I've had a number of questions on how to contract an existing business and how to start one. The first thing to remember is that the business you want to contract has to fit one of these criteria:

United States (1842), ruled that "the power to regulate [the movement of the mail] by virtue of the Postal Act of , is vested in [the Postmaster General]. He therefore has power, by virtue of his special commission, to issue the necessary stamps and orders as will authorize the issuance of such postage stamps for the issue of letters by mail" (1873, p. 5). In 1878, the Supreme Court reaffirmed that the Postmaster General had the right to issue "any stamps, certificates or orders for use in the enforcement of the provisions of the Act of 1836, as amended" (p. 805).
