Legal agreements, in general, are only enforceable if, by information that you obtained by your former employer, such as production techniques or customer listings or patented processes, you damaged (i.e. caused them to lose customers) your former employer, or joined a competitor and revealed a company secret to the new employer. Many organizations have you sign agreements just to scare you away from going to another similar organization, but again, I am not a lawyer, and that is not always the case. In areas such as news reporters, they cannot work for a local competitor for a reasonable amount of time, usually one calendar year. Depending on if they released you, and how long you have not been employed by your former firm, the agreement might already be unenforceable. The courts are not inclined to deny a worker their occupation, but they also do not approve of ex-workers causing losses to former employers. You need his stuff gone. Since he's insane, take the box to the police and say your ex left his things, but is mentally unstable and has threatened you that you cannot return them. That you are afraid of him, for good reason, and that you are leaving them his things for him to pick up because they aren't yours and yet he won't let you give them back. Abandoned property which he can choose to pick up or not. They'll contact him. Problem solved and they are then aware of his mental problems.
