What is MEA Apostille, and what are the procedures for MEA Apostille?
Before understanding what is MEA apostille, it is important to understand what is apostille. Even though is a type of certification of documents, there is more to it.What is Apostille?Apostille is the authentication of documents that is done for the countries that are a part of the Hague Convention. It was a treaty that was signed to promote liberalisation and to abolish the requirement of the certificate attestation of public documents. When you apostille a document, an apostille sticker and an apostille stamp are obtained from the authority. It is a computer-generated with a unique identification number and is applied to the back of the document. This maintains a record online and allows the concerned authorities to check the authenticity in a more convenient manner. After this application of the sticker from the MEA, there usually is no need for any added certification from the embassy.Apostille procedureThe procedure differentiates when it comes to different types of documents. There primarily are three main types of legal documents - personal, educational and commercial. The departments involved are as follows:Notary Attestation :The primary step in the authentication of the educational and personal documents is getting them certified from the Notary. It is done at the regional level from a lawyer or at the collector’s office.Home Department Attestation:Home Department is a state-level organization that certifies the personal documents. It is responsible for the legalization of the documents which are issued under the same state government. The Home Department is also known as Mantralaya in some states, so it’s also called as Mantralaya Attestation.HRD Attestation:HRD or Human Resource Department is a department of the state that solely certifies the educational documents. Certificate verification is a signNow factor in the given part of authentication. Certificate verification is needed to be done from university or board based on where the document is issued.SDM Attestation:Sub-Divisional Magistrate (SDM) is an alternative for the State attestation in some instances. It is done when of home department attestation or HRD attestation is not preferable.Chamber of Commerce Attestation:The Chamber of Commerce (CoC) is a business association and the first step in the verification of your commercial documents before the legalization MEA. There is no state government’s involvement in commercial documents.MEA Attestation:The MEA is the arm of the central government that manages foreign affairs which will provide the sticker and MEA stamp as per the requirement. It is the final step of legalization when both, the home country and destination country are members of the Hague convention.Apostille services are the agents that provide you with the assistance for procuring apostille sticker or an MEA stamp from central government. Ideally, these services will collect your documents and get them verified and stamped from the concerned government departments and get them delivered back to you. It’s quite hard for an individual to do the apostille process on their own as it’s not a direct process and there are different steps involved for each document type. So, it is convenient to approach such apostille services for legalization which can save you valuable time and energy.

What is your opinion on Saurabh Bhardwaj's EVM demo?
EVM is an Embedded device without any network connectivity. In General, any embedded device can be hacked predominantly in 3 ways.During System Boot upDuring firmware upgradeThrough network (if the device is connected to network or any ports are open to hack the device)1. Embedded devices will boot from Onboard/Onchip flash memories. After power up, the ROM boot loader or BIOS firmware will look for a secondary boot strap loader and copies it to system memory which in turn copies the application binary to the system memory. The current embedded devices implement what is known as Secure boot which authenticates the boot loader and also the firmware binary before loading to system memory. If by chance the device is hacked and a bad copy of firmware is stored in flash, then the secure boot fails and hence the device cannot come up. Most of the Present day embedded devices implement a Secure boot mechanism and hence they cannot be hacked during boot up.2. Embedded devices can be hacked during firmware upgrade (Locally or Remotely) by writing malicious firmware binary which corrupts the system. The present day embedded systems implement Secure firmware upgrade mechanism which authenticates the new firmware before writing to flash.3. Embedded devices can be hacked through network ports by injecting malicious packets. The present day systems implement SSL for network communication with external world and also block all the ports. The EVM’s don’t have any network connectivity and hence not possible to hack the device. So what are the possibilities of hacking EVM.The hacker can design his own custom firmware which can function as per his needs and can put the firmware in EVM. This option is ruled out in case of EVM assuming it has secure firmware upgrade implemented and also qualified/authorised people are allowed the firmware upgrade. The firmware loaded into the EVM may have some Secret logic which can be activated by pressing few key combinations! I am not sure if the firmware put into the EVM has any such secret logic and anyone is aware of that!EVM can have some default configuration (Say this configuration may contain some fixed votes for each party) which can be activated by some key press (Generally any embedded device can have a button for re setting to default configuration)So the point here is that, unless the EVM firmware has some secret logic which should be known to someone to activate, it is hard to break or manipulate the device. Else one needs to physically access the device memory using some JTAG port (Which will be blocked in production EVMS generally) and change the data/code in the memory to tamper the device!I am assuming that EVM should have implemented all the security features of the Embedded system as it used for high security application. So why AAP is doing this?Divert public attention from the Core issue of Bribery charges against Mr KejriwalThey want to feed a wrong information in the minds of public that EVM is not safe by repeatedly saying that and many educated people believed that this guy used actual EVM and is able to manipulate it so easily where as the fact of the matter is something different.Already EC has invited hackers to try and hack EVM. Let’s see if anyone can do it!

