dam just west of tulsa the rate of river flow approached 300 000 cfs at its maximum volume and was flowing at 600 thousand cfs at mayo dam the mcclellan kerr arkansas river navigation system just downstream from the arkansas river confluence with the verdigris river and the grand neosho river had a sustained volume of well over six hundred thousand cfs over a duration of more than a week this increased river flow was carrying an enormous volume of sediment which was transported from the three upstream feeder river basins and was passed through the upstream dams and into the navigation system where much of it was subsequently deposited results of this increased sedimentation was three miles of river channel was clogged with an estimated one a million cubic yards of sediment this material had to be removed before the navigation system could be reopened for navigable traffic and interstate commerce therefore the tulsa district made the decision to commence dredging and dread spoil operations prior to nepa review so economic impacts to the region would be reduced there was another complicating factor other than three miles of river channel being clogged with sedimentation on may 23 2019 two fully loaded barges moored in the muskogee area tore loose and were carried downstream where they collided with the weber's falls lock and dam and sunk the barges were forced against three of the structure's open gates because the two sunken barges impeded the operation of the gates those gates could not be closed removal of these barges was dependent on the emergency dredging action specifically the portion within the robert s kerr pool for that reason the salvage crew hired for this task utilized a tow barge which was the only feasible means of travel up the mcclellan kerr arkansas river navigation system to the weber falls lock and dam why do an environmental assessment the national environmental policy act or nepa requires federal agencies to consider effects of proposed projects on the human environment and to document the anticipated environmental impacts from a proposed project nepa applies to federal actions that affect the environment such as dredging operations dredging operations are normal and was an approved action for the congressionally authorized m cartons navigation system this process requires federal agencies to cooperate with other federal state and local governments as well as organizations and the public during project planning phases scoping is where the federal agency asks for the initial input from other agencies the public and organizations regarding project area resources and uses this presentation is the initiation of the scoping process what is the purpose of this environmental assessment the purpose of this environmental assessment is to analyze the impacts to the socio-economic environment resulting from emergency dredging operations and associated placement of the dredge material and waters of the united states due to the lack of authorized dredge disposal facilities within the area that occurred due to historical flooding during may 2019 along the mcclellan kerr arkansas river navigation system in oklahoma specifically dredging occurred in the robert s kerr pool and weber falls pool in order to reopen the navigation channel as well as to allow vessels to travel upstream to the weber's fall dam to remove a barge lodged in the dam's operational gates which was restricting the gate's closure and subsequent draining of the pool the goals of this ea will be to ensure compliance with the national environmental policy act and appropriate environmental laws regulations agency policies and guidance and executive orders while maintaining an immediate navigable channel along the m kearns waterway and to provide any necessary mitigation as a result of impacts from the emergency dredging discharge of dredge material and drawdown of the pool the environmental assessment process includes three phases scoping draft and final the scoping phase is when the federal agency asks for initial input from other agencies citizens and organizations regarding project area resources and uses this is the phase we are currently in as noted by the yellow star on the chart the draft phase is when the core asks for public comment on the proposed recommendations in the draft ea the final phase is when the court incorporates public comments from the draft review into the final ea document an ea is published after formal approval by the district commander in developing an environmental assessment an important part is defining the existing environment of the area that may be affected by the proposed project land use in the surrounding area includes timber production agriculture public lands industrial use recreation residential development and dredging housing and industrial complexes are primarily centered around communities with some interdispersed agriculture recreation opportunities include fishing biking hiking hunting kayaking boating bird watching camping and auto touring the project area is in the lower arkansas river watershed a riverine system that is a key travel corridor for migratory birds and residential terrestrial native wildlife the dominant river is the arkansas various types of surface water occur all including lakes oxbow lakes shallow pollutants designated in the clean air act topography along the study area is that of gently rolling hills with very narrow fringes of steeper types numerous streams and river channels active floodplains wetlands riparian areas old meanders and oxbow lakes surrounded by one or more terrace levels or bottoms soils are for the most part rich infertile hydric with spatial relationships for various soil types and associations ecosystems within the study area are extremely valuable due to their rich and diverse natural resources despite numerous projects constructed the area still remains to one dispose of the material in quick and efficient manner create habitat for the interior lease turn all these areas of placement were not previously approved in accordance with the approved mcclellan kerr arkansas river navigation system emcarn's dredge material management plan dmmp a 2005 eis was performed for the proposed deepening of the m kearns and these areas were not approved within that document the area the disposal areas with prior authorization could not accommodate the huge amounts of sediment and the material had to be deposited somewhere in order to allow safe navigation the dredged material that was placed exceeded one million cubic yards at six locations sandtown bottom 640 000 cubic yards spaniard creek 24 000 cubic yards two salt creek sixty thousand cubic yards below lock sixteen sixty four thousand cubic yards three forks nine thousand two hundred cubic yards river mile four hundred 000 cubic yards a large unknown quantity of various muscle species died as a result of the drowdown this was unavoidable due to the barge being wedged in the dam gates and the continual flow of water through the dam the barges were carrying fertilizer and when the barges struck the dam and sunk they broke open with approximately 3 800 tons of fertilizer washed downstream flooding and the loss of fertilizer had potential temporary effects on water quality section 401 of the clean water act it is anticipated that the fertilizer quickly diluted with the river and dissipated as it traveled river to prevent potential contamination by future land use a hazardous toxic and radioactive waste also known as htrw study will be conducted this will include record searches for prior land use assessment of any hazardous releases as it pertains to the land impacted by this action and recommendations for path forward as a rule dredge materials themselves are typically not considered htrw the national historic preservation act of 1966 is legislation intended to preserve historic and archaeological sites in the united states of america section 106 of the historic preservation act requires federal agencies to consider the effects on historic properties of projects they carry out assist fund permit licensed or approved throughout the country section 106 gives the public the chance to weigh in on these matters before a final decision is made this process is an important tool for citizens to lend their voice in protecting and maintaining historic properties in their communities the corps will gather information to decide if any properties in the area that may have been affected by this project are listed or are eligible for listing in the national register of historic places the corps will explore measures to avoid minimize or mitigate any adverse effects to these historic properties and reach agreement with the state historic preservation officer and the appropriate tribal nations on measures to resolve them nepa is the national environmental policy act compliance with nepa is required during the environmental assessment process nepa is required so that federal agencies give proper consideration to the environment prior to undertaking a federal action scoping during nepa involves the public in the decision-making process while documenting the process by which federal agencies make informed decisions the nipple process provides the public with the opportunity to ask questions and comment on the potential impacts of proposed federal actions it also includes comments from other federal state and local thanks. i am in the process of buying a new eSigner, and i am going to be installing it in my current car in order for them to be interchangeable with my current electronic signs. however, i don't know whether or not it will be possible to simply swap the eSignor with the electronic and not have to remove the electronic. i was wondering if i would be able to simply install the eSignor and the electronic with one unit, and if not, then what exactly would you do to install them? thanks!
