my name is susan bisowitz i'm the lieutenant governor for the state of connecticut and i want to thank tony sheridan and the chamber for giving us this opportunity to reach out to the businesses of our state and let them know what state and federal programs are available to assist business owners across connecticut it's very exciting because we have a set of new programs that are available and we do want businesses to know what those programs are and i do see that tony sheridan uh has joined us um tony so nice to see you thank you so much for hosting us would you please say a few words and then we can get started with our wonderful panelists and we really appreciate uh your leadership and this opportunity well thank you lieutenant governor and uh thank you for um all joining or organizing this event this is obviously very important to the business community uh we're hopefully more than halfway through this pandemic and we need to reinforce the need to be safe and keep others safe and so this is an important event we have a good number of people listening in um i also want to thank of course gwendolyn thanes for her great work at the ecd and and and all of the changes you know when this started none of us really knew anything about it i mean this has been one enormous learning curve for everyone including our front line workers and so it's essential that we can continue these conversations to keep everyone up to the minute on how to stay safe it's a real tragedy right now and it would be more of a tragedy if we cannot you know clamp down on the the number of increases and um call that uh covered um here in eastern connecticut especially our numbers are going up and before i really formally introduce you lieutenant governor i just want to say this afternoon at five o'clock is a very important meeting for unzoom of course um for um the business community and we have a good number of people who have expressed an interest in it on the latest um efforts to try and keep everyone's state safe and also for additional directions for our business community on how to keep their employees safe we're almost there so it's you know it's really important that we we keep the pressure on to stay as safe as possible and to regrow our economy quite frankly first of all let me just for those of you who don't know um lieutenant governor by switz was sworn in on january the 9th uh serving her first time as connecticut's 109th lieutenant governor lieutenant governor by switz and governor ned lamont's first priority is to grow the good paying jobs and investing in the state's future and the lieutenant governor is continuing her commitment to economic growth that quite frankly made her a leading voice for connecticut residents and small businesses uh back as far back as i think it was 1999 when you served as secretary of state or started your tenure as secretary of state so um thank you again let's get started there's a lot of good information to be received this morning and again thank you for all of you are joining us all year soon you're muted there we go okay okay technical uh difficulties thank you so much tony and what i wanted to do is highlight several programs that businesses in southeastern connecticut should be looking at right now first is our decd grant program we provided the opportunity for businesses to apply for five thousand dollar uh grants we had over eighteen thousand applications to our department of economic and community development seven thousand of those applications were approved 4 000 checks are out the door and uh there is due diligence that continues to be done and perhaps when glendale and thames speaks glendalin can talk about how many more checks are out the door or how many still are being worked on so if you're a person who's applied for one of those and you haven't received your grant you should give the decd hotline a call 860-500-2333 to find out the disposition or to see if there's something that you can do to provide some additional information to decd second the department of revenue services and the dec d have jointly come up with and this is very beautiful because you don't have to apply for the connecticut recovery grants and these recovery grants they're not loans will be a total of 35 million dollars and you will not have to apply because the information will be based on your filings with the drs and the idea is that those 10 thousand to thirty thousand dollar grants are focused on assisting businesses that had big revenue drops um and it's focused on small to medium-sized businesses with payroll of under 10 million dollars and again the beautiful thing is you didn't need to apply for those those were those grants were made in conjunction with drs and those started going out the door on january 8th so those two programs were intended to keep our businesses going because we know so many um are on the precipice hanging by a thread and need assistance and it's going to take a while for us to get the federal money the good news is that at the end of the year there was in the new federal legislation 285 million dollars for a new tranche of ppp money that catherine marx is going to talk about and an additional 20 billion dollars in idle funding and the decd's estimate is that if you look at our population connecticut should be receiving in the neighborhood of three billion dollars for the ppp and um we'd like to say that connecticut because of uh leaders like tony sheridan and and the chamber uh connecticut was able to get um a little more than its share in the first tranches of ppp so