William wells director a steam village and the four students who participated in an experiment that was submitted to the National Center for Earth and space science education if all of you would come to the podium be recognized miss Erin Morley will share your story with us good evening thank you so much for having us here tonight we're very honored I am Erin Morley and these are my students this is anima mio seventh grade Coronado middle school this is Daquan Cheadle eighth grade Carlos Jimenez Reyes and Dale Shaw and Sharkey we have mr. William wells from a steam village and Miss Lisa Henderson row who has brought us this program to our Kansas City Kansas Public Schools and really presented this amazing program for us here at quartet all of Kansas City Kansas public schools and presented this opportunity for nine different middle schools to compete to send an experiment to the international space station and to be performed by real astronauts so really an amazing opportunity and I'm very proud of my students two out of the three finalists for the district came from Coronado which I'm very proud of and and these wonderful young men very very diligently worked through their winter break every night after school and have really dedicated themselves to the science and really to the research that was worthy of being sent to the International Space Station I could not possibly be prouder of them their experiment is to see if mint Leafs are MIT it's Elfman seeds will grow in microgravity that will then determine whether or not maybe more plant life can be sustained in a microgravity scenario we're very very proud of their research and and their ability and just their never-ending desire to learn and I'm just very very proud of these guys [Applause] [Applause] [Music] [Applause] [Applause] [Applause] I'm so sorry in my excitement I forgot to say some of the most exciting part of that this experiment of course is fantastic in the fact that they're going to the International Space Station or their experiment is going to the International Space Station but right before it goes to the International Space Station they will be taking their research to washington d.c to present it at the smithsonian museum of air and space [Applause] an amazing honor [Applause] I mean we're talking about 13 and 14 year old boys who have really just dedicated themselves to the sciences and I truly could not be more proud of them they also have been invited by they have been invited to go to the launch of the program to actually see the experiment that they have put their hands on and built they have the opportunity and have been invited to have VIP passes to go see this experiment be flown up to the International Space Station so hopefully we can get the funding to do that so that we can just let them have this amazing experience that there is just you know what an amazing opportunity for literally anyone but for these guys in their lifetime to be able to say I put that in space so again thank you very much and congratulations you make all of us proud alright next we have the Public Works PSA Awards Dave for this contest our contest is a PSA contest PSA stands for public service announcement that's near and dear to my heart as a marketer but the PSA contest there we go is about why water quality matters so students had the option of either producing a poster or producing a video just something creative that provided some educational material and then we judged him and tonight we're bringing near the winners so we had how many we received eight entries from 23 students and we've got three schools that came out on top so at Wyandotte high school with teacher Sarah Thomas this is a group of one is to propose the land bank policy lease program chris is here to make a presentation good evening okay so tonight we're gonna talk about a policy update it's a lease program we used or we currently have what's called the adopt a lot program and in some of the proposed suggestions that we'll be making in the future this was one that we felt we needed to probably get up here before you guys to consider first so what's good right into it just a couple things we want to point out for I go in the details we feel that having a lease program is going to help us promote development we think it's going to strengthen whether its land bank or UG control of the property but we still feel it gives applicants the opportunity to use the property until such time as needed so again what we're trying to do is it's this is designed to encourage greening gardening that type of stuff we're still very much interested in development but the old policy or the current policy it was just a one-year agreement it did give the applicant an opportunity to purchase it during that term they were supposed to maintain the property sign a release waiver or have insurance and they couldn't build on the property so what we're proposing here is a change to that now instead of having to come to you every with suggestions for approval we're going to ask that the land bank manager have the authority to just go ahead and execute it the lease with the applicants and then we will comment each next Standing Committee to report that action we are going to up it to a two-year term if we feel that we need to terminate the lease whether it is a violation or whether we feel that there's a development project that's worth considering we will definitely serve 30 day notice to turn around and let the applicant know if there is farming involved or some sort of vegetable growing that type of stuff we will try to work it out with the potential developer to make sure that time is allowed for the the crop to season and all that stuff we're still going to ask that it's maintained we're going to still hold to a hold harmless agreement and we're gonna allow little things like maybe a small little shed fencing will be allowed as long as it is not permanently affixed to the ground because we know sometimes there's there's animals out there that may want to get into there so so that that's really the difference that's presented to you tonight and then we of