and it is exactly 10 o'clock by my clock we want to get started with the next one next slide so welcome everybody to the uh training today we are super excited to have you here uh pamela is going to be narrating um this webinar for us and uh going through a number of different important points this morning i'm just going to uh remind you of a few things a few housekeeping items we will be breaking for questions at several times throughout the presentation there's a lot of material to cover we we know that you'll have lots of questions we will be using the chat box to manage questions because we do have so many participants you will find the chat box on the lower left hand corner of your screen if you don't see the box open look for a small circle with a like a speech bubble inside of it if you click on that it should open your chat window if you will ask your questions in the chat as they come to you if you want to save them to the end of this section we will go through those questions and read them once we get to our question breaks also the webinar is being recorded today we want to make sure that you all have this as a reference um to look back to as you're working on historic resource survey forms and um want to make sure that anyone who was not able to join us today has a chance to listen to this so this webinar is being recorded um with that in mind anything that you do chad type in the chat box is part of that recording i think that is it for some of my basic housekeeping you will be getting a follow-up email as well with a pdf version of this presentation as well as some other supporting materials that pamela will reference later on afterwards so with that i'll hand it over to pamela good morning everyone this is pamela riley historic preservation specialist with the pennsylvania state historic preservation office formerly part of the dcd staff dedicated to assisting hud grantees with section 106 review thank you so much for taking the time to join us today and thanks to to shelby for her communications expertise without her help i would probably just be shouting on my front porch and hoping you could hear me the purpose of today's training is to help all of you feel more comfortable with using the historic resource survey form to document properties for project submissions joining us today are barbara frederick the state of stroke preservation office environmental review supervisor of the above ground properties review staff i knew the photo above would be just right for this group since it's just another typical low moderate income house in need of rehab right here's an outline of the topics we will address in today's webinar the first task required by section 106 of the national historic preservation act is to identify historic properties located in the project area the historic resource survey form or hrsf allows federal agencies to complete that first step under federal law a historic property is defined as one that is eligible or listed in the national register of historic places or locally designated determining if a property is nr eligible is done in consultation with the shippo the state of the stroke preservation office as is determining the finding of effect for the project resolving adverse effects on historic properties requires the federal agency to seek input and find ways to avoid minimize or mitigate the effect but that is a topic to explore on another day we will be providing training on adverse effect resolution later on this year but let's get back to today's discussion identifying historic properties using the hrsf while both the hrsf and the abbreviated hrsr hrsf how many times i practice saying this accomplish the same goal the abbreviated form is the quickest and simplest approach to identify possible historic properties for section 106 purposes it was specifically designed to meet initial survey needs the more complete and detailed hrsf is designed to gather more in-depth information for properties which hold some likelihood to meet the criteria of the national register so what role does the abbreviated form play in identifying historic properties it is the basic record used by the shippo to identify and evaluate possible above ground historic properties you might not be familiar with the term above ground resource basically it refers to all possible types of historic properties found above ground as opposed to underground archaeological resources the abbreviated form is a brief and concise form used for survey work and initial consultation with the shippo under section 106 it allows you to begin to satisfy that first responsibility by creating this basic record which will now become part of the shippo's online crgis mapping system and database available for public use you and others can see a more complete picture of pennsylvania's historic and non-historic resources and where they are located when you initiate section 106 consultation using the abbreviated form it allows the shippo to determine if no historic resources are present in the project area or if additional information is needed to evaluate national register eligibility in most cases common hud-funded projects will not require a more complete and detailed historic resource survey form but for properties with high likelihood for national register eligibility that additional effort may be necessary all projects which will have a direct effect on the exterior of a building that is over 50 years old must now have a minimum record the abbreviated form for project review basically this means that changes to the exterior of a building or structure older than 50 years triggers the need for the abbreviated form in reality this form is not much different than the information you have provided in the past the old dcd shippo individual property information form was designed to satisfy this same need but now the abbreviated form will be entered into the shippo crgis database for mapping some more minor projects which do not have the potential to affect historic properties do not require the use of the abbreviated form and they are listed above on this slide the age of the building is a big factor since those less than 50 years old are generally not national register eligible and thus do not require you to prepare the abbreviated form projects which affect buildings less than 50 years old or the only effect or or that only affect the interior of buildings or would include just exterior surface painting or sidewalk curb street replacement and paving near a 50 year old property have so little likelihood of affecting historic properties there is no need to send an abbreviated form with your project review form instead for those minor projects you should just provide the project review form with a project description photos of the project site and a map location just as you are doing now no