looking to the future we believe that we are very well poised to be an integral part of building for that future so what is a National Laboratory well a National Laboratory our capability machines we have some of the smartest folks in the world who are working on research that industry and universities can't won't or shouldn't do we're really the first step the leading edge on research and we bring huge capability to the nation and then eventually we kick those out into Jason's team for technology deployment to where they can become um marketable and those technologies can be part of our everyday lives so the I&L has been around for 70 years we started out as the nuclear reactor I'm testing station back in the late 1940s the first reactor to ever make power for peaceful use was done out there in the Arco Desert and it lit the small town of Arco Idaho for a few hours in the middle of the night but that was our first reactor that we ever ran here since that time we have built and tested 52 different reactors and we were the on the cusp of building many many more reactors to take the nuclear energy research to the future I'm currently we have the transient reactor test facility that's up and running and then the future for with the small modular reactors that are coming in with new scale we also have a mission in the space nuclear we built plutonium powered batteries that helps take our to support the space mission we're all so big in the critical infrastructure protection our job is to help build control systems for great protection for water for transportation to help keep the country secure and then we also have some new data centers when you when you are working with research there becomes a lot of data that you have to manage and we have a new computer supercomputer that was just put in to the collaborative computer center and then we have cyber core and these facilities will help will be available for industry to use as well as we move forward for the I&L there's lots of opportunities ahead of us and this is a slide that I threw in here that kind of shows the timeline from now until 2030 we're gonna be demonstrating micro reactors we're going to be looking at new commercial micro reactors being deployed we're gonna have the new scale small modular reactors up and operating and the versatile test reactor will be built and then we'll we'll move on with the non light water reactor advanced demonstration reactors by 2030 so in addition to what I NL is working on here the Naval reactors facility also has a growing presence out there at the lab where their work they're building their fuel handling facility and they're all they will also be building their shipping and receiving facility for spent fuel the Idaho National Laboratory is really just a mini mini city and in itself we have 890 square miles that we inhabit here the high desert in eastern Idaho um and within those that geographic location we have a hundred and eleven miles of electrical transmission and distribution lines we run our own grid we have 579 buildings we have miles and miles and miles of paved roads that need to be maintained and I've kept we have our own rail line we have three reactors we manage two spent fuel pools we have immense a mass transit system where we bust our employees out to the site we do our own security and pro force we have a museum and we also have an educational and regional partnership with our facility in case where we partner with local universities for research um the iron mill also has a significant impact in the state for every one job INL has we create another 2.19 jobs in other industries last year we spent 222 million dollars with Idaho businesses and our total economic impact was 264 billion dollars we partnered with 332 businesses within the state and we gave charitably six hundred and seventy four thousand dollars so we try and be a good partner within the region and across the state as one of the largest employers in the region so there's going to be some significant workforce opportunities that the INL as we look to these expanding missions this is a listing of the disciplines that we're going to be looking for so as your kids are graduating from high school and looking for careers there's careers here that are both technical a two-year program a certificate type of program there's bachelor's degrees there's advanced degrees but there's a wide wide range of jobs that are going to be available here in eastern Idaho with these expanding missions one of the efforts that we're doing right now is we have an energy supply chain group and amylint sacktual II leads that group I added her email address down there at the bottom if you want to reach out to her but Amy's really looking into what is it going to take at a larger level to sustain the supply chain that we have here for this growth within the new energy industry that we're doing and you can see here that there's lots of different opportunities for what we're going to need the professional services we're going to need vendors to supply the pieces in the parts we're going to need fabricators we're going to need the original equipment manufacturers all of these tiers build to helping support those missions and this is where there's going to be some great opportunities when we move forward for industry to look at where the gaps are and then see what they can do to build out their business to help supply the materials and services that we're going to need in those gap areas so now on the small business and we do have a goal that we negotiate with do e every year and our overall small business goal for FY 2015 one percent our other goals are consistent with the national goals except for our