This is why, when I saw that the FBI had wiretapped Flynn, it was not surprising because they had a warrant.  This is why when Trump tweeted that Obama had wiretapped Trump Tower, I knew it was a joke because even if there was evidence that Obama did it, he'd be powerless to stop it under FISA.  There is no way he could force the FBI to do this, so he made it up.