change in the process there however if major interior changes are planned for buildings over 50 years like the installation of an elevator or demolition of walls or fireplaces this project should be submitted with an abbreviated historic resource survey form unless of course those properties to be impacted by the project are already included in cr gis and have a full hs entities all these acronyms historic resource survey form already prepared since this is a change in how we have been managing section 106 and questions may arise as you go about your projects please call call or email me with any specific concerns my phone number and email address are the same even though i am now working from home my phone number and email are provided at the end of the slideshow and also in the notes while i am no longer the reviewer for dcd hub funded projects i am involved in the process and i am eager to assist in this transition before you begin your abbreviated form check crgis to see if the property has already been surveyed if it has it will have a shippo key number which you can include on the form and if it already has a completed historic resource survey form there's no need for you to create any form at all if you have a street address using crgis is very easy spelling matters but not capitalization most places in pennsylvania has addresses now very few old rd addresses are still used so you may research you may re search for your property by place name even if you don't have a specific address this works better for smaller communities than for large cities where the busy street grid can be very confusing here is the search screen where you select your area of interest and choose street address to generate a map your property address will appear as a bright yellow dot on the map and here is the map that search produced in this case the address is 2035 north front street harrisburg it's the governor's residence it's marked with an orange triangle in crgis it is a surveyed but unevaluated resource every color icon has a related file when you click on that icon access to the file appears in a box with links to scanned files some icons have lots of files and records attached and others not so much the color key to the icons is shown on the map above by clicking on the gold triangle we learned that an hsrf was created in 2003 for this property but insufficient data was provided for a determination of eligibility this building dates from 1968 just past the magic nr mark of 50 years and it is most likely eligible due to its history and use and the formal style of architecture however when this property was evaluated it was purposely excluded from the national register listed historic district nearby outlined in blue it is of more recent construction than the buildings in that district so it was purposely not included in the boundaries because it was not yet 50 years old when the district was listed since this property already has an hrsf you can skip the abbreviated form when you submit property information project information but please include plenty of current photos and a detailed project description along with the map and the project review form for your submission to the shippo this screen shows the information available in crgis about this property including its date of construction style physical description history national register status and a brief description crgis shows the completed historic resource survey form for the property so again no need to create another form for this one since it has been surveyed and has an hrsf it has a ship of key number so be sure to use this key number in your project submission along with the project description map and clear current color photos of the building especially any portions of the building that will be affected by the project after you have checked crgis to see if the project property has already been surveyed or evaluated you may learn that you need to complete the abbreviated form download the fillable form at the web address shown on this slide and begin entering data for your property please note not all of the fields must be completed guidance on that is offered on the next slide once you have completed this short form save it by printing it to a pdf to submit to the shippo along with a map location and project description remember to complete a project review form another fillable pdf available at the other website shown on this slide for use with your online submission remember all section 106 review requests should be emailed using two pdfs to the shippo email address r a dash ph dash pa shippo dash er pa.gov pdf number one is the project review form pdf number two is the project information including the abbreviated form that website is provided in the notes that go along with our side presentation so let's look at the abbreviated form itself all required fields are shown with a yellow highlight everything that is not highlighted is not required for you to complete the important information includes identification and location county municipality and address it's also required that you provide information about the public or private ownership of the property and you must select a resource classification from a drop down menu also required and important is surveyor information that means you you must include your name the project name the date the organization name and the organization address optional but helpful information is previous survey and phmc key number information you should fill this in only if applicable and if you found this information in crgif if not leave it blank or we should be moving on to our next slide oh and here we are um please provide clear current digital photos of the front facade of the building on the form the first photo should be the full front facade the second photo can show the side or rear view or additional buildings on the site like a garage showing the attached buildings of a row is helpful too if trees or shrubbery make getting a clear front facade photo difficult take a photo from the side to show as much of the front as possible two photos are required for the abbreviated form but you are welcome to send additional photos as an attachment with the project description and map if you think that that will help to convey a better sense of the property or of the scope of the project don't forget to include a map with the property location clearly marked and also include a detailed project description the nature of the project is an important factor in determining the effect of the project let's take a few minutes for questions well pamela we actually do not have any questions yet so um i'm thinking that must mean that your information is crystal clear um i'm sure there must be some out there if you need a quick reminder we're handling questions through the chat box the if you