This one is for me. I use a program called Adobe Illustrator. I used to use an app called Adobe Dreamweaver, because it was easier then to do things myself. But recently I have started looking into how to do it all in an image editor, because when I do things on my computer I use Illustrator all the time, it's so darn simple.
Here is how I do it in Illustrator : 1) Create a new document. 2) I draw the basic shape and fill. 3) In the layers panel I add the layers and then the object I want to use. 4) The object I want to work on is my character. 5) You have to create a new background layer for the object as well. You may have to resize it for a better looking background. 6) You have to add a layer called a mask. 7) The mask is where I place the characters I created. 8) You have to draw an oval, and a circle (you can do this in the layers panel as well, for example). 9) Draw another oval. 10) Draw a square and another circle. 11) Then make the background layer mask again, but this time you have to do it the other way, like this:...

United States (1842), ruled that "the power to regulate [the movement of the mail] by virtue of the Postal Act of , is vested in [the Postmaster General]. He therefore has power, by virtue of his special commission, to issue the necessary stamps and orders as will authorize the issuance of such postage stamps for the issue of letters by mail" (1873, p. 5). In 1878, the Supreme Court reaffirmed that the Postmaster General had the right to issue "any stamps, certificates or orders for use in the enforcement of the provisions of the Act of 1836, as amended" (p. 805).
It is interesting to note that Congress did not require the Postal Service to issue a postage stamp for letters by mail, only that the Postal Service would be free to issue a stamp whenever it chose—without limitation—to, which it did.
The Postmaster General also issued a series of stamps to accompany the original Postal Act of 1793, including ones with the words "The Constitution" on them as well as those with the words "We Shall Overcome."
