payments get us caught back up again this will be a reoccurring fee you'll see each month white board we had our annual reception here in the office in November just one to ten thousand dollars catering for that occurred to have that excuse me but what is it normally Oh been in the past okay two years ago he's been $26,000 on that event so at 9,500 for less than half thank you so at the end of January four million seven hundred thousand on the operating accounts so public-private partnerships are paying off for us that they are you know see you got to recoup all their investment and an admin fee you got to kick in for the authority go yeah one quick one thing quickly on that um-hum did a great job of showing the first expense related to our our kind of management system we're also happy this is a this can be something that we can announce as the contract is being circulated right now we also have our first tenant in the condo with management system so we have that will involve a 40,000 dollar upfront payment and three thousand dollars a year in maintenance so with just our first tenant we can see that the system is beginning is already performing and so thanks to the team that did that but it wouldn't been appropriate for shaundra for that yes we don't have money give us two weeks but I know that you'll join me in being so proud of the work Thank You Sean I'm sorry incentive account in the month of January through nine million dollars an incentive cash being told by the authority reimbursements we got some reimbursements come in from the city over $165,000 funding fools grants that have been made bursted related to a London Bridge bomber Center fees have been and there was some unexpended public facility revenue bonds related to the last town centre were being reimbursed back from finance to the authority here those three funding forces sources added up to the runner $65,000 come in to the authority and we also had the interest income earning on the checking account we maintain for our disbursements we have an incentive award under Part A being paid out to prosper assurance for the work force expansion in the hand over $10,000 under our engineering fees nearly $70,000 being expended for work at the arena sites the fellowship Road the dome site hotel at ECC London Bridge Commerce Center him so well driving steel below that we have a vibe grant you male member ruff Lee in 2018 and some vibe matching grant funding provides the authority for some awards we could approve and those awards are paid out upon full completion of the projects with remarkable payment vision for that so we have 17:01 LLC finished their requirements for the renovations and they are able to receive their full $10,000 payment of that five grant funding below that for the dome site incurring some legal fees a few different legal consultants $15,000 explained in this case we continue to track those expenses to add to any future public facility revenue bond that may be issued or to reimburse the authority you a free reconciliation available nor forward we've trued up all your receivables and commitments for any awards that were approved or extinguished we're looking at two million 974 available cash at the end answering questions one has on the incentive program there's Lancaster I think you have a very exciting morning madam chair members before I do so Lewis welcome Tuchman executive for the rock Jeff movers founders are with the disclosures again the founders Jeffrey met containers that give you a moment to read the rest of the disclosures the NOx is a luxury motor coach service that's going to be providing round-trip transportation between Virginia DC area from the Weston channel center to Pentagon City there are gonna used for vehicle storage with minor maintenance storage of surprise there are gonna be no petroleum products nor chemicals and administrative support functions the location is 5,600 square feet it's gonna be a five-year lease against storage warehouse it is light industrial zoning I won a pcs only approved as well as nice use the recommendation is our part a four hundred and ten thousand that comprised of real estate 275 samples I do have personal property up here of three million however we're not including that amount there just for general knowledge jobs and fifty new full-time jobs excluding benefits average salary of 50 families if nothing the capital investment criteria target industry compatible one any question you he did say I can tell you that someone who has spent many a Friday afternoon oh you know 95 mm I need to be sitting on a bus with somebody else driving not mistaken Janice you can try me in is it gonna beat - yes we will have two departures a day at 8 a.m. and 1 p.m. she blocks from here for the Westin Hotel where you can and will have to return any time and go back any time it doesn't have to be the same day and like if you wanted to go to the National Airport yeah and where we let off the subways right there the Metro as well as zip cars and a number of other ways to to get around Thank You 7 days what does it's a self it's a short term okay first line I'm gonna be thank you all do I hear a motion please say second all in favor the next one is up a resolution authorizing 12,000 pleasure house proof they so he has come down with whatever it is that seems to be going around the room and so I'll do this this is the expansion of pleasure house brewing important note first let's do the disclosures see I'll let you all read this without me diving in but as we as we move into the next important we are not sleep this is not an investment in on-site retail uses distant equipment investment primarily to encourage export and so what we're asking for here is participation in the acquisition of a bottling system to allow export out of market I'll a little more about that in a moment the machine increases the but the current bottling capacity case is basically on a proposed machine that they might have bought from five cases per hour forty and allows a expanded distribution throughout the