C takes off the "training wheels" completely, and an ace systems programmer using C can usually write the fastest code of all, quite possibly with some inner loops done in raw assembly. So the management must have decided that the last, marginal speed improvement of hiring an ace systems programmer wasn't worth the cost or difficulty of maintenance.
