Caze is here as well if you have any other questions regarding this contract but that's what this this particular portion of the two contracts tonight before you is related to any questions we use the GIS constantly it's really important part of our business cosmelan is this just a continuation of last year's contract same fees and everything else the same yeah yes City Councilman it's been the same fee since the inception I believe this project has been going on for more than 14 or 15 years the fee includes the cost of network servers that we purchased the various licensing that we have to buy to webhost the information the data it's a little bit more complex than just going to go Daddy and putting together a website so it's it's a pretty heavy thing we web host approximately 13 different GIS web site databases across the upper northeast part of the state I would encourage you if you haven't been on there before just go WWF first district org you log you get there and there's a bunch of public information if you call our office we'll get you set up with a password and then there's more detailed information that can be used but nearly everything that you see on the city's engineering GIS website that he's going to talk about a little bit more down the road can be found and and I know Adam I know you use it quite a bit and I know Don and does as well I've heard but any questions on the website be more than glad to answer you wouldn't have any questions and again this is the web-based portion only that we're dealing with with this contract and it is a lot more user friendly to the people that are in customs using that more technical ESRI software I use this constantly when I'm away from City Hall and it's you know it's I share it with people - there's a everyone that tries it really likes it and finds it useful so it's a good deal and the as with all of the items on the Public Works Finance and Safety Committee agenda the approvals are recommendations to the City Council this will be on the consent agenda so I look for action all that was in fact Mankey oh she okay all those in favor signify by saying aye those opposed signify by saying nay motion carries item number five is council consideration of a professional services agreement for services related to monthly updates support and technical assistance for the geographic information system GIS with first district in the amount of 20,000 $70 look for a motion second for approval math Mandy motion from row b 2nd from l'olam and beth is back with us heath you want to tell us I got kicked out yes thank you madam mayor this is the second of the two contracts with first District and this is the more robust one that goes a little bit more in depth related to the work the first District performs and the data data management of our GIS mapping through the ESRI software I did meet brandy and I both met with mr. Kaiser recently and went through and kind of gave this a facelift from the previous few years contract and we added some language to this contract as far as the services that they provide it kind of updated it to really what what is customary for us to see them do throughout the year but this more specifically relates to as opposed to the web base hosting of our of our map this relates to the management of that mapping data and the expansion of that data as we continue to grow and map new things in our community create new layers on our GIS mapping for some times just for internal engineering type use and sometimes for general public's use as well but this takes a more robust in-depth look at those services and what they provide and we'd be glad to help answer any questions anybody might have on it and as you can see by the price this is a more robust contract and the amount of just over twenty thousand dollars again this price has been the same price since the inception of us doing these services for the city we just maintained it flat over the years thank you the work the workload hasn't diminished yeah that's a pretty good deal are there any questions what did the other counties pay what how much do they pay for this you're the only city that we do but we manage the GIS web system for for many other counties that we web host it depends lots of times it's based upon the amount of data layers that we're hosting for them the amount of work that goes in there's usually a flat $5,000 a year flat fee for web hosting for counties but city of Watertown is the only municipal the municipal form of government that we actually maintain manage and host all the data for and the hosting is basically everything that we're doing under this part of the contract is basically baked we're baking everything and then when we're putting it on the website that's the display if that makes sense any other questions if I make on the heels of councilman Bueller's question the service is the first district provide I would you that would describe as being comparable the city having their own GIS specialist on board and and they essentially act that way for us we have a need we presented to them go ahead and handle it and so one could look at it the perspective of saving the city from having one full-time person that would otherwise be performing these duties is a GIS specialist so from that perspective I do believe that the services they provide are well worth the money that we're paying them for this for this contract amount right we don't have anyone on our staff that could take the place and we certainly