course are recommending the approval of this tonight so I'll stand for any questions mr. slaughter thank you for the you and the rest of the staff for the work on the police program after two years if you've entered a lease with an applicant after two years if there's no interest from an developer per se is there a renewal opportunity I think we would definitely be open to that but I think what we would want to do is just start a brand new lease on that okay but yes if we have nothing planned it doesn't really make sense if something strongly already occurring there okay thank you Commissioner Townsend Thank You mayor I'm mr. slaughter I had a question about the language in section 12 agreements for temporary use of land and it's 12 1 I guess II and you admit you made reference to this before that participants and I'm assuming that that's meaning the Lee C's must sign a hold harmless agreement or add the w CL b1 a kind of land bank to their insurance policies I understand and fully support the need to have the lessee sign a hold harmless do we need to have that other phrase or add them to the insurance policy and here's my concern about that who's gonna monitor the leases have insurance policies who's going to monitor that for the duration of the lease those policies are kept as they should be so that there is active insurance would it be just a fish in this product illegal to only say that they have to hold harmless I know the point is that the city whether unified government not be held liable for anything that might occur while this property is leased I think in I'll have legal respond to this as well but I think our thought is a larger scale project that maybe already have an insurance policy for their program we would just ask to be a certificate holder there would probably be communication between our office and the party involved or the lessee to make sure that those are kept current but I'll let legal talk as well good evening commissioners administrators I don't think there would be any harm if we just removed that last phrase but I also don't think it hurts anything like mr. slaughter said if we do have a situation where it's a bigger group and they already have like some type of insurance policy maybe an umbrella umbrella policy or something to that effect we could just be added to that certificate so where I think it would be better I think we're more protected if we keep that in rather than if we remove it but if they sign a hold harmless agreement also I think we'll be just fine I think thank you entertain a motion Commissioner Johnson the adopt understood the prompt the premise behind the adopted a lot program that's if somebody wanted a group one or two or a person one they're not a lot and they would clean it up and they would maintain it there might be some signage and things of that nature is that correct yeah I don't think we would prohibit that okay so but now we're switching from the adopt a lot to at least a lot in is it the same premise behind this lease a lot program well I think ideally and and some of the stuff will we bring it to you in the future will probably help clarify this a little bit but we feel that there's certain strong areas in the community especially the Northeast that we would like to strongly focus on development and trying to bring those developers in but in the meantime if someone still wants to do a community garden or an individual garden or any other type of things that we will consider we feel that instead of selling the property and now in the future making that developer then have to renegotiate with that current owner why not at least sta t off with a lease agreement and they can still do what they want to do except we would still have property control just for clarity would that be for it any property across Wyandotte County this his lease would be the would be the way that we would deal with any property that wanted to be used as for instance a a little community farm community garden they will be required to do at lease program with us I mean I would say yes for the time being but I could see also some areas that maybe we're currently working deals that maybe we want when we wouldn't want to pursue that but that's the main idea yes looks like I mean I sees I see certain problems with and the reason why I see certain problems is we don't have a methodology that determines when we will lease versus when we will allow them to have their project that project and I it kind of struck me as odd I looked at the paper at the information that came across our desk today or this week rather but it seems to me that there would be to be some kind of parameters that would determine when we would lease versus when we will allow them you know I'm talking about people within the context of a community garden just using that as a context only at this particular time but there could be other reasons seem like there will be some guiding principles that would that would help us to understand that better I'm maybe I'm missing this folks maybe somebody mean Commissioner I'll just add that the stuff that we've been working on internally with other departments we hope to set those guidelines for you but we also felt that it was a priority even though the other stuffs still being worked on that we bring this part of the policy recommendation to those other updates be brought before the commissions of the weekend they will be brought to standing committee context of a program correct okay Commissioner Townsend Thank You Commissioner Johnson sigh inquiry prompted another one meant asked about in the hold harmless agreement language it mentions gardening and cultivating of property are these the only uses for which we would consider a lease not necessarily again the driving point behind this is recommendations on areas that we strongly feel need to be developed or should be focusing on development and if someone wants to come to us to purchase that we fill this as an alternative method for them to do what they want to do but yet we can still control that in case the development idea comes along again the driving the other