How to sign a locked pdf document?
When signing a pdf with Adobe Reader, the page must be a PDF:
Right click or Control-click on the pdf file; select Open with. Select Adobe PDF Viewer. Select the PDF file you wish to sign, then click "Save Page."

(c) compare the result with the signature in the Certificate Signing Request
