the program and the population it serves the purpose of this presentation is to help you understand the general attributes of this program the needs of the participants served by the program and what also be referred to locally as the migrant director this documentation is important so please make sure these steps are followed during our presentation today we will be sharing the following information with you history of the migrant education program program elements eligibility recruitment services employee and contracted personnel responsibilities this picture taken in Georgia is a good place to start our presentation as you know agriculture is an important industry in our state and the nation in Georgia agriculture is the largest industry many agriculture jobs are short-term or seasonal these jobs are labor-intensive requiring people to prepare plant and pick the various crops at different times of the year this results in many migrant farm workers moving frequently from job to job migrant farm workers may often be hidden in our communities temporary residents working in agriculture for a period of time before moving to the next job the United States Congress allocates federal dollars to each state to support the children of migrant farm workers or the farm workers themselves based on their age this group faces a multitude of challenges that directly impact their educational outcomes for years and years the plight of the American farm worker went largely unnoticed in 1960 a documentary was produced by CBS News and journalist Edward Armour oh this documentary aired on Thanksgiving night in November 1960 titled harvest of shame this documentary brought the plight of farm workers to the attention of the US and its citizens now remember in 1960 cable TV was not available and there were only a handful of TV stations many many u.s. citizens viewed this program this documentary along with the increased focus of the needs of the children of migrant farm workers resulted in President Lyndon Johnson and the United States Congress to include federal dollars in the Elementary and Secondary Education Act ESEA of 1966 to address this needy population the of the migrant education program will refer to it as the MEP the purpose of the MEP in Georgia and the United States is to ensure that migrant children fully benefit from the same free public education provided to all children and that the unmet education related needs resulting from their migrant lifestyle are met when we work with migrant children and youth we keep this purpose in mind as we plan our services the Georgia Department of Education is the direct recipient of Title one Part C funds and is therefore responsible for ensuring the appropriate and best use of funds to ensure the appropriate and best use of funds the state follows its comprehensive service delivery plan for implementing all aspects of the MEP our service delivery plan was created in a collaborative districts based on their student populations districts with larger numbers of eligible migrant children and youth are called direct funded these districts receive the money directly from Georgia do-e to implement services for their population districts with smaller numbers are called consortium their funds are placed together and sub granted to a fiscal agent charged with providing services to eligible migrant children and youth in those districts our consortium fiscal agent is Abraham Baldwin Agricultural College in Tifton Georgia finally some funds are held at the state for grant requirements operations and service delivery the majority of MEP funds are allocated to school districts this map shows you how the state of Georgia is divided in order for the Georgia Department of Education to provide support to school districts the Georgia migrant education program central office is located at the Georgia Department of Education in Atlanta the Georgia MEP is also divided into regional offices personnel in these offices work with the school districts to identify and meet the needs of our migrant children and youth a very important element of the title one part see migrant education program is the requirement the children be identified and recruited by the state this is the only federal program that has this requirement the MEP has a unique feature and it will be helpful for you to be aware of this before a migrant child may be served or counted for funding in the program his or her eligibility must be documented on a certificate of eligibility Co e these COS are completed through face-to-face interviews performed by trained and qualified l EI and state staff and they are certified by the state the primary function of identification and recruitment is to find migrant students and/or young adults and to establish whether or not they qualified to receive services in the migrant education program there is great concern that all eligible migrant youth in the state be identified and recruited there is equally great concern that only eligible migrant youth receive services from the program under guidance provided from the office of migrant education in the US Department of Education it is required that before a child or young adult can be counted for funding purposes or served by the migrant education program his or her eligibility must be documented on a certificate of eligibility and the state must establish a process for ensuring that information on the co e is complete and accurate and that the finding of eligibility is correct in order to be considered eligible for the migrant education program the individual must meet all requirements of the federal definition of migrant for the migrant education program those requirements are age the child is younger than 22 the child has not graduated from high school or does not hold a high school equivalency certificate or GED if the child is too young to attend school sponsored educational programs and is old enough to benefit from an organized in structural program move the child and worker have moved for economic necessity across school district lines to seek or obtain or accompany a parent or guardian to seek or obtain qualifying work the time of the move the move occurred in the preceding 36 months the purpose of the move was to seek or obtain qualifying work or any kind of work and obtain qualifying work soon after the move qualifying work is work in agriculture agricultural related fishing or fishing related that is either seasonal or temporary work the work must be performed only for wages or personal subsistence as you can see the definition is very detailed and requires state and local staff to have specific training for accurate identification this is very important to know funding that the state receives each year for operating its migrant education program is wholly dependent upon the accuracy and completeness of the identification and recruitment process and the assurance that the state is only delivering services to children who are eligible to receive them Georgia has specific procedures in place to ensure the quality and correctness of all of our program data including child eligibility because I vacation and recruitment is so important only trained authorized personnel are permitted to identify and recruit migrant students in the state of Georgia because of the vital importance of the identification and recruitment of all eligible individuals and the vital importance of the validity of these eligibility decisions all personnel working for the Georgia MEP are required to be certified in this area referred to as IDNR the only exceptions are those individuals hired under special circumstances to work as tutors however those individuals still need to make the program aware of information they find on potential candidates or migrant eligibility misidentification we've talked about the important program requirements now we'll share about the available academic assistance first of all it is important to remember the special educational needs of migrant children and news migrant children in youth deal with gaps in learning resulting from repeated moves when they moved they missed class time and may miss full chapters and units of instruction credit accrual migrant youth may retake courses over and over but mobility prevents them from completing all course requirements continuity of Education from state to state and district to district not all teachers of course this move at the prescribed pace or the same teaching methodology migrant children can easily fall behind their peers as they try to adjust to the varying styles and structures language barriers many but not all migrant children may migrant children have health issues that have not been treated and directly impact attendance and/or performance in school an example is a child with an untreated toothache you can see that these needs are significant Title one Part C requires States to prioritize services for migrant children and youth we call this priority for services or PFS this means that the program has to identify student needs identify those failing or at risk of failing identify those with repeated moves as well as failing courses and create supplemental support based on the needs of the individuals in general we provide services to these PFS migrant students first and then to other migrant students this is an important part of our program another key aspect of our program is that it is entirely supplemental the MEP is entirely a supplemental program meaning that funds can be used only to supplement but in no case supplant or replace state local or other non federal funds this means that migrant funds are used in addition to all other state and local funds migrant children should benefit from all of the funds just as other non migrant children do migrant funds are supplemental here are some of the supplemental services that are provided in the MEP classroom support inclusion and pull out this is where teachers and paraprofessionals work with migrant children in small group settings or inside a classroom with the regular teacher after-school intersession and summer programs tutoring including home tutoring English language acquisition assistance college and career preparation health services when they impact academic achievement all of these services are allowable in the MEP school districts determine the best type of service that meets the needs of the children and youth in their County as a contracted employee or tutor it is important for you to follow all regulations of title 1 Part C have an awareness of eligibility requirements share information on referrals of other families who may qualify when you work with a family you may learn that another family may also be eligible share that information with the school district ask for help when you need assistance this is important stay in touch with the migrant contact in your school district as a quick reminder here is the purpose of the MEP the purpose of the MEP in Georgia and the United
