compliance bookkeeping and we've got our very special guest and one of our partners here at the government contractors association miss Jeanette McIntosh that's going to be sharing about the the topic today so Jeanette I will have you take it away and we're calling in have some folks that are joining in as we get started but they you know since we're just at the beginning then they should be okay but I need to know Tyra thank you very much it's a pleasure to be here I have enjoyed talking to you and getting to know you and I am delighted this morning to present to our assistants on creating and fire compliance where from everyone thank you for joining us as possible with these very important topics my name is Jeanette McIntosh and I'm on a conference as well as a certified concept I work with small government contractors all over England but I'm especially happy to be affiliated with GCE and you know to help cons on their journey to successful government contractors the information I'm going to share with you today in Saugatuck gathers in over a thousand years working with government contractors and they're really good at defending these books as you to determine what actions along the way you'll get to see what a typical government contract or income statement looks like and believers identify how that is different from the income statement of a commercial enterprise by with government regulations as a contractor I will read to them with you as I am aware that some of them and saw the wording might be unusual and colleges transfer and then we're going to be looking at each one in a bit more serious so the first one is the charge of at home the second ear that we'll be looking at is your customer setup and your project settle then after that we will be looking at your skin or your contracts line item settle and your contracting bonded next we'll be talking about payroll and time cards after that we do that neighbor distribution we also be looking at accounts payable and expense report as we go to each of them to be able to see the importance of it number seven would be invoicing and this versus sales and then there's the month end goal which is almost if you want to deviate from plan indirect rate cancellation is something that we look at and finally we've been looking at accounting policies and procedures so those are the ten elements of beauty it is the supervisor that has to manage a project but none of these are direct expenses directly tied to one particular project right right so in here I here over if your supervisors or seeing more than one contract and has to do training and things like that he's not necessarily working on the contract then yes those would be overhead cost okay gotcha and then the overall for the GNA how do you um oh okay I think I figured it out in my head okay nevermind okay and then my last question about the unallowable expenses the bad debt what if it's a bad debt related directly to the contract that you're working on I was talking to one of my contractors the other day that has you know they are small business they're working on an 8a contract and the government one of the agencies has not paid them the way they should be paying them and we've got about thirty thousand and outstanding now courses the government so I'm pretty sure they will MIT paid and I gave them some advice about how they can further escalate the escalating situation to ensure that they do get paid and just where they need to go and how to approach things but even if it's a bad debt related to that contract that cannot be counted it cannot be counted as I know the cost is going to be on an order and therefore it would not appear in any invoicing or in any proposal the contractor will prepare stature okay thank you sure so now we move on to number two of ten customer and project settled again we have a requirement for identification and accumulation of direct cost line contracts and also segregation of pre-production costs from production costs and we use your customer and project setup in order to achieve these requirements this is important because as I said PCA requires that we have the identification and activation of direct costs and also segregation of pre-production cost from production cost customer and project setup is done using customers jobs and items in my favorite software which we'll talk about later and we also want to make sure that we set of the building level these are going to items addressed in your contract using design the building level the funding level which is not necessarily going to be the same as your contract value sometimes you know we have two leads on funding so you also want to make sure that your pins which are going to be separately stated as where the contract line items are correctly settled and also your option use sometimes your contract we want someone here twenty two the next if you're fortunate and so you're needed to set up all of these different things in your contract these are very specific elements and terms in your contract mostly reflected in your customer cycle when you're reading your contract event to determine the billing levels and the amount of funding what periodical sizes the contract line-item sources are important to notice your cost and living are to be tracked at the skin level or at the project level to the higher level and as Union as I said option pieces these cost and wedding you have to be separated all total so it's really important that and they can't see it enough that every we're not ever anything but that certain elements of your contract are properly reflected in the release of your contracts your jobs and your items in your software doesn't breathe look at contract type so I'm sure that many of you are already familiar with the more popular ones and a 6-3 there is a time and material contract which is based on how much time or labor all of your spending but it is really the material that your contract is you're able to save for then there is the fixed price contract which basically the government will tell you this is a five hundred thousand dollar contract to Billis more complicated and as I said earlier it represents more risk for the government I'm sort of tend to watch it very carefully and all the requirements that you comply with easily as far as setting up types this one guarantees the cover your cost and so you have to be able to work out your indirect ways in order to make sure that your proposal actually earth represents your cost if you don't know contract types are important to identify so they can be currently set up in your accounting your hosting package accounting software and it certainly be the correct reporting and give you the correct overwhelm yes I can appreciate that ok we are going to move on to accounting software because a lot of what we've talked about can be done um and we all of it is done in your accounting software so it's basically getting yourself properly settled that that's the hard part and then of course maintaining as you go along so accounting software consideration oh yeah payroll expense reporting timesheets chargeable whole job costing price personal audible things to consider when we think about what kind of software to get when it comes to payroll as you know they know you need to be a pilot in period cost the contracts for expense reporting you need to be able to allocate extent reports the contents and fancy same thing allocate labor costs to not just contract with the indirect competitors with your childhood or colonies to be in to accommodate the special design the shark about so job costing will bring it all together to confidence and I'll case you're interested now another thing to consider is track your to suit your budget you prefer a multi subscription or one time of constant in terms of personals you have within our capabilities to ensure continuous