HUBZone goal and that's a two and a half percent so and we have the five percent small disadvantage the five percent women-owned three percent for service disabled and the Idaho does have a unique clause in our contract at the INL where we have a 30 percent Idaho business concerns goal so we really do look for businesses within Idaho to support us and to help us meet that goal where do we spend our money this year we're probably going to spend upwards of seven hundred and fifty thousand dollar million million dollars with an M and 89 percent of those goes to services and 11 percent goes to buy the materials that we need to support the operations this slide kind of shows you the the principle procurement categories that we buy in we buy the consumables the office supplies the chemicals those kind of things we have a growing construction portfolio for new facilities as well as the infrastructure upgrades that we are doing when you have buildings that are 70 years old they require quite a bit of maintenance and upgrades and then we also have leased facilities around Idaho Falls where we staff where we put our staff so we have some needs in that area as well we buy the equipment from the capital equipment to heavy equipment to reactor spare parts nuclear fuel when you have 5000 employees you have a large information technology need and so that's not only in the software but it's in hardware and the programming of that technology and then our services side runs the gamut in technical services engineering facility support and then we have a big University research and development piece as well so what are we looking for in our suppliers at aia now what we're looking for the same thing that any other buyers is looking for what you're looking for even when you do projects at your home we want high quality products we want reliable service suppliers and we want fair pricing because we are spending taxpayer dollars so the majority of our contracts procurements are done with best value so we're looking for low price the lowest price but technically acceptable to make sure that we can accomplish the work and then we're also looking for suppliers that can help us meet our economic goals our socio-economic goals and those small business goals and then we're also looking for more than one potential supplier because we believe that competition is key and we are required to try and compete 65% of our procurements throughout the year so we do compete to the maximum extent possible so we are looking to expand that higher base to where we have more than one supplier to go to our expectations are we want world-class performance safe performance is key on-time delivery services perform to the highest professional standards we like our vendors to bring in the best commercial purchasing practices and procedures and again we're going to maximize opportunities for small business and there's that competitive pricing piece again so how do you get started doing work with INL this is on the procurement side the first step is to obtain a Duns and Bradstreet number this number will be going away as the federal government is moving to a unique identifier that will be assigned by the system for awards management and that will is on schedule to be implemented in December of 2020 and so your Duns number will still be you will you will still have a Duns number if you have it now but that unique identifier will be what we use to find you in the system for awards management and every vendor is going to have to be registered within the system for awards management because that's how we're going to be able to find you so the second step then is to and get the employer identification number from the IRS that's like a 24-hour process to get that number it's real easy there's links directly to that site on our web page and then small businesses currently must complete the registration in the system for awards management but as I mentioned all businesses are soon going to have to be registered in Sam um we haven't done a date for that yet is where we're kind of waiting to see how the implementation goes of getting those unique identifiers put into Sam but know that if you're a large business you are gonna have to complete that registration as well and then complete our company registration then the I know vendor portal that's at vendor I know gov if you've completed the Sam process it's going to be real easy to complete our form because the Sam process is some process is the most complicated and just a reminder that the Sam registration is a free registration never pay to have that done as soon as you register for a user account and Sam somehow the spammers get ahold of it and you will immediately get several emails in your inbox saying we will complete this registration for you for five hundred and ninety five dollars that is a free registration so so please don't pay anybody to do it it's it's something that you down and we will no longer I'm gonna say it this way the federal government will no longer be accepting the self certification that we've accepted for years I'm not sure how it's going to roll into Laboratory there's some other folks that you need to get a hold of so trevor Bluth is the small business program manager for the Department of Energy and then Jennifer Lloyd is the small business program manager for the Idaho clean up project with floor Idaho and then there's a point of contact on there for the naval reactors facility like I mentioned they have a lot of work going on and if Stacy I am yes it looks like alright hi thank you for joining the webinar today and I'm pleased to talk about iron hills technical assistance program and our rapid technology deployment