well good morning everyone i'm david tolland i'm the kansas secretary of commerce we're very pleased to have about 500 people on the line here this morning to talk about phase two of the state of kansas cares act distribution uh under the spark task force we're going to be talking this morning specifically about two pots of money economic development and connectivity or broadband uh 14 days ago we were approved by the state finance council to distribute 78.6 million dollars in economic development grants and two days ago we were approved to distribute 60 million dollars in broadband or connectivity grants all through a competitive process so we have had a surge of resources uh people working around the clock here at the department of commerce to build systems and build applications so that we can get these dollars out to the businesses and non-profits and communities that need these uh desperately right now um so the purpose of today's call is to take you through and we can go ahead and start slides is to take you through the essentially how this process is going to work and to take questions from all of you the other purpose is frankly to ask for your help so if you're on this call if you receive this invitation from the department of commerce it's because you are a a partner of this agency you're a chamber you're an economic development organization you are a trade association you're a regional planning organization you're you're a different uh partner of some kind that helps businesses and helps communities uh particularly as they navigate through these times related to covet and so we need your help in uh first being educated about how this process is going to work and so that's why we're doing this and second in helping us get the word out to businesses so next slide so as i mentioned uh this wire here it's 78.6 million and 60 million in connectivity next slide so here's here's the most important thing you're going to hear today tomorrow at 4 pm we are going to be opening the economic development and connectivity portal at kansascommerce.gov at that time at 4 pm tomorrow the general public all of you and anybody in the world can view these applications they will not people will not be able to actually make application to submit an application until next wednesday so the reason we're doing it this way is to make sure that we have a level playing field um this is going to give five days for the businesses in our state nonprofits all the people who are potential applicants to navigate through look at these applications have time to pull together the materials that we are asking for have time we hope to reach out to you as as partners and technical assistance providers to ask questions and um and basically to get familiar with how this is going to go so wednesday august 19th that's next wednesday at noon is when the portal will actually begin accepting applications so if you got on this call and you were worried that um we were opening it up uh for applications tomorrow um don't worry you can breathe uh we've got five days a little more than five days um from the time that people can view those applications for folks to get familiar with them and ask their questions and uh uh be prepared to we hope make competitive uh proposals next slide so uh this is just a quick screenshot of of uh the the main page of this portal um there's there's more to it than what's on here but this will be at kansascommerce.gov and uh as we're gonna take you through today you'll see that there are multiple pots of money here so we've got small business working capital grants we have grants for ppe food processing and so forth and we're going to walk you through today on this webinar what these different opportunities are and explain um at a at a fairly um fairly detailed level what the requirements are with each pot and we hope that by the end of this you will a have a better understanding of how this is going to work but b also that you will come up with questions and that you will ask those questions we've set up a an email account back to business at ks.gov which is going to collect all economic development and connectivity questions that come from you and come from the public and so the more you can give us your questions today and in the the following days so that we can include those in our faqs or so that we can make some some minor modifications to these applications to to make them clearer for the public that will be very helpful to us next slide so as i mentioned there are eight economic development grant programs and there are two connectivity or broadband grant programs here i have um uh six staff with me here in the the room today as well as a whole bunch of other folks not in this room who are working right now on all of this process and so we're going to walk you through this and next slide um again we want the level playing field the only way that can happen is if everybody knows about the opportunities we need you to help us we're going to be asking more uh of you in terms of sharing social media spreading the word there's going to be traditional media that's done press releases and all of that if you can help us with your local media sources um you know make sure that the newspaper picks up our press release the radio station whatever it might be that would be much appreciated and again as i mentioned on faqs the more questions you can ask us now the better this process will go for the public our priority is making sure that we don't make it harder for businesses and other organizations that are already struggling times are hard enough and they don't need to have a bunch of government hassle that gets in the way and so everything we're doing is with a focus on speeding the delivery of funds having an open and transparent process and taking care of folks in this difficult time so with that i am going to turn it over to alex rice who is our director of marketing who has led much of the building of this of this system and she's going to take it from here so thank you all right good morning everyone if you can go and click to the next slide we've got a number of different grants that we're going to