state and now we're learning out-of-state and I'll mention that on the next slide and also there's also an increase in employment threat to use directly associated with function we have the as a summary we have a distributor in Richmond that's committed to a buy more but here's here's what's very interesting to us as we're now sourcing for distributors in Maryland and North Carolina this request tweaks a little bit because there is a conversation so we're now talking about export outside of the Commonwealth to other to other states potentially you know what we often see even for small volumes as export overseas we've reached out to the folks at the Commonwealth that's the ballet program which this at which point this this award becomes a match to a to a larger grant from Commonwealth with the ability to expand product distribution right now is severely impacted by the bottling process they can get this this producers I understanding can get to three markets currently but only what product not with in not with product for individual consumption and this really is a multiplier for them investment in new equipment also assistance a lot solidifying another let's see oh it slowly finding another virginia beach small business and that's not another that's not a business another business other than pleasure house this is just again providing stability to what is an existing small business at our community that's reaching an acceleration don't spend a lot of time here this is just a quick one of the conversations I had with informally with a couple of uh with a couple of members of the authorities there was a an interest in seeing what exactly we were buying here's the machine that we can get you a detailed technical specs on that if you need to see it as well our request here is a 12 and a half thousand dollar EDI piece part a based on capital investment or three hundred sixty thousand dollars three under that directly attributable building improvement in sixty thousand to equipment the locations twenty thirty two pleasure house Road and again this is in Bayside it's been a month or so since we last discuss this but the last discussion we had I was walking away from that discussion thinking that the 12,500 was strictly related to the equipment and there was discussion now of three hundred sixty thousand of CIP etc thank you miss that thank you for that that's just so-so a two-fold test to meet the criteria for the four and a half thousand and so the twelve and a half thousand is directly for investment in equipment however we still had to meet the policy objective of creating uh excuse me capital investment on-site to demonstrate a not more than forty eight month return on investment of it to the taxpayer and so the building improvement and the equipment act specifically the building improvement resh hold the qualify for the award as a baseline knowing what we wouldn't invest in in this use were it not only what we would not invest in this youth it was just for on-site yeah we brought this board with the ability to export in our capital back into market made this worth looking at however we still had to hit the qualification thresholds to even apply for an EDI PE and so that's where the $300,000 capital investment is important without that additional investment this this project would not qualify for investment under our current under our current program so the 300,000 again I just don't recall that from less somebody that they're making that investment on their own that is correct okay that is on and above this okay and the performance requirements regarding the import-export side of it is that something we can measure it is absolutely and so Jeff we're here he would tell you that he having conversation with the with the company about just that we want to know how many new markets they're hitting we want to know so the idea is how many more markets than the three that they can currently distribute to in bulk will we be seeing on an ongoing basis and they'll be thought these piece of tax revenue assigned to that we're happy to bring back a copy of this clawback with you choir for all how to share with you you need to see it reservation that I have is basically subsidizing a purchase a piece of equipment to make an existing operation more efficient without being able to measure expected results so so we can absolutely come back and report make it make it a condition in the end the clawback to come back and speak to increased volume production and track that export pace to ensure that that's part and that is our anticipated what is that return that we expect I saw some numbers in the in the draft so admittedly this is a different war than traditionally made normally the capital investment that would get us to a return on our investment in 48 months this admittedly is something new so for this we would look for return in the 12 and a half thousand over the same amount of time from revenues directly attributable to the increased production which would have to be through tax revenue right those are many questions thank you would you be more comfortable referring it I'd like to get a sense of if anybody else has thoughts if I'm the only one here that our time understanding how it how the return of investment comes in it just seems like we're just committing to buy piece of equipment that's my sense do I hear a motion for either why the question for how how far along is the agreement certainly I can defer I think trying to better understand how we're gonna return on capital so if you like blue if you like we can come back to you with a draft of the what clawback agreement would look like that would demonstrate for you a motion motion to prefer beer I'll make the motion to defer discussion our canvas yes requests for building insight disclosures so the site as I said this is this is the existing building no global links they have completed their phase one and they have about six major carriers such as wind streams that way links ingre and each several others they kill amount to the authority