federal continued assistance act or caa specifically we will focus today on clarifications around the pandemic unemployment assistance or pua program and the pandemic emergency unemployment compensation program or p e u c after after zulmar's presentation we will take as many of your questions as we can in the time we have left if any of you would like to have this webinar simultaneously of the bottom bar of the zoom window so let's get started we'd like to remind you that we have begun paying the extra 300 weekly federal pandemic unemployment compensation benefit or fpuc pandemic emergency unemployment compensation or peuc and pandemic unemployment assistance or pua weekly benefits to oregonians um who have a positive positive balance on their pua or peuc claim have also been receiving benefit benefits we are looking forward to paying expired and exhausted pua claims this saturday we will talk more about this further in the webinar if you have questions regarding federal benefit program rules we ask that you please use the contact us form at unemployment.oregon.gov to ask your questions rather than calling we are asking you to do this so that we can keep our phone lines open for those needing help resolving issues with their claim all right so zulamar before we get started um can you talk before we get started about talking about the caa updates can you talk a little bit about the 1099-g tax forms yes so as a reminder all unemployment insurance benefits are considered taxable income we mailed out form 1099-g for 2020 to everyone who received unemployment insurance benefits at some point during 2020 and that is about 600 000 forms we sent these forms to the address we had on file as of january 12 of this year if you change your address on january 12 or later the form may not go to your new address in this situations and for anyone who wants a digital copy the 1099g form is now available in the online claim system and it is also important to note that the 1099 g form reports on gross unemployment compensation not net compensation so the number will not match the amount you actually received however if you subtract federal and state taxes from the gross amount on your 1099 g form it should equal the net amount you received if you received this form in the mail but did not apply for benefits during 2020 report this potential fraud as soon as you can by calling 1-877-668-3204 or submitting a message through our fraud reporting form which you can find by visiting unemployment dot oregon dot gov slash unemployment dot insurance dot fraud i will show you uh how to find the 1099 g form on the online claim system and then i'll show you how you can report a potential fraud so i'm going to be taking over the screen right now okay all right the first thing we need to do is go to unemployment that oregon the gob and we select the option of the online claim system option under quick links we will be redirected to the online claim system menu and we're going to scroll down towards the bottom where we will find the 1099 g tax form we will read the statement and click continue then we will enter our social security number we continue enter our pin number click continue and we will see um a menu of the uh 10 99 g forms that we have this menu will show the last five um completed calendar years if you have received unemployment benefits for those years and we want the one for 2020 we will see the form and to get a copy of that form you just click print this form um with your name and address and that's how you get access to the to digital copy of the 2020 1099 g form and now we are going to um show you how you can report fraud um if you received a 1099 g form but you did not receive any unemployment insurance benefits during 2020 then you need to report this potential fraud and we go to unemployment.oregon.gov and under quick links we click on report unemployment insurance fraud we scroll down on this page and hit the fraud referral form button that is under general public reporting fraud and we get the form you need to fill in all the fields that have an asterisk and the more information that you can provide the better this form is also available in spanish so you will be able to fill out the form in english and spanish once you are done filling out the form um you click continue and i'm going to start stop sharing my screen now to get back to you jessica thank you zulamar let's see all right can you see it correctly zulamar just to make sure yes okay all right thank you zul morgan um now can you give an update on caa updates to the pandemic emergency unemployment compensation benefit program or peuc yes we are now paying out up to 11 additional weeks of benefits of the peuc program and this benefits are for eligible weeks starting december 27 of 2020 through march 13 of 2021 originally the cares act provided up to 13 weeks of benefits for the weeks between march 19 and december 26 of 2020 but then in december congress passed the continued assistance act or caa so now you may get up to a total of 24 weeks of peuc what is new with the caa is the phase out period this means that if you have funds remaining in your peuc claim and you received peuc benefits for the week ending march 13 2021 you may be able to continue receiving p e u c benefits until april 10 2021 so okay so now what about extended benefits or eb what update do you have there we have received notice from the u.s department of labor that oregon's extended benefit program has been turned off starting january 29th a three-week grace period is allowing those currently receiving extended benefits to receive eb up to february 20. after february 20 everyone in eb will be moved into peuc to receive their additional 