don't see the chat box click on the small circle with the speech bubble in it if you hover over it it says i am for instant message if you click that it should open a box on the left side of your screen that says conversation we're asking questions in there and we don't have any yet so i'd say pamela why don't you move on to the next section oh here we go never mind um andrew has a question for the governor's residence will that be included within the historic district do you need to modify the district or list it individually well the historic district boundaries would need to be amended in order to include the governor's residence in as part of that historic resource when the historic district was created they established a period of significance that ended prior to the construction of the governor's residence and to be honest since this property clearly has its very own story to tell and its own period of significance which is much later than that of the historic district and is obviously individually eligible it would not be necessary to amend that historic district boundary to include it it will simply be and i should mention right across from the governor's residence is a big honking gas station and i'm sure they don't intend to at this point extend the historic district boundaries to pick that up as well that was probably built in the same period so no you do not need to change the historic district boundary to address that particular historic property that is likely individually eligible all right thank you for that andrew and pamela so let's get started with the next section over to you pamela thank you i appreciate you sending that question that shows that you find me more interesting than my co-presenter my cat is now sleeping through this presentation because apparently this is not a topic which greatly interests her so the abbreviated form and the historic resource survey form provides basic information for section 106 review but sometimes it is necessary to complete more documentation when a property has real potential for national register eligibility while you might guess when a historic resource survey form is needed please send in the abbreviated form and wait for the shippo to request more information sometimes the limited nature of the project means that a complete historic resource survey form is not nece sary for the shippo to evaluate the effect of the project if you are instructed to complete an hrsf to assess national register eligibility the form is available on the shippo website at the link shown on this slide the shippo website also provides written guidance on how to complete the form if you have specific or even general questions you are welcome to contact me or other shippo staff members for assistance the hsrf is the commonly accepted documentation to evaluate historic properties for all shippo programs it is used for national register listing grant applications historic rehab tax credits and of course the section 106 process you can see samples of completed hsrs on crgis all blue icons on the map indicate national register listed properties which have an hsrf attachment there are certain property types routinely encountered in hud-funded projects that may require additional documentation to complete the process these types of properties have greater potential for national register eligibility and must be formally evaluated by the shippow staff the historic resource survey form is then used to provide that additional information for national register eligibility assessment generally these property types include public buildings like the ones listed on this slide but any property which played a significant role in the community factories warehouses hospitals train stations even cemeteries or statues and monuments all deserve a closer look depending upon the nature of the project the hrsf provides a more thorough understanding of these properties and details the past use changes over time and ability to convey historic or architectural significance of the properties or buildings involved keep in mind that you are not necessarily documenting how historic and national register eligible these properties are but you are providing information which may well demonstrate why they are not eligible let's look at the sections of the historic resource survey form the first three pages of the hrsf look like any other form lots of boxes requesting information fill in all the information that you are confident about and don't worry about leaving some sections blank if you don't have that information or it does not seem to apply certain boxes must be completed especially those that help locate the building the location the age of buildings and known changes to the property are critical as as is a contact person and email address where the person submitting the form photographs will help supplement the written information you provide on the hrsf for the shippo to evaluate the property on page one the boxes that identify the name and address of the property are essential and must be completed drop down menus with a set of choices appear for some of the categories such as function and property features and architectural information on page 2 in the architectural property information section don't select an architectural style from the drop down menu if you're not sure keep in mind that many buildings are not examples of any particular style so you may leave this box blank or choose no style if you prefer in the historic information section do include a date of construction even if it is estimated just state that it is estimated or use circa meaning around before the estimated date include any years of include dates for any years where major changes occurred like new editions storefront changes or a partial demolition or catastrophic event like a fire also include the architect and builder's name if known in the submission information section uh do indicate why the project is being submitted for evaluation and include your name and contact information as the preparer if you found the property identification number in crgis the key number include this oh i'm sorry if if you found a survey code for the property that it was previously surveyed you can include this in this section as well on page 3 you may note your opinion of national register eligibility if you like or leave this blank do list any sources you use to gather information books maps historic contacts or oral interviews and look over the checklist to see if you have forgotten to include any information on page four provide a numbered photo list a sample is shown above with a site map showing just where on the property the photos were taken and the direction of the camera all photos should be numbered and include a description and keyed to a map just as they are on this slide here is a sample site