How to industry sign banking minnesota iou

uh for solar thermal approximately four hundred thousand dollars in rebate funds for solar air heating solar roll transpired error and for made in Minnesota collectors from solar skies for water eating it's available currently to customers of the for Minnesota investor owned utilities Xcel Energy minnesota power Alliant or IPL in southern Minnesota and Otter Tail power in western Minnesota we are looking into the opportunity to expand the solar thermal statewide however that has not been officially approved yet um we will likely review what applications are coming in and make a determination whether to reopen applications in March and at that time we'll make it is also a determination whether to go statewide um if we don't use all the funds up as was the case last year there's a strong indication that we would open it up to all residents and business owners within the state of Minnesota okay so what okay so first what we're going to do is and we'll try I know everyone's busy so we'll try and go through the process and many of you already have your username and password for those that don't we want to go through this process to make attaining your username and password simple I know that some of this is overwhelming for many and it is difficult to take the time to to go through and submit these applications for potential clients from a dealer coordinator perspective I will tell you that it has never been easier to market and save money for others in sell solar air heat the incentives are there and the the folks at the Department of Commerce have been very accommodating and so if we can just get folks to get accustomed to this process the submission of applications becomes rather easy the first thing you're going to do to to acquire your username and password and anytime that you want to check on updates and and gather information on the rebate you're going to log in to the department of commerce website minnesota department of commerce website i can type in minnesota department of commerce and it's going to populate the address bar the AG the address here is above minnesota gov / commerce as you can see once you've gotten to this page we then go to the energy tab I have to move my screen here folks pardon me and you will see that all of these headers pop up down here at the bottom right is the maiden Minnesota initiative if you click on that this is the page that is dedicated to the to the maiden Minnesota incentive program information updates and so on are all on this page if you have questions I recommend first going to this page and looking for updates and information to acquire your you something yes what does one thing real quick right there on the bottom there what we do in order to keep people informed about new modules or solar collectors that are coming online or when we set incentive amounts that kind of thing we email out email alerts to folks who have signed up so if you go down to the bottom of that page Ryan and show like where you're going to get the user ID yes you click on on contact there you go that email newsletters and program alerts codes click on there enter your email and then click Next and it will give you a range of different topics to click on and one of them is renewable news and one of is made in Minnesota we send out lots of interesting things and renewable news but we always send out a made in Minnesota updates to renewable news and made a minute so the subscriber so that's how you can stay on the on the updates and stay up to date on what's going on with the program and there's there's always news so it's a good idea to sign up sign up for the updates yeah we send out a regular renewable news newsletter every couple of weeks okay that's a good way to stay on top of it thank you kim okay so if you need to apply for your username and password it is on the the same page here okay as the maid minnesota and you just go to how to apply for incentives for our dealers in our installers they are asking that we submit the applications for our clients we don't want homeowners submitting applications for the rebate so it is the responsibility of the Installer the seller and essentially in our case the dealer to submit those applications once you get your username and password you will be able to track all of your applications in one location you simply click on the application request and it will bring up a PDF form for you to to fill out which I'm waiting for okay we're going to make that a little bit bigger okay here we go ok this is the application that you will want to fill out and it's all you can you can basically type it and then you will save it as a PDF and you can attach it to an email which you will send to the solar dot help at state mmm is that correct yes you return it to this email address right here so fill out the form save it as a PDF and submit it in an attachment to the email address listed at the top once you do that typically within a day or two you will get an email from the Department of Commerce that looks like this this is this is a response we got to a request for a username and password for a dealer that we have this is your password you can change your password if I'm not mistaken you want to email that request to to the solar help email address once you have your username which is going to be your email the email that you submitted you can then simply use this save this email because anytime you want to go in if you don't remember your password or you don't remember the link you can simply use this email and click on the link which is going to bring you right to the power clerk site of course I have to copy this here so I can and I just prefer to copy and paste ok and that's it that's all you need to do to login to the power clerk site we have been working on a couple of applications these two applications above were submitted and approved and this client has already gotten there the rebate check in order to show you how this works let's say you're in the middle of an application and you want to edit it that's what this would represent you can simply click Edit and it will bring you into the application process for new applications you of course just click new application and we're going to choose our technology so here we are with the solar thermal rebate the steps listed above are the steps that need to be taken in order to reserve funds for the application you still with me Kim yes sorry about that no that's okay so this might be an opportunity to help folks understand i have had comments from dealers