11 weeks of benefits under that program it is important to know that we will move you to peuc you do not have to do anything all right so lamar now what updates do you have for pua organians on pua who have a positive balance on their claim are being paid their benefits provided under the caa we are working on computer programming that will let us pay pua benefits to people with expired or exhausted pua claims and our goal is to pay those pua benefits by this saturday the u.s department of labor told us that everyone in the pua program is entitled to an additional 11 weeks of benefits but we are only allowed to begin paying caa benefits after december 27 of 2020 now december 12 of 2020 is an important date for all of you to know why well when figuring out how many more weeks of pua you have available from the caa you need to know how many weeks of pua you had left on december 12 of 2020 on december 12 is when high extended benefits ended in oregon once high extended benefits was turned off by the u.s department of labor legally we are no longer allowed to pay extended a high extended benefits of any kind including for pua the december 12th date is important to know if you received pua benefits for weeks ending on december 19 and december 6 26 and you had received more than 39 weeks of benefits in this type of situation two of those 11 weeks added under the caa will be assigned by us to pay those weeks so you do not end up with an overpayment of benefits and remember overpayments have to be paid back the good news about us moving those weeks is that you will still receive the 300 of fpuc payments for those weeks and the table in this slide has a column for the phase out period in certain situations if you have used less than the up to 50 weeks of pua available and filed for pua benefits on march for the week ending of march 13 and you were paid for that week you may be able to keep claiming pue pua benefits up through the week ending on april 10 2021 and i am going to pause here for a bit so you have time to look over this slide okay so zulamar why do some people get 50 weeks of pua and others get more well in 2020 oregon experienced very high unemployment and high extended benefits was turned on that meant people receiving pua went from receiving up to 39 weeks of pua to up to 46 weeks of pua so on december 12 the us department of labor turned off high extended benefits if you had already received more than 39 weeks of benefits after the week ending on december 12th any other benefits paid to you for the rest of december count against the 11 additional weeks of benefits under the caa can you give an update on the new or earnings documentation required to receive pe pua sorry the u.s department of labor is requiring that we ask all oregonians on pua to send us verification of their employment or self-employment there is one exception to this requirement if you have already turned in documentation that you received um that would let you receive a higher weekly pua benefit amount then you're all set we have in that case all the needed information for others if you do not send in your information by the deadline your benefits will stop again the us department of labor is requiring this information and um here are the deadline dates if you filed your initial claim on or before january 3rd of 2021 you have 90 days to show proof of employment or self-employment the period of time you have to show work is from january 1 of 2019 and the date you became unemployed due to covet 19. if you filed your initial claim on january 4th through january 30 of 2021 then you have 90 days to show proof of employment or self-employment and that period of time the period of time that you have to show um work is from january 1 2020 and the date you became unemployed due to covet 19. now if you filed your initial claim on or after january 31st of 2021 then you will have 21 days to show proof of employment or self-employment and the period of time that you have to show your work is from january 1st of 2020 and the date you became unemployed due to covet 19. now if i filled out an initial pua application and submitted it to in sorry and submitted it one day past the deadline on december 27th can i still get back weeks from 2020 if this is your first application for pua we can only vaccinate it to the week ending on december 12th however if you previously were on a regular unemployment insurance claim and are now moving to pua then we can back date to when you filed for our regular unemployment insurance if that is when you were impacted by covet 19. now zulamar can you give an update on what people need to do if their claim is expiring well it depends on if you are receiving pua or regular unemployment insurance or peuc benefits let's start with pua technically a poa claim expires when the program expires in march however our computer systems are set up to send expiring notices after a claim reaches the one year mark we are working on creating an automatic process that pushes all pua claimants expiration date to march of 2021 however until that programming change is made our message to oregonians who are receiving pua and have a claim that has or will soon expire is keep claiming every week do not file a new claim for benefits and what about those people who went from regular unemployment to pec or eve um if you have been receiving peuc benefits the caa increased the maximum amount of peuc benefits from up to 13 weeks to up to 40 24 weeks for most people that means up to an additional 24 weeks of benefits the puc program expires on march 14 of 2021 and that means that the last payable week for peuc is the week ending on march 13th of 2021 now let's move on to regular unemployment