I can only give you 2 examples as I have not used a computer for a decade.
First, for your website, you can use a service such as: google drive (free), google docs (free), drop box (free), cloud storage/file storage service (free), webDAV (free). Google Drive is a good example of a service that offers free Google Drive accounts.
Alternatively, you could set up an app that allows you to use a keyboard and mouse to enter text.
My second option for you is a good old fashioned paper-and-pencil type of application where you enter the information in an easy to read format, and the document is then emailed to the recipient. This can be any type of document - letter, invoice, bill, etc. (If the recipient is not in the United States or Canada, use the Canada email address).

Changing your residential address is not currently available through the Illinois DMV. However, your residential address should always be on your driver's license or ID. You cannot change your name on your license or ID. You need the address change performed at a DMV office.
When you go to a DMVs Office to change your address please bring in two (2) pieces of ID with your current name on them.
Do I need to take my license or ID photograph?
We will not send you a photocopy of your photo unless your photo is already on file with the DMV.
How do I make a change to my address?
For the same reason you cannot change your name, you cannot change your residential address. You can still make changes to your mailing address....