about the confusion you have applicants you have sellers installers in most cases the applicant the seller and the Installer are going to be the same entity if you sell the product and someone else is going to install it then obviously these fields would be different yeah there I mean in a lot of cases as as the solar industry grows there's folks that just work on sales and business development you know and then there may be someone for example there's also a couple of folks out there that provide consulting services for installers and developers and basically they fill out all the applications so the applicant is the person who's actually the application the seller is the person who actually sat down with the customer and sold it and the Installer are the folks that actually are on site putting the panels or collectors in place and so those can be all different but they can all be the same in it and in many cases they are okay so at this point we've filled out the fields we just simply click to the next screen host customer that is the resident of the property correct that's correct okay it could be now because we do take applications for businesses and for businesses you know we the the rebate search are twenty-five percent of installed cost up to a map or to a cap maximum 2,500 for residents 5,000 for multifamily which would be a four-person you know rental building or building with four rental units or more or if it's commercial project which does include agricultural uses and farmsteads those the maximum cap is 25,000 so that's why if you have a company named you fill that out and the red the red asterisk indicates that that field has to be filled out correct correct that the red star means it must be filled in okay this is all pertaining to the host customer we need a phone number okay okay so that's that's all we do is fill in this the the fields and we click to the next step okay so if the applicant and the system owner is the same entity then you can simply pre-fill with the applicant tab correct correct mm-hmm okay so what's a situation where the if okay so the system owner is normally in most cases the client correct so you could so if you click click up on the ortho system owners other party yes that that you can there you go you can click on host customer all right I misspoke there you this would typically be a host customer in a standard process where the host customer is going to be purchasing the system putting the collectors on their home then the host customer is the same as the system owner okay so thank you for clarifying the system owner in a situation where the host and the system owner may be different is maybe if someone is actually leasing the system we have programs where people can can lease is that correct that's a good at okay yeah it's it's it's a more common with the solar pv market where financing is being provided okay the system owner you know all these all the thermal projects are eligible also for thirty percent federal tax credit and so if the the system owner is the person who would be eligible to take that tax credit so in many cases the financing has a system owner where that is is sort of the financier of the project okay now it looks like I got to add a number here no no its you already have one it's okay that's why I brought Kim with today folks okay um okay so we're on to the next screen and and I guess the point is is in a lot of cases you can you can pre-fill these and so it does go quite a bit quicker payee in most cases would be the system owner and the host customer so you can simply select select one now in a case like what you were talking about i mean system owner and host customer are are the same in a lot of cases so does it matter which one you pick now you're just pre you just using that reference to pre-fill right okay yeah you can we do allow assignment of the of payment so you you could have those all three be different but if people have questions about that they can give me a call there is a what's called notice of assignment form it's part of the application process where the system owner or the hopes customer may want us to do a direct deposit of the payment to a bank account or something like that it is possible to do that to fill out the notice of assignment then we can make sure that happens so you would fill out the payee as to how you want to be paid akita is is that the state of Minnesota vendor ID must be must match the payee so if you're the if you're going to get paid then a bank or something would have to have a state of Minnesota vendor ID to be to be actually issued the payment otherwise individuals or businesses would go to the the state and and there's a link on our website um in which you can go to and fill out an application to be a vendor everyone has to be a vendor to receive payment right and so once you've gotten your reservation letter and you submit your notice of completion they will need to acquire a vendor ID and all of that information is made available to you on the site and I said it out in in the funding letter as well too okay wonderful so if you have a vendor ID because you've applied before or you know you've put up a PB and now you want to put up a solar thermal or vice versa and you have a vendor ID feel free to fill it in right there and put it in otherwise we do require it to confirm the reservation once once funding awards have been announced thank you okay so this is the physical address of the the site being applied for correct yep so that you know again if it's a standard type of development at a residence you can just auto fill with host customer okay so in a situation for right now until we hear otherwise you'll want to choose one of the utilities that the that the job is taking place and right now these for utilities are are there are the ones that that are that make you eligible for the maid Minnesota rebate if for some reason things would change and it would it would go to a larger area then they would click other is that correct that's correct okay the easiest way to get a customer account number for that utility and the meter number is to get a copy of your bill it's all on the bill should I check one of the four utilities or click other does that change anything Kim no you get any one of them okay okay the premise i trapped it to be available once i once i get formal approval of it young to go to other provider now okay and so that's that's in this box right down here that's where they would enter like you know right hand up an electric co-op or something like that okay the premise number that