go over this morning but the first one we're going to talk through is the small business working capital grant we have there are a number of different types of businesses and organizations who are eligible to receive these grants for-profit non-profit uh c c corps 501cs llc's sole proprietors all of those are eligible for these working capital grants so just to give you a brief overview of what this grant looks like this is for businesses with 500 or fewer employees specifically to request grant assistance for working capital expenses so expenses such as mortgage rent insurance payroll inventory purchases utility payments and more those are what this award should be used for exclusively for working capital and the amounts of those war awards will be different depending on the business activity type that information will be made available tomorrow on the website when it launches at 4 pm but there are some differing differing var grant amount awards that will be made public tomorrow those grants will be made on a rolling basis until funds are depleted so as the applications come in once they meet basic eligibility requirements which we'll go over in a moment those those will be taken in and processed on a rolling basis next slide so as i mentioned this is available for both for-profit and not-for-profit businesses in the state of kansas and for businesses with only 500 or fewer employees there is a time of operation requirement businesses must have been in operation since the 1st of july 2019 and they must be in good standing with the secretary of state's office there are also two two other basic qualifications one is that they must have demonstrated a loss of 25 or greater from the period of january 1st to june 30th 2020 versus the previous six months july 1st to december 31st of 2019. the second piece of the requirement that's not on the screen here is that businesses in order to be eligible must not have received more than 350 000 in total combined local state and federal coveted related assistance so that is a basic requirement there is however a process for appeals if if either of those two requirements aren't met if a loss has not been achieved 25 percent or greater or someone's received more than 350 000 in covid related assistance there will be a process in the application for them to appeal that decision but those decisions will be made on a case-by-case basis okay maximum award amounts will vary by sector as we mentioned and that will be available on the website tomorrow it should be noted that just because a maximum is requested does not necessarily mean that a business will receive the full amount we will make those determinations based on a number of factors including the number of employees the extent of the loss how they plan to use the funds and a number of other factors and as with all of these grants there will be a formal agreement required before funds are distributed to those who are awarded okay kelsey's next so i think next we're going to pass it over to kelsey with the department of ag and she's going to go over the securing local food system grants give us just a second kelsey okay are we good all right well good morning um my name is kelsey olsen i'm with the kansas department of agriculture and um i'm excited to be here as well and to be collaborating with commerce um on the local food system component of the economic development grant up process that we're going through so a little bit about the securing local food systems it's built to directly support our food supply chain in kansas so we're talking about meat processors food processors food banks grocery stores distribution channels anything that is directly providing to to the consumer is covered in this piece we will have um a ongoing grant application that will be for specifically to increase that capacity um improvements that have been made either prior to this date any time since march 1st um through december 15th of this year for any upcoming improvements and expansion that we're we're targeting a couple examples you can see there that that we've noted would apply so a grocery store that early on added refrigeration space to expand bring in more products for their for their clients their customers or a direct-to-consumer maybe a vegetable grower who wants to expand his growing capacity his or her growing capacity um and adding greenhouses to their operation so how are we anyway we're expanding the products that are available to to kansans these grants are going to range from um two thousand five hundred dollars up to a hundred thousand dollars and they the award amounts will be awarded based on um you know the size and scope of the project and and those business components that that alex mentioned earlier next slide slide thank you a little bit on the eligibility requirements so when we're looking about at our direct to consumer producer grover vendor we are targeting entities that have 20 or less employees per location looking at the food processors again this is uh our either our federal or our state inspected facilities and um that target the top end of that will top out at 200 employees per location for our meat processing facilities either federal state as well as our custom only entities again we're up against that 200 full-time employee per location for eligibility food banks pantry soup kitchens are also eligible uh one thing to note here on this and i'm not sure how this is part of that's being covered is that there was the note of ensuring that entities are receiving more up to a certain amount um that kind of factors into this as well so if you've got a maybe a church that's receiving funds for something um and they have a pantry and that's something to consider depending on how that 5013c is is noted there registered farmers markets or farmers markets that intend to be registered through the kansas department of agriculture are eligible as well as retail outlets such as grocery stores or just various distribution channels and this is designed for kansas companies um locally owned operated in the state of kansas next slide uh just some of the eligible expenses that will fall under this you can