program today I want to start off just by giving a little bit of history about the National Labs and why the National Labs got interested in trying to promote transferring technology from the laboratories to the private sector but also opening up the laboratories for use by small businesses large businesses and and making the public making them more accessible to the public so in the 1950s there was a famous economist Robert Solow who proved that over 80% of the US economic growth came from technological advancements basically there are only three inputs to the economy there's there's capital there's labor and there's technology and he won a nobel prize for proving that the 80% of the u.s. s growth is because of technological advancement and in fact that is why the u.s. became the largest economy in the world is because we had a capitalism combined with you know these technological advance in the ability to for people to commercialize their technologies and in the late 70s Congress began to ask why isn't the public or why aren't companies taking the the National Laboratories technologies that we produce and why aren't they commercializing them and Congress actually asked the private sector this question and the private sector said well you know the challenge is is that you know if we take a technology from the laboratory it's generally in the early stages and we have to invest millions of dollars to get this to commercial product stage and you know when when you look at that millions of dollar investment we can't justify that investment if our competitor can come along and take you know the technology and reproduces so what we need from the laboratories is we need intellectual property positions and so if the the labs were able to patent their technologies and licensing them to us we would do a lot more commercialization of laboratory technologies and so in addition they asked you know how can we also open up the laboratory so that companies can access them and so they passed some legislation that enabled and not only enabled that encouraged the private sector and the laboratories to work together and so you know for my first slide here I wanted to talk about the you know the economic situation that we're in and you know with with kovin 19 and the challenges we have going forward I mean I don't think anyone anticipated this level of impact on the economy but you know as you look at this one of the one of America's strengths or probably our largest strengths one of our largest strengths is our ability to innovate and commercialize technologies and you know people are largely unaware of the amount of technologies that are originally developed at the National Laboratories and with federal funding I just have a few pictures to highlight some of the technologies that have come out that you may not be aware of barcode scanning which really revolutionized how you know commerce works and how we check out of grocery stores and things barcode scanners and semiconductors themselves clean rooms the original concept of the semiconductor all came out of federal funding and national laboratories MRIs which we use in medical devices today of course aerodynamic tracks the Internet Isles largest commercial deployment of course is nuclear commercial nuclear energy and now you have a lot of fun things come out of federal funded research such as the Wii Remote and how that functions and you know oculus rift and some of those other technologies came originally out of federal funding and just to highlight a single product alone just to give you a magnitude of the impact you know GPS for example in your iPhone and your cell phone that came out of DoD and Navy funding fingerprint recognition technology originally came out of National Science Foundation funding Siri was licensed by Apple originally produced through DARPA funding but they licensed it from SR I cellular communication came out of military touchscreen internet came out of DARPA and the list goes on I mean there's there's probably hundreds if not a thousand technologies in the iPhone that originally came out of federal funding and so one thing that I wanted to really highlight here is that I in ELLs assets are available to you and your businesses there are mechanisms that we have to enable you to access our physical assets I mean I NL has thousands of cutting-edge instruments and facilities that can be asked accessed our human assets and know-how four thousand scientists and engineers can be accessed to help your business if you are have a particular technical challenge and also you know intellectual assets when we have new commercially potential new ideas that have commercial potential we often patent those or copyright them so that we can license those to your business so that you can actually turn them into commercial products where you can have you know exclusive positions in the marketplace to commercialize your technology I'm gonna give you example of this a local company was working on how do we solve this challenge of algae blooms you know phosphates from runoff from farm lands get in our waters it's a big challenge a big challenge in Idaho it's a big challenge nationally and globally and it creates these algae blooms that kill fish and really pollute the environment and so one of our local companies Rocky Mountain Scientific got in contact with the laboratory and we made a connection and what they did is they found that we were working on a sorbent for originally for arsenic absorption for you know a nuclear reactor including that some you know waste and we had the sorbent and Rocky Mountain scientific partnered with us originally under a technical service agreement which I'm going to talk