uh we want to get this information out to you in the hope that as you look at applying for idle and ppp that you will start getting your financial statements any kind of tax uh filings in order so that you are ready to file you should probably be speaking with your banking institution and if you don't have one you should find out uh you should start a relationship and ask them if they plan to participate in this next round of ppp so that you can get started and i will make a final recommendation and that is that if you need help organizing making sure you have your expenses in quickbooks making sure you can easily produce a profit and loss statement the women's business development council that is based in stanford but has an office in new london has business assistance there to help people it's free and you don't have to be a woman-owned business all you have to be is a small business owner and they'll help you whether you're a man or a woman they're fantastic i've personally visited dozens of businesses that through wbdc the women's business development council and our folks will put their information in the chat function they were amazing in making sure that their partner businesses got ppp idle the decd grant and loan offerings and the like so if you have not been introduced to that organization um i would uh suggest that you uh get on their email list because they are tremendously uh helpful so uh with that uh i'm gonna um give uh the floor to glendale and thames who's gonna talk about what decd programs are out there and she'll be followed by catherine marks who will talk about the upcoming federal programs glendlan thank you so much for your leadership and for joining us today thank you good morning can you hear me okay yes okay awesome always have to do a sound check happy new year everyone uh first and foremost thank you governor for your ongoing partnership and leadership you did a great job at illustrating and updating everyone on our programs but i will give a few additional updates thank you tony and the entire eastern connecticut chamber organization again without friends like you on the ground and on the front line helping our businesses and ensuring that they're getting the resources that they need to sustain their operations through these very challenging times would just not be possible so we truly appreciate that partnership um and shout out to my partner in crime catherine mark's director from the sba um we are attached to the hip and you know moving swiftly to mobilize our resources to make sure that connecticut businesses are first in line and we get our fair share again and punch well above our bank our weight relative to accessing additional ppp and idle dollars coming down the pipeline and so with that um as the governor stated you know the state programs were really designed specifically to augment and complement the federal stimulus dollars um so in the first you know a few months of this pandemic we got close to you know seven billion dollars injected into our economy um which was a part of ppp idol and other uh stimulus dollars that were administered through the sba and that was a huge abuse and then businesses went months struggling without any additional federal support while we entered a second wave and so that's really when the decision was made by the the state to really kind of focus our limited resources on providing capital uh two businesses and grant dollars not debt because we know that there's been increased anxiety from businesses on taking on additional debt and they were kind of like at their width um so i just want to everyone to know we were listening we were paying attention which is why we you know designed and launched the two programs that the governor mentioned earlier so on those two fronts the first program was the 50 million dollar connecticut cares small business grant program which was targeted to our smallest of small businesses so those were 20 or less employees no more than 1.5 million in annualized payroll expenses we received over 18 000 applications so that application closed uh mid-november and our goal is to fund upwards of 10 000 businesses and non-profits for a one-time five thousand dollar grant so if you applied and you approved everybody gets five thousand dollars to get us to that 50 million dollar threshold to date um just some updated statistics governor uh we've actually funded over 7 000 businesses so over 7 000 businesses have received their one-time 5 000 grant with more funding happening every day um and so we still have you know a couple thousand businesses that are in the pipeline that we're continuing to do due diligence on but again our goal is to get to that ten thousand businesses funded um and hopefully we're able to wrap this program up um this week it may take us an additional you know seven days or what have you but we're really working diligently crossing our t's dotting our eyes and making sure that again the businesses that are eligible and approved that we can get them that five thousand dollar grant that we know they are uh most in need of the second program is our decd connecticut business recovery grant and this is the program the governor mentioned that requires no application i know that sounds probably pretty unorthodox but this is literally your government trying to innovate and and be responsive to the business needs and kind of remove red tape if you will and we've gone through a couple of rounds of this so we have a lot of experience while relatively new experience under our belt and so we really wanted