plan where which shows all three buildings of a historic church complex with their construction dates clearly marked in this case a google aerial map has been marked to show the location of each building and its date of construction a site plan can also be hand drawn but an aerial map showing the footprint of the building in relation to the street and other adjacent buildings is probably an easier approach hsrf includes a page for floor plans while helpful to understand the original layout of rooms and change over time floor plans are not required for all submissions unless significant renovations of interior space are planned as part of this project and construction drawings are available to show proposed changes now you are at the narrative part of the historic resource survey form you can type this information directly onto the form or you can attach a word document containing the narratives if that is easier to manage the physical description and assessment of integrity is the first narrative if you are unsure how to describe all the specific details of the building give a good general overview of its size height and stories width depth appearance building material and significant features like entrances windows towers and porches remember that providing plenty of photos keyed to a photo map will help explain the appearance of the building to the shippo staff as well this description does not need to be as detailed as it might to pursue national registered listing make sure to mention any known changes to the building like additions partial demolitions drop ceilings or changes in the floor plan or filled in or replaced windows if any significant features have been altered like the removal of a stairwell or porch or decorative cornice be sure to mention those changes in the narrative since they affect integrity include a few sentences about the overall integrity of the property in this physical description integrity is the degree to which the building retains its original and historic appearance buildings do not have to look exactly like they did when first constructed to hold significance early buildings especially may have had architecturally important wings added however recent less than 50 year old changes could severely impact original design the infill of windows doors and porches have a dramatic effect and impact the abilities the building's ability to convey its original design loss of original setting affects integrity too if the buildings once stood in a quiet neighborhood of similar style and era buildings and is now on a busy commercial corridor surrounded by modern buildings the setting is greatly altered the national register describes seven ways to evaluate a historic property's integrity location setting association materials design workmanship and feeling you do not need to detail each aspect in your summary of the property's integrity but keep those principles in mind i provided a sample in the notes for this slide of how i would describe the front facade of this building i didn't describe the rest of it because i only had information about the front it may be helpful to include historic images of your property and compare them to current photos if key features have been lost or like decorative cornices or entrances or if all buildings have been replaced with those of a different size the integrity of the building is impacted comparing historic and current streetscapes is a very useful effort for properties and for historic district evaluations some prominent public buildings or elegant residences are captured with historic postcards which you can search for online for more ordinary buildings finding a historic image may be very difficult even with the help of local historians or historic groups schools hotels train stations city halls factories and post offices are all frequently found on historic postcards the phmc archive shares its searchable postcard collection online at the website shown in the notes for these slides for the required historic narrative which is a history of the building an assessment of its possible historic significance the basic task is to describe when it was built by whom and for what purpose and how it has changed over time include details about the architect and builder if known for the former bank property shown on this slide the narrative should detail its date of construction specific bank owners how long it served that purpose it should also note its current use in detail any interim uses if changes occur to permit this new or enhanced use like the addition of windows or the removal of interior features like a vault or deposit boxes those changes to the original design should be described use all of the information you have gathered about the history of the property via the research techniques detailed in the pdf which accompanies this training place the building in its historic context if applicable and use developed context published by the shippo on its website or others that might apply also note any events or accomplishments or associations of historic significance that took place at this property and mentioned that is in the narrative of course this does not happen for each property but sometimes that factor might be relevant sanborn maps are a great tool to research the history of a property or site most are available with a simple google search sanborn map camp hill pa brought up this map which shows the property was not yet built when the map was created in 1923 x marks the spot where this bank now stands the ship of files can also be a source of historic information and can be accessed via crgif they contain over 40 years worth of collected data historic images site plans and completed hrsf's for historic properties learning about surveyed buildings in the vicinity of your property and project may provide a better understanding of the development and history of the area even if there's not a file for your property developed context like the one shown on this slide for public schools can help you understand your property in a broader context and interpret its possible significance other contexts that might prove useful are the agricultural history context and the anthracite and bituminous coal communities context the shippo website has a page devoted to developed historic context the link to it is provided in the notes the historic narrative of the property should be written in a way that allows application of the national register criteria these were developed by the national park service for application to resources over 50 years of age to determine if they are eligible for listing in the national register of historic places guidance for application of the criteria is provided by the national park service at its website shown on this link generally application of the criteria requires the expertise of a