is the that's the that's the number of the can you help me explain the premise number of kim yeah it's um it's actually only applicable to Xcel Energy customers and it is a surrogate for a particular location of the meter you technically can have more than one premise number per location that that would be only on large apartment buildings or commercial sites so you typically have a premise number that basically matches a customer address if you're outside of Xcel Energy territory you just need to fill in 40 is here because the star means you have to fill it in okay that was my next question thank you I think it says that at the top of the page in the yellow section nope not okay sorry well it should I'll have to make that okay okay thank you so more 40 is there any time that you don't have like here's another case too I just had a customer who's interested in solar they're building a new house on a property and they don't have a premise number or a meter number yet if that's the case you can go to when we get to the one of the pages of fun project components there's an equipment notes section you can make a note in there that this is a huge construction and that a meter and premise number will be issued you know in June or whenever the start of construction is on the site so that's okay to do that you can apply for a new construction project um the new construction has to be done and the project has to be able to be installed in the calendar year so it can't be like well we're thinking about doing something in 2017 apply now because we only we typically only give a year to get it installed and then one month six one six month extension if needed so max it can be out as 18 months for it to get completed okay thanks for the explanation Lynn did message and said that she has already submitted two applications that did not enter the four zeros she wants to know if that's going to be a problem my immediate response would be that you could go in and edit those is that correct not not if they're submitted you you you would normally be able to edit once you get a confirmed reservation but once it's submitted it's locked in but um i would suggest they were not excel customers their minnesota power customers okay so um it is possible that under be happy to look at it and it's not a problem we can work it out it will not affect the ability to go into lottery if she was allowed to submit the application it accepted it so it may not be required in all cases so that star normally says it's required but it might not be so if you were to ask Linda just follow up with me and I'll confirm that we're all good after the conference call okay did you get that Lynn okay um building type pretty pretty self-explanatory there will go with existing okay we don't have a lot of leasing in the solar thermal realm um if there are questions it's a rare enough case where I could certainly take any emails or calls from anyone and we would we would work it out if they were to change anything factory authorized installer this might be a good opportunity to announce the addition of solar wall to the Solar Thermal rebate as real of course s a factory authorized installer pre-authorized by the Department of Commerce Kim do you want to go ahead and quickly elaborate on the solar wall edition yeah the solar wall is a what's called the transpired air system it's very applicable for use and has been applied in in a couple of cases including our real has installed one on a poultry turkey dairy you know Barnes um basically it is able to heat the temperature that flows through the the transfer here anywhere from 20 to 70 degrees so for uses like you know growing turkeys the ability to be able to get that warm air in there can reduce costs for propane usage or other fossil fossil fuel usage by sixty percent is what solar wall is claiming so they have agreed to do a partnership with are real and are going to be making that that available on and it is currently available to apply for on the rebate program here so that just um went up live this this week anyone who will go ahead Kim I'm just going to say so it's similar to an air heating system that our real does but it's on a larger scale built basically assembled and built on site and it generally revolves around fresh air intake correct on larger commercial buildings right exactly which is why it's really nice for for Barnes to they need to have a fair amount of airflow these provide continuous air flow and then warming air flow obviously all during the day for any of the dealers that are attending this webinar if you have questions about the transpired air on please email me after the webinar and I will certainly give you the the information that you need about the technology and how you can make it available to your to your it's under the maid Minnesota rebate program system type okay so this is a part where Kim I might need you to help me explain because they are required however these three entries don't apply yeah so basically you can just fill in you know select one of them from system type because yet these are related to the water heating and then just put in you know again four zeros and storage capacity and plumbers license okay four zeros that's kind of the default yep if it doesn't apply the four the four zeros will will suffice okay so everyone here should be entering solar air heat because that's that's what we do that's what we manufacture real the end use space heating I don't think I've ever seen a case where a structural engineer is required to install solar air heat yeah this again is somewhat repetitive from the PV side so right just just answer the questions to the best your knowledge and leave something in there it doesn't affect your application this is actually data that we just collect in order to see for example again I mainly on TV how much structural engineering is what percentage of projects for example of acquire structural engineering okay plete not many it's very few under ten percent for sure okay most of you probably know about the thirty percent federal tax credit that you can claim with these systems they simply again are just collecting data it's not going to affect the the process of your application if you intend to claim it check yes if you don't click no other would be as everyone knows the SPFs are recommended to be mounted vertically on the wall so we would click other and wall mount suffice and to the next page okay so this is where we break down the the the quote now one question that I had Kim is you're asking for a total cost of the collectors what