see here capital improvements rental of buildings to expand capacity technology if we've had to pivot to commerce online opportunities there's technology that's been purchased or expanded or will be expanded upon would be eligible reconfiguration for social distancing and safety measures in our our processing facilities uh any costs associated with um you know your employee testing any sanitization extra measures that you've been taking um that are increasing inspections too in our our meat processing facilities often had extra work hours and that then crease inspection costs would be covered there as well um hazard pay for payroll uh equipment handling processing upgrades to our utilities warehouse equipment um there's a large list of potential eligible expenses and hopefully um we're we're going to catch about all of them out there that we can think of but there might be others so next slide uh i'll pass this back over to commerce thank you okay the next couple of grants we're going to review are regarding ppe the first is ppe procurement and this again is available for businesses of fewer than 500 employees to purchase personal protective equipment and make make facility make facility design changes in order to meet social distancing requirements and to keep employees and customers safe so you see some examples of those on the screen here but again this is really to provide resources for businesses to provide the right safety and for their employees and their customer okay it's available for for-profit not-for-profit businesses again with fewer than 500 employees and the same requirements uh as far as being in operation since july 1st apply as well as the 350 000 threshold for prior covid related assistance the difference between this and the small business grant with respect to basic requirements is that there is no need to demonstrate a lost in a loss in revenue to be eligible for the ppe procurement grant next slide the award amounts will be based on the company's full-time equivalent employment and the award amount will be standard at 100 per full-time equivalent with a maximum award amount per company of ten thousand dollars and again a formal grant agreement will be required before those funds are distributed okay um the next piece of this is the ppe manufacturing grant and the purpose of this is really to help kansas manufacturers either modify their production to start producing ppe or to reimburse some of those expenses that have already been accrued due to providing ppe uh supplies so eligibility much the same 500 or fewer employees must be a kansas for-profit or not-for-profit entity and the products must be produced in a kansas facility so it can't be a kansas company producing somewhere outside of the state but they must physically be produced here in the state the applicant again must be a manufacturer that has already retooled or is planning to retool a facility to manufacture ppe it could be an existing or a new manufacturer with a new line established for the purpose of producing that ppe and again non-profits are also eligible for this so if they are undertaking activities that will manufacture ppe they would also be eligible to apply next slide so up here and we won't read through the slides but you can see an example of the types of expenses that would be covered uh with using these grant funds so retooling a facility building cost design and engineering costs anything associated with the production and manufacture of personal protective equipment would be covered by this grant and i think one of the key points here as well is that those equipment purchases and expenditures must have been completed by december 30th of this year in order to meet the federal cares act requirements so there is some some urgency to that to being able to spend those dollars to retool um should also note um on this and the previous the ppe procurement that any grant funds awarded or these activities cannot be duplicated with the prior state federal or local awards so it has to be used for a different purpose than previous funds okay and i think samir will pass it over to you uh good morning everyone uh going to talk a little bit about the coven 19 bioscience product development acceleration grant uh the purpose of this grant will be to accelerate commercialization uh go to market strategies uh and allow kansas companies to uh deploy technologies uh to reduce risk through informed decision making um next slide [Music] so uh this grant program is comprised of two different parts uh the first part will be uh a prominent global bioscience consultant will be hired to screen project applications for scientific merit uh market applicability and business worthiness uh the consultant will provide guidance to exist in uh developing a pathway to product commercialization and accelerated market entry for approved projects things like financial modeling market research commercialization strategy will be developed by the domain specific experts the second part will be the selection of a for-profit kansas business uh kids business is developing uh therapeutic diagnostic and medical countermeasures uh countermeasure technology directly applicable applicable to covid19 an rfp will do will be developed in partnership with the selected uh consultant uh to identify viable projects uh this call for proposals is for consultant services uh to insert to assist department commerce in delivering uh the kovid 19 bioscience product development acceleration grade program next slide so kansas universities are eligible to apply for this grant uh to build research and diagnostic capacity through investments and equipment related facility upgrades uh submission of a two-page scope of work will be required to apply for funds and i'll pass it over to kale okay thanks samir all right so secretary tollin mentioned that uh just on monday we received the approval for 60 million in connectivity grants um and so the first pot of money for that is what we're calling the connectivity emergency response grants grant excuse me aka surge and this was created to address the increased need for internet connectivity in kansas in response