BUT in few hours the story changed to only ONE Indian pilot being captured.A highly educated guess, indirectly supported by this videographic evidence , is that the 2nd "Indian" pilot was actually an F16 Pakistani pilot which Indian MIG 21-Bison had shot down before itself being hit.Pakistan military's spin machine is now trying to insinuate that the 2nd "Indian" pilot was actually an "Israeli pilot" who is still in their custody.The problem Pakistan military's spin machine is facing is this video, shot by Pakistani common folks themselves, gives irrefutable evidence of existence of a 2nd pilot (possibly 3rd too) also parachuting down. Since this video is now in public domain the "second Indian pilot" can simply not be made to disappear or explained away to Pakistani and international masses. Hence a mythical Israeli pilot has now been insinuated on the social media to explain this uncomfortable video giving out the actual story.The most credible sequence of events appears to be that Indian MIG-21-Bison shot down the F16 (likely a 2 seat variant) before being hit by another F16 in a many-to-one dogfight. Since the hit happened in mid air and F16 pilot fell down in a highly injured state with his uniform possibly incinerated too. The debris of F16 was probably spread around in Pakistan Occupied Kashmir due to explosion in high air. He was likely mistaken as an Indian pilot initially . Pakistani spokesman went to international media with reports of two captured India pilots without actually caring to verify the identity of second pilot who turned out to be Pakistani pilot. This mistake is now being corrected by creation of " a captured Israeli pilot assisting IAF in dogfight".This video shows that it is not easy for governments to lie so easily in the internet age when mobile cameras are everywhere. Rafale DealRafale deal has been in news for quite sometime and will remain so till the elections of 2019 and maybe even later. It is of course not ‘Modi’s Bofors’. In the Congress regime Rafale was found to be the most suitable fighter aircraft to be bought. The plan was to procure 126 aircrafts. 18 aircrafts were to be delivered in ready condition and 108 aircrafts were to be built jointly between Dassault ( 30%) and HAL (70%). The price at which negotiation was going on was around Rs 526.1 crore per aircraft. The deal never got finalised. It was a government to government deal and no middlemen were involved. The deal was terminated officially by Parrikar on 30Jul 2015.Deal by Modi GovernmentA fresh deal was negotiated in Sep 2016. In this deal 36 aircrafts were to be obtained in ready condition.The price negotiated per aircraft was Rs 1570.8 crore.Initial ImpressionMy initial impression was that decisive Modi and Parrikar have shown concern for security and considering the paucity of funds have gone ahead with procuring lesser number of aircrafts but quickly. It was a positive and appreciable step.Major Issues of DebateThe price has gone up from Rs 526.1 crore to 1570.8 crore.The explanation for the price rise is hard to believe.The secrecy clause being given as reason for non disclosure of price is unjustified.Aspects Arousing SuspicionSitharaman, DM had promised to provide all financial details but then went back on her words.Anil Ambani incorporated a company shortly before the deal and got involved in the deal instead of HAL.CommentsThe price comparison between Congress deal and Modi deal is unfair because the Congress deal was never finalized. Giving the benefit of doubt to Modi government and considering the effect of the following:Inflation.Reduction in the order.Catering for specifications and miscellaneous other aspects of the fresh deal.It can be assessed that the price per aircraft could go up by 200 or even 300 crore. They can already do clinical research based on the field of practice.If you're a practicing doctor with your own setup, best is to collaborate with colleagues from your field who are also interested in the same set of research questions. It's a positive sign of trust in an Indian weapon system.As a defenc minister he is anyway obliged to sit/fly/drive any homegrown weapon system.Tejas IS a great fighter.Needs constant financial and political backing - like any other fighter in the world.Airforce and the armed forces in general have to accept home grown weapons in order for self sustainability.Our weapons programs are safe, reasonably modern and will meet all our present and near future requirements.Speed up the procurement process and make funds adequate in budgets.