to create a process that we could get money fast out the door on while again crossing our t's and dotting our eyes so this business is this program is 35 million dollars no application required focused on small to medium-sized businesses um with the payroll up to 10 million in annual expenses if you will the final eligible pool of app of small businesses are about 2008 businesses our focus here was heavily on restaurants accommodations retail and other type of services such as your you know yoga studios or what have you we really looked at hardest hit next codes um wages and gross receipts uh and also you know is your business significantly down year-over-year year and and gross receipts uh 25 or more year over year so we really use that drs data on kind of what we had um at our fingertips to make those decisions if you will the grant sizes range from as minimum as ten thousand dollars to as much as thirty thousand dollars with the average size grant probably being around fifteen thousand uh the eligibility criteria is posted on our website uh checks have been mailed so i know businesses have been started to receive their check um and will continue to receive them over the next couple days if businesses have questions related to this program um regarding if they felt there are eligible and they should be receiving a check or want to know if they're receiving a check they can call five 860-297-5999-860-297-5559 nine nine that is the drs um hotline if you will so um with that that really rounds out kind of where the state is relative to our programs and our focus to date we are so pleased to have kind of the good news that came two weeks now um from the federal government um because again these two programs were specifically designed to be that bridge and that shot on the arm um in anticipation of the long weighted uh stimulus dollars and so now we are locked arm and step with sba and katherine um on making sure that we're mobilizing our resources our partners um to make sure again our businesses are getting um their share fare their fair share of the federal dollars so i'll stop there and i'm available for any questions thank you glenn thank you so much uh for that and we want to stress that the hotline number you can call to see if you um haven't received uh the five thousand dollar grant glenn will put that in the chat function and she will also put in the drs number because it you need to check with drs um on the uh recovery grant program that we were just talking about between the ten and the thirty thousand dollars that's the 297 number and glenn will put that in the chat function so that um you can have that and i do want to mention one other federal program that i'm hoping our expert um uh catherine marx of the sba we'll talk about and that is the 15 billion dollar shuttered venue uh fund which is coming for those businesses mainly entertainment venues like movie theaters that have seen uh 25 or greater revenue reduction so catherine in addition to talking about ppp and idol if you could also uh talk about um the shuttered venues um uh legislation and what help that might offer southeastern connecticut that would be really great catherine thank you so much for joining us and being such a wonderful partner with decd in our state thank you lieutenant governor um tony and eastern connecticut it's wonderful to um be with you again and yes glendalin and i um talk uh 24 hours a day because our goal and our mission um are one in the same and that is to help connecticut small businesses so i'm going to lay out a few of our programs and then we'll let it go to question and answers so indeed you've already heard that with the signature of the president for on december 27th we are reopening the paycheck protection program that is ppp i will try not to drown the audience in acronyms um ppp in order for us to um really target the most economically disadvantaged smallest businesses it did open yesterday it did open yesterday to certified financial institutions within those not to get confusing but people should know that there's two different types of ppp now there's the first draw and there's the second draw so small businesses if you're out there listening and you didn't have your finances ready last spring to get a ppp loan now is your opportunity you can go get a first draw ppp and for our businesses that need more help there is now a second draw of ppp and we can certainly get into a lot of those questions so there are two different you know two different things we're talking about here the first draw and the second draw i'm going to give you a little bit of explanation on the second draw because it did change and it changed because we want to target or the legislation that we are administrating wants to target the smaller businesses for the second round for the second draw of ppp now businesses will have to be under 300 that the maximum loan amount has been reduced to 2 million dollars and you are going to have to demonstrate need you're going to have to demonstrate a decrease in revenue so those are all very important factors to make sure again that folks that really need this stimulus are getting this stimulus so that would be a 25 production in gross receipts and again in order to make sure that we hit our communities that are underserved there is a 15 billion dollar set aside for that for that funding through the certified financial institutions glendalon and lieutenant governor by so it's talked about you know what connecticut did last spring let me put some numbers on that 65 000 businesses in