back to the human rights uh chapter and uh one of the things that i want to share you uh about it's uh of course you know we all know all know the numbers how you know like the uh increasing inequality that the copied the pressure that this pandemic has put in the last few months and just to give you like a breaking number you know like uh the one percent of the wealthiest people i mean they're increasing you know like they're well however we have an impressive record of unemployment especially among women and that is certainly one of the challenges and it goes beyond uh gender we're talking about like human rights here and uh one of the things that we really want to um that we have learned in this uh during this season it's uh as i say you know like the power of public and private relationships and also you know to take a look back on how multiple multilateralism is built as a vital for recovery and also how the implementation of solutions to other to the 2030 agenda is at the core of the conversation if we certainly uh want to overcome this together and uh i will just like to make a couple of comments one of the things that we have certainly seen it's uh the importance of driving the economic recovery but by exercising sustainability and responsible leadership that's one of the things that we have seen and that's when we talk about you know like corporate governance when we talk about also the importance of be uh flexible but also the importance of being empathic you know uh most of us work in a in a daily context when we have a lot of smes family companies and uh that's one of the things that we certainly have to take a look you know the importance of creating formal employment to counter balance informality in all sectors and to reduce the risk of uncivil rights that is backlashing all over the world and one of the things that it's also uh important to mention it's uh um how you know like this uh the role of governments the role of the private sector the role of civil society and of course the role of educat uh uh education the role of institutions that that certainly put in the front the importance of building capacities not also not only you know like to perform a job but to understand the current context and how from this we really have to build new skills so um one of the things that we have learned it's also i mean as i say previously the role of governments i mean they really have to adopt fiscal measures to guarantee how households basic needs to protect the employment to avoid the spread uh the spread of adverse effects of the on the economic sector the role of central banks but first of all i mean we really have to learn how we're going to uh deal with this uh c 19 and then make bring human rights at the core of the conversation so one of the things that we have seen it's uh uh the multilateralism in the current picture must be understood as a strategy to build social capital resilience as well as a new business strategy to foster innovation that works for all the levels of society and that means inclusion and uh one of the things that it's also important to consider is to look at the 2030 agenda sdg 717 i think is one of the most well-known sdgs because it talks about you know like the power of bringing together different actors and uh in uh from their work uh working very specifica in very specific points um so it's also important you know like to boost the participation of civil society in partnerships governments academia the private sector in order to promote dialogue platforms that can certainly give a voice to those that do not have a voice and especially when the human rights can be jeopardizing can be jeopardized at this current moment and of course you know that means fostering innovation new technologies new alliances new approaches that push innovation forward in order uh to guarantee you know like the health of people the education social security and of course now that the vaccine is out to guarantee access to medical services services in the proper time so um one of the things that we have learned and that we work with multinational companies all over the world is exactly how the private sector can again you know develop real sustainability policies and one of the things that we have learned is that some of them certainly need to be updated and adapted to reflect local priorities of course we all of us want to be like very global but this is the moment in which i really recall eleanor roosevelt in 1948 when she said you know you can have the most amazing international policy but if it is not applied in the local community in your close circle of conversation was the use of it so i i certainly hope that as economists us are restarting and uh you know we think how crucial it is uh it is though it is taught you know to talk about uh equal opportunities and again you know like uh training opportunities for the unemployed and uh that's when we certainly realize that we need frontline workers we need international trade but we also need to support local businesses and you may wonder you know why i'm talking about in the human rights day because you know like when we exercise you know economic rights we also have the capacity you know to be independent and to have the freedom to choose to choose food to to put to choose education and to in turn and to choose the future that we want and one of the things that we certainly have seen is that while the kobe 19 is testing the capacity of governments to effectively respond to a global crisis it also is providing the location to move ahead the traditional architecture of international institutions and this is something that we all have to think about it whether we are you know like in a international organization or in a sme we really have to think how you know we are going to build trust and build cross-effective solutions that respond to a change environment because not measuring up to these challenges is certainly a threat to human rights and i will keep it here because i know that we have fantastic um fantastic speakers so over to you amit thank you very much um thank you so much and thank you to my colleagues for being available today this topic is so critical to recognize not only the ways that covet 19 ties into social ties and social capital but also the importance