let's do it yeah what we're talking about or what I was talking about earlier will just dive right into it here all right is the well we were we were going to anyway I was pretty much through with all the the bill pan so to speak but the the ata up and I say the ATF it's really really not the ATF is it's really it was really more an issue that was was brought forth by by I think silencer shot more than anybody who's been really they've been really innovative I mean it's hurt the smaller guys that are selling suppressors and things like that if they really do because they had their own little proprietary thing and I don't know if they're sliding money under the table to people or they know people with ATF so they're able to work out special deals and get special favoritism which we know never happens in the government right or what the detail is there with that but it seems like you know with the kiosks that they have now and the other things it just seems like they've for years silencer shops they've just been that that step ahead and it basically it's them and dead air in Jim tech and they went to the ATF and said hey why don't you let us try to revamp your system figure out a way to make this more efficient because the thing is that they're getting flooded with thousands upon thousands of these form pores and form ones and whatever they might be and I didn't know this until this information come out you know I didn't know that all the data entry and everything was like literal somebody looking at a piece of paper chopping data into the thing it's just ridiculous and you can imagine that's where the majority of the well let me back up as far as as far as labor goes there it's ATM that's where all the time has taken up is from all of that that data entry so basically what what these company said was hey let's devise a system that lessens that and then the only thing really that's gonna take time is the is the background check portion of everything and so I want to read I want to read you guys here a little article that I found I thought it was a thought it was a pretty good article and it summed up it summed up most of it and this is on this is on the modern riflemen site as a matter of fact I will I will link that right now both in gun channels and and on YouTube for you guys and if your list so lately if you're listening to the replay I will add it down in the comments with a replay as well it's not there right now it's something I had planned on doing and I was messing around with the editing the stuff on the live stream and I didn't do it but I will make that happen shortly after the the replay gets gets going there so let's um let's jump into this right quick and then once we read through this then we can talk about it a little bit and it says the ATF's approval process for the National Firearms Act forms has quietly undergone a drastic change and everyone has private industry to thank for it modern riflemen reviewer a PD I'm broke the news over its firearm blog earlier today and and by the way this is from that's from August 18th so so it's fairly current broke the loose a day over its firearm blog earlier today and in his post he covers the system's basic functionality and how it came to be here we'll take a closer look at the anticipated impact of the changes pardon me the new system is relatively simple but it's expected to make a huge difference in the ATF processing times essentially when you purchase an NFA regulated item of any sort from any dealer in the country not just powered by silencer shop the shop now has the option to go to any of dead air gym ticks or silencer shops sites to fill out the form for information online once complete your dealer prints the application just that he usually would the service will be provided by the above companies totally free of charge so be sure to hounds your dealer about it it specifically says that you're eating along with me this is be sure to hound your dealer about it so make sure they know that this system is out there it's free of charge for them to use they can use it there's absolutely no reason not to use it as you might expect powered by silencer shop purchases will automatically process it using the new system here's where things begin to change or was created using the new process print with a special barcode at the top when the form arrives at the ATF branch assistance there can then scan the barcode to automatically log some of the forms information directly into the ATF system they no longer need to manually input every line saving considerable time in reducing the likelihood of errors which has been a huge deal with the influx of stuff by the way it's errors I mean you're filling the format you could make an error and then they're putting the stuff in the computer so they could make an error yeah that's that's one of the biggies they long says the barcodes also instruct the ATF's program to complete other administrative tasks without the need for user interaction meaning fewer clicks and less back-and-forth for assistance and examiner so what that saying is it's saying hey initiate a background check on this guy or you know pull this file up or you know submit these prints or whatever they have basically a computer code more or less in there that says hey automatically do these things once this data is inputted so that's pretty cool under under the covers the silencer shop is powered by brands system at work with assistance from dead air and Jim tech silencer shot quite literally gave the software to the ATF meaning the agency is in many ways now powered by silencer shop it says I don't know about you but I find that funny and that is that it's kind of funny that the private sector created some stuff and then essentially gave it the ATM and I hope I don't forget but I got a really good point on that wanna make earlier and kind of pose a question to you guys it goes on to say you may wonder how big a difference in this new system will make so let's consider numbers as of July 2016 when the ATF 41 F changes were adopted the ATF had an estimated backlog of 300,000 to 350,000 form one's and form force a positively staggering number clearing through the paperwork took them roughly a year from from July until the end of the year just 40,000 forms rolled in followed by another 45,000 or so in the first half of 2017 now you can see that Trump got elected people were a little less antsy