to the covid19 pandemic proposed projects need to improve connectivity to both unserved and underserved areas of kansas so that we can address the needs of telework telehealth distance learning and other remote business services next slide please jim so information about the application and the timeline will be viewable tomorrow when the portal opens at kansascommerce.gov at 4pm we will begin accepting applications next week on wednesday at noon and the maximum grant award for any project will be will be up to 10 million dollars next slide please so eligibility is open to internet service providers kansas cities and counties non-profit organizations and also non-governmental entities the applicants must demonstrate the need for connectivity in the proposed project area as well as their ability to carry out the timely execution of the proposed project including their technical and financial capacity the projects must serve the geographies with a significant number of premises lacking access to terrestrial based minimally adequate internet connectivity which is the fcc definition of 25 up three down um you can see more information about the fcc form 77 matching funds will also be required next slide please so how these projects will be evaluated will be giving priority to projects that provide service in the areas of the state with inadequate or no access to affordable quality broadband and also to community anchor institutions which include education facilities healthcare facilities and community centers we will also be evalua evaluating the applications based on level of need and most importantly demonstration of covid19 impact benefits again telemedicine telehealth distance learning and remote work feasibility of the project implementation and timeline the infrastructure type and speed and affordability and broad community support next slide please so the second pot of money for broadband is the broadband partnership adoption grant and this program is intended to provide support for low-income households so that and by partnering with our isps to ensure connectivity for remote learning remote work and access to the telehealth and telemedicine services that many kansans need right now we we will have service providers submit proposals for the program support and how they will and specify how they're going to use the funds to mitigate the adverse effects from the covid19 pandemic next slide please eligibility is for internet service providers with service offerings in kansas that are capable of immediately determining the low income households eligibility through the program such as recognize means through snap or the national school lunch qualification the proposed service offering should include access to at least uh 25.3 and funding support is only available through december 30th 2020 per the cares act requirement next slide please um the award amounts are going to be based on the number of subscribers who apply and also subject to the funding availability so we may partially um fund an application dependent on the number of applications that we receive and our goal is to notify awardees of the grants within five days of completing their application and again like all of our programs we will require a formal grant agreement okay i'm going to cover it cyber security i2 project management certification training grant um the the purpose of this grant uh will be to uh for the department of commerce to seek an education provider to deliver a rapid response program to provide training certificate testing job placement assistance in the areas i.t cyber security and it project management next slide so this request for proposal seeks an organization or cohort of organizations to deliver a training program that can meet these uh criteria that you see on the screen uh training of a thousand individuals from across kansas impacted by the public health emergency uh provide training including all materials practice exams other study aids individual mentoring for the entry level i.t certificate entry-level it's infrastructure certificate entry-level cybersecurity certificate i.t project management certificate and provide provide certification exams and provide individual job placement assistance and you can see um some of the requirements along with that [Music] okay nine down one to go the last is our tech college advanced manufacturing grant and as the name suggests this is a grant that's available to the seven technical colleges in the state of kansas um and the award amount is up to five hundred thousand dollars um the purpose of this grant is really twofold one is to provide opportunity for kansans who might have been impacted or affected by covid19 through job loss so it's to provide those opportunities to reskill and upskill them for high demand high-wage jobs and the second objective of this is to really future proof um our competitiveness in the global workforce by investing in it and the advanced manufacturing sectors through our tech colleges so these funds will be available to the tech colleges to expand or improve on their existing infrastructure to help train and develop kansans in those high demand high-wage job sectors so improving our competitiveness from a workforce workforce perspective and ultimately improving our economic resilience in the future the colleges will work with our kansas works organization to find and target those individuals who have been affected by coven 19 for these learning opportunities okay so thank you all for uh bearing with us as we went through all those details and um what we want to stress here first is that more information is coming uh so this presentation that you just saw will be available for download we have recorded this and it will be pushed out uh through our our social media and so people can watch this and uh spend time with it let it percolate and um we hope that that will be helpful so if you've been furiously trying to uh take a uh you know every note um as we've gone don't worry it's it's going to be available um so again um as it relates to frequently asked questions we've got a bunch of questions here that we're going to try and cover on