oregon employment department for joining us today to talk about the workshare program um i'm going to turn it over to them in just a minute um but before i do that i'll just let you know if you have a question for one of our speakers please type it into the q a box and we will get to it at the end of the presentation um and then this webinar is recorded as well so it'll be available um on the obi website uh later today hopefully um but no later than early tomorrow and um you can feel free to share that with your network and and reference the information again so with that i will um turn it over to sarah ambrosic she is the work share outreach coordinator at the oregon employment department um and she's got a great presentation that she's gonna walk with so without further ado i'll i'll pass it over to you sarah all right well thank you nathaniel and thank you members of obi for participating in today's what you need to know about the oregon workshare program as we continue to face challenging circumstances in a volatile economy i can't even tell you how many conversations i've had with businesses throughout the state and the struggles they're enduring but what i can tell you is how the workshare program has helped keep some of these businesses opened and saved thousands and thousands of employees jobs based on last year's work institute retention report oregon businesses saved over 315 million dollars in hiring and retraining costs by partnering with the work share program so go ahead and hit the slide this is gillian duff she is the general manager for el gaucho restaurants in downtown portland as we are all aware the restaurant and lodging industry got hit hard this past year and is slowly climbing out of the trenches with work share she was able to keep her team connected and paid during the ever changing coven 19 restrictions next slide so i'm going to take you through the program highlights you can hit next what why and who's eligible for work share how to calculate your work share benefit amount the taxes and the forms to use when applying next this is the oregon employment department's vision statement an oregon where meaningful work enables the state's diverse people and businesses to realize their full potential creating prosperity in every community this vision statement really captures the heart of what we are striving for with work share we want to partner with you to sustain your business and retain employees while the economy may be slow i have been looking forward to presenting this program because like obi we're here to create awareness be a partner and advocate for your business while helping workers stay connected with their jobs so what is workshare you may have also heard it called shared work program or short-term compensation depending on which 27 states that you're participating in this program the oregon work share is a program to assist in preserving jobs essentially avoid laying on laying off and provide unemployment compensation workshare helps reduce negative impact of work reduction and keep skilled labor intact next something to keep in mind when you're looking at this slide everyone can apply for regular unemployment insurance but not everyone is going to get it based on numerous qualifications with work share if you're a participant in the program you will receive a reduced unemployment benefit as long as you don't have a missed work opportunity like taking a vacation and we'll get into that a little bit later but for this slide the chart is showing what employment insurance looked like with a full layoff that's what's in red versus reducing an employee's hour which is in the bottom so if we break down this graph for example if we look at these employees wages they were six hundred dollars a week and you laid them off completely their weekly benefit amount would be three hundred and sixty dollars how this is calculated is by taking 60 of their prior wages so 60 of the 600 gets you to the 360 if an employee is in work share they would receive 80 of their wages and we calculate this by 20 reduction in hours plus they would receive 20 percent of their weekly benefit amount of 72 dollars if we're using the 360 dollars in the example and potentially any additional benefits relating to the current pandemic of coven 19. what this means currently the federal pandemic unemployment compensation is still in effect through march 13th which allows an extra 300 a week and we are anxiously watching president biden stimulus plan to be approved once this happens the grant will offer 400 a week through september next slide uh so this testimonial is from matt vancouy from webformix who really experienced the impact of her ever-changing employment environment not only were they able to take advantage of the work share program but he learned about other special programs the employment department provides i'm going to highlight a few of these i'm not going to go into much detail but a few of them are the training program that allows eligible workers to attend school for a short term an example is getting your associate's degree or being in a vocational program we also have a self-employment you can start a business and receive unemployment insurance these folks would need to complete a written business idea gain the necessary documents and licensing for their business and be working full time developing their business ideas we also have trade act it provides ui for workers who have become unemployed due to increased imports or shifts of production to other countries next slide so these next two slides i'll review employer and employee advantages of the program so why why choose work share for the employer the importance of maintaining your talent is crucial to your business even if there is a decline your product and your service levels are maintained