they become complacent they were they were we still have people thinking that the HPA is gonna pass any day now that's a whole other story anyway current ATF processing capacity sits at around 30,000 forms per month with that number in mind they're expected to move through the current stack of pending forms in two or three months once they finish the existing some submissions they'll then start to work on those submitted with the new barcodes so you know we're still a few months out obviously they've got it clear through those assuming current staffing levels at the ATF believes a four-fold increase increase in capacity may be possible imagine if rather than taking an entire year to work through the 41f backlog the ATF could have rolled through the stack that stack in just three months what will all this mean for approval times once outstanding submissions have been approved probably sometime in October is what they're saying silencer shop hopes that the ATF will be able to bring approval times down to around a month's the limiting factor here isn't isn't so much the agency's ability to process the forms now but the fact that the required background checks and the trust and corporate document validation can take up to several weeks even so one month approvals would be immensely appreciated by enthusiasts who are more accustomed to weights than edge closer to a year another noteworthy point is that while the system is now available to the public a silencer shop has had the barcode system in place on their end for the last month as a result any form submitted through silencer shop on July 11th or after already has the barcode and should receive faster processing once it hits this distance desk readers who have purchased elsewhere shouldn't worry too much though these system improvements are expected to substantially expedite NFA processing across the board as Pete mentioned in his piece there are plenty of people who deserve recognition with us overall the ATF for their part they could have killed this right out of the box by refusing to work with the industry instead they approached the proposal Whittle mostly open mine silencer shop has worked tirelessly to find technology solutions to the well outdated NFA process and this is yet another example of their innovation last but not at all leased at aaron jim tech helped to facilitate this undertaking and championed it in front of the atf without their efforts the agency might not have been so receptive without question this has been a team effort unlike any other we've seen from the industry and it's fair to say that we're all looking forward to much shorter approval times in the very near future now what does this mean so why don't we get down well yeah we're going to what our uh give us your thoughts all right well I watched a video on this when this happened to the other the other day and basically what it is is you know the NFA database it's a database where they got all people's addresses their names their social security they've got everything on the person because they have to because of the law and because it's an NFA item so as we were saying as it was said in there basically they would I don't know if they would actually they they actually had a year's worth of backlog I kind of tend to believe that they kind of dragged their ass until they had enough work to actually do and then decided to just go through it all at once instead of going over every day because I don't believe that the government is that efficient but that's just my opinion so basically what I have I'll um I don't know you would have to break down they said their rate was thirty thousand basically thirty thousand forms a month that's that's what a thousand that's a thousand form today roughly I don't Han I don't like working on work that down no I don't think they could do it that quick and let me and let me tell you why my youngest daughter all through high school worked basically as a data input specialist or document enter or whatever you want to call it but what she did was she worked for the appraisal district here in the county what she would do is she would pull boxes of files old files land records and whatnot from the courthouse and her job was basically to convert them to digital which is in a sense what they see up has to do they have to input that data and it took her forever to do one you know box of Records I mean it like literally like a year and remember about one box of records can be anywhere between I'm gonna I'm gonna be generous here saying that it's anywhere between 100 and 300 300 forms if we're gonna go strictly via forum right right so I don't believe that they could get through that many so that's why some of these wait times have been six months nine months almost a year a year that that's why it's been so long it's because well they've been lack of a better word dragging their you know in putting all that data but this new this new system allows them to just basically input the data you know at the at the the FFA location go and go and submit it get that sticker that sticker goes in that form and that sticker has all that data that's written on that form already encoded into it so when it gets to the ATF the ATF has a software they just scan that sticker they have all that information it goes straight into the database and they do the background check and it could probably I'm going to be generous here and say it could probably cut the weight in half you know instead of six or nine months maybe three or four well and that's the if it was if it was if it was out there this is what I don't understand and it rolls into what you're talking about they say that oh well this will help even if you don't you know even if you do it the old way even if you don't use this with a barcode it'll help no yes there's the thing is there's people that are not gonna want to use this barcode the other thing is I don't understand this article because I did do a little bit of homework on the side and if if you're not a dealer in other words I'm wanting to build an SBR okay so I grabbed my form one and I do all of my stuff from my form one that's cool I can send it all that you know like I do normal no problem whatever if I want to go through this to do a form one if I want to go through silence or shop to do that they charge a fee for me to use that barcode form and it's not exorbitant it's not crazy but I mean when