connecticut received paycheck protection program funding hopefully all of those will be forgiven but there is a forgiveness process um for that so they were loans that will be forgiven that total amount for connecticut was 6.7 billion dollars so let's hope that we can continue to spread the message so that our small businesses can continue to um get the information they need to apply for those the deadline will be march 31st so the advice here is we've opened to the certified financial institutions and soon we will open to all lending institutions unfortunately at this time i don't have that specific date i'm going to talk about two more things and then i'm going to talk about shuttered venues number one we talk about idle if you don't know what idol is that's e-i-d-l economic injury disaster loans in the very beginning of this pandemic many people the only federal funding available was idle advance and those were grants and if you got those i have some exciting news that your idol advance is no longer deducted from your ppp loan forgiveness so it is now a true um a true grant the other exciting news that i have is that the expenses that you um expenses from your ppp loans are now tax deductible so those are some exciting changes but lieutenant governor by switz also asked me to talk about the shuttered venues program so within the legislation that was passed there is now a specific grant program to deal with um the shuttered venues we do not have guidance on that we are anxiously awaiting it um i i look 24 7. it is to help things like aquariums things like museums and and our live entertainment um when that so again lieutenant governor gave the best advice to folks here is get your financials in order i know you're waiting on on some you know updates and guidance from sba but while you're waiting get those finances in order um so the shuttered venues um will come in two tranches um trying to reach the smaller uh organizations first then going for the bigger organizations and you know i think we have another one of these programs um later in the week um i'm hoping to that you know we finally get guidance by then um but stay in touch with us stay in touch with us sba connecticut sba and twitter or go to sba um to sign up for our updates and we will continue to update folks as soon as possible last thing and then i'm done governor lieutenant governor by switz talked about our resource partners there's a great four letter word and that is free our resource partners are free i know that this is complicated what i talk about is complicated what glendalin talks about is complicated so if you need a resource partner if you need someone to help you walk through it these are our partners they have the business um advice to to help you walk through it to because if you want to go for that shuttered venue you won't be able to go for a ppp there's a lot of complex detail this round so along with the women's development council on women's business council we also have sbdc um which is small business development center that works with uconn and we also have score which is retired executives and they have a very active southeastern connecticut group so make sure you go out to your resource partners and and stay in touch with them to help you get through this complex complex federal programs but we are here at sba to serve you the small businesses um and and we're just thrilled to partner with eastern connecticut chamber lieutenant governor's office and decd great thank you so much catherine really appreciate that summary so now we're going to ask uh participants if you have a question please put it in the chat function and uh one of one or more of our experts will try to help you with that we also appreciate our media partners so far media partners have questions please do please do put your question in the chat um so we have a question and i think this is for you catherine can you receive a second draw ppp if you have not repaid the first draw um can you talk about that and and that's that's a great question and and to everyone out there there's just no way in 10 minutes i can even touch on half of the topic so these these questions really do help you know hone in on what people are thinking so i'll try to make this brief there's a forgiveness process my colleagues don't love that word because you didn't do anything wrong but you have a loan that we would like to make a grant that takes some time so this the very short answer to frank is absolutely frank you can go for that second draw ppp because we know that many people are in the process so um so so by all means um also know that there's going to be further guidance to simplify that forgiveness process again i don't have it but for loans 150 000 or less there will be simplified procedures to um to get your loan uh forgiven okay great thank you so much so i want to answer uh amelia's question will decd be doing anything in its recovery grant program to prioritize minority women-owned businesses and veteran owned businesses as the sba is doing so i will say this more to come on assistance for women and minority-owned businesses i think we're going to have some good announcements coming on that but glenn can you talk about whether decd has prioritized some of the groups that emilia mentions in the connecticut recovery grant program so in the connecticut cares small business grant program so that one was the 50 million dollar one-time five thousand dollar payment to eligible businesses um with you know that approach we really kind of split the pot up and really trying