driving force behind this is to sell a proper to someone and then turn around and get asked to develop an area and now we used to have control of it and now we don't and sometimes I'm not saying every time but sometimes that could be a factor in whether the development actually goes forward no I understand I mean I think it's I'm in favor of having this as a method to also move land along and development what develop it while the city the kid the ug retains ownership but I'm just asking since the hold harmless agreement language only talks about those two situations is that the only are those the only two situations we're talking about someone could come and say I'd like to lease this lot yeah okay I understand yourself I'll let legal handle this one good evening again no I think the hold harmless agreement it doesn't have to be voted on it's just an agreement we would have with anybody who wanted to do a lease so that can be modified for whatever reason they would want to do the lease this more like a here's an example of a hold harmless agreement we can use but that's not anything that requires action by the Commission to enter into so we can modify that at any time depending on what they want to use the land for Thank You counsel thank you thank you mister yes assistant administrator seaman so Commission also the commissioners and mayor I also want to just make clear that you know what the the lease agreement is talking about our lease language is not for someone to build a structure beyond much of a shed or something that would they would use for gardening or storage on that could be easily removed as Chris noted earlier so there are constraints I mean as you're saying the cultivating would be one thing but if you just wanted to mow it and plant some flowers that's another does that make sense Commissioner Mark Lee I was just gonna know this address is one of the other problems we've discussed in in relation to the gardens which is that a group that wants to do a community garden today may not the group may not exist or may have dissolved over time and so this gives us the ability to still retain control over that land but let that garden group have the garden two years from then nothing else is going on and that group is still together they can keep gardening if that group has dissolved and that land is no longer being used this gives us the ability to retain control and again I think what we're we're trying to do is move from where we have these the land bank properties really as a burden to the city cost to us really and understand that they are an asset that has to be managed for future development Commissioner Johnson I'll just be brief I'd rather until I can get all the rest of the language that we talked about earlier I I'm not in favor of this until I can see the whole the whole picture that's just my my would like to know how if property is not in the land bank how have we already received an application from someone to to negotiate for this property just in the just in for the purposes of transparency how can that how can somebody get to the head of the line like that without the rest of the public having this opportunity well I will say that we this has kind of been standard practice if it's a border commissioner city of KCK unified government property is we do request for a transfer so there's an opportunity there for you guys to bet that it's standing committee and then if it's approved generally we have the application ready to go instead of waiting a whole other cycle before we bring that application forward so it's kind of just a timely mechanism you know as far as if you didn't approve the transfer when we got to that point in applications we would just pull those off because obviously thinking I guess I was just misunderstanding that I I thought that the process was that all people knew what properties were in the land bank and could pursue transfer to them but if if a property has already spoken for before it even gets into the land bank I think we should review our processes impersonally but I would move for approval to accept into the land bank this property with the understanding that the fact that there's an application for the planting of an orchard has just pertains to yard expansions and property acquisitions any kind of development single-family multifamily would have been worked up and brought forward and then we were supposed to come back with recommendations and we're just not at that point yet so again we formed a couple teams that are going to be part of this process to help making determinations on what you go forward to the mission in the future so the original ask was a 120-day extension that that 180 days has expired so now I guess we're just asking for a new hundred twenty day hold again will notify anybody that has submitted an application prior to this or after during that time that their property there is a hold it is not a denial and then I just put on there that we're back here again so so that that's really all my comments right Thank You Man a state your name and city of residency hello my name is Tissier mank and my residence is Kent City Kansas so Monday of this week we met with mr. slaughter and the director of economic development and he kept mr. slaughter kept saying that internal they had made internal decisions so I asked them I said well was the North East Side's community involved in the northeast master plan and putting it together and I never got a straight answer but what I want to say the whole time that we've been talking about this all I've been hearing is getting shut down or we can't do this the ug is its best in our best interest to lease and this that or whatever but I don't understand how come if it meets the requirements of the Northeast master plan why these people can't have what they want why they can't have their community garden why they can't develop things as long as it's not going against the Northeast master plan and I don't believe that the community would have okay the Northeast master plan knowing that their voices would have been muted or ignored when they wanted to do something