you're already spending 200 bucks on the stamp and that's rolled into the price of the stamp you basically you pay them the 200 bucks for the stamp plus I think it was it was either 29 or $39 I think I don't remember to be able to use that for so you're gonna have you're still gonna have people because it's not available to everybody for free like that then you're still gonna have people that are they're gonna do it the old way so you're still gonna have a certain amount of stuff clogging up the works anyway but what I don't work why don't understand is if they've given this system to the ATF then how come I don't log on to ATF dot-gov forward slash forum for you know you see what I'm saying and fill this out and prints why why I gotta still go through silencer shop to do it who grieves who's mom or what's going on there it's like I don't know one you're forgetting you're forgetting two very important things okay one our government loves bureaucracy you're forgetting that and two our government is also the slowest to adapt to any new technology whatsoever and I mean just on the government level I don't mean on like military military is actually quick to adopt but the government itself you know that you know you know the brick-and-mortar stuff like the ATF you know the FBI even you know these divisions that of law enforcement they are the slowest to adapt any new technology whatsoever no I mean I totally agree I mean this when when this came out it was like a light bulb went off and I thought now company how come they haven't been doing this for years and years and years they scantrons has been around forever being able to well you see what you want I'm saying I'm talking about this little conversion of data it's been around forever saying I know but the time has come they haven't already done this did it take did it take a flood of stuff that that they got you know the whatever it was three or 350,000 did it take that form to finally say oh god we got to do something if it if they were if it was taking them a month they were getting 30,000 a month then they should have already been the government should have already been working on something they should have but you're right in that they don't care it's pretty obvious especially within ma stuff and it's not I'm not dogging on the ATF because they've got bureaucrats and politicians you know your rank and file atf people have got bureaucrats and politicians above them and it's those at the at the upper crust that really don't care whether we get in fa items or not any no skin off their back so yeah the third is there to do their job out they're not there to do anything to help the american people or even they really don't I'll be honest they probably really don't even care about the Constitution yeah I mean I'm sure the and I'm sure the I'm sure the rank-and-file person the data entry clerk at the ATF that's having to go through these thirty thousand documents a month you know they're tickled to death to see this come I mean there's there's just no doubt yeah but you also have to realize while some may be tickled to death some might be mortified because you know it might be taking away their job and they may they might actually like their job who knows and then another thing talking about the wait times that I have heard estimates as high as one is for being sent in prior to this whole bar coach and everything of course
he estimates as high as 1 in for getting kicked back or having some type of an error where they're that so that entry issue on the ATF part or that was a smart or that was a screw-up on the user in now most commonly it's a screw-up on the user hand because you know I don't know how many of you guys out there any of you have any face stuff when you're out there if you're watching on gun channels your YouTube we don't know you know we don't gotta know what but I mean let us know that you have that way we know we're talking to somebody that's been through the process that semi sort of understands it but yeah it it's very easy to screw that up you know if it's first time and especially if you're not a really big gun guy and you don't understand how NFA items work and all that stuff I mean and you didn't have anybody to go to and let's say let's say you were gonna do a form 1 you know obviously if you're gonna do a form for your trust in that dealer well that dealer man nobody's doing either and that that happens a lot unfortunately that you have folks out there selling suppressors and things that really don't understand how it's supposed to go but yeah let's say it's a form one and you say well you know hey I'm gonna I want to build a suppressor or I want to build an svr I'm gonna take this pistol you know and I want to turn it into an SBR yeah which is it which is a really smart move and in my book I don't really care for the AR pistols that much but um you know it's real easy you mean you've got some gun knowledge sure but it would be really easy to screw that form up I mean how hard have you ever addressed an envelope nowadays people don't address envelopes so I'm showing my agent you noticed but yeah right I've had to have I've actually had to have classroom time at my coffee table on how to mail a letter my kids by god they know how to mail a letter because then it'll teach that anymore but but anyway I digress my point is how many times and writing things down or you write a phone number down or you do you get it wrong I mean it happens I was filling out some forms here just a couple of weeks ago and fill them out got it all submitted they called me up they go there you got one digit too many in this number and I'm like okay read it to me and they read it to me and I'm like oh well that three ain't supposed to be there now why did I put a three in there I don't know I'm had the number memorized I knew what it was but for some reason my brain was thinking it and my hand wrote an extra three you know so I mean it can happen but when you have it happen on a massive scale of potentially thousands of documents a month you've got a real problem with a backlog at that point yeah though especially if you if you dry if you drag your feet and you know not do your allotted amount of work every day like you're supposed to write another thing over there it's lazy but come on guys there's always one guy I see Trey and he came in late so I figure that's fine better late than never smackle over on