insurance claims that have expired when your claim reached the one year mark or 52 weeks your claim has expired and many of you have been receiving peuc benefits at this point you must file however a new claim for benefits when your claim expires so if your regular unemployment insurance claim expires after december 27th and you qualify for a new regular unemployment insurance claim but your new weekly benefit amount is at least 25 less than the weekly benefit amount on your current peuc claim then you may be able to stay on your peuc claim until peuc benefits are exhausted which means that they have a zero balance and to recap on expired claims if you are on pua keep filing weekly claims and do not file a new claim if you are receiving peuc you must file a new claim if your claim has been has expired so we know that there's confusion around when pua and peuc extensions and some oregonians are asking if it is march 13th or april 10th so just to recap about this new phase out period if a person is receiving pua or peuc and they receive a payment for the week ending march 13 2021 and there are funds remaining on their claim they may be able to participate in the new phase out program or period i mean where they can keep getting benefits up through the week ending march or sorry april 10th 2021 or until their benefits are exhausted aka at of zero balance whichever comes first yes that is correct thank you zulamar for giving us these updates uh oh that's the wrong gate on this slide sorry as you as a reminder you can register for future webinars at unemployment dot of your questions please remember that this is a public forum so do not put any confidential information into the q a box we know that there will be a lot of questions and i want to let you know up front that we simply won't be able to give all the answers you want and need but we will tell you what we know and thank you for joining us today i'm going to stop sharing my screen now and we will go into the q a box okay here we go i'm gonna escape out of this also just as a reminder we will be um paying out all pua benefit extensions by this saturday uh it should show up as paid in the online claims system um and so you should see it in your bank accounts as early as next week so first question from robin will there be any extensions to pua if 50 weeks have been exhausted well um it would depend so that's why um we were saying earlier that the december 12th is a very important date for all to know because it will all depend on how many weeks you had left by um december 12th so if uh you had claim all 46 weeks that were um approved so let's recap a little bit in here the cares act um approved 39 weeks that's the cares act of 2020 approved 39 weeks of pua now when the state entered the state was experiencing a high very high unemployment rate and the u.s department of labor activated or turned on what we call high extended benefits so with that those 39 weeks of pua turned into up to 46 weeks so if by december 12th that's the date when uh high extended benefits were no longer available if as of this date you had 46 you had claimed all the 46 weeks of benefits then um you would only get up to 11 more weeks which is going to um equal 57 total weeks so it's going to be seven weeks more than the up to 50 but it's because of that um high extended benefits situation we have and that's why we want to emphasize that the date of december 12 and the balance th t you had at that point the how many weeks you had claim of poa at that point is very important okay um so for this person they're an anonymous attendee they say if their benefit year has expired and they still have a positive balance should they continue to file weekly pua claims in the case in case the new bill is passed and pu is extended again if you have um so yeah if you are claiming uh pua benefits uh we do want you and uh advise you to keep claiming benefits um every week so if you had a pua benefits which uh that the balance was um that and you used up all of the money that you had on that pua claim which means that you claimed all the 46 weeks you want you will get the 11 weeks extension okay um another anonymous attendee asks are the uh extra fpuc federal pandemic unemployment compensation payments aka like the extra 300 taxable as well yes yes they are okay um does the 1099-g reflect any additional amounts paid by the federal government i.e the extra three hundred dollars um payments i should say yeah so you would that form will reflect all the benefits that you receive through the unemployment compensation or through the unemployment insurance so yes if you received um let's say regular unemployment insurance and peuc and fbuc all that is going to be there in that 1099g form okay let's see here so so say somebody has exhausted or reaches the 50 weeks of pua or just exhausts all of their pua benefits knowing now knowing that 50 weeks is not the cap um for some and then so are there any other types of unemployment since many are still unemployed um earning when i got underemployed is still received and also under this new cia is there a an earning limit for underemployed to still receive unemployment under pua okay so um after all the benefits for pua are exhausted um including this additional extension um we currently we do not have any other program that would assist the people that are usually claimants for pua which are the self-employed so in regards to the second part of the question uh which was can you please repeat that second part of the question jessica under the new caa is there an earning limit for underemployed to still receive unemployment under pua so i i wonder if this is a question of like if their hours are reduced yeah