about balance of system parts is that to be broken down and added to all other costs are you looking for how would you recommend filling out this section yeah that this is a this is set well there's the section above it too or we can choose the various collectors but basically what we're going to ask for in collectors is what the installers cost is for the collectors again if water tanks are not part of it that's let's find permitting fees and then everything else goes into other okay I was going to ask if you could explain these two tabs right here ok so the solar collectors are really the ones in which like again if we're talking about air heating this is where you select the manufacturer and the number of collectors that you're going to be installing so I want to click on that first yep okay so here you'll you be able to pick out you know are real or conserve all and engineering is that is the name of solar wall okay conserve oh I'll just show them so they can conserve all systems that be your solar wall right there right and then it will add it will pop up sir balls there's a single stage in a dual stage solar well okay um and if it's okay i'm going to go ahead and choose the rural renewable energy alliance ok ok so we sell three different types of collector sizes and so simply you just want to which which collector you're going to be installing all right how many and since we're all going to be doing large solar air installs okay so this part I might need you to help me explain as well so is this the this is the direction that it that it will be facing based on the the sort of compass off to the right there so if it's facing view self it's at 180 degrees and then you can see if it goes a little bit west it could be 210 or you can actually type in specifically what where it is you can click on self reference it will automatically go to 180 okay this again somewhat related more so related to to UM TV so I apologize since they're kind of parallel programs okay but that's what you would that's what you would put on there is vertical um if you are doing the installation on the side of the building yes okay then minimal shading things that you have ninety percent of the time based on the amount of Sun that hits that that solar powered furnace on a monthly basis if it's ninety percent or more sunny or if it's a hundred percent put mammal shading that's what it means if its monthly shading um this allows you to take the data from a solar Pathfinder or similar type of situation and and be able to enter the data exactly this again is not as important and it does not have an impact on the rebate it's basically data it does have an impact on the TV side because TV it will generate a different energy output depending on the azimuth the tilt and the shooting okay I'm and for those of you that don't have a solar pathfinder on it that is the preferred method of calculating solar shading there are smart phone apps that you can use I don't know Kim if this is a good time to kind of discuss how they can submit that we're not near the pdfs the middle phase yet so i guess i'm kind of looking for some guidance on that how they how they would um go about submitting that i don't know if we should wait um if you are in a situation where um there is there is nothing that can shade the the solar furnace the system you can submit a Google Earth photo of the home or barn or site on and just have a arrow or draw some kind of square that indicates where it's going to where it's going to be located and then just click on on minimal shading but you will have to upload something in the area for the shading analysis which is coming up in in the paperwork section but that's an alternative ideally you would have some kind of shading analysis done however I understand if you don't have that we can work with you on it and if it's zero you know but if it's there is no trees or another building adjacent then and it's clear that it's not being shaded you can use the google or a picture so for collectors we are going to only enter the system cost for the collectors balance of system will go down here correct right so this this is really this is the cost the installer paste so the total price all the way through when you get down to total cost so like profit overhead margin whatever you want to call it that would go on all other costs we're just trying to get a handle on what the collectors or PV modules actually are costing and what installers are paying form and then what the labor and permitting keys are on is a wide range on permitting fees so an hour one of the goals for the Commerce Department is to look at ways that we can streamline permitting and to lower permitting fees excellent range 80 I mean I've seen zero I've seen you know 4,000 if for example if and or is it if there's a permitting feed it's based on the total installation costs that's something you should push back on because the majority of municipality zor counties do not include the cost of the solar modules or collectors in determining what the installation cost is and if the permit is based on a percentage of installation costs that obviously can affect how large permitting fees you have so it's worthwhile to push back on that um we typically speaking are saying now that it really only include the cost of the labor for installation in the permitting piece so I have a question actually the calculated total cost is 6700 I just pulled some numbers out and down here it's only reflecting 5,500 why is that you have to click through that right now it's not registering that you're done filling full okay thank you okay yep I see so um and then it will show you your estimated your estimated rebate over here to the right okay so it doesn't still big it'll tell say that this is not eligible for a rebate but if it is one of our if it's one of the collectors that are listed in there you shouldn't have a problem but if you do feel free to contact me um if or first of all I guess review go back up the manufacturer and make sure what that list of manufacturers you know if you get one line off it may not be some and that sort of fun is made in Minnesota and therefore it will will not show a rebate so but typically it a lot of matapos show the rebate and if that double check the name of the manufacturer okay so this is the this is the part where we submit the docs it is very important that we submit them in PDF form that is the only way that they'll be accepted correct wreck and I don't know when my page is so huge but ok so I'm a little embarrassed to say that I don't know exactly