I suppose there could be a city with a parking ordinance enabling this, but my guess is "no." I've mediated some disputes where people decided they owned the curb space in front of their house or business. One lady hired a handyman to paint the curb red, as she didn't care for her neighbors' guests parking in front of her house. I told him to stop, and had city code enforcement handle the problem from there. She could have been cited for having the curb painted, but at a minimum she was going to get a bill from the city for the cost of burning the paint off of the concrete. If you parked in the space in front of the business and didn't patronize it, I imagine the owner would come out and yell at you. If it was me, I'd ask him to show me the city ordinance that restricted parking there, and otherwise we could call a police officer to referee the issue.