um not that i know off um no we when you uh claim a week of partial unemployment so you work a little bit and then or you had earnings um the um you will still report your earnings and it's still going to be as as the way it was during 2020 okay so if someone's claim expires on march 13th and i'm assuming that this is like a regular ui or a peuc claim um if their claim expires on march 13th but they still have funds on their claim would they be able to file a new claim to get the remainder of their funds or are they out of luck so i guess it's would they be eligible for the phase-out period if they received peuc for that week well if you received peuc benefits for the week ending on march 13 then you would qualify uh you may be able to receive then um the uh additional money throughout april 10 of 2020 2021 provided there is still a balance on your claim and from what i understand just because i've gotten this question and i've um found the answer out as well which you're correct um but you would still need to file a new claim and if you're eligible for regular unemployment under that new claim you would then continue on that new claim like normal if you are not eligible then you would fall back into the peuc program during the phase-out period and continue on your leftover weeks exactly thank you jessica has weeks left over yeah i think i just got that answer this morning which is why like this one all right someone asked how they contact the pua office which you don't know the phone number i have it right in front of me so yeah um you can uh yeah i don't have don't know the phone number um from memory but i do advise everyone to use the contact us form um because it allows you to select the program that you're inquiring about and then uh provide a description of uh of the issue that you have or or the assistance that you need and then um that goes to the um it is routed to the people that can assist with that specific situation that you have so yes um we you can call and please jessica you can provide the phone number but i always advise to use the contact us form um so if you do have a situation that you do have you have to call to get it fixed um i would say here's the phone numbers the toll-free number is 833-410-1004 and then the other phone number is 503 370 five four zero zero all right um philip has a question on the fraud reporting form is the information that they're entering about themselves if they believe that there was uh that they were frauded and like they received the 1099g not suppose yes yes you will enter their uh your information um and also it it provides a an area for a description so that will allow you to say what's going on and kind of provide more information for our front department to start an investigation okay could you please define what high extended benefits means yes so okay extended benefits is a program that gets triggered on or activated or triggered off deactivated um whenever the state has an unemployment rate um a high unemployment rate for uh over a period of three months and this um the us department of labor is the one who the one that deactivates or activates extended benefits okay so when the unemployment rate for extended benefits is triggered on when we have an unemployment rate of 6.5 percent for over a period of three months high extended benefits is triggered on when the total unemployment rate for the state is 8 or more over a period of 3 months so with high extended benefits it provides up to 20 weeks of uh extended benefits for people on regular unemployment insurance extended benefits on the other hand provides up to 13 weeks of benefits and i hope that answers your question thank you all right um will anyone be paid pua if they applied after the december 2020 deadline so i'm assuming this is uh new initial claims post december 27th is what they're meaning okay okay well uh if you have not uh filed for pua then uh you can still do so you can file for a new claim for pua now it is very important that to know that we will not be able to back date that claim for weeks uh beyond the weak ending on december 12. okay uh and then susan would like to know where did they post their uh proof of employment or proof of self-employment their verification okay so you can um upload that one uh using the um pua system uh through the online claim system or you can um use the contact us for doing that as well if we have additional instructions uh we will notify you okay and just to bounce off of what you said um the way that you know that your proof of employment has either been accepted or denied is you will receive a notice uh whether it was acceptable proof of employment self-employment or not acceptable um at that point you have the option to appeal it or you can have the option to just send us in a different document um to review and see if it's acceptable uh all right and i also know that we're also either this week or next week should be having a situation a system put in that uh sends you an email confirmation when we receive like so when you submit your um proof of employment or self-employment you'll get an email confirmation saying that we received it and it's under review all right um that was answered sorry okay so okay here we go so this is a clarify a clarifying question from an anonymous person um when you say number of pua weeks received do you mean the total calendar weeks from the first week of benefits that were claimed to the present or the total number of individual weeks that benefits were actually paid out and received it would be the um the count of the weeks that were paid out yeah so for example if you skip claiming a week then that we couldn't count towards uh this number or um if a