how to browse so we're just going to click the attach go to generate generate the application form and that will show you thank you base the summary of the application form in that and I'm sorry a summary of the application and that will show you know the host customer and the installer and system not the size and all that kind of stuff so the net this is the we also need to have this form signed is that correct correct okay there's two ways to do it one you can generate the form like we're doing and then have this printed off and then get signatures from each of the different folks you need to get signatures from now on in if there's different you know system owners host customers phase you might need a lot of signatures if they're not you're not going to need a lot of signatures because it will all be consolidated so if you kind of roll down you can see this the same folks are are listed throughout and when are they signing this actual form and where are they signing yeah you have to just go down yeah a bit up the sign is a pill form okay now new this year is um is the so you can see here you got host customer an applicant if you want to just keep scrolling up we can see all the rest of them that all right there and is the digital signature applicable to this form yeah okay great the other way as you go to East signatures and then it will ask you to generate just to review that everything looks the same in this case we end up having slightly different information entered here so it looks like it's it's still generating but anyway it will it will automatically signature order just sign it multiple times as necessary and I'll go ahead I'm sorry so anyway this is this is the way to do it if you want to get it you know signed in person okay so if I if I want to use the if I want to use the e-signature than I would choose that option and submit the email of each person that requires a signature and it will prompt them in an email to sign is that correct yes yeah so it should already be in the system automatically so if you click on that it will it may not ask you to generate it because you already have on it didn't so if you haven't generated the application it will ask you to generate it first turn after you a key sign you need to just review the information is correct and you have to bear just click on verify and then it will send the document out okay you see it says the document will come out what will happen is is that as the as the signatures come back in it will up once all the signatures are done it will upload the document automatically well I can tell you from experience that will help a lot of the chasing around to gather signatures so that's very useful yeah okay so to attach the shading profile which is something we talked about just a minute ago those of you with a solar pathfinder you would simply take a take a picture of the of the analysis and the solar pathfinder and the tab sat in a PDF form should I be grabbing an example Kim or can we move on without can we go through these without actually attaching them yeah you won't be able to submit anything like s which is fine but right on but yes you can go through to the next page okay we do require a preform photo a before photo and also a site plan on no Ryan I think you had kind of a generic site plan already on one of your other tabs from the application guidelines basically this gives us a an overview of what gives us an overview of the site and the location of the panel or on sorry the collectors and where they're going to be at okay and actually you're speaking to the site plan that you sent me correct um no it was in that application guidelines so I think it's on one of your four tabs on the top there no great fun yeah was in the oh yeah there you go you just click on that will pop it up thank you everyone for your patience please return your tray tables to their original position okay here we go okay so I want to click on this to show them an example yeah there's the application um well I'm Thrawn page 18 or so okay basically it's just a sketch of the be I think this area here right so this is an example you would put in the name of the customer the in this case of here its modules on the roof you could indicate modules on the side of the building and then indicate any other components that would be part of it as well if they're going to be inside or outside um again this is kind of geared towards PV but just a direction and then like where the main road is on there is very helpful to have in there and then just the date of the on it as well to this way we can kind of get a sense from either the Google Earth or the before photo um combined with this allows us to understand where things are going on the sites and make sure from a very high level that something is an out of order that you know we should look further into so and you've allowed me to do a one line drawing of this so I mean I you it doesn't have to be drafted all right I mean you can you can simply take as long as it's legible you can draw in the road the north you know the South compass would be useful and then you do want one line drawings of approximate ducting layout and an SPF location is that correct yes and then like if there's a fan box you want to draw that in there but it doesn't have to be drafted it can be you wouldn't want to draw it on a napkin but you can certainly just draw it out with with your pencil right yeah ok so here I go back to where we started ok so you would then you would then scan that and attach it in PDF form so so far we have the shading profile which is a photo of of the Pathfinder and as Kim had stated earlier if you don't have a pathfinder you could use a Google Earth picture and draw in the the location of the collectors and they're basically going to look and make sure that there's not a building in the way or a ton of trees in the way we have had situations where they we have submitted an application and there are trees and and we've been allowed to indicate that the trees were going to be cut down is there is that something that we would want to show when we when we submit our completion yeah and the site plan you would want to show that those are going to be going to be cut down um you know ithin on the completion side we basically just require a a photo of the system installed so we wouldn't necessarily we're not requiring a photo of the trees being cut down but you will you wouldn't want it you wouldn't want to do a before photo with trees and in a site plan indicating they were going to be cut down and then submit a picture for