this call um in some cases we don't have the answers yet and i want to be transparent with you about that we're having to build the airplane while we fly it and uh so there are still things that are being figured out and um this is a helpful process for us though to engage with you and get your questions today so we're gonna do our best um and uh as i mentioned we're gonna need your help on social media um pushing things out through your your local media through your list serves through um you know your networks so please just uh work with us bear with us on that so what we're gonna do here now is i'm gonna go through some of these questions that we've received through the the chat box and how much time do we have three minutes we've got 30 minutes okay so we're going to do the best we can here to to go through questions so here we go is it better to apply as a group or sector or as an individual business or organization the answer as with many things is it depends so if we're talking about a small business working capital grant you're applying as an individual business if we're talking about a one of the connectivity grants um specifically the the infrastructure portion of the connectivity grant that can be done where it's uh you've got a local government partnering with an internet service provider partnering with someone else and so um that's that's up to you to figure out but we do encourage collaboration we encourage partnerships and uh really want to see that as much as possible on the connectivity side with individual business grant requests that's different and it's really about the individual needs of that particular business um so next question if you receive money from cares act round one does this inhibit chances for spark funding or cause you to be ineligible for spark funds so there is a 350 000 maximum that has been put in place uh on the that's a 350 000 max on the amount of money that you can have received already from the cares act so that means that if you got money through uh phase one from your county uh or if you got a ppp loan or an idle loan or a cdbg cv grant um and the combined total of that is more than 350 000 you are not eligible however we have put in place an appeal process so if you are at uh 350 000 100 and you'd like us to consider that you can submit your appeal through the the site on the portal we will automatically calculate when you put in your numbers there's a there's a calculator that that determines whether um you've exceeded that 350 000 or not so if you have this warning notice will pop up on the screen and there will be a direct link that you can click on so that you can submit an appeal if you wish that's up to you um will we be willing to share these slides yes we will we appreciate you pushing these out um and helping us when will the press release come out uh tomorrow is what we're expecting on the press release so stay tuned we will email that out to everyone that is on this call that received the original invitation we know that uh this has gone out beyond those who are on the original invitation list um and so we don't have all those email addresses but it will go to everybody that got the original invite will the businesses file for their own grant yes but they can if you are a chamber or an economic development organization and you wish to provide assistance to them certainly by all means do that but the applicant will need to certify that what they have put in this application is true and that they understand that they will be subject to audit and you know there's there's a lot of uh requirements that are related here so we need the actual person the representative of the business or the applicant to uh to attest to that and certify that are small city governments eligible so in the case of a of a connectivity grant where it's for infrastructure yes they are eligible to apply um with the rest of the economic development programs they would not be how will these grants figure in income for next year so that's really an issue between the business and their financial or tax advisor we don't give tax advice and we're not in a in a position to be able to say what the implications of this will be on somebody's uh tax liability so the business will need to get their own professional guidance there is there a fact sheet or media kit that we can have access to so we can promote this information to the business community yes that will be coming out uh we will push that through email we will push that through social media and we will push it we will have it on our website at kansas commerce most of these materials at kansascommerce.gov so stay tuned on that how do you define nonprofit and does it include 501c6 organizations so what we're looking at here with nonprofits is 501cs so that includes c3s and yes that does include c6s so if you're a chamber of commerce that's on here and you've been frustrated because uh you couldn't get ppp and you've otherwise been left out of cares act funding we have taken that into account we have heard your frustration and we want very much to be able to support chambers who we know are providing vital services to the private sector in this in this time and so uh you are eligible to apply as a c6 um non-profit furnishing meals to youth ages 1 through 18 do they qualify for food systems grants um kelsey uh can you take that um and we're gonna need to unmute her jim hold on just half a second here okay he should be on kelsey second half of that can you repeat that sure so the the question is a non-profit furnishing meals to youth ages 1 through 18 do they qualify for food systems grants i would encourage them to apply and and i don't want to say no right now i mean i would encourage them to apply yes um you know i think that if it's if they're associated with school districts and they're getting funding for that i mean that's something we have to take into consideration but anyone providing meals we definitely want to support out there terrific and i've got a couple more for you while we've got john here so next question does this include traditional farmers or just direct to consumer producers we really want to make