and had the proposed a different layout for their expansion layout Martha was already approved is here they they found out that this location had saved them like about $50,000 in site costs so they had to change the change layer the former one was right here so the site lace and seven acres parcel existing building is ten thousand forehead with the expansion of 22,000 square feet with the 27 million investors they're proposing the basically the design of the expansion the intent is to blend in with the existing building so they pretty much have used the same materials the building is 100% brick veneers with three different with different colors of the of the breaks I have the confidence samples right there the most of the building with you to make quick and some of the bikes for their canopy and the columns they're using they're using aluminum and you're using this this aluminum here around all around the edge of the building this is the front rendering we are one brick wall thanks wall to hide all the mechanical and electrical equipment and we are requesting the authority to approve the building design as present it's not a quick question how does fall to two questions how does it satisfy the requirements existing in corporate landing and then where are we on updating the requirements design requirements for corporate landing so on the update piece we did an update to specifically for da
a centers in this type of use six months ago so it relates to if there's a broader question for us is are we even the right place to be reviewing this I mean because it's I hate to say it it's a planet I mean it's it's an it's we have an adopted standard I still don't know why we look at I mean and why we have to bring a view I mean it really we have a planning staff that looks at these type of documents all day every day and are more than qualified to examine them as part of an approval process so the broader question for us is what's the policy reason that we're looking at him and would it would it be appropriate to work with our colleagues and planning to allow them to make to create a more streamlined process for the businesses that are trying to build our park we've had some conversation with with them about that initially so as it relates to how this fits these aren't all that you comment on I mean the materials and the designs here and the are consistent with the amendment that we did for debt for data center six months ago right yes and so I if you remember those changes allowed for a more modern look with aluminum finishes we made some changes to the fence design to allow for a freight hauler it's and then also we added some screening requirements on the backside of this for the data centers right and so so we're in conformance with all of the new standards for data centers here but as it relates to a formal update to the policy and what that looks like going for resolved that issue with planning because I thought the decision was to consult with planning and have them provide feedback I knew they had concerns about noise and in that type and and this is just me think they're better equipped and better qualified to have that conversation than my team is well I think when it comes to the sub when I come to this substation we'll need them - absolutely thank you do I hear a motion please to approve the building and site design as presented thank you so much it was a great presentation anyone happen your priorities today I know you're just a minute be sure to watch Channel get serious oh I don't know which one is me you tell me that the building will be closed tomorrow for an hour yes it will were again as we have lost a long tenured member of our team you didn't tell appropriate to tell anyone that they they could not go and be with the family and so so will will a lot will lock they don't want to the people here the service isn't just for that time no Thursday's on Thursday Thursday basically will be closed from 1:30 to 2:00 probably 3:15 3:30 just to allow travel time to start soon thank you and I told you last month that I wouldn't be here for the next three months but 30-foot waves just they just decide not to go to Norway I don't know why my husband's chicken and then we're supposed to go to Singapore and I'm supposed to go to Hong Kong but somehow I know that I don't have a massive big enough thank you so much two quick things for me and and and one I've been remiss in introducing a new employee to you all cold cold try were joined our team in December he's a business development rf1 he he comes to us from a good great deal of work that he did on political action sign and enrichment working specifically and the general assembly and so so we welcome cloak cold and we're glad to have him on the team the other thing I'd like to mention is that on May 1st as many of you know your annual golf tournament has been scheduled at Virginia Beach national and that one important thing to note about this year is in past years as you know we've generally selected local charities to support last year yeah basically and those directly connected to our mission last year for example we were happy to support the the Kensal entrepreneurial Academy as well as the Bayside Medical Academy this year the determination was made that all of the proceeds would go to the VB strong foundation to to support the families of our colleagues that were lost on on on 531 and so again May 1st at Virginia Beach national all the proceeds to VB strong foundation thanks to those of you on the authority who have already agreed to participate and we're looking for a for great for great event please try to come what time is the Gulf is time and then we have a reception that's right registration opens at 8 7 registration opens at 7 event to begin at 9 and the reception is what immediately follow I know the three of you generally 2:30 to 3:00 is when goes engine kicks off no session ok thank you the chair will entertain a motion to recess into a closed session pursuant to the exemptions from open meetings allowed by 2 point 2 -