the completion end of it and have a bunch of trees in front of the system right right this is true and then of course so again the site plan doesn't have to be drafted it has to be you can scan it and send it PDF the before photo very simple just a photo of the where the collectors are going to be mounted okay yeah and one thing that this doesn't you click on that it says I will send in the postal you can mail it to meet any any documents as well bye-bye US postal service or other service to to me at the commerce office they do need to be postmarked no later than februari 28 the final day of the application period um but I have had that happen a couple of times I simply then a PDF them and then upload them to your application you're good to go okay um is that a good time to I mean do we discuss what what the deadline let's say that there's some people that that are getting ready to submit applications and they they haven't gotten it done by februari 28th is it then a good idea for them to check the website for updates and I mean I guess what I'm saying is this they can still apply after that date possibly if there's money left correct yes but what will do is we will close thus the this application through power clerk on februari 28 and then we'll just take a look how many applications we have in etc if we have funding of leftover we did open it up last year on a first-come first-serve basis and it's very likely we would do the same thing in 2015 so we will make an announcement of that but it's reopen it'll be on our website then also on one of the best places to get information is on what's called the front page of the power clerk website so where you go to put your username and password in I keep that even more up to date than the website for little things and that's because if you log out it will go there but I'm not saying you should and the reason is because I can just go in there and write that up so if there's minor changes or things to be aware of um it'll it'll always record that and I address the date on there okay so here's the front page of the power clerk and this is where you are going to this is the most current line of updates and information yeah because I gotta go through a few steps to get stuff update on the web but you'll see I put a date on it and then like by more a second we were able to have solar wall up so that's just up and we added a couple of new pv module manufacturers as well too on that day okay we roll down this and it actually has a program overview as well as the as well as access to the user name and ID application and I the website Lincoln and that kind of thing just the general guidelines of the program is that overview so okay so the power clerk page is actually a good venue in addition to the mid to the to the Department of Commerce page because you can update this a little more easily so it tends to be a little more current correct okay excellent so here we are at at nearing the final stages and this is where we make sure that the email addresses and names in the fields are correct and to clarify for you folks I submitted an application for tailor-made homes some time ago and that is why the email is my email typically it would be the email of of you know the each each entity would have its appropriate email so we're checking that to make sure that the signature request goes to the right right location right so here you would need to preview this and it's not going to quite let you go request the signatures because you have to have that email address fun ok assuming it did you preview it and then you'd click that box in the lower left and then requesting the chores but then be highlighted and push that and it would email out all to all the people that have to sign and there's instructions that come with that it's pretty straightforward you have to sign in they send you another verification email and then then they allow you to go ahead and sign it you can choose your script or otherwise you basically just click on each area that you need to sign in it signs your name now one thing to keep in mind is that there's somewhat of inconsistency in recognizing signatures um if your signature is significantly different than how your name is so it's best to sign your name just as it's listed otherwise some people like if their name is you know Steven Smith and then they sign their name Franklin s smith or something like that it doesn't recognize that as an as the correct signature and it will reject it so I'm just offensive I learned hard quite a few times and others app so far this year so we have at a couple of those kinds of things and in the the digital signature is is more for for convenience you certainly can print out the the required minutes and have them signed in person as well yeah okay so we're going to go next okay so let's see how far along we come here we're we're right there so it had everything been completed and authorized and whatnot then we could submit it in it then it's on its way to the Department of Commerce right so what happens here is that if you're missing any information the only thing we're missing here are the signatures but if you're missing anything that is required and there is a question earlier today about I submitted without premise numbers it may recognize that it's not required under under minnesota power I I think I made that change so it might not have that's why it would allow to go through however if there is something that star that was not filled in it would tell you here what wasn't filled in it would say you did not fill in the coast customers meter number or something like that you go back to that page fill in the number you'd come back to here and you can move with these different sections you don't have to go next to each one you can click on any one of them it click on any of these yeah this will bring you to whatever page it's referencing that you that that may be incomplete you can simply just just click on that header and nem you're good to go okay so once you hear it will get to the end of that submit application now one thing with these signatures is is that it will not submit the final application once all the e signatures are in which means that you do need to go back and check on it you know if every day and until you get all those these signatures and if you aren't getting the e-signatures ID contact the customer asked if they receive the email or you can resend it out for signature as well too and doesn't the software work in a way that once everyone has signed the appropriate documents it will let you know