where you most likely found the information when you go to our website click on kovat 19 it's an easy option to select to view all the information available to those that are self-employed if you scroll down we'll quite often change the banners on our website right now there's several different ones just hoping that people get information very quickly that will assist them in filing for unemployment insurance benefits there's a ton of information down here available to people the cares act program is what recently went into law as of March 27 2020 so the federal government issued a a bill and passed into law the cares Act and it had several different unemployment insurance benefits available to individuals the one that I'm going to be talking about and helping you find all the information that you need and what you need to know when filing is the pandemic unemployment assistance program so you can see here if you click on this link pandemic unemployment assistance you can get to that information you can also access that webpage directly and you can see here Iowa Workforce Development gov backslash puah PUA - information but you can also access that on a website you can search it in our search menu up here if you actually just put in through it it'll bring you to a list of information and you can select several options that you can get to it there's also currently a banner here that will provide you some information and I'll talk about this banner in a little bit it talks about the green sheet of paper that you'll get in the mail after filing your initial claim so we'll go over that here in a few minutes so a pandemic unemployment assistance program is a program under the coronavirus aid relief and Economic Security so this is a benefit that was added to provide unemployment to individuals who are self-employed don't have a sufficient work history to be eligible for a claim possibly a bit exhausted other forms of unemployment insurance benefits and also the gig economy workers independent contractors those types of people that are not normally eligible for unemployment does also include nonprofit and employees so the information on our website is really specific on how much people are eligible per week and when the benefits are first payable so pandemic unemployment assistance which what I'll refer to in this video is pool so the minimum amount that someone could receive on that is 203 if there were a full-time worker that amount might be reduced if the self-employment that you were performing was less than full-time that calculation will be made when you submit your application and information it's going to ask you how many hours you work per week so that money that amount might be slightly less just depending on whether or not you had worked full-time so the maximum amount will be 481 per week with zero dependence and 591 with four dependents so again that's going to be calculated on the number of dependents and also the wages that you provide to us the pin the pool benefit provides up to 39 weeks of benefits total the first payable week for the program is the week beginning February 2nd 2020 or the first week that he became unable to work as a result of kovat 19 so whichever those dates is later so if you stopped working as of March 16th the week that you're going to be eligible is that week so now everyone will be paid back to February 2nd the last payable week on that program is the week ending December 26th so even if you haven't received all 39 weeks that you're potentially eligible for the last week that we can pay this program as a federal requirement as December 26th so these this program is only available to those individuals that are not eligible for a regular unemployment insurance claim paid by Iowa or if they have exhausted so the first step in the process and I'm going to jump down to the bottom here as we go through this website with the information but the first step in the pot and the process is so I haven't here how to apply for pandemic unemployment assistance a list off all the type of workers that this is that can be eligible for this again the self-employed independent contractors nonprofit the economy the first step in the process is to apply for an a regular unemployment insurance claim so there's a link here on a pond where you go to do that many of you might have already done that so you might have already applied for an unemployment insurance claim online it's gonna ask you all your information now you have to enter your social security number create a username and password go through your work history or if you filed a claim before put in all of that information that is the first step in the process to get your information on our system with our workforce to be able to set up your claim to be able to go on to the kueh benefit when you provide your proof of your documentation of your wages there is a video here to walk you through the steps of the process on how to file the claim online if you are self-employed it's a very useful video to watch so if you haven't filed yet go ahead and watch that video real quick before you actually file your initial claim so that's step one step two and you can do this immediately after filing your unemployment insurance claim you can submit proof of income so you go here and you will read through this information there's many other options available for additional documents that you can provide but some of the main things are at 1099 w2 for last year any pay stubs that you have your income tax return you can actually submit an income tax return if you haven't filed for 2019 you can submit the 2018 tax return so that is acceptable when you actually go to the submission page it's going to give you some additional options on that page of what you can do but we need to establish your age history so that's what is going to indicate how much you're eligible for per week so we already talked about the maximum amounts that you can receive we only know how to do that calculation on the wages if you provide your proof of income the next step so we included some information here and this is also in our banner so after you've provided your proof of income you'll you may or may not it's going to depend on the timing of when you file your initial claim and when you submit your income you will first receive a green sheet of paper in the mail that is going to let you know whether or not you're eligible for a regular Iowa claim if you are self-employed your wages aren't reported