about it in a minute but they we and we in Rocky Mountain scientific work together to show that their product combined with this sorbent could you know reduce phosphates feasibly and economically in water at about one-fifth the cost of other methods and so Rocky Mountain Scientific continues to develop this product and demonstrate it they have several regional demonstrations going on and they intend to commercialize this product you know and this is a huge market you know a billion dollar plus market that if they can you know provide this this new product and service you know will will definitely be a huge opportunity for them so you know a lot of people ask ok so you have you know technologies available for licensing where do I go to find this how do I do it and so I put this into basically three easy steps and the first step is really you know you need to go on to the and find the right technology for your business if you're interested in this you can go to this link I know technology I know gov and that'll take you to a list of all of our technologies available for licensing there should be over 500 technologies in there that you could you know take on as your business and if you're interested you could also go to laboratory partner sirs partnering service if you just type lab partnering service in Google it'll pull up or you could go to this link and there you can explore technologies and discover experts the laboratories that can help you and this is actually a global or a national service so you can actually see all 17 national laboratories when you go to lab partnering service so I mean that's basically the first step and another way you can go about finding the technologies you can call myself and I can get you in contact with one of our commercialization managers who can help you identify technology specifically or you know and often that's the best way to do it because they have you know insight and understanding of all the technologies the laboratory can quickly help you find things that might be of interest to your particular challenge or problem so that's the first step find the right technology the laboratory that you want to take on and try to commercialize so step two you found the right technology you basically contact my department technology deployment and we will ask you to provide some basic information and we can do this via a form and then we want you to perform due diligence on the technology so we will give you more information on the technology perhaps you know you can talk to one of our researchers that helped develop the technology and we want to make sure it's a right fit for what you are trying to accomplish and once you decide that yes this is the right fit for you the next step is to negotiate a license terms or negotiate the license terms and we sign the agreement and specifically I wanted to talk about the rapid technology deployment program is a way to quickly license a technology that I don't National Laboratory so we launched this in response to Cove in nineteen understanding the economic situation and to promote access to I&L technologies and so what we put together is this program that allows any US company to be able to obtain a term limited non-negotiable royalty-free license under for our technologies and the term is through now and December 31st that we have this program and we aren't charging any royalties during this term or negotiations you don't have to negotiate anything because we posted a license agreement that you can download and if you just accept those terms we can you know execute on that agreement and the rights are non-exclusive and so if you're interested in looking at something like this and doing something like this basically you go to INL gov and you go to partnering with INL on the menu there and then you'll select licensing and technology transfer and that'll take you right to a page that has our initiatives it will take you here to this link where you can browse available an ultra property and preview the License Agreement that I just discussed so so after you have obtained a license of course the next step is you really need to find funding to commercialize the technology and of course you know you can always use your own funding or use private funding from another source to commercialize the technology however I wanted to highlight that there are several other programs that this enables you to engage in having licensed and INL technology or laboratory technology this you know could possibly make you eligible for small business and innovative research grants and also STTR s which are you know you can actually partner with a laboratory to compete for an SBIR award and basically what you do is you go to SBIR gov these calls come out periodically throughout the year find a topic that matches your expertise and your technology solution and you if you don't have the license already for from il you can find a technology that would fit perhaps an SBIR program and license it from us and then work with us to apply for the SBIR program and this can get you up to a million dollars you know if you go through phase 1 phase 2 and Beyond it can get you you know a million dollars to commercialize your technology and these are grants so they're not loans and that's you know a huge benefit we also have the technology commercialization fund which comes out releases what once a year and generally in the September October time frame initially and this allows you to partner with a laboratory and the laboratories will match funding to your funding up to a million and a half dollars to help you commercialize the technology and transfer it out of the laboratory so this is another great program