that everybody has signed yeah the applicant will get an email saying it's all sign okay wonderful so that's pretty much the the first stage and I'm focusing mostly on the application stage because I feel that that's what we need to do when when you get your reservation letter and the job is completed you then you then want to request you want to send in a completion forms which you guys will prompt them to do is that correct yeah we know there's a if you still have up the guidelines um there's a there's an overview of the timeline for for things and if you go down a little bit more here let's tour it's after site plan okay um keep going past the application it's just a couple more down here I can't see it so I can't tell you what number to see you havta it's right after um notice of knowin ya but there is on it's going to say there's one other one on here you might go one more page up because this gives the timelines of things is that what we're looking for yeah just so I can you have to so for example you need to have the vendor ID and a executed installation agreement to confirm funding reservation by June first um this is still under notice of completion so you got to go a little bit farther back again October yeah hmm okay October thirty-first is when you need okay so it's right after this one there we go there we go okay so here's the general overview applications through februari 28th administrators myself and my team review all the applications in March with an issue from we complete lottery and then awards are made by lottery ranking we issue a letter either saying you have received funding reservation or you are on the waitlist if projects fell off or cancelled off of the projects that are funny we go down to the next one on the list the first is the deadline to submit and confirm your reservation this basically makes your project real and locks in your funding on between April and November projects need to be installed October thirty-first is now the deadline to request an extension if you cannot complete the project in the calendar year 2015 if you don't have a notice of completion the project has to be completed by December I'm sorry if you don't have an extension approval then you need to complete the project and submit the paperwork by December 31st orders or risk of losing the incentive this doesn't happen too often but if after repeatedly receiving letters and notices which we send out for all these stages there is no response on then yeah we do reserve the right to cancel a project so um it's good respond okay the installation agreement we did require um as part of the application last year but we are no longer requiring that but we are requiring it to confirm the funding reservation which means that you need to have the customer needs to have some skin in the game to make sure that we know this project is real this last year we had a lot of projects cancel very late in the year after repeatedly kind of trying to figure out whether they were going to move forward or not um and that's unfortunate because it doesn't give us enough time to award funding to another project which is on the wait list so we're trying to get people to to you know fish or cut bait by June first okay well that's a that's a big update then so they don't need the they don't need the letter of intent right they just need a letter of notice of completion signed by the payee know they need an installation agreement ok installer and the customer or the developer and the customer to be submitted with the vendor ID no later than June first and this actually takes place after the reservation letter has been sent out is that correct yes ok ok well that's nice it two months to that you know you have funding waiting for you um we just got you know I we just we just and that we agree we got a number of concerns or complaints from from folks that that are you know just on you know few down the list on the wait list and um unfortunately towards the end of the year once we get past December 31st we don't know we don't go down the wait list anymore the funding rolls over into the next year so we could have probably funded a few more projects this year had we known that people weren't going to move forward with them and there wasn't the way to know that unless they're willing to sign an executed installation agreement which usually requires some money down and and as a potential for financial penalty if you back out right and I find that some of the clients were a per hesitant to to cooperate with the application process because they felt like they were obligated then to to somehow make a deposit or that they were on the hook for the job if it didn't go through so right yeah that's why we pulled it out of the application process but we wanted to make sure people were getting serious about it so that as many projects can get done in the year as possible and in people who are on the fence just you know got it like a like I said fish or cut bait move on well this this should make it a lot easier for our dealers to reach more people without you know to get some more applications submitted and and then go back and let their client know that the funds have been reserved and move on from there I think people are more apt to agree with a project if they know that they have the funding and this way they aren't they don't feel like they've put themselves on the line to submit the application that's right very very handy um I think that we've been very informative I know that a lot of the dealers have been through the application process and so this is a bit repetitive for some of you and I do appreciate those of you that have have stuck around at this point I'm trying to motivate our solar thermal dealer community to to get applications submitted and Kim I don't know if you have anything to add I do appreciate you basically uh what's the words I'm looking for basically clearing the air about where the the maid Minnesota rebate is going to go and right now clearly it is in the for utilities but I don't want our dealers to to lose any enthusiasm over that and to continue trying to generate some solar thermal clients out there yeah and in to stay tuned for an announcement in March as to whether we open it up or not but you know we do want to spend and invest all this this funding that we do have um so we're hoping that that if we did open up state why we would be able to invest all that funding so we'll see where it is but stay tuned again on the front page or who also will send out an announcement come through the email newsletter renewable