of human rights here more broadly and issues of equity and equality so ahmed if we please start the slides if that's okay so hopefully shortly we'll see the first slide uh my email address and twitter handle are both on there if for whatever reason you'd like to have a conversation outside of this please feel free to reach out via email or via twitter there let's please go to the first slide so i want to begin by pointing out at least here in north america there are tremendous inequities inequalities that are visible already over the last nine months of a virus that is likely to last for another 10 months or so so for example if you look at the population in the states here in north america and you look at the share of african americans in those communities what you see is that the share of deaths is almost double the share of the proportion of population in those communities so for example in the district of columbia the shares around 47 48 of the population but the percentage of people who are dying of african americans are almost 75 percent so and you see that gap in almost every state between this district of columbia all the way down to new hampshire so across north america we have a tremendous number of differences here in the ability of states to handle this question on the next slide as well we see that african americans and people of color whether hispanic or native american are dying at a far higher rate almost double the rate of people who are caucasian or white so again here we've broken it down by african americans native americans hispanic and latino so we see tremendous effect of race here across a number of different issues next slide please we also know that in terms of those whose jobs have been lost already during these first nine months most of those jobs have been in what we call blue collar or front end jobs people working for example in hospitality in food clothing and retail in manufacturing far fewer jobs have been lost in other communities far fewer jobs have been lost in white color so here not only do we have inequity in race but also more broadly we have inequity by economic standards as well next slide please and again we can even measure by income who has been losing their jobs during covid19 you see here over and over again across those individuals with lower levels of income the poor in the middle class those individuals have been the most likely to have lost their jobs as high as one in four people in some communities in those lower income areas next slide please and what we've been measuring here over time has been the gini coefficient the gini coefficient is one way of measuring the gap between the very very poor and the very very wealthy trying to understand what is it how far is that separation between those two different groups and what we know from experience now is that even right now in north america at least and in europe beginning at a relatively high gap that gap between rich and poor is only going to get greater as time goes on so covet 19 is going to make even stronger the gap between the wealthy and the impoverished and next slide please i want to talk now about one factor that we know to be a critical element of the the pandemic that also might have a silver lining in this process that is to say a factor that is not necessarily connected to income or race that might help people get through this pandemic and that's the factor that we call social capital social capital is a fancy way of saying the ties that bind us to each other the kind of connections that we have between neighbors neighborhoods decision makers and politicians across society and we divide those different types of connections into bonding bridging and linking social capital so bonding social capital connects people who are quite similar so for example if your friends look and sound like you they have the same educational background ethnicity race and religion that's a bonding social tie your family for example would be the most obvious example of bonding ties another example of horizontal ties are bridging social capital bridging social capital connect us to people who are different so for example that might be between people in the same organization like university or manufacturing facility it might come through a club if you'd like sports for example maybe you watch sports together and at those institutional levels it's possible to build ties to different people people who are different than us those are still horizontal ties though the third type of connection we call linking social capital that's a vertical tie between me as a normal person and someone with positions of power or authority these three different types of connections are always present both at the individual and the community level how they make a difference doing covid19 though is a critical aspect we know from past research that we've been doing my lab has been doing that these ties matter during shocks and disasters i want to show you now some data that we have from covid19 the next slide please so first we begin measuring how these different social ties connect to covert 19 outcomes we're especially interested in the ways that these ties might overcome things like race economic inequality and gender how is it that our social ties impact a covid19 outcome this image comes from data on what we call excess deaths that's a fancy way of saying over this year in 2020 compared to one year ago in the same month how many more people are dead now than were dead a year ago so for example in october or november of 2020 we compare back one year and we measure the number of people who died this year compare them to last year the difference between those two is what we call excess deaths every country has a natural death rate as we get older we had 120 years old or uh whatever age going to hit we might pass away at that age that's normal that's a normalized death rate but because of covid19 there's a wide variety of health impacts that we have of course beyond the obvious which is things like the need for intubation and ventilation which can result also in failure of respiratory systems we also have a varied variety of heart related issues respiratory and circulatory issues plus people who aren't going to the hospital because covid19 has kept them out so