An annotator is something that takes the XML file and turns it into something that can be read/executed by humans, which is essentially what we are doing here. An annotater is written in Python and takes a file as input and outputs some data. This is done by calling some APIs like open or read .

Reads the XML file and converts it into a Python dictionary where each key is an annotation and each value is the parsed XML.