you avoid the cost of rehiring and retraining remember when i mentioned the oregon businesses save 315 million dollars last year and you maintain employee morale because you're keeping jobs for reimbursing employers the unemployment insurance tax rate is currently 100 federally funded through march 13th with the possibility of being extended through the september once the next stimulus bill is approved next for the employees the obvious advantage is keeping their job which results in maintaining and potentially increasing their skills we also see the advantage of benefits while you work as outlined on that slide with the graph there's a better potential of continued wages with being in the work share program than being 100 laid off also benefits like medical and retirement stay intact next so this next testimonial is from flatline fabricators who just joined the program last year they were on the brink and i am so happy to announce that they were able to retain all 40 plus of their employees next the next few slides i'll be reviewing eligibility for the employer and the employee so how are employers eligible you need at least three participants in the program these participants need to be eligible for unemployment insurance benefits which means they need to have wages in our system the plans do not exceed for more than one year but can be renewed the same way in which you applied in fact we encourage employers to renew each year because you just never know if your plan is set up and you unexpectedly need to use utilize the program there won't be any delays and the last bullet means if there is a missed work opportunity like a vacation this may result in a denial of a weekly benefit next for the employees you must reduce their hours a minimum of 20 and no more than 40 percent we base this off of a 40-hour customary work week so think of it like this you're reducing their hours or their their work one to two days a week the employee has to be fully available for work this means they can't use vacation time to get to their work share hours the employee needs to have been working six months full time or 12 months part-time at the time the employer is applying and lastly an employee cannot be a seasonal worker here's an important note businesses flex week over week which means you may not need to reduce your employees hours 20 to 40 percent or you may need to reduce them more than 40 percent when this happens as a courtesy you can still submit your employee hours with the out of range reduction and we will enter them in the system under regular unemployment if the employee's wages fall under their weekly benefit amount they may receive unemployment insurance keep in mind the most a claimant can receive in a week is 673 and the least is 147 next so workshare is an employer-based program which means employees can't apply on their own we partner with you the employer with submitting your weekly certifications what this also means is an employee can't go online and file their weeks we've turned that function off when they come into the program and as the employer you would apply with a written plan with a simple application form next calculating your work share benefit amount so i created a simple visual on how to calculate if you were to apply for work share this quarter so we're talking this calendar year what we do is we look at your first four of the last five quarters which means we would look at q4 of 2019 q1 2 and 3 of 2020 wages to determine your weekly benefit amount once we get your deter we are wba we multiply that by the percentage of reduction that you've reduced your employees and that will be what their work share benefit amount will be for the week next this is sheldon manufacturing another company that's been in the program for many many years they have a handful of tenured employees and they have been able to retain all of their jobs as well next so the following slides explain how to apply some examples of some of the forms that are needed as well and at any time you guys need help with completing the application or any of the forms contact us we approach with the real sense of compassion and we promise we will hold your hand through the process so you would complete an application you would complete a participant form the number of layoffs that you're going to be averting the reduction of percentage that you're looking into and your start and end dates of the program next again the benefits are paid under the oregon workshop plan are charged employers are clown the same way as regular ui however currently with coved uh in the program if you are a reimbursing employer then you will have that 100 reimbursed next this is a this is a copy of what the application looks like we have it in a pdf and they're all fillable next and then we use smartsheets so when you go onto our website oregonworkshare.org you can upload all of your information next this is an example of what it looks like just broken down next and thank you happy to answer any questions great thank you sarah um a lot of information and and i'm sure it's all really useful we do have a question here from um one of the attendees who says a lot of my employees were laid off q2 q3 q4 of 2020 due to covid and they're working now but at a reduced schedule so um she's wondering how that might affect their wba so again if they're going to apply this quarter we would need to we would be looking at their 2019 q4 and then q1 2 and 3. so we wouldn't get that last quarter of wages in of 2020. um that's just how it's always been determined and those are the wages that we use we also there's an opportunity i mean we know that some people have been you know they have a second job they might drive with uber or lyft or maybe they do instant card or something any of those wages those earnings they can report to us