Digital Signatures are used in India for online transactions such as Income Tax E-Filing, Company or LLP Incorporation, Filing Annual Return, E-Tenders, etc., There are three types of Digital Signatures, Class I, Class II and Class III Digital Signature. Class I type of Digital Signatures are only used for securing email communication. Class II type of Digital Signatures are used for Company or LLP Incorporation, IT Return E-Filing, Obtaining DIN or DPIN, and filing other forms with the Ministry of Corporate Affairs and Income Tax Department. Class III type Digital Signatures are used mainly for E-Tendering and for participating in E-Auctions. Digital Signatures come in the form of a USB E-Token, wherein the Digital Signature Certificate is stored in a USB Drive and can be accessed through a computer to sign documents electronically. With E-Return filing becoming mandatory for Income Tax Assesses with an income of over Rs.5 lakhs per annum, the requirement and prevalence of Digital Signatures has increased manifold. IndiaFilings can help you obtain your Digital Signature hassle-free online. IndiaFilings is a Registered Partner of SIFY and E-Mudhra.Class II Digital Signatures are used for Income Tax E-Filing, Company or LLP Incorporation, Annual Return Filing, etc., Class II Digital Signatures are required to file documents electronically with the Ministry of Corporate Affairs and Income Tax Department.Difference between Class 2 and Class 3 Digital Signature CertificatesIn this day and age of technology, physical signatures are increasingly being converted to digital media for security reasons. Digital Signature Certificates, (DSC) are simply the electronic equivalent of physical or paper certificates such as identity proofs, drivers licenses, passports or PAN cards. These certificates can prove to be helpful for many online transactions that require digital proof of identities and to receive and send information on the web safely.Organizations and firms, today require digital signature certificate to better facilitate communication and transactions between them and the Ministry of Corporate Affairs. For companies that have a turnover of more than INR 60 Lakhs have to apply for these certifications mandatorily, and it is considered a legally admissible instrument. Besides, it is always wise to get a digital signature as it offers a high level of security for online transactions by ensuring absolute privacy of the information exchanged. These certificates can also be useful for encrypting information that only the intended recipient can have access to. You can digitally sign information to assure the recipient that it has not been changed in transit, and also verify your identity as the sender of the message. There are two main types of Digital Signature Certificates Class 2 Certificates and Class 3 Digital Signature Certificate. A Class 2 Digital Signature Certificate is used by individuals and is available for download after verification based on a trusted and pre-verified database. A Class 3 Digital Signature Certificate, on the other hand, is of the highest level as it is issued only after the registrants identity verification has been carried out by a Registration Authority.Class 2 Digital Signature Certificates are generally used for filing documents Income Tax, Registrar of Companies and VAT, whereas Class 3 Digital Signature Certificates are needed for e-tendering, which is a procurement process that is conducted online. The aspects where this comes into play include: Contract download Evaluation of tenders (May or may not involve e-auctions) Supplier registration/expression of interest Submission of bid documentThe Ministry of Company Affairs, Government of India (GoI) has initiated MCA21 program, for easy and secure access to its services in a manner that best suits the businesses and citizens. The MCA21 application is designed to support Class 2 & 3 Digital Signature Certificates (DSC) issued by licensed signNowing Authority under Controller of signNowing Authorities.

Why do technocrats believe that Indian EVMs can be hacked/tampered even though these are stand-alone units?