couldn't hire somebody for the amount of money that we pay first District so it's a good deal both ways anything else all right all those in favor signify by saying aye thank you those are posting in favor say nay motion carries item number six is council consideration of a resolution of acceptance for the development improvements for the water quality capture volume pond in the East woods 18th edition development installed on behalf of the developers Peggy Hagen and joy Nelson and there's a typo agenda but I'll look for a motion and second for approval then we'll discuss it move by ville Hauer 2nd by dam 4th okay thanks Beth Heath would you explain this please yes absolutely so in the East woods 18th edition there is a drainage pond a structure that was it was built in conjunction with the subdivision improvements in that neighborhood of the of the 18th edition and it was laid out in the development agreement for that phase of development up there that this particular pond be taken over by the city upon completion meeting the design and specifications for the drainage structure it has been confirmed through engineering staff that the the structure has been built to the design and is ready for acceptance by the city this land was not transferred to the city at the time of platting and so that is also part of the function here tonight not only are we accepting the improvements but we're also transferring beating that property over to the city for this residential drainage feature that was installed to support Eastwood's 18th edition thank you are there any questions yes councilman Danforth he is it common in your experience for in cases like this where we have those drainage ways for the municipality to take them over is that is that the way it's always done or are there different ways of doing that what's your experience with it please yeah that's a very good question councilman I would see it my experience and three three prior communities that yes that is a standard for residential drainage features detention ponds water quality structures whatever they might be that they are taken over by the city for ownership and maintenance unless and this is a big caveat unless there is a homeowner's association or some other type of configuration that can manage the maintenance and operations of that drainage facility so in instances like this for East was 18th I would say it's very customary for the city to take these types of facilities over the reason being is it's kind of difficult to expect any one resident up there or a group of residents in this neighborhood to understand the importance of the maintenance efforts that would have to go on this drainage structure so it continues to function properly for years on end and not adversely impact the neighboring properties by letting sediment built up by not mowing it by doing all the otherwise customary maintenance features that the city streets or wastewater departments will otherwise be performing on this infrastructure is it good makin specifically residential is this is it that same thing all true for commercial or industrial as well I would say it's customarily the inverse of that is customary that the the industrial and commercial sites are typically held to those site owners so that the big conglomerates the build nationwide the Home Depot is the Menards the Walmarts they're all very custom and with installing the attention and meeting runoff requirements across this country meeting the EPA regulations that are required to be met when they build and they're also very customary to retaining that on their site or on a piece of property adjacent to their site that they would own and maintain perpetually good questions councilman Roby I know that you're in the process of kind of revamping a lot of our engineering processes and how we interact with development and development projects how does this line up with where we're trying to get our department that's another great question how do I say this with I don't want to insinuate that something was done wrong here but I think we're taking a great step in the right direction by taking that getting us accepted tonight I would use this in comparison to what we did for eight Street in the recent past here where we accepted all the public improvements for that development for eighth and a portion of 26 that should be the customary final step for a development whether it be commercial or residential where we take the public improvements the street the storm sewer the sanitary sewer and in this case a detention pond or a water quality pond and accept them all at once in one fell swoop at the end of their construction once they've been inspected and shown to be constructed to the design plans that were permitted and really when we get to that point we then become very systematic where this it becomes just one step in the process to where council does get the opportunity to make the formal acceptance to take them on as public infrastructure and the city takes some order over for ownership and maintenance at that authorize the mayor to sian amendment number 1 to the joint powers maintenance and financial agreement with the South Dakota Department of Transportation for the highway 212 phase one project number 1802 look for a motion and second for approval moved by Bueller second by Albertson and Heath will tell us about this thank you madam mayor this this item is specific to the city's portion of work related to the phase one highway 212 reconstruction