He therefore has power, by virtue of his special commission, to issue the necessary stamps and orders as will authorize the issuance of such postage stamps for the issue of letters by mail" (1873, p. 5). In 1878, the Supreme Court reaffirmed that the Postmaster General had the right to issue "any stamps, certificates or orders for use in the enforcement of the provisions of the Act of 1836, as amended" (p. 805).