channels he said yeah it'll help because they said total backlog would be less because the barcode forms are much quicker yeah and I mean I think I'm hoping anyway I'm hoping that silencer shop does something into whether they they let the ATF take over the process put that form on their side you know something I do bar codes here so the ability you basically you've just got to to generate that barcode with that data it's a I don't want to say it's an algorithm but there's there certain parameters that it was fairly easy to generate Markos like I said I've got a little program that does it because I'm an already certified reloader anytime that I load stuff and put it up if I'm gonna load stuff and then a day or two I'm gonna go to the range and burn through it then I don't worry about it but if it's anything that I'm gonna put up or anything always print a nice little label and that barcode actually has I've got all the load information on it but that barcode actually has the load information contained within it along with the date and my NRA number and all that stuff so creating bar codes aren't isn't that difficult so you know I I would think that it would be something if they are what this article is saying where they're just they basically they wrote the software figured it out and then gave it away but again I go back to if you've given it away to the ATF why are you charging me twenty nine dollars to go in and and use it for me to do a form one you know that's not to me that's not right that doesn't make any sense and and I'm sure they're looking at it from the perspective of I'm gonna be that unusual customer I'm gonna be that unusual client most people are gonna go to a dealer and buy suppressor most people are going to go to a dealer and buy you know an SBR AOW or whatever it might be and there's very few of us out here they'd like to build our own stuff and have the means and the capabilities and knowledge to do that one thing that that that I'm curious about on this too is with HPA and with shush and there hasn't been any movement on that guys for months so if you think that's happening anytime soon gonna do you mind they're fixin to go into campaign mode here shortly and that's gone by the wayside it may be I mean if Republicans hold things this next election and then maybe between then and Trump's re-election bid or whatever 2020 maybe maybe maybe maybe but he's gonna get reelected you can go back you know I'm sure what I mean with his narcissistic or whatever you want to call it attitude yeah I'm sure but you can go back past livestreams and all this it wasn't that long ago I talked to my congressman and and you know he wasn't fully aware of the scope and really what all that entailed he's more of a banking and a financial guy for banker rather than you know a gun guy or anything like that but you know he told me you told me point-blank the current makeup that they've got now with establishment versus you know grassroots or whatever you want to call it and then the Democrats creating turmoil with everybody that it just something like that just wasn't gonna happen I mean they was focused on the big things you know everybody's talking about you know health care you'll be in you know one of the biggies yeah so that and then like I said between all that the Democrats with which which however went to a witch-hunt at every turn on somebody then you know they just had their hands full with other things so you know could this be something if it gets out there if it gets implemented because I know we've definitely seen a dive I mean a crazy diet of suppressor cells and things like that over the over the last several months or since you know since election time could this be something that that might pick that up is this something that if you were out there in your own defense and yeah I'm talking to everybody out there if you were out there you were on the fence and you're hanging well I'm waiting on HPA whatever is this something if you could get it in a month would you go ahead and go through the channels and drop the 200 bucks and get it in a month I can understand not doing it you know there's a difference between I'm gonna do it I got away of the year and now I can do it and I've only got away two months you know so is that is that any type of a factor do you you know how do you feel about that personally I've been sort of waiting around and that's one reason I know about the charge from silencer shop it's because I've been wanting to chop the Barrel on my 458 SOCOM or sometime now that that round well to 14 to 14 and a half inch barrel now and then with my fixed I've got a I've got a custom muzzle break that I built on it ought to show that on the show or something one day well you can go watch videos go to my channel go to my youtube channel it's all on there the Builder the suppressor the whole night anyway I've got it's 14 1/2 inch barrel now and I've got a I've got a custom muzzle break that's pin and welded that is externally threaded so my suppressor will screw onto it over it that way I can just unscrew my suppressor shoot supersonics whatever and then I don't have to take a break on and off in other words so that's that that's pin that's pinned and welded so I mean it's it's 16 total with that but the barrel is a is a 14 and a half I would like to cut it back to a 10 inch I really would most of most of that 10 inch is gonna do with most of the the ammo that I shoot through that anything more than 10 is it's gonna be a waste so I'd like to do that so when I heard about this I thought wow this is cool you know Christmas let's go down here Bob Loblaw peel this out and you know pay 200 bucks and you know a month down the road I can chop a barrel you and then I go to silencer shop and it's $39.99 on top of whatever you know well you know I don't know about it I don't know about this I'm a ways and it's not in that well it's not like spending the extra 30 or 40 bucks after you're gonna have to dump 200 on a stamp you know that's 10% 2000 20 percent whatever it's still a lot like that it's not like that exorbitant amount necessarily but you know I've come to terms with just about at this point that yeah I would I think I'd pay that if I could get it back in a month you know if I can fill it and fill it out do it that way pay extra 30 or 40 bucks in in a month I'm chopping a pearl yeah I think I would I think I would pay that I really do