This is going to be one long answer. I have given point by point answer toArvind Jha's answer to Why do technocrats believe that Indian EVMs can be hacked/tampered even though these are stand-alone units? His answer points have been copied in italics. My points are encased in <<<<< >>>>>>—————————————————————————————————Lokesh Madan, has offered the following ways EVMs could be hacked/tampered/pre-biased. I am sharing the same with the hope that this will build consensus around the need to test EVMs better and/or disprove these hypothesis and therefore make our voting more secure.Method 1 : The firmware is compromisedThe firmware for the EVMs is developed by ECIL & BEL. The gold master is sent to the microcontroller chip manufacturers who burn it into the chip. The chip itself is not readable as per EC reports. This raises two questions:a. What if the firmware was compromised at source ?<<<<< Let us assume that this is the case. How will this be carried out by the source companyThe designers will be asked to write a code that gives votes to BJP. It is logical assumption that the designers will not write a code that gives BJP all the votes for it will be too obvious that the EVM has been tempered. Therefore they will have to devise a algorithm that randomly increases chances of BJP getting votes. Such an algorithm will have to ensure that the BJP votes remain BJP votes but the non BJP randomly get converted to BJP. Sounds easy? Of course, but we are tweaking the product definition. The designers and testers , product release teams will have be totally in the know. The hardware which till now was designed on the basis of a simple requirement to take a input and write into a database without understanding what that input is, will have to be changed to incorporate the complex “BJP algorithm”.What if these BJP voting machines landed in a constituency where BJP is not even standing up for elections? These machines will have to be marked by some external code that EC can understand. The debugging and field teams will have to be trained to spot such “special ability EVMs” and “debug them accordingly”.If these “special machines” go bad then only “special debug team” that knows about the manipulation will need to be called to fix them. So the field teams have to be trained accordingly. The product that is actually defined to work as single cell amoeba is now expected to work as a multi-cell complex Hydra! The development, manufacturing and field deployment teams will have to be organized to handle this cloak and dagger stuff. >>>>>>b. What if firmware was compromised at the chip manufacturer? How do we verify this? Usually, tech cos track firmware by version, date and source control. Can we not publish the dates for firmware revision, change documentation and perhaps even source code so that the code can be compiled and the burnt firmware compared and verified? What do we stand to lose by this verification?<<<<<<<
>>>>>>Method 2: Access via data connectorThe Data connector compartment of EVM is never sealed and visible alongside the on off toggle switch. The data connector interface is RS232 and is used for printing of the EEPROM vote content and for diagnosis. So anyone can insert a virus! All the need is the right tool for hardware level operations. The data connector is used for diagnosing internals, therefore when connected, the connector grants a highly trusted device with all privileges. The INTerupt is used for serial communication and if the (diagnostic capable) port changes the RAM memory / EEPROM memory with virus code and then does a JMP instruction to the virus start, the hacking is done.<<<< >>>>All that we need is access to an EVM for few hours. Now think about the recent Pune municipal elections where the candidates and parties signed off on a list of EVM units but found out that the voting next day had different set of serial numbers etc. Clearly someone had access to the ‘strong’ rooms in Pune.< << >>>>Method 3: Program the RTC with some malicious codeThe RTC (Real time Clock) chip on Indian EVMs is a 8 pin chip with I2C serial port which is same port used by the EEPROM (primary) to store the vote counts. Standardised RTC chips come with SRAM and hence the RTC is vulnerable to code hiding in the SRAM. The RTC has its own battery power so that the code can wake up even when the EVM is powered down. The trigger for RTC virus/code can be anything - 6 hours after the close of voting wake up and mess the vote count as per pre-programmed or last error state or any other trigger.<<<< >>>>Method 4: Program the EEPROM with the virus / malicious codeThe EEPROMs store the votes polled. 2 EEPROMs store 2 sets of data. However, at the time of the close of voting the EVM does NOT report a basic check-sum of the votes received for each candidate. Therefore if a malicious code changes the voting assignment, at the time of counting, this is unknown.<<<<< This is a repeat of method 2 >>>>>Method 5: Setting selectable biasMany folks have argued that given large number of EVMs it would take armies of people to indicate a bias. They argue that it would be impossible to keep such a secret. Some common ways of introducing bias trigger covered in literature are:a) Hide in plain sight : use a standard operation to overload the meaning. Operators would be following SOP but unknown to them the machine has triggered the virus. This could be in terms of an error/reset switch; long press; jammed state or any other standard operation which would not raise a suspicion.b) Change of battery after close of voting - absolutely a standard operating procedure but can be overloaded to signal activation of virus. of course, long period between voting & counting will favor this approach.<<<<<< The selection of bias, the programming and the testing for it will have to be done by the design and test teams in their lab. Not by a hacker and his/her team. Unless all of them are CID/RAW agents I do not see how this can be kept secret. As for the EVM, what was then designed to perform simple function of calculation has now become a calculator with logic! >>>>So what kinds of testing can one do? What can a hackathon reveal?Firstly, with the right tools - logic analyzer, interface listener, serial tools one can validate the EEPROM, RTC thru multiple techniques. Ideally the hackathon should provide the buggy systems in addition to the clean systems, so that testers can examine the difference in behavior between the two. As anyone familiar with debugging knows, it easier to find a cause and fix if the symptom of the bug is easily reproduced.Secondly one can do some destructive testing. Operate the EVMs in unaccepted ways and see if it goes into the “biased” buggy mode. That itself should be enough to force a detailed scrutiny.Thirdly log the traffic on the serial port, the interface bug (using a scope if possible) and validate against the specs.Fourthly, if the maintenance tools are available, see if we can dump the RTC RAM, EEPROM and validate the entire memory dump.<<<<<
