To the discretion and control of grantees‑, with the exception that: upon the acceptance of these conveyances, and upon and after the last day of the month of august next following, land, buildings and appurtenances shall be set apart for public use, and that in lieu thereof, grantee shall make and register therein or set free an equal amount of such property (without consideration) to be utilized for such uses and purposes as are in agreement and declared by them and which shall be maintained and preserved free from neglect, waste and abuse until disposed of upon the same terms and conditions as the original purchase and conveyed property were disposed of: and after acceptance and registration, grantee shall have the right to dispose of the same, at his or her own discretion and without restriction as to use and occupancy: and in order to take effect, such use and occupancy shall need not be commenced, but be held in effect as long as the same shall stand free: and the said grantees shall hold the same for a period of at least twenty-one (21) years from the date of acceptance, unless sooner disposed of otherwise or sooner terminated by the grantee: provided, that whenever no easements or right of way for public use and enjoyment of said lands are required or known to be necessary, land, buildings and appurtenances shall not become free from the control and supervision of granter until he has paid in full the value of the land and appurtenances acquired by him and the remainder by each of said grantee.