and I you know provided a link to learn more about it here if you're interested in learning more about the technology commercialization fund so that's I just talked about how you can commercialize ional technologies or do a National Laboratory technologies and worship gears and talked about a program that can help you access I&L capabilities and expertise and this is the INL Technical Assistance Program the key feature of this program is this really for small businesses state and local governments it's a no fee and requires that you sign a really simplified agreement that's just a couple pages and it's really for organizations with problems that are too complex or technical to solve on their own and I'll give you a few examples of some taps technical assistance programs that we've done in the past on the next slide to give you a better idea of what we're looking for but just the core requirements of the program you our or assistance cannot substantially compete with services available in the private sector assistance must must fall within aisles areas of expertise assistance can't interfere with ongoing ional programs and it can't be more than 40 hours of assistance per request and so if you're interested in this program you actually go to the same location and the website that I described before which is the technology deployment webpage and you can see that there's a request for technical assistance on that page I also wanted to let you know that just a few days ago do you we announced additional funding for the Coe bid 19 technical assistance program which Nui has made funds available specifically to provide technical assistance for copepod 19 response so if you have something you know an idea or you know a businesses you know could use assistance from the National Laboratory on the co vid 19 response please get a hold of us apply for for you know through the same technical assistance form and we would hope to make that technical assistance available to you to help with the Cova 19 situation so here are the examples that I was talking about for technical assistance recently a few years ago the Davinia Water Company and I out Falls small basements receive technical assistance to help them construct a glass residence chamber that they used in their patented water distillation process energy solar out of Pocatello in their early stages receive technical assistance from INL and we help them evaluate battery cells that enable them to make decisions on how to build a lithium ion battery factory in the folk Otello area another example is our Burdine green gold received technical assistance to help them develop a new type of protein produced from alfalfa and our job was to demonstrate that they could produce five pounds of protein products from from alfalfa that they provided so those are a few great examples if you want to learn more about INL capabilities here how to do it step 1 you basically go to INL gov you can browse that website there's a ton of information on our capabilities another way you can do this is you can call one of our commercialization manager which is basically you can contact me and I will put you in contact with the right commercialization manager you can also go to energy gov lab partnering and there's a service there or this is actually the lab partnering service now and that contains a lot of information on lab capabilities across the nation and includes INL capabilities so step two once you find a capability really got to do some due diligence to make sure it'll meet your needs so I'll read information on the capability and arrange discussions with our technical experts that I know to see if that capability can help you accomplish what you're trying to accomplish and step three is basically a formalized relationship you can do that under our technical assistance program but we also have cooperative research and development agreements technical assistance or technical service agreements and strategic partnership projects there are various mechanisms to work with the laboratory it might appear complex or complicated at first but we can help you through that process so you you you'll develop a work scope and also develop an agreement through contracts management if you're interested in going that far so so that's the essence of what I wanted to share today and I want to turn the time over to will Jensen will assist INL in tech in economic development and I will let will introduce himself more fully so we'll take it away yeah thank you Jason and Jason can you verify you see my screen okay see we want to do that one it's not working I think you're muted Jason I said I can see it myself by which I assume others can too okay so yeah thanks Jason so I manage the Economic Development Program that I now has and part of this program is outreach to community but also we try to collaborate with private sector and local economic development professionals so that we can grow the Science and Technology cluster that's been developing here in in Idaho so I'm going to go through a few resources that we have and I know that may help you and the first one is this technology-based economic development grant so the the grant that we have is actually for nonprofit entities so it has to be funneled through a non-profit a 501c3 organization and and we we hope that this grant benefits the local economy and can again grow the Science and Technology cluster that's developing there we hope the project's support IANA missions so that would include energy environment national security-related initiatives and on also we have interest in that because we'd like to see the talent pool that I&L can attract Idaho grow and through some of these tech