news as well as if you've signed up for announcements were made in Minnesota excellent and just to clarify you want to spend this money you want to do whatever you can to to spend the funding down yeah you know it sounds kind of crazy but that's when we're providing a program like this we we are measured our program is measured in terms of is all the funding extended are all the projects getting done so success is spending the money well and I think that a lot of lot of programs like this just for you you folks out there a lot of programs like this provide a certain amount of resistance and you know a lot of people are overwhelmed by the application process and taking time away from work to go generate leads and submit applications for those leads and i can i can say with with experience in that that there's not a whole lot of there's there's a process for this incentive in this rebate but there is not a lot of resistance um you guys seem to have a lot of flexibility and you've been very good at at helping people out with questions I would ask the dealer community to field your questions to me first but that does not mean that that you can't that you can't email kim and what what email address would you prefer to to have to have questions sent to send them to solar dot help at state that mn dot us and kim's response time is is very commendable so you know please continue to try and market this product and know that again there's not a lot of resistance there so i think that submitting applications and if you had leads before that were on the fence or that were warm leads they are now hot leads with this incentive program so anything we can do to to generate some interest in the program would be would definitely be positive so Kim unless you have anything else to say now I got to see if Shannon is here because I know that I had some folks we also have the folks from some CAC here okay some folks had some questions as it pertains to melissa's here as it pertains to using the the maid Minnesota rebate to generate some some some installs through the cap agencies so I'm going to hand it over to Shannon Shannon you're very patient thank you no problem thank you thanks Kim for helping understand this process so I know Kim that jason has spoken with you on this a little bit too so it if if it's repetitive stop me or if it warrants a call between you and I that can happen to but most of my question is yeah how can we utilize the mem rebate along with the renewable energy equipment grant program that's available to caps in our state given that you know say the mem does become available statewide um yes it is possible to use both of those programs the the MIM incentive would be considered sort of the first payment and the renewabl equipment grant would be kind of the second payment so if for example we're covering twenty five percent of the cost of the install renewable equipment grant would cover the other seventy-five percent or whatever portion up to their maximum is which so what it would allow you to do is to be able to do more projects maybe twenty five percent more projects and I know it's not a huge pool of funding but even if we're able to get one or two more projects done each year that would be great so they yes they can be used in conjunction with each other okay would it also work too yes maybe this is saying the same thing in a different way you know the cap for the renewable equipment grant program is around eighty two hundred dollars for a system install so say we were combining the two programs that would essentially raised our cap for the install to correct correct okay so if the installation is for example um 11 let's let's just say for easy numbers eleven thousand two hundred dollars mm-hmm you'd be eligible I was on a single family residential home you'd be eligible for twenty five hundred dollars from the maiden Minnesota program and the 82 200 hours from renewable equipment grant should have a total of ten thousand seven hundred dollars meaning there be either the customer or some other source we need to cover that remaining um you know 500 hours or so okay so you could do it that way correct yeah get it that way okay um that answers my question sure thank you well I'm sorry to let you but I should have let you but in I didn't realize it would be so quick Shannon I'm sorry well it helped that Jason had a conversation yesterday with you also yeah yeah he was here in st. Paul with us so okay well hey Kim thank you very much I appreciate ya feel free of folks to give me a call I'm here to help my job is to make the application process go smoothly and objectively and no question is too bothersome so make sure you email or give me a call if you're having any issues or have questions about a particular part of the application or some other situation with the installation you're thinking about but I hope you'll I do some solar thermal projects this year we'd really like to see solar thermal catch on as PV he has in the state of Minnesota thank you thank you farewell bye bye does anyone else online have any questions before I disconnect you

How do you make a document that has an electronic signature?

How do you make this information that was not in a digital format a computer-readable document for the user? " "So the question is not only how can you get to an individual from an individual, but how can you get to an individual with a group of individuals. How do you get from one location and say let's go to this location and say let's go to that location. How do you get from, you know, some of the more traditional forms of information that you are used to seeing in a document or other forms. The ability to do that in a digital medium has been a huge challenge. I think we've done it, but there's some work that we have to do on the security side of that. And of course, there's the question of how do you protect it from being read by people that you're not intending to be able to actually read it? " When asked to describe what he means by a "user-centric" approach to security, Bensley responds that "you're still in a situation where you are still talking about a lot of the security that is done by individuals, but we've done a very good job of making it a user-centric process. You're not going to be able to create a document or something on your own that you can give to an individual. You can't just open and copy over and then give it to somebody else. You still have to do the work of the document being created in the first place and the work of the document being delivered in a secure manner."