historian architectural historian or archaeologist we do not expect this portion of the form to be completed by the average layperson but the form was designed to provide the preparer with a section to offer their opinion on national register eligibility and to describe which criteria apply to this property you're not required to do so if you feel uncomfortable making this evaluation but you are welcome to offer your opinion on eligibility remember that eligibility hinges on significance and integrity let's just briefly go over the four criteria for significance for the national register criteria a is for properties associated with important events or patterns of events places that illustrate historic themes like settlement commerce industry transportation agriculture education recreation entertainment ethnic or social history criteria b criterion b is for properties with a close association to the achievements of significant individuals criterion c is for properties with significance in architecture design construction engineering or artwork most properties eligible or listed in the national register are found eligible under criterion c has examples of specific styles types for periods or methods of construction both high style and vernacular buildings may have significance here and most historic districts are eligible under this criteria criterion d is the least used it is for properties that hold significance for their ability to yield significant information it almost is always used for archaeological sites but some buildings or structures due to their important construction techniques can add to the understanding of how such historic properties are built a few logger vernacular buildings have been listed under criteria d and now it's time for questions all right pamela we did get a few in this time so our first one when crgis recommends a resubmission for review due to the age of the hrsf would you suggest an abbreviated version or a full hrsf usually i think the crgis suggests that only the abbreviated forms the survey information needs to be updated every five years if if a formal evaluation was made on a complete hsrf we do not ask that and and especially if something is listed on the national register it's not necessary to provide new information every five years uh just to make sure it's still eligible for listing i would say um it would be helpful to have an abbreviated form especially most of the survey a new abbreviated form most of the survey forms those golden triangles that show up in crgis are from surveys that were done in the late in the 1980s so it would be great to know what those buildings look like now plus i should also add you'll note that the photos that pop up for those are old black and white pictures and color digital photography is uh much more useful and helpful in evaluating the current eligibility of buildings so if you encounter that it would be great if you would do a new abbreviated survey form for a very old crg for a very old survey form yeah and this is barbara i would just add that the most important thing you can provide us are updated clear color photographs i think the only advantage of the survey form the abbreviated survey form is that those updated color photographs are attached to a project or to a property name and address and brief notes about the age of the building but but we're really the photos tell the story and well that's what we're excited to gather new information about all right we did have one other one come in um since shippo announced these new submission requirements what percentage of project submissions have required the abbreviated hrsf and then the full hrsf well i should say that uh our decision to ask for the abbreviated form um is the new practice just started today with with our sharing of this information in this webinar we only ask for abbreviated survey forms for demolition and that decision was made oh just a few months ago since we're all in covet time now it's hard to tell you know in real time how long ago things were but it was just a few months ago that we ask everyone to complete the abbreviated form whenever a demolition is planned now we're asking you to do the abbreviated form whenever you have a project that will affect the exterior of a building over 50 years old and i would say that uh i of course i've not been terribly involved in the dcd hud project reviews i don't think too many historic resource form in their full sense have been requested at all in the past couple of months maybe maybe just a handful i can only think of one myself maybe barbara could chime in on that i'd say it's very few um now that we're asking for as pam said the abbreviated form for both demolitions and any exterior alterations to buildings i'm sure the number will increase but i'm sorry i don't have a percentage and and i'd also like to add that um the request for use of the abbreviat d form for demolitions i was concerned that since it was a change it would take some time for everyone to get comfortable with that everyone that has sent every demolition that's come in has come in on that form and the form has been filled out correctly so thanks to all of you for being quick learners and jumping on that process we do have another question that came in um for the historic farm surveys i know that you have to provide the property's agricultural output for 1850 1880 and 1927. what do you do if the owners are not listed during these years and if the owners had tenants on the farm how do you find the renter's name i'll i'll answer that question pam thank you the statewide ag context is what's being referred to in the question and we base significance in that context on the census returns for agriculture for the years that are listed in the question generally you have to find the owner's name and know it in order to locate the specific amount of grain that was being produced by that farm and compare it to county or township averages so if you do know the owners but you can't find them for those years then we work on the from the built environment meaning we can't base significance on the ag census data so then we look at what remains from the time period and what were the agricultural trends in that region and then make a decision about eligibility so there really is no way to find those names that's easy and we wouldn't expect you to do additional research if you have done a chain of title of ownership and can't locate those names in the census manuscripts okay and then it looks like we have one more that came in when we are when are we to start completing the crgis search and submittal of abbreviated hrsf does this take place immediately for the abbreviated hrsf are we to submit the crgis map usgs map and an aerial photo we only submitted one map in the past please clarify for housing rehabilitation do we still need