project and specifically the city's portion of work is related to realignment relocation of a sanitary sewer main at the Big Sioux River crossing the new structure that the d-o-t will be building at that location is conflicts with the current location of the sewer main so it has to be realigned and some of this information the council is full well aware of that I give a general summary there of what this is related to what we've had the ability to do in the recent pass and our discussions with the d-o-t the timing of things was not looking like we could bid these projects together ie bid the city's sewer project with the state's highway bid but as time progressed here and we began to realize the February bid letting date which I believe still stands to be February 20th and then working with our consultant infrastructure design group was doing a sewer design for the city we realize that our design is pretty well complete and we pose the question to the d-o-t hey could we not plug this into your bid so we don't have to run two autonomous projects and that really helps streamline the construction phase tremendously and the bidding phase for that matter so that the contractor we get will likely be a subcontractor to the primary and can coordinate things with the sewer work in relation to the deity's roadway work so all that being said the d-o-t was was very amicable on making that work and they said yeah absolutely I think we can make that happen so our consultant sent them the plans for review they're all ready and prepared to tuck this in with their bid letting and this amendment before you this evening addresses the logistics to make that happen it allows the city to let our portion of work be bid with the do T's bid and it also addresses a couple other subsidiary items that the council has been made aware of in the past one of which is the cost of the epoxy-coated streetlight poles for for the highway 212 reconstruction that cost I believe was at nine thousand nine hundred nine thousand nine hundred is what the d-o-t got back is an estimate to include those light poles being powder-coated and I believe that I wasn't here for those initial discussions but I believe that came well within the anticipated budget that we were looking at to expand further for those poles being epoxy-coated I've talked with just to note municipal utilities and gave them a heads up on this plan as well what they would plan to do is stock a couple of these epoxy-coated type of fixtures on their on their lot so for replacements if one pole gets hit they've got the ability to replace it in the future the other point to touch on is that this amendment also addresses the testing that the d-o-t will be performing on our trench backfill this is a service at infrastructure design group our consultant they're not readily prepared or have the ability to do that in-house so they would otherwise be subcontracting that out and through discussions with them we decided that the the state's pricing was more than fair and appropriate for that kind of testing and that we would opt to do that testing thr ugh them and their on-site tester that will be there throughout the construction phase of the project so those are the highlights of this amendment for this agreement and be happy to help answer any questions infrastructure design groups or as well this evening if we have questions for them are there any questions from the council doesn't look like there are any so thanks heath good explanation I'll look professional services agreement for a construction administration associated with the highway 212 sanitary sewer replacement project with infrastructure Design Group Inc in the not to exceed amount of 26,000 $128 so look for a motion second for approval moved by l'olam second by Bueller and he thought you explained it thank you madam mayor council this item is on the heels of the previous item and rolls that design contract I was referencing with infrastructure design group into a construction agreement with them to oversee the construction phase of the work and as you can see it's a not to exceed amount of 26,000 128 and they would provide all the necessary oversight and administration of the contract for the construction phase of that sanitary sewer realignment along highway 212 and again infrastructure design group representatives here this evening if we have any questions for them as well all right thank you does anybody have any questions for Vanessa or for Heath it's an easy group no questions all right thanks so all those in favor signify by saying aye those opposed sign signify by saying nay motion carries item number nine is council consideration of change order number two for the wastewater treatment facility bio solids dewatering improvements project number 17 15 with Swanberg construction for an increase of sixteen thousand seven hundred eighty six dollars eighty cents I look for motions ii for approval move by Bueller second by Roby Heath would you please explain this one yes thank you madam mayor so this is a change order number two or the wastewater treatment facilities this is specifically for the work related to the biosolids dewatering improvements and it's essentially a $16,000 almost $17,000 increase the the other main point to point out is that it added seventy days to the contract that may seem a little bit substantial but we did walk through this day count in depth with our consultant HR Green and their recommendation was also to award the 70 