to have some goals on allocation and so um from the onset we said of the 50 million dollars we wanted you know 25 million to go into non-distressed municipalities and 25 million of those funds to go to businesses located in distress municipalities which are our most economically challenged and the majority of our minority populations are located in those businesses and so that was you know a strategy to kind of really market penetrate in those communities and so i'm happy to say that of the 7 000 you know businesses that have been funded to date we are already trending at over 50 percent of those businesses are classified as women minority veteran or disabled owned businesses so um we are really proud and pleased with you our prioritization and being very intentional and conscious about equity in the dollars that we deploy for the drs uh business recovery grant program that's a little bit more challenging because again there was not an application process a drs in the state more generally does not do a good job at tracking and and data collection relative to uh the demographic status of businesses um and so we were really focusing on kind of the the hardest hit and just from a bottom line perspective if you will and so we'll have to you know do some further diligence on identifying you know what that pool looked like at the end of the day but we just don't have a good handle on it just because of the sense of urgency and the process and approach that we took with that program um not having an application where our other programs were applications and people self-identified as those groups okay thank you glenn so to answer lisa's question about the decd grant based on drs information uh we gave you some of uh the outlines uh for that but you can call that 297 number that we put in the chat function uh lisa and i will have uh sam norton or our moderator please put the wbdc phone number and website into the chat function so that everybody can access it and we're going to ask catherine mark's tammy's question which is can you apply for both shuttered venue and ppp i believe you can but catherine i'll let you answer that right um so again i always would like to draw um some you know caveats we are still waiting for guidance on these shuttered venues so what i give you is the information that i have up to date um if you've already done if you've already done a first draw ppp you can go for the shuttered venues when we get that information out and if you you know if if your criteria matches what you cannot do is go for the second draw ppp and the shuttered venues so if you received a ppp earlier this year and you are in need of also a shuttered venues grant then yes you can do that what you cannot do according to the guidance that i have at this time is go for a second draw ppp and the shuttered venues grant please note that the ppp stands for paycheck protection program so it is indeed a forgivable loan that requires you to expense at a minimum 60 of the loan amount on payroll so i think that is really where the difference is going to be when we see guidance on the shuttered venues grant but the ppp is still primarily a payroll program to help keep people employed during this incredibly difficult time for small businesses so thank you for that katherine and you also i think answered david patton's question um you have to choose between the second draw of the ppp and a save the stages grant um so bruce carlson has a question and it's this are their efforts to fund new to start new businesses i am not aware of any and part of the problem is if you don't have a business usually the decd rule is you have to be in business for a year so that you have some sort of track record and id with drs and other state the secretary of the state's office and the like um so catherine i don't know if you have anything to speak to uh with respect to help for new businesses because i'm not really sure what bruce characterizes as a new business but i'm i'm thinking it's somebody who's just started one so glenn or catherine do you want to respond to that sure i i will jump in just to kind of uh piggyback on what you said a lieutenant governor i think bruce makes a really good point because we know that prioritizing existing businesses and new entrepreneurship is really going to be our key to coming out of this uh economic downturn um faster and recover faster and so as you can imagine the current efforts have really been focused on you know stopping the bleeding with existing businesses and and the crisis at hand but i know decd from a policy and kind of where we go next from a long-term recovery perspective we are advancing legislation uh this upcoming session regarding the small business express 2.0 um and really kind of trying to position support for newer businesses um in addition and my other hat with the ct next that focuses on entrepreneurship we have you know several small granting programs and also are in the process of launching some new programming and proof of concept funds um that again support that new entrepreneurship so definitely a point well taken it's something that is top of mind um for me because i think we all know that a lot of businesses are not going to be able to survive right and so how do we really start to think about um encouraging new entrepreneurship for that replacement of economic loss and one of the things we saw this morning is in 2020 a record number of small businesses started nearly 40 000 new businesses were started why is that because we have a huge unemployment rate and i think a lot of