that could potentially get them a higher wba so that's an idea as well that's all the questions i have one sarah um mostly around time like how you know as say an employer applies today how fast is the turnaround on this um what's what's sort of the timeline that an employer could expect yeah so right now um our training that we've done with the program is fully ramped up and going if employers were to take advantage of this and get their application in i mean we're turning these around within the week and potentially within like next week they could be submitting in their weekly certifications so that their employees be getting their weekly benefit a lot of it just has to do with filling out the forms and making sure they're complete we provide the employee with initial claim forms and they're very intuitive but again it's all about just making sure that all that information is correct to avoid any delays but once we get to that point we can walk through the steps with the employer because there are some you know if you have employees that are non-us citizens we have specific forms that we need for that um anybody that has additional earnings we need to have a wage and earnings eligibility uh proof of earnings if you will provided but a lot of it is going really really quick and again with um the federal pandemic unemployment compensation it's it's really a good time to participate if you're struggling as an employer to not only you know you're reducing your um workforce but they're getting that additional 300 dollars right and so kind of as a follow-up question to that the um same person who asked the question around um how it might impact the wba is the unemployment benefit um that their employees have received does that count towards their income when determining the wba oh so if they've already been receiving unemployment um i believe i you know what that's a i'm gonna have to get back to you unless ali you know that i'm not are they considered subject wages ali do you know that one um that is a great question um i do not believe that they would be but that that my my gut went to say that it is not you wouldn't i wouldn't you wouldn't see um unemployment benefits counting as subject wages in our system um so i do i believe that it has to be through in unemployment through employment not from unemployment benefits yeah but i will confirm with that i think yeah i i agree i think it's um it's not considered subject wages so you couldn't count that towards your weekly benefit amount okay um well that's a helpful clarification thank you we have another question here um what if an employee moves to another state but they still work for the oregon company remotely would they still be able to get work share yeah i mean if they are working for an oregon income we have people that live in for example washington right and they work in here in oregon that are in the program um it's applicable i mean if they're getting paid through oregon it's an oregon company then yeah um and then just a logistical question are you are you okay if we we're gonna obviously we record this and put it on our website but can are you okay if we link to the slides as well yes i'm glad you asked that because we just got approval so we can share this presentation okay perfect well that is all the questions we have from the audience i might give it just a couple seconds here if other folks have things that they'd like to ask yeah and you know you guys just for some kind of fun facts i mean this program started at least in oregon in 1983. so since 1983 to 2020 or 2019 if you will cumulatively there were a total of 1700 businesses that were participating in work share last year alone 2020 we had 1700 businesses that came onto the program so it just shows you you know how this program is growing how it's worked for many businesses but there's still so much information that we need to get out there and we're really hoping and counting on you guys for that partnership we want to make sure these businesses are surviving and offer them all the options that we can do here at the employment department yeah absolutely um what do you see uh i actually you know what i have another question u what industries do you see take advantage most of the program i mean you mentioned there are 1700 businesses but do you have any data on like the various sectors that you see this looking at well for or you know any sort of data like that so it's honestly it's every industry i mean we've seen a huge growth in the restaurant and lodging for obvious reasons um you know manufacturing is still at the top of the list too uh even with education we've seen a huge spike with that as well but it's i mean there isn't really any industry that is waiting more than another okay all right any other questions now is the time uh let's see deborah's wondering if you are seeing use of the program in the transportation sector um ali have we been getting ics for yeah um i we we definitely see like some um like i don't know transportation companies that do different types of um like driving or like uh trucking type things and yeah we've seen some of those companies for sure really like any anybody can fit into the program um you know having like a a customary work week helps knowing what your hours are going to be to to be able to help reduce um you know if you work 40 hours it's a lot easier to reduce by eight hour days um or you know if you know your customary work week so that kind of helps to to fit into the program but there's a lot of different options up great well i think that probably does it unless any any questions come in here in the next couple seconds um but i just like to take a second thank uh sarah and ally for joining us today and and for your work on this program we were talking beforehand about how it's kind of a hidden