additional days for this additional work a lot of it had to do with the timing and the delivery of the equipment that was needed for this additional work under this change order and superintendent Berger is here as well if we have more specific questions if you'd like him to answer for us all right so the the problem was the pressure was inadequate there's enough flow but just not enough pressure in the water means a little bit of both but mainly pressure during the startup of the equipment well that that press needs about 60 65 psi pounds per square inch and we had right around 48 just under 50 so the booster pump was necessary to achieve the pressure to dilute and mix the polymer into the bio solids and also for the machine to wash itself as it performs its function every hour it'll go to a wash cycle for a couple of minutes so yeah it was mainly pressure but also they D had to do a lot of reprogramming so that you wouldn't be mixing polymer or try in a machine trying to wash itself at the same time and at the same time it has to make sure it starts that pump before it it starts running and so yeah I was a booster pump some electrical work and quite a bit of reprogramming and since then starting about Thursday of last week the process is working okay how often does do the pumps run well this pump will run continually why the process runs right now to pull out of the digester we're done in a couple of hours and then we'll pull to another source of solids in thicken and the water that so you're constantly diluting polymer and using water to inject that polymer into the biosolids to get solids liquid separation and then every hour of this Michigan has to go into a couple of minute wash cycle and wash itself internally so it continues to work effectively and so way it's set up right now we got the pressure up where it needs to be but it's been reprogrammed so it will not wash yourself and run polymer simultaneously is there a redundant pump what's that is there a redundant pump so that if the pump goes down the system can continue don't work no we would not it's just it's one booster pump for right now and they're fairly reliable we can put another one on the shelf now that we've got the programming done we could we can purchase a second one and have it in the inventory which is not a bad idea but it's not a 24-hour process no okay so we have down times yes yes this if this process will occur seven days a week we have to anaerobic digesters and each day we'll be feeding fresh bio solids to one to be going into the process and what would be decanter you're pulling biosolids out of the other ones that are treated and dewatering them so instead of a thick runny mud looking substance they call it cake it's about 22 to 25 percent solids you could pick it up like pie dough and make a ball you can't squeeze water out of it but you could feel the moisture in it don't use food wrappers thanks Mike questions constant and forth like this is a booster pump so the original design didn't work appropriately yes it there they identified during the startup of the machine that the pressure was inadequate and so this had to be added to increase the pressure within that one building okay so why was just going back but why wasn't that identified upfront in design to know what the pressure requirements were going to take yeah I think it could have been it wasn't it just it was assumed as the other process that we're in there they had sufficient water pressure I believe one of my staff members mentioned that he had mentioned that at some point but I found no indication of that many minutes and the meetings that were occurred with the engineer but I think it could have been you know it should have been we would have we would have bought it then you know if we yeah we would have had to put it in but it was not identified that tell till we started it up but we wouldn't have been reprogramming them correct probably yes mm-hmm so is there is there any liability that should fall on design on this yeah I don't know well actually the hardware we would have had to purchase that to read programming I guess they would have spent that time time to program it differently then because we're you know I know there's certain things you can't anticipate right but we pay engineering firms to engineer things properly mm-hmm and our hope would be that they did it right the first time and if we have additional dollars that we're spending because it wasn't done you know that shouldn't always fall on our plate we should be able to to hold those that were paying to do that job responsible hmm and that's my question here is is this really a case of that or is this what Mike do you know I'm not familiar enough with this of this 16 grand is how much of that is in relation to reprogramming do we know that or is that an answer we could bring back the count no I think they the the pump was was provided by swing by us what swing by us at the manufacturer of the equipment which in the pump came from Denmark their lump sum was about ten thousand for the pump and the reprogramming and anything else that went with that to get the system up and running so but it's not broken out separately I don't believe well Mike was there originally a pump designed into this no there wasn't okay so this yeah sorry to help him out a little bit I don't think the cost itself would be would have been any different than if we would have caught at the beginning there now right now we're talking about the we could