week was not payable to you then that wouldn't count so it's the the number of weeks paid okay so number of eligible weeks i would say also yeah all right um uh i'm going to assume this is for a regular ui claim um if somebody's claim expires in february and at the end of february and they have not had any employment directly as a result of copa 19 are they eligible to keep receiving benefits or do they need to file a new claim well um so let's say this is for a regular unemployment claim so you have that your claim expired um at the end of february and um you what you would uh qualify then for puc if you do not um qualify for some reason or if we're saying that what you mean by the question is that you would have no a possibility for a regular unemployment insurance and peuc then you want to then file for pua and so if they file a new claim and they're not eligible they would then just fall back into whatever extension program they were in as well correct exactly yes if they're not eligible under that new claim exactly exactly so if you were if it was just a regular claim that expired on um on february then uh you would be and you don't qualify for a new claim then you would move into peuc okay thank you okay so could you please repeat the information on the pua extension and how to read the table you sent us um so let me pull this table back up because i know this is confusing say the leak one moment can you see it correctly yes all right so can you just explain the table and maybe just break down like what exactly all right so if as of december 12 of 2020 you received 46 weeks of pua benefits then you will get the uh 11 weeks of pua extension for a total of 57 weeks um and uh if you instead instead of 46 you claim 33 which is the last option in here in the table on the last row then uh you would get still get 11 weeks so 11 weeks of benefits of the extension for caa for up to 50 weeks so um and this would be more um if you've got in the last option um is more if as of then as of the end of the program which was um on the 26th on december 26th you only got a 33 weeks then you would get 11 additional weeks and then that would total 50 weeks so if again if as of december 12 you got um the let's say well let's continue with the next one so if you got 43 weeks as of december 12 then you would have the 11 weeks for a total two of 54 weeks and just to clarify for the 33-week example that 11 weeks is getting added on to the entitled pua uh 39 weeks that you're entitled to receive that the original 39 weeks so that's why the math was a little wonky on the table so um yeah and also like in in this case um if you receive um those 39 if you're in the last case then you would be in the last row of this table then you would be probably able to receive um to be part of the phase out period okay all right thank you uh and then just so everyone knows uh we do have a page on our website that leads to this table and more information on this topic um so what i recommend i put it in the chat i recommend going to that webpage for more information and hopefully it helps to better explain um all of this we completely understand it's very confusing yeah and it takes some time of looking at it and reading through the information to really understand um everything and we do have those resources for you yeah i had to get it explained to me like five times before okay um so what do people do to start getting paid again if they have a zero balance on their pu right now you just start claiming um weeks of benefits again if you haven't done so if you and if you haven't and this is it it's very important um for pua there is no restart so if you skip claiming weeks of pua you simply go to the online claim system and start claiming weeks of benefits again so um if you have stopped claiming poi benefits you simply just go there to the online claim system and start claiming weeks of benefits again all right we're going to take about two more questions um so someone hm oh here we go if you are on eb and still have a remaining balance on your claim and your claim expires do your benefits end or so if your claim expires on uh in march uh 20th so month after eb technically is it or not technically is done um do your benefits end on on february 20th due to the us department of labor or do you go back onto peuc in that case you would go back uh on to peuc to get the additional uh weeks of benefits so if you were on a if you have been receiving and are still receiving extended benefits you will receive those up until the week of february 20 ending on february 20 and after that we would move you into puc you do not need to do anything for that you just need to keep claiming every week okay one more question and then we'll finish it out so and uh well we've answered that one sorry i'm trying to find one that we haven't answered okay so if someone uh if there were weeks that you didn't get paid p-wave benefits due to income being just over the benefit amount do those count towards the number of weeks that you've received no those are not eligible weeks if the weeks uh were not paid then those are not eligible weeks um so they would not count towards the reduction on your on the amount of weeks on the max amount of weeks that you can claim for p u a okay and that was a quick answer so i'm gonna do one more question uh and that's what does it mean when a claim says we claimed but not processed yet okay well it means that we have your weekly claim in the system um but it hasn't see how do i word this uh it hasn't uh kicked in to um the system so it is letting you know that it was received that there's nothing else you need to do with it it just needs to a complete the process of getting into our