based economic development grants were ableto accomplish that some examples of those have included finding ways to recruit veterans to Idaho we've also done projects related to coding and getting high school students and other citizens of Idaho engaged in learning how to code and there's a wide variety of different types of projects that we've funded with that grant funding typically those grants are available to apply through November 15th so that's probably going to be the date this year you can access more information about those grants through the economic development website on I&L main webpage we have a kind of unique opportunity here we looked at the impact of Cova 19 on the Idaho and looked at this you know there's a few grants that are out there through the state and federal sources that we felt like we could contribute as well and so we've made available 50 grants ranging between 2,000 and 4,000 dollars these are only accessible to small businesses so we have you have until June 15th at midnight to apply for those grants and so if you google the INL cares you'd be able to access the website on our INL gov page where you can apply for those we'll make decisions about those grants by July 1st now one key thing is that these are these particular grants are only available to the counties listed here on the slide so these are eastern Idaho counties Bannock Bear Lake Bingham Bonneville butte caribou Clark Custer Franklin Fremont Jefferson Madison Oneida power and Teton counties so anywhere from 1 to 50 employees you have to have been in business prior to March 19th of last year and then you'd have to demonstrate that you've had to scale back business operations some house and maybe you've laid off some workers or cut ours or closed completely so through that application we'll we'll review those and get back to you about applications we have about almost 200 applications right now so it's going to be somewhat competitive it looks like as we made that selection process but we do encourage you to apply if if you're part of those eastern Idaho counties besides the grant opportunities my background is I'm an economist and I specialized in studying smaller the interactions between you know counties and cities and state I'm also a labor economist and and I understand labor markets really well and have access to some resources as far to do data mining and analytics on small economies and for those of you that are involved in economic development in one way or another I'd be happy to lend my expertise in my time to help develop strategic plans around economic development that would include INL missionary mission areas so that includes nuclear energy national homeland security energy and environment so some of the things that we can do is workforce analysis and looking at education needs assessments industry supply chain gap and disconnect analysis industry trend research and then Jason talked a lot about the ways that we can partner as a lab with private companies and with government entities and and we would love to connect our world-renowned ia now researchers with you so if I can be of any assistance to help with that I'd be happy to do that we really do want to see the economy grow we mentioned our efforts in supply chain for energy industry and you know these these jobs that are being created in Idaho in these fields or high-paying jobs that's something that Idaho needs we recognize that there are innovative companies across the state and if we can leverage the resources that I know has to help grow your business grow your economy and enhance earning opportunities for Idahoans and that's what you know that benefits us as a lab as we haven't expanded supply chain it helps us source more things locally Stacey mentioned that we have about two point I think it's two point six four billion dollars of economic impact in Idaho and we'd love to see that number grow so the more we can source locally the better we can do that so I think that's all that I had I know that there's been a few questions that have popped up we had a couple of questions about whether or not our slides are going to be shared later on maybe Stacy can you answer that question yeah I'm happy to do that yeah there are several questions here and so I'll just run through those really quick we will be posting our yeah we're very very fortunate in that we have a good track record of meeting our small business goals we have met our overall small business goal for seven years running last year we missed our service-disabled goal and so but we made all the rest of them so we do have a very good track record in meeting our goals um somebody asked if we were gonna be at the do a small business forum in August and it was just announced yesterday that that has been cancelled as a face-to-face meeting it will now be moved to virtual and so more information to come on that and we don't know what that means yet but Charlie Smith did send us out a note yesterday that said that that had been cancelled so if you had travel plans to go to Albuquerque in August I would go ahead and cancel Lowe's um what else do I have I just I have a couple of asks for the attendees um first of all let us know if this was beneficial to you um if you like the forum if we provided information that's valuable you can some help for that vendor portal registration and I can also give you the P tech number two if you need that um Julie on the third-party validation you're gonna have to check out that SBA website and see what their validation is gonna require I'm I know that they are accepting some third-party validation but I'm not sure the specifics so you might want to there's a listing on that page of the ones
