[Music] mike broad i'm the wyoming state director for the department of labor office of apprenticeship and i want to share a little bit of information with you regarding registered apprenticeship and utilizing the the tool for talent development strategies next slide registered apprenticeship next slide oh next slide okay registered apprenticeship is to me an important component in workforce development as it aligns um related instruction or education and on-the-job learning or if you've been in education oil it is basically mastery learning in effect so basically what you're doing is you're taking all of the components learning modalities and putting it together to develop a workforce so that they can meet the competencies of the occupation next slide please okay the core components of registered apprenticeships is they must be industry-led in order for a workforce development training development strategy to work industry must lead it in order to meet the needs of that occupation and so basically industry has to be involved an employer has to be involved in that occupation development the next core component is the structured on-the-job learning with mentoring that is the hands-on where the apprentice is actually out in the field working on that actual occupation competencies and so they're working with a mentor to make sure that they can take the related instruction component part and put it to the practical application the next component is the related instruction that is a formalized education component and basically it's learning the whys of what they're going to do in the practical application and without it it's very difficult for folks to do the troubleshooting if they don't have the wife and the related instruction could be offered in many different formats in order to meet the needs of the occupation and or the industry uh the next component is rewards for skill gains a registered apprenticeship apprentice is employed by the industry or the organization or the company and so um as they are learning since it is a earn and learn type of program then basically we are looking at the apprentice as they become more valuable to the um employer and as they can master the different skill sets to earn higher wages and have step increases as they go along and they are more valuable to the employer the last component of a registered apprenticeship is it is credentialed every employer that signs up to be a registered apprenticeship sponsor they are credentialed and vetted by the department of labor and then as the apprentices go through the registered apprenticeship program and they can um complete or meet them the competencies or time-based program or however it may be structured they will also then earn a department of labor certificate of completion as well for each model of registered apprenticeship we have a time-based program that may that the employer in the industry feel that there needs to be a level of repetition and so that registered apprenticeship program is time-based so that that repetition to master the skill sets can be met other occupations through the related instruction and on-the-job learning such as cyber security can be met through the company-based competency-based programs this often allows apprentices that have skill sets in the occupation to actually move along at their rate of competency next model we have is a hybrid approach the hybrid approach is for a lot of occupations that feel that they need both some time base for repetition and or competencies to be met during that time um below you can see that we can have different types of related instruction opportunities in which we touched upon in the last slide as well next slide please okay registered apprenticeship is a nationally recognized credential as i stated earlier employers are credentialed as a department of labor registered apprenticeship training program for their employees only and so when you are registered you join and become nationally recognized as an apprentice sponsor and leader each of the apprentices as they complete the competencies the timing the related instruction that is all required bring through that registered apprenticeship program with the sponsor then receive nationally recognized certification for completion some occupations like in the health field for like cna cmma have stackable credentials there are different levels that need to be met in order to get the licensing that is required and so we have options for stack redu stackable credentials as well with the dol many apprenticeship credentials also were partnered with industry credentials through different training programs that are involved in in the registered apprenticeship program and or maybe different organizations that um certify industrial type of accreditation if we are working with colleges or online colleges oftentimes college credit certificates and sometimes even degrees can be earned with the registered apprenticeship next slide please okay there are benefits to both the employers what are the benefits i want to kind of focus on the others you can kind of read and look at those but there is a new there are new eer eeo laws out there and registered apprenticeship program in the development of that program we work to provide direction for all of the employers to ensure that the new eeo language and requirements are built into the registered apprenticeship to guide and direct each of the employers through the eeo requirements that is huge right now as the new eeo language is requiring employers to provide anti-harassment training and offer the opportunity to disclose a disability type of situation and so that is one of the benefits that we can help with employers also with registered apprenticeship if you have a registered apprenticeship program and can indicate that with wyoming department of workforce services again employers may qualify for the apprenticeship grant that is out there next slide please okay employee benefits so the apprentice benefits are huge basically registered apprenticeship is called an earn while you learn type of training program that means that the employer or the apprenticeship are actually getting the practical hands-on learning of the occupation at the actual job site with a journey or master level mentor they also through the registered apprenticeship program with the sponsor are earning education whether it be um you know a an education program that is offered by the employer by a college by different types of options that are available to provide industry credentials oftentimes an apprentice can take their documentation showing the related instruction that they have earned through the registered apprenticeship to a community college and most of the community colleges are offering credit toward an associate's degree by the information provided on that registered apprenticeship we have found that employers that provide the registered apprenticeship program they find that the apprentices have more options to stay with the employer due to the fact that they can see that the employer is actually investing in the apprentice as an employee and so that ends up with the apprentices looking at a long-term career and of course as they become more valuable to the employer they have a grading earn greater earning potential with the registered apprenticeship and with applying for the uh the apprenticeship grant with the wyoming different workforce services it is basically also providing an education at no cost to either the employer and or the apprentice and then of course for both the employer and the apprentice it is the national credential that is recognized nationwide so whatever credential assumed in wyoming if a person chose to move to missouri that credential is accepted in that state as well national credentials though do not supersede licensing requirements per state
