's been two states to actually legalize cannabis from a legislative standpoint all of the rest of the states have been through voter initiatives okay so the first the first state was illinois or illinois um and uh sorry i always say illinois is wrong so all my friends in illinois make fun of me for that they get on me for that but the second one was vermont um and i think in 2021 if we see any can i know in 2021 if we see any campus legalization occur like we're going to see potentially in new york new mexico um obviously potentially in rhode island there's a good chance and a couple other places it'll be through the legislative um through legislative action not through a voter initiative a voter initiative happens every two years it can happen every two years that's like when you know you vote on you know typically for you know your your representative and the house and all you know all the other elected officials so every two years though so in 2022 we're going to see a ton of cannabis organization but we will see in 2021 we will see some legalization in some states like rhode island and et cetera like i just talked about so mccaffrey told the paper he favors the model of private retailers rather than the state-run plan that governor gina raimondo wants okay the pair's backing of and that's governor gina so the pair's backing of cannabis reform already marks a major shift from just a year ago in december 2018 rigario said legalization be difficult to enforce and we'll quote hurt young people which is completely true which is completely untrue not true at all we have seen data in states like my home state washington and colorado there's been a zero percent uptick in any sort of uh teen cannabis use okay because when you start to when you legalize cannabis you take away you get rid of the illegal market right and if you really legal because the illegal market doesn't check id the legal market will sell to underage kids right but not the legal market okay so i want to go to this though so the governor feels maybe it should be state-run like they do in new hampshire with liquor stores uh chicago i think maybe we can look at a private model okay so and and i'm gonna get into what is the better model okay cause and i'll just say right now right now personally i don't typically like it when like when it i don't think privatization we should privatize everything but i think with this cannabis i think we should privatize okay and i'll get into why a little bit later on here very very very soon here but i want to go over this and then we'll talk about that so at a hearing last month lawmakers began formal consideration of romano's plan to legalize marijuana and allow only state-run sales which she originally introduced in a budget proposal last january prior to the pandemic the governor has said in the past the public model will allow the state to control distribution prevent youth consumption and protect public health that's all like yeah i mean legalization but not the public model okay and i'm gonna this is actually a really interesting piece because the governor has there's been some accusations of corruption her husband works with mckinsey i don't know if you've been watching this channel for a while but we've brought up mckinsey every once in a while mckinsey is like the the the biggest consulting company in the world one of the you know they've been involved with some nasty stuff you know they pretty much bring in they pretty much bring in uh you know yeah i don't want to get too deep on that but anyway by the way though i want to say there's nothing been proven there's just been people have said because there was some consulting that her husband did with with medical marijuana companies and you know there's definitely a conflict of interest there when your wife is the governor right um yeah so it would also be the first in the united states every other state to legalize retail cannabis as licensed private stores to sell drugs so this would okay i'm gonna tell you why okay let's get into why actually let's read this last part right here and then we'll get into our we will why i don't think a public model is good for specifically cannabis uh legalization or the market quote yes i support the state-run model romano told the journal in a separate interview last week because from all the work we have done it is the most controlled way to do it arguably the safest and the way to maximize revenue okay all right this is fascinating okay so it is the most controlled way to do it and that is the key word okay arguably the safest no it's not the safest not that's not necessarily true and it's definitely not true for a way to maximize state revenue okay yeah yeah i know i mean it it may but you'll we'll get into why that's not the case and i'll point to some examples here uh up in canada they had those yeah and i'll tell you what happened with those that's pretty it's pretty interesting but control right this would give this will give governor a lot of control potentially not not saying the governor specifically but i i yeah i don't think that's best model but you know in a lot of ways when we look at canada i guess let's go into canada canada they there there were so there was in canada there was a mixture of private and public so there were public ground stores and private stores right if you look at canada stores there is multiple of them that the government is selling the government is selling those private those public stores because they've been mismanaged they're they're actually losing money how do you lose money on on a cannabis retail with a brand you know new industry everyone's excited everyone wants to buy legal pot how do you lose money on that right so the government in canada is literally selling it and turning it private a lot of their stores because they are run so inefficiently so inefficiently okay also very slow rollout right in in canada there was a very slow rollout you know there was like one store for every like 50 000 people which is like a lot you know um but it just shows you if canada is selling their stores to private uh private uh companies because they're losing money it just shows you i'm not saying you know that necessarily the rhode island government is to be like bad or anything but but there's there's there's there's i think the government i think the governor governor ramon ramondo uh uh raimondo yeah her conflict of interest i mean like i said none of that's been proven with her husband but there is a there has been some weird talk about his connection with cannabis companies right i'm not saying though that that's like i'm not saying that that's a thing i just think that it's it's interesting it's brought up i would also say though that like i said i'm not big on privatization private is like pride like private prisons no dude no like there are certain things in society that should not be privatized okay this is not one of them i don't think now what they need to do they need to offer the ability for small you know smaller entrepreneurs you know that don't have access to tons of capital they need they need to be able to offer that to uh you know these these smaller businesses the smaller entrepreneurs that want to get into this they definitely want to do that but i don't think it should be public okay i really don't and like i said controlled so arguably the safest i don't think that's necessarily true and i don't think it's i mean maybe yeah maybe maximize state revenue but and i'm not saying that they're going to end up like some of these different um you know these different public stores in um canada but there's a chance that could happen and like i said i am not a big proponent of privatization right privatization can is it can be very very bad but i think in this case i don't think that there's there needs to be like i mean maybe you know maybe do a hybrid at the uh at the very least but i don't know i don't i mean i know they've had state liquor stores in in states for in a lot of different states for a while and they're slowly been phased out honestly the the state liquor stores have slowly been phased out in a lot of different states including washington uh there's still like one or two here i think there's there's there's some here i think i'm not exactly sure but i just yeah i don't think that this should be in the hands of uh the government right i really don't anyways though guys i thought this was interesting i wanted to bring this up do you what do you think do you think that you know rhode island should have public uh publicly owned government-run cannabis stores i personally don't think so because if we look at the data you know in canada and we look at you know we look at like what happened there there's a lot of stores and there might be some stores that are run well but like there's a lot of stores that have been losing money and it's like how do you lose money right in as a cannabis retailer so interesting stuff though but in 2021 rhode island seems like there's a great that's gonna happen new york new mexico