Iowa Workforce Development you will not receive that or you will receive that document it's going to say you have insufficient wages to make a claim please disregard that notice don't be alarmed that does not mean that you're automatically and permanently ineligible for unemployment insurance benefits that is a standard letter that we send out it's a step in the process to make sure that we're paying you on the correct benefit so that being said after you submit your wage proof to us and I'm going to show you on that page where to do that after you submit that information you will get an email that we've received it also after filing if when we approve your benefit you're going to get an email and you'll also get a letter letting you know so if you're going to get notifications from us after your pandemic unemployment assistance program wage proof proof of income has been reviewed we will only contact you by by phone if you need to provide additional information to us so if you get a letter saying you're not eligible the green sheet is the thing that you're going to disregard you will get a separate notification later probably within the next couple weeks as we get through and review all these claims but again the green sheet it talks about it right here so next steps for independent self employed independent contractors green sheet if you've already filed a claim and our self employed please disregard the form you received from iawn green paper at at the standard form okay so I'm going to go up here just a little bit I'll briefly go over some of the someone might be eligible we do have a lot of information here about a fraud warning so it's very important for you to know and understand if you knowingly make or cause another person to make a false statement or knowingly fail or cause another person to fail to disclose material fact and as a result receive on the pandemic pandemic unemployment assistance to which you are not entitled you will be subject to prosecution under nineteen section one zero zero one of title 18 United States Code so it's a very serious offense if you are filing and being paid endemic unemployment assistance and you are receiving the benefit when you should not be so make sure that you are not committing any fraudulent activity when being paid these benefits again it is a federal program and this could be a federal charge that you receive if you received them and you should not have so quitting work without good cause to obtain obtained UI benefits is also fraud under grew up so if you decide you no longer want to work and you would rather go on this benefit because you can also get other additional benefits on top of that it is also considered fraud so it's not acceptable to quit or choose not to work just to get unemployment insurance benefits this program should be used as a last resort if work is not available to you so there's some other information here about for claimants so child support obligation must be deducted from puah payments in the same way their regular unemployment insurance benefits so if you owed child support that will be deducted from your payments they are also taxable so if you choose to have taxes taken out of your payments they will be reduced or deducted from your payment as well so just some information for employers if any of you happen to be listening to this employers will not be charged for benefits paid to employees receiving this program it's all federally funded and not paid by employers or the Iowa trust fund employee employers should ensure they are current and timely and filing unemployment insurance taxes so their employees receive benefits as quickly as possible it's important that you continue to file those reports because if someone is eligible for a regular Iowa claim based on wages that you paid them it's a important that we use those if you receive a notice in the mail or if you're a science participant and you file someone that found and is not working - due to a recent other than Cova 19 please let us know also if there's any paid sick leave or other paid leave benefits please inform us of that as well some other information for employees and those who are self employed again I mentioned you must file an unemployment insurance claim online prior to submitting your proof you mentioned about the green sheet and to ignore that if you are self-employed individual if you are self-employed and denied regular Iowa benefits you'll be required to submit the proof we talk through that already and where to go to do that your weekly benefit amount of unemployment insurance benefits is going to be calculated on the income that you provide to us and then also when your unemployment insurance claim expires it's good for one year after you initially file it so this wouldn't affect you until next year you'll be required to file a new claim even if you have remaining money on your cool balance if you are not eligible for a regular claim at that time if you haven't worked and earned weight covered wages in Iowa then you would be eligible to continue on your academic unemployment assistance there's a large section here about other individual eligibility so you can't be eligible for any other program to receive this so this is the last the last type of payment that's available must be so most of it self employed or not eligible for unemployment I've covered most of those ones already but again you can access our website to review those again also a main qualification for being eligible for pandemic unemployment assistance you must have not been able to work as a result of kovin 19 there's a minute there's a large list of these I'll just go over a few of them you have been diagnosed with Kovan 19 or the or are experiencing symptoms and is seeking a medical diagnosis a member of your family has been diagnosed you're caring for a family member or a member of the fan of your family has been diagnosed with Cova 19 the individual has to quit their job as a direct result of covin 19 either the doctor informs you or you have you can no longer work as a direct result of that virus your place of employment has closed as a direct result of Coppa 19 due to the public health emergency so again there's some other letters listed there people that are not eligible from pandemic unemployment assistance include those are that have the ability to telework and would still be working substantially the same number of hours so if you were teleworking and you're still being paid you're not