If you're still on Windows 95 or XP, you can download UTF-8Check (download the installer) and run it in Windows Explorer. If the installer gives you a file called "" instead of a .exe file, you'll need to install the Microsoft Visual C++ 2005 Redistributable Package to run UTF-8Check.