what we're trying to measure now is the connections between those excess deaths and these different social ties and what we find is quite interesting bonding social ties and linking social ties are sorry bonding and bridging social ties are critical elements in keeping people safer if you have a strong connection between yourself and other people if you have strong connections in the community then we're able to make connections that keep us safe people can bring us food give us medical advice they can help us out if we need to get to the hospital and those bridging ties are connections people who are different than us those ties as well can reduce the overall levels of excess deaths in communities next slide please and in fact we can measure this over time we have been measuring from february now through the summer time it's taken us a lot of time to get the data together but we see here is when we have stronger levels of connections we're able to reduce the overall number of excess deaths for these different types of social connections which is a great sign next slide please because if social ties can be a form of mitigation against this kind of pandemic then we know it's possible to create social ties to deliberately increase levels of social cohesion this is an image from one of our projects currently running in japan the philippines and nepal called ibasho which is an attempt to use a community center as the locus for building these kind of connections we invited the community to control programming we ask them to put on events whether it's a library or a yoga class or a cooking a demonstration that would help bring people together next slide please what we've seen is that these kind of community centers that are new brand new that we help build can increase the density of networks the number of friends there it can increase the sense of belonging increase the sense of connections and more broadly increase the sense of efficacy as well next slide please so just to recap and give up my time i want to begin by pointing out that we've known for a long time that things like gender income and race are critical elements in health we call those the social determinants of health and covit19 is just showing us what we knew already we didn't know as well that covid19 would increase the inequity the gaps between the rich and the poor that rising ginny it coefficient and the number of individuals who have lost their jobs who typically are worki g blue-collar jobs we also know that a number of societies are not collecting data on race ethnicity and other inequities that we should be studying the good news is that from the data that we have we believe enhanced social ties stronger connections can be one way that societies can fight back against covet 19 creating more unified more cohesive less fragmented societies can be one bulwark against the possibility of covet 19 wrecking life here thank you so much foreign [Music] foreign um is you amit uh as my role of the chair of the board of trust vice chair of the role of the bureaucracies of unitary human rights is of course at the core of the conversation in all trainings one of the things that unitary has developed is very specific conversation and one of the things that i uh that i always applied is was the practicity of that i mean how after a training you know like uh people i have to apologize you know i'm at the office and then you know there is like a big construction in there so you know like as you can see the economy is moving which is a good thing however for this conversation i don't know how it is uh going to uh sound but um basically you know that does one of the things create a very clear concept on what human right evolves and in my experience you know it is still we have a long way from 1948 however a lot of uh institutions are still wondering what's the role in uh fulfilling human rights so that's one of the things that unitard does you know to provide that basic context and as uh uh begum casey was saying before begum i hope i'm pronouncing your name right you know one of the things is to give that freedom that exercise to have education and to have you know like knowledge that you are entitled to rights uh despite that or you know despite the environment in which you operate so that would be my answer thank you foreign foreign yeah that's a great question about the role of social capital during a crisis and social capital provides a few different elements that we need you know one is it provides us with a sense of collective action the ability to work together on challenges that might require for example not just one family or one institution or even one city for example right now we're asking people around the world to wear masks all the time if only i wear a mask if only someone else wears a mask if only a few of us wear masks that won't be enough to help block the transmission of the virus what we need is as many people as possible hopefully the entire society wearing those masks so if we believe in each other if we have cohesion if we have connections to each other it's much easier to see that if i don't wear a mask maybe i'm affecting your grandmother or if you don't wear a mask you're affecting my grandmother and thinking about ourselves in those broader more cooperative terms those often come directly from concepts of social ties the other thing social ties provide us strong social ties is the ability to get accurate information right now there's a lot of misinformation and disinformation meaning information that is deliberately false or misleading uh people are saying negative things about vaccines people are making negative false claims about masks we need to be able to stop that kind of information the only way that we can do that is by having ties to people that we trust if we trust the government if we trust medical responders if we trust the cdc or the world health organization that trust makes it more likely we're going to get things and the final thing that social ties provide is resources uh information money access to aid medical support right oftentimes i don't have those available in my city but maybe some other organization does and if we have those strong connections it's possible you can bring those resources to my community bring medical aid bring advice