eligible for unemployment insurance benefits also if you are receiving paid sick leave or other paid leave benefits and those would exceed your weekly benefit amount of the pandemic unemployment assistance you're not eligible to receive that who is a someone's eligible for a an unemployment insurance claim in another state or any of the programs so if you're eligible for anything else you're not eligible for this but if you flied in Iowa we will determine if you're eligible for this program or other ones so it's that's not a stuff that you have to worry about unless you are filing a claim in another state so next I'm going to go to submitting proof of income so down here at the bottom there's a button to submit submit proof of income it is a form an online form that you need to fill out so this is where you will go to submit your proof of earnings so remember we talked about step 1 you file your initial unemployment and claim online and then you're gonna receive a green sheet of paper in the mail and we already talked about that being irrelevant if you're a self-employment worker and this is where you go to submit your proof of earnings the form many of these fields are required because it's important we have this information to qualify you so you fill out your name social security number you must make it make sure that this information is accurate this is what's going to be used to qualify your claim the email address that you input here is very important we will send you an email when your application has been when you submit this documentation as well as when your application is approved there are questions in here about are you unemployed as a result of Kovic team if you're at filing you would put yes you answer all these questions going along here they'll ask you about teleworking and why you're not telling if someone had given you the opportunity to do so so each question may bring up other other questions that you have to answer so it's important that you answer this information thoroughly so they're like for example this one says provide a detailed explanation why you're not currently working any field with an asterisk is going to be required and it's important that you fill that out don't put none don't put does not apply you have to provide a statement and indicate why you are filing other information about select the type of work you lost so any of these options here and it's going to have you input your latest employment who you were working for all the details when when you begin working last day that you work and whether or not you're receiving an ASIC pay or vacation and if it's full-time or part-time so again you must fill out all of that information to submit this application there's also an option here to schedule to be employed so some people might be filing they'll say they were doing self-employment work ov r the last year and they were actually scheduled to start a a job they would input that information here okay so the last section here I mentioned earlier that there's going to be more details about what you can provide for your proof of income so we have previous year's tax return any information on your w-2 is final paste all that information here if you did not work in 2019 please provide one of the following if you're working for an employer your latest your last pay stub received in 2020 if self-employed provide invoices our billing or other documentation to provide proof of self-employment so that's an overview of the type of documents you can certainly provide or whatever you have if you don't have any of these provide any sort of you know proof of deposit it's proof of anything that you can provide us to show that you are self-employed or contract work Kirkuk uploaded here you click on upload excuse me you click on choose file and you go through your files and select the file that you're wanting to upload and then you would click upload and then down at income reviewed by our workforce the quickest and best and fastest way to do it submitted online here because we need all this information filled out and submitted with your documentation if you choose to mail the information in it's going to be a little more difficult to get to that only because you're not going to have all the other details above so if you mail in your ad is your proof of income we will have to call and contact you to gather the other details so just going back to our website the main page there currently a green banner here and we'll continue to have that up through the approval of the pou acclaims soakin if you receive a green sheet of paper in the mail please just regard that it is a standard letter that is getting sent out if you do have questions for us on the process to file your unemployment insurance claim you can also just click on here and go to file unemployment it is also very important that I want to remind everyone as they're doing this process after you file your initial claim you will be able to file a weekly continued claim so weekly claim is something that you need to do every single week that you want to be paid so you can go here and do that you'll also get information on the confirmation plate page when you file your claim but it's important that you go here so file a weekly claim needs to be done every Sunday so it's best to do it in afternoons the moment in the morning is a little busier so go online after you've filed your initial claim you've submitted proof of income the next step you need to do every single week is file your weekly claim here so filing weekly claim and you'll go on here and log on so that's important that's how we know you're wanting to be paid one additional thing that is available to people that are being paid the pandemic unemployment assistance program is the additional payment that you will receive on top of the Hula payment so anyone that is on the pan unemployment assistance program is also eligible for the federal condemning unemployment compensation that is an additional $600 per week I will make a separate video to explain what that program is but you will be eligible as of the week starting March 29th 2020 if you had a claim at that time or we're not working at that time you will be eligible for the pool current program kula program if you're a self-employed in addition to that you will be eligible for the pandemic unemployment excuse me the federal pandemic unemployment compensation $600 per week so that's a great benefit available to people as well I'll wrap up with