sure again i would encourage everyone to apply but um making that connection of selling tsuka the consumer and how we're expanding and securing that capacity of food accessibility is the important key there so i think there's going to be a lot of creative ideas out there and i would encourage them to submit those applications and then they'll be they'll be scrutinized and depend look at the eligibility requirements elsewhere very good and uh must a 25 or greater loss be demonstrated for local food grants no not in this case this is the unique um component to the food system is that there's not been oftentimes losses but increase in demand so that component is not a requirement for these grants great um and then uh one more here maybe just one more we have a food bank in our small county that is administered by a ministerial alliance which does not have a 501c3 does it need a sponsoring 501c3 it does not they would be eligible to apply on their own in that case would they use their ein or what would the uh i mean we'd have to look through that but i don't believe that that would be one of the requirements um i think we would that case we probably have to do a little digging to make sure that the entity is valid and operational and um but if there's if there's a way to tie it to something then that would be great i think that would help yeah and and this may be one uh for um the the person who asked the question we may need some additional information so i want to remind everybody that you can email back to business that's to back to business at ks.gov and that's our that's our master email account for collecting all questions and uh it'll be monitored by uh commerce staf with our partners at kda and elsewhere within state government we'll get you answers as quickly as we can so give us some more information on that one about the ministerial alliance and we'll we'll uh get that nailed down for you um okay so how is the so thank you kelsey and i'll grab you back on if we get more food systems related questions so um question is how is the number of employees determined so that's based on full-time equivalence um a full-time equivalent is 40 hours a week so if you have somebody who is a 20-hour week employee that is .5 that is half an fte and so that's that's how we calculate full-time employees is hand sanitizer considered ppe yes it is um and then question i only saw the december 30 deadline on the ppe manufacturing category does that mean it does not apply to the other programs so as of right now december 30th is the date that applies to all of these programs that's not a date that we set that's a date that congress set in the cares act and so um as the guidance to the state of kansas and all states in the country stands at the moment these dollars must be used by december 30th so it's not just for the ppe manufacturing it's for everything um if that changes we will let you know there are discussions going on in dc about that but uh you should plan that uh december 30th is the deadline for everything that you do um okay let's see what is the percentage of match for the connectivity grant um do you want to take that kayla we will have sorry we'll have more information on that tomorrow okay yeah we'll we'll have that on the on the website so you'll be able to see that percentage um okay let's see if a school needs to provide a means to internet access to low-income students does the isp apply to provide an allowance to extend the eligible students or does the school apply um kayla can you take that or are we i don't know if we're able to answer that right now let's we're going to add that to our faqs that's a good question and we will add that to the faqs for that broadband partnership plan great for the requirement that funding be available through december 30th does that mean the project or service must be completed by december 30th as well um you should assume yes this must be completed by december 30th in some rare instances there may be exceptions uh that are based on if there's a supply chain disruption that particularly applies on connectivity so right now there's a worldwide shortage of fiber optic cable and that's that creates a lot of challenges in just being able to get this work done uh in in specific instances we've we've received some guidance from the department of the treasury that we can uh have some additional uh time to work but uh don't focus on the exception focus on the fact that right now uh december 30th is the overriding date and um we need to try and uh we have to shoot for that and get the get the projects done by that time um i see we have a couple of questions related to uh technical colleges and divisions of community colleges uh we'll get some more answers on those as soon as possible there's a question about how does the connectivity grant pair with compete with or exclude access to those reverse auctions available for broadband providers for underserved areas that's that is an important question it's a very technical question we will get guidance out on that asap um so question is if we received a ppp federal loan over 350 000 does that disqualify us so uh yes but you may appeal that if you wish as i mentioned there is a form where you can make your case for why you'd like us to consider an exception to that rule and that will be reviewed expeditiously still going through questions here can businesses apply for both the working capital loan here as well as a business grant program from the county in round one yes they can um again that 350 000 threshold is important and that applies to cares act money you would have received from your county it applies to cares act money you would have received under a ppp loan or an idle loan or a cdbg cv grant so but yes you can apply for both when does the application portal close so we will keep the portal open until the funds have been exhausted uh we don't know how long that's going to take though we would anticipate that there's going to be a large volume of applications they're going to come very very quickly next week it looks like there's some questions on the website kansascommerce.gov covidrelief that is password