have caught it and they could have constructed it before so we won't have a contract extension of 70 days but I think this cost because the pipe into the building is small and doesn't provide excellent pressure we would have still had the pump installed and therefore this cost I feel and talking with her with our consultant as well is that I don't think we could have avoided this this exact cost is it more fair to say whether Integris a reprogramming and we got classes that tells me we programmed once and now we're doing it over in this case oh it's probably the programming that most ledin originally pay for but had to on the implementation of the booster pump of that fair I would say most of it is this this pump wasn't necessary at that point no no one to be necessary at that point but once it was known then it has to be turned on and off by the process and it has to whenever students wash cycles and the polymer mixing involution and the injection it's just got to work those around each other so that you stood the pressure and then and the volume was kind of marginal so building as well so I think what I'm hearing from Colin is is we are not incurring any additional cost than what we would have incurred if this were originally in the original design is is that correct yes okay it's impossible to tell that because we didn't bid this but it's you know it's it's sixteen thousand in a million dollar project so it's you know it's pretty minor and people make mistakes every day is this a giant one no I mean we have paid something for a pump and reap you know we would have had some costs incurred with that maybe a little bit more because of this but I don't think it's that big of a deal you know thank you any other questions all right a look for Tyrese here to talk about this and explain how the airport board arrived at their conclusion and recommendation which is make sure you tell them oh excuse me so I have the four proposals up here we'll go through them one by one air choice one was the first proposal here they want to do flights to Minneapolis so there's a couple of choices without peer included this is one of them so this is a standalone service to Minneapolis they provided us a Beechcraft 1900 as many of you probably remember from the Great Lakes days this is the exact same aircraft from what Great Lakes flew 19 passengers they only flight a 9 C configuration though do their certifications right now so I haven't heard any word that they've put the other 10 seats back in the aircraft yet but as of right now it's a nine seat operation 24 weekly round trips your average ticket fares about 89 to $109 they say your flight flight times about an hour long our choice one does not have any interline or codeshare agreements with anybody so you'd be just like flying you'd have to get two separate tickets there's no baggage agreements there's no no online services that you could get provided with no points reward systems or anything like that they did offer $50,000 a year for marketing and their price came out at three point five nine two million per year and that's the proposed subsidy from the federal government did you have a question counselor no just to be clear that fifty thousand dollars for marketing was that split to peer or was that this was just what there isn't appear in this yeah it's just Watertown that's right yep and we had the same kind of a situation where there weren't interline agreements so this is the type of situation where you would have to if you checked a bag go pick it up at baggage claim and go back through security correct Todd you mentioned our discussed briefly at the airport board meeting it and I guess I'd asked you to do it here as well a little bit about the makeup or the history of air choice one as far as size how long they've been around because I think that's been important relative to what we've seen in the recent past oh yeah they're a small company they have grown over the last couple of year you know five years whatever it's been here they do have a sitemap here this is kind of the cities they fly to with their Beach nineteen hundred's if you can see that or should I blow it up we can see that you see that okay excuse me so these are this is this is their whole company right here so fairly small company I think you want me to add no I I guess you know so small isn't necessarily bad but I like it like I say it's yeah I think it just is somewhat disconcerting to to me and the public if we don't have a well-established fairly good-sized operation now we're gonna be relying upon right yeah they don't have a lot of aircraft you know these guys would have to go out and get pilots you know recruit pilots if they do award this bid to air choice one they don't have them sitting around waiting to fly these routes so that's about as much they'll talk about with their tres one let's say mas any questions on this one go ahead okay we'll go to boutique Airlines and hopefully I pulled up Watertown okay but she did put a bit in for Pierre and Watertown standalone service for both though so they are not intertwined together as many of you know boutique has has been on us before they fly the Pilatus the pc-12 that's also a nine eight or nine C configuration aircraft boutiques came a long ways though they they have thirty-two airports this they successfully serve in the essential air service market Shaun Simpson I'm sure you guys remember him he came out numerous times does a great presentation has a great company