that was positive in the northeast side so I'm just I'm just here speaking for the people because they are not in agreeance with the north east master plan at this point because they're being shut down for anything that is positive that they want to do on that side of town yes sir Thank You Terrell Dyer Kansas City Kansas we did me with Chris slaughter last Monday I believe like how y'all something for us to have a meeting with her slaughter we were able to sit down with him through that meeting just describing a little bit I don't believe we got very much done really because the the concerns and the questions that we had weren't able to get answered because apparently uh who he also answers to was not present which he also stated last time here at this mean that he was told to actually do something so our flag us as a community to talk to those specific people with these applications that do deal with the northeast master plan that go into development of what we're really trying to do with the northeast master plan is to develop our communities I think we all have that common goal with this but to do this whole thing I've had a few different interpretations and when there came to mind is that I hope I'm hope I misinterpreted the fact that I hope you're not thinking money going into this development make sure they were thinking people as we're taking a disability meant because there's people in this community that we're trying to build and one faster that we look at is that we want to also as a community want to build your soil around you and I feel like our governing bodies might be overlooking may be overlooking their soil and how they can build their soil to make this process or these processes run a lot smoother and look at the people who are looking to beat the developers that aren't there are not here yet and have not come because we are looking to develop this area as well because you I think we all understand we do live in a food desert and our organization is looking to create a community-based food system where we actually grow our food and place it into a grocery store that's also being developed right now here on Pandora we're looking to actually have not just the garden is not going to be just a community garden it is going to be aquaponics is going to be hydroponics it's going to be greenhouses we're going to grow all year long the educational system is going to be a niche faction is going to be somewhere where people want to be a reason why people want to come back to on their County that's part of North East master plan that's why we that's why you guys started to bring this together to where we start bringing development back here it's people in the community that's been trying to develop on the accounting for quite some time before there was ever a north east master plan we've had a master plan ourselves that we've been working for years before a master plan was even thought of and we just want to make sure our plans are being heard as with one thing another thing is thank you I understand that you guys are looking to lease or hold the land and I can understand the lease but when we also see other people who come into this community and are able to get almost like a green light to develop certain things and then we bring a development or application that can bring development to this community if it might not be taken as serious or basically I'm sounds like y'all giving you our community enough credit on what we can do with what we have and what we're trying to build from and we're actually trying to do that bringing proposals to you guys and I just feel like leasing the land on some of these proposals and telling them we're still on it and we can take the land back it's unfair if we're coming into our own community as the developer why can't we buy our land at some point I understand the lease to make sure we and the lease will make more sense if we get more investment out of our governing body and say you know what we won't invest with you we don't come down here and get w-which we're gonna come in look Commissioner Bynum has walked these streets with us and walked these block with us and and seeing where you're trying to come down there and do we want to get from art there nobody is some commitment with what we also trying to do as a community earmarks can seek is all I have to say it's kind of something simple I kind of hear the UH the the word use a little community gardens those same little community gardens is building big hope in those communities we developed our garden on Ogden there were about three drug houses on all new when we came here I was hiding behind a tree at one point because of gunshots they don't do that no more matter of fact they weren't used to be drug house when we pull up he pulls his while I'm around start helping us cut grass so if you don't think that is a grassroots effort that's gonna make this community better I don't understand what we really trying to do and as far as homeless land for a development plan my family has owned land on 20 think when their foot I'm 30-something years old they've been owning me was just hard before I was born and when I was about five the development stop it has not started since so I don't understand what we waiting on none of us is gonna be here if we keep waiting that's what broke the bridge all the weight and then the last thing I'll say is everybody up here and all the leaders that surround this community a lot of worrier we we should be the head of the community the rest of the folks are the body well good as if the head isn't connected to the body we're no good we already did if the head is not connects to the body so whatever district you working if you can't tell me if you ain't want the box if you don't know what's Pricing is extremely competitive with a paid plan, and I'd put it up against most other eSign products in our testing. The way it auto-reads the inputs from an upload is mostly good, but at times it's a bit off and needs to be manually adjusted. For a basic form for signature it's amazing, and if you set up templates manually it's also top-notch.