protected right now because it's not available for public consumption just yet that will go live at four o'clock tomorrow tomorrow afternoon and then i see that we've got a question as well about the applications and if they can be passed along there will be a separate application for each of the grant categories that we went over today those will be available at the website that i just mentioned and as far as can unfunded can we pass unfunded applications along to locals for consideration for the programs they're rolling out there is a question in the application asking for permission um for from each applicant to pass that information along for those that select they are willing for us to do that then we will be able to forward that to you for those who don't select that option we will not forward that information so it depends on the applicant's preference there we have a question about whether this will be translated into spanish and an offer from uh carlos gomez at the hispanic chamber of commerce of greater kansas city to help us with translation services and carlos we'll take you up on that we want to make sure we're getting the word out to to everyone and so we're we're grateful for any assistance you and and and other partners can provide um i'd like to turn it over to josh mcginn from the recovery office in the office of the governor uh who's gonna make a couple points about uh some some action items so josh uh thank you secretary i just wanted to make an appeal to everyone on this call um we are really trying to uh make sure that with this december 30th deadline as many of you pointed out that's a very difficult and tight deadline that was set by congress there is some work still being done in dc on this issue so i just wanted to make sure everyone understood kansas did provide as much money to local governments as almost any other state in the country with the 400 million in round one but we know that there's still a lot of needs out there so if if anyone on this call could make sure to communicate with your federal representatives and senators about the need for more time more flexibility and more funding it really can make a huge impact if it comes from you talking about your specific community needs with regard to the pandemic so just wanted to make sure everyone on this call knew that's that was a deadline set by congress that we are trying to work under because that's what we have to work with right now but anything you all can do to make it sure that our delegation knows that um more time more flexibility more funding would be appreciated thank you thank you very much josh and and we really appreciate that and and the help that all of you can give through your networks on those points so thank you um jim can you scroll back up so uh janet mcrae's question one application for each bucket or will they be shared and can you pass unfunded applications along the locals for consideration for the programs we're rolling out so um do you want to take that alex um so again one bucket there will be one application for each of the grant categories that we went through today and grant applications can be passed along if the applicant opts in to uh sharing their information so that is the last question on the small business working capital grant the ppe procurement grant and the food systems grant is whether or not they would be willing for us to share their information if they select yes that they are we would be happy to pass that along if they decline to check that box then we will be unable to provide their information but we are making that an option great thanks question about is there specific support for minority-owned businesses so the answer is that we have uh specific support for uh veteran minority and women-owned businesses which will be in the form of a uh an additional amount on top of the base award for those types of businesses um okay do all funds mentioned in the presentation today need to be spent by december 30th specifically the the surge the connectivity the connecting emergency response grant again yes you should assume that december 30th is the deadline we recognize their supply chain challenges on on fiber optic and other uh connectivity infrastructure but we we need to all focus on that december 30th deadline until we're told differently by washington d.c and again uh please help make the case for us with our uh with with the washington delegation who's been very supportive of of our uh of where we're coming from here in the state uh but we need congress to act and so that's that's where you can help can improvement districts apply for these funds i assume that would be like a business improvement district so if if that is a legal entity um it probably would be a 501 uh then you would be eligible uh this may be something though where i'm not sure what your legal uh tax classification would be so you may want to email us back to business at ks.gov with some more details on that specifically um let's see if a business opened in say september 2019 but was incorporated prior to july 1 2019 will they be eligible for funds for example if they were not open on july 1 but they were already paying payroll before july 1 2019 does that count that's a good question i'm looking at my chief counsel uh we'll get back to you on that we're not sure we'll we'll give written guidance there um does the 500 employee threshold apply to each location or the entire business so that is by location so if if you're a a grocery store chain and the total uh number of employees above 500 but you've got 30 employees at your your store in in nest city then that's what you're applying for you're applying for that location and the the threshold you would be well under that 500. um our 501c3 is eligible yes okay um there's a lot of questions that i am not going to be able to to get to um and that frankly we don't yet have the answers on we will get those answers over the next 24 hours and uh this has been extremely helpful for us on this end to to hear your questions and to kind of understand the the range of what to expect um so i guess the the the closing words i would have are stay tuned we