just unfortunate that that he hasn't moved up in aircraft size yet he's still flying the ninth seat eighth and ninth seat Pallotta PSA's and the king of 350s and for certain markets it's a great great company absolutely great the the numbers are outstanding I've heard of the cities that he went into and served here's kind of a sitemap for those guys they took over about 98% of Great Lakes routes and so Great Lakes essentially we all remember the last of Great Lakes days and Shaun went in and did a great job of picking those cities up showing them a reliable service with a with a very nice aircraft set up for more of a charter private charter type service when you get it under the 120 or the 135 regulations here's a picture of the aircraft excuse me and then some historical passenger numbers here the blue shows Great Lakes and then the red shows what boutique did coming into those markets downward trend here Great Lakes and obviously the passenger numbers up over a thousand here you so United gave them a full-blown co-chair and that's huge for boutique unfortunately in this proposal they're flying to Minneapolis so Minneapolis as we all know is at delta hub united coach here doesn't do a whole lot for us flying to minneapolis so unfortunately this was not a they don't have a delta co-chair or this would have looked a lot more intriguing but unfortunately when you fly to a delta hub with a united co-chair it doesn't do you a lot of good just as if you were flying to Denver with a Delta co-chair it just there's not a whole lot of options there right it does fly out of Minneapolis they do there's just not as many options as financing there it's a delta hub though it's not a hub you know it's a delta hub right so they do have united coach here you can go in United comm book a ticket anywhere you want to go on United of course they have the frequent flyer program all the miles you know get redeemed on the on the boutique flights they would offer $20,000 a year for marketing right here and they'll communicate with us on how they spend that 30 to 60 days after the d-o-t award is pretty common with these smaller carriers small aircraft carriers the bids are set up in a 30 up here you'll see a 30 weekly non non stops to Minneapolis with a pc-12 and then a bid with a king here 350 two different bids here so we would have to choose one of these there's also a thirty six weekly round trips same options over here though pc-12 King here 350 so like I said this would e set up in an eight or a nine seat configuration so if you'd want to go thirty six times a week you'd these are pick one of those and then thirty times a week would be up here what I will say about air Trice one and boutique is if indeed they're you bring an eight or a nine seat operation into your city 90 continuous day of service with that and the d-o-t does not have to award you anything bigger than a nine seat operation the rest of your career with the d-o-t the essential air service program so that's something that I'm very cautious of with even hinting towards a proposal with a 19 operation they have outstanding service nothing lacking for Shaun Simpson he's done an amazing job with the company but unfortunately for the city of Watertown and the airport board's sake what-what they chose was was the bid that we'll look at in the future here with Sky West but the main reason they didn't choose these guys was price and the nine seat operation with the nine to continuous days of service and that's why both of these bids got tossed out any questions on that councilman Albertson god what happens if the scenario would be different and you have the 50 passenger plane in here already and that airplane is going to the west and a Bowtique could they come in then and say well we'll you know you guys take them west and we'll go east then would it still be the same situation with the Department of Transportation where you're dealing with ninety days and you know what I'm asking yes I do a great question so essentially that won't happen it'll be either one or the other with the central air service and if another carrier came in here at risk essential air service would just go away because there's obviously a strong enough market to support an airline without government subsidy that the government would pull their money and put it somewhere else now the same carrier could go both ways for instance if if boutique would want to fly to Minneapolis and also fly to Denver at risk they could do that but two different carriers yeah and that gets a little tricky as well because if the at risk flying becomes more profitable than the central air service route obviously the d-o-t is going to say you only need one hub service so you're we're going to take your essential air service away and go at risk at risk means no government subsidy correct they're just doing it for the profit they make in doing that Nick demonstrate that that's viable we'll lose our subsidy yes which is fine because we have we have a viable route but it's just not the option I'm guessing we want to go right now yes if that scenario came about would that likely produce higher rates then yeah absolutely okay yeah absolutely cool see in this bid here I'll just show you for instance on this one if he has it in here I know our choice won't have it so you see here conversation per passenger $218 plus the 80 to 100 dollars per seat is what that means so this is the this is the government subsidy dollar per passenger they're gonna get paid