to submit the project review form and the individual property form as part of the submission or do we only submit these if the project shows up in crgis there are a lot of questions there in that and i i'm gonna just take a stab at this the first part of this is if you have a new project that you're submitting you should continue to use the project review form if the project itself has the potential for physical changes to the building like rehabs then you will also need to include the abbreviated survey form unless when you do a search of crgis you find that it's already been identified and we have photographs if the documentation in crjs is outdated you'll you'll still need to provide updated photographs but you wouldn't have to provide the abbreviated hrsf and this does go into effect immediately and i think a little later in the presentation when we talk about pa share our new online system for consultation you will understand why we're beginning to ask for this and at this point you still only need to provide one map in the aerial map or a tax parcel map is fine okay that's it for questions i think we can move on to the next section remember that abundant oops should give you uh give us a chance for all of us to move on to the next slide remember that abundant and appropriate photos can supplement a rather skimpy physical or historic description photos can demonstrate changes made to the building and assist in the assessment of integrity photos should include full exterior views of all buildings associated with the property even garages barns outhouses and modern buildings be sure to show the entire front side and rear facades if possible photograph significant property details on architectural elements both original and more modern remember you could be showing all the reasons why this property is not national register eligible if it has undergone significant change over time provide photos which show the setting of the property a streetscape view is helpful in determining if the setting has changed over time if the buildings are publicly accessible provide interior photos to show how primary spaces entry foyers parlors staircases etc are present in the property take photos of the walls and install features not the furniture document major losses like removed fireplaces or stairwells if the building is not safe to enter due to condition or legal standing do not attempt to go inside for interior photos simply to complete the hrsf form all photos must be numbered and entered into the photo list with the photo description or caption and key to a site map showing where the photos were taken as we showed you on a previous slide be sure to include not just that full frontal facade view but also side and rear views if possible some buildings are spaced so closely together it's not possible to get a perfect side and rear view do your best to show all sides of the building it is important to show significant architectural details to better evaluate architectural significance these pointed arch windows are a key identifying feature of the gothic revival style and decorative eligibility be sure to photograph them it's important to document the entire property buildings with date stones often make it easy to tell which parts of the building are original and which are added on other clues are changes in the appearance and style and materials a different color of brick or different kind of mortar may show later wings of a building this church has a date stone on the front corner stating that it was built in 1958 which seems a little late for this very traditional gothic revival style which was popular decades earlier right next to the front entrance of the church is the 1958 date stone but when we examine the rest of the building we discover more date stones one for 1925 and another for 1993. so was the first rear edition built before the church itself or something else going on here use of this 1923 sanborn insurance map helps clear up the mystery a brick church showing a matching footprint to the existing church appears on the map and the 1925 edition is yet to be built the church on the 1923 map is marked with the different denomination name so most likely the methodist episcopal church shown on this map sold their building to another church which installed its own dates down in 1959 when it took possession of the building so this is one situation where dates then was not a slam dunk to date construct to date of construction more research would be needed perhaps with church records or a local historical society to help identify the real date of construction of the church itself from its appearance it probably dates from the late 1800s when the gothic revival style was very popular my best guesstimate would be the 1880s photos of the setting of the building in this case on a hillside with multiple entrance levels helps explain the design and layout and be sure to include photos of historic markers they provide helpful clues about the history of the property if you are lucky enough to have one located next to your building photos of much altered settings are very useful too in terms of national register evaluation if this old church were located along a commercial highway or next to a modern trucking terminal physically related properties that together convey historic significance common examples include residential districts commercial downtowns industrial complexes and school campuses historic districts are most often significant for architecture of a particular period and for their shared historic significance as centers of commerce or industry or maybe education districts are documented about and the project submission screen mpa share will be modeled off of the project review form and for those projects that have the potential for effects to above ground resources you will essentially be completing the required fields of the abbreviated hrsf so that is part of the reason that we're requiring you to start using the abbreviated hrsf so you can kind of get used to it and that's why we wanted to educate you about it in today's presentation so you will be prepared for data entry and pa share and similarly for properties that we decide that maybe it needs a full hrsf and ask you for that the fields on the hrsf will be those that are required in pa share so what do you need to know about pa share right now it's about 70 complete at the end of this month and um on december 7th crjs is going to go into a read only mode meaning that you can still use crgis but it's no longer going to be updated with new information and it's going to stay read only until pa share actually goes live and pa share is scheduled to launch to the public in january of 2021 probably towards the end of that so we're going to be offering many pa share training opportunities we'll be notifying dcd of those
