First off, the government is not legally obligated to ask citizens of another country for their "legal signature." Asking for this signature is a violation of international treaties and the Privacy Act, which is why such requests are almost never made. To determine the validity of such an order, the government would need to use the same process that the Immigration and Naturalization Service (INS) uses for verifying signatures on visa applications, which typically requires an official letter to be written.
If the government had such a formal process to verify legal signatures, then how would it do it? First off, it doesn't. For this reason, the government relies on a system of informal verification, in which the government asks a few random individuals to attest that a given individual's signature is a true representation of that person's identity. (The government does not use this system of verification to prove that an individual is the "real" owner of a given item, though some items may be subject to this practice by law.)