people who lost their jobs decided to start a small business so we really appreciate your question and um i would make sure that you any new businesses who are out there are making use of all the resources of the chamber the small business assistance center and the women's business development council and score now we have a question from a farmer so thomas holmes we know this has been a terrible year for everyone including small farmers i would give our department of ag a call because they have been providing assistance and i'm going to have our moderator or sam norton put that number in the chat function um to give you some ideas and i don't know if uh either gwendolyn or um catherine have any uh more information on any specific programs uh lieutenant governor can i have the floor yep please um first of all um we still do have the traditional sba um loans when you want to start a new business um and there are people who have taken this time to to uh you know ignite their entrepreneurship so make sure that you you know you know this is this is our turn to to shine the sba um is there to help businesses start grow and unfortunately now recover so there are traditional sba loans still out there our largest is our 7a loan but we also have loans for underserved communities in terms of our agricultural industry which is incredibly important to connecticut and eastern connecticut there are programs through the usda um so that's important to make sure that you know you go out and and look at those there's a usa usda um office in thailand um that might be able to to help with those um loans particularly for our agricultural industry does that answer the question i hope so um i think the i think there are thomas holmes and there's one other question about um farms i think um the uh department of ag and the connecticut office of usda in stores might have more information for you i do want to answer matt brown of the norwich bulletins question his question is what programs are available to support people who business whose businesses have closed so matt there are a whole host of um assistants available um there are um the department of labor uh has programs to assist people with um and the workplace and other agencies like the workplace to help people uh who need jobs there um are all kinds of food resources um health resources and those all of those resources because there are plethora of them are available on our states coveted 19 website um and so catherine we have a question for you um they're asking um and is oh wait sorry you put your i think we're good i think we we've answered everything i believe um and just one more question uh for you catherine uh thomas holmes is asking about the sba are there sba programs to um assist with farm-based businesses um i i would like to work with tom with the usda um so i put in our our email address um we have we have a good relationship with with the usda uh so we as always many times these questions um there's a lot of a lot of back and forth that needs to go through before i guide him in this the right direction i never want on these webinars i never want to misguide someone with a very generic answer um so so thomas the there have been a number of questions that that the chamber has received regarding 501 c3s eligibility vers s 501 c6s could maybe you respond to that on the second phase um i think that one's for me lieutenant governor right um so so again there's there is more information um that i could give that's that's okay tony um there's more information that i can give you know within a 20 minutes so with the second draw and again i i'll try to speak as clearly as possible with the second draw there's also some new um some new areas of eligibility those include housing cooperatives 501 c 6 which are typically chambers of commerce like we're talking with right now there are certain restrictions with those tonys and those restrictions are concerning the expenditures and the activities regarding lobbying then there's also more eligibility for designation marketing organizations and these are you know broadcast organizations um there's you know this we still have some affiliation issues but there is a a larger area of eligibility within the parameters of the second draw even though the amount of employees you have has decreased because we want to try to hit the smaller ones so the amount of employees has decreased from 500 to 300 but the eligibility of um you know eligibility has increased and does now include chambers great great well look this is again been very very helpful i'll pass it back to you uh thank you catherine for that but i'll pass it back to you lieutenant governor thank you so glendon any uh parting comments from you and then we'll go to catherine excuse me i just want to say thank you again for the opportunity because again it's forums like these that are really important for us to be able to communicate and get the information out there um i really kind of just want to you know pivot everybody's attention to again the ppp the economic disaster injury loan programs that are coming down the pipe if you haven't already connect with your current bank to determine if they are going to be participating in this next round stay close to the sba sign up for their newsletters and additional kind of updates are coming that are coming out i know they have the approved list on their website and really get connected to one of our resources the governor mentioned the women's business development uh center we have the connecticut small business development