on top of what they want to charge for a ticket price and that's how they come to these numbers so makes sense so if they came in without a subsidy they'd be charging 300 something for a flight to Minneapolis yep to make it yeah that'd be bait yeah baby baseman to him yet yep any other questions on boutique what like I said if you're good the numbers that you've quoted in regards to the costs like err choice one was 89 to 109 is that one way is that round-trip one way so that's one way okay and so that would be the case for boutique as well that's which is Hamlet what's how much see uh actually they charged right here $65 average fare okay an essential air service company currently they they've never won an essential air service contract and nor do they fly any essential air service routes so don't get it confused with the shared in Riverton flights and they do have two flights scheduled air service but they are not essential air service so these guys started 22 years ago roughly and they flew a lot of private charter NCAA basketball teams oil companies movie clients movie the movie and entertainment industry and now they do have the Sheridan riverton routes that they also fly in a this is a 30 seat Dorney air 328 jet pretty neat-looking jet actually they would be this is also contingent on peer so this 30 seat aircraft would be shared with peer that's one of the hang-ups with this bid they do offer $20,000 a year minimum for for marketing as well and here is their route structure so essentially it would it would start in Watertown it would go to Pier and then on to Denver and then in the afternoon these guys only have one aircraft designated to this route so we would get a direct flight from Denver to Pier and then it would go back from Pier to Denver and then it would turn around it would come down Verta I mean it would go back from Watertown to Denver in the afternoon so we would each have our own designated afternoon turn essentially is what that means and then once it made it back to Denver it would all then turn and go to pier and then pier to Watertown at night to overnight here so essentially a Key Lime mayor and Skywest both did this in their proposal they both gave us an afternoon turn solo alone the difference between sky West and Key Lime air is sky West has designated aircraft that they will fly jointly rather than waiting for this aircraft to get from Pier to Denver and then come back from Denver back to Watertown and go back to Denver with the same aircraft they don't have two aircraft designated so the times would be and I did speak with the the owner of this company as well and had him explain this to me so that's why I know what they're thinking here say on Monday Wednesday Thursday or Monday Wednesday Friday whatever it is for one week Pierre may get the early afternoon flight direct and we may get later and then the next week Monday Tuesday or Monday Wednesday Friday we may get the early afternoon flight does that make sense so one city is not getting the four o'clock departure to Denver every single day so they do switch it up that way in Sharon and Riverton right now they actually do this so excuse me my voice is hoarse but um any questions on that part of it so again you said there's only one airline or what actually one plane that would be providing a service so if that plane goes down for some reason we got a problem correct for they've got a prob we've got a problem okay and also I think you said there is no current interline agreement or there's an interline agreement pending for this one or what we have to go off of right now is to is what they bid today they told us in the bid there's numerous paragraphs in this bid that they are moving towards EMB 145 jets 50 seat jets they are also moving towards a interline agreement to co-chair agreement with United Airlines unfortunately I don't want to take any of that into account right now because we've played that game before we've gotten burnt on it I want to know what you have today when we bid and if the d-o-t awards you the bid what do we have to hold you on and unfortunately none of that stuff we can hold them on because they do not have it at the time of bit so they can promise the world come in September 1 of 2019 but as of today they don't have an interline they don't have a coach here they're not set up in the GDS system as far as the Expedia and the Travelocity is of the world and also they're flying a 30 seat jet that we're sharing with Pierre Dennis your question any other questions with this bid oh the annual subsidy is 3.7 million and that is combined with pure so what good Todd do you want to explain that little bit you know you look at that at the end or the required federal subsidy and you try to make sense of that and you know from the d-o-t standpoint you think they'd want they just they would approve the lowest one and that's yeah but that's not the way it works I mean you want to explain that a little bit Todd as far as what what that means to us as far as our selection versus what how the d-o-t is going to look at it yep so the d-o-t takes up obviously priority number one is what do the cities recommend that is priority one for them priority two is do they meet the essential air service guidelines are they providing like service as far as like what we had the 50 sea jet 12 weekly round trips equivalents out to 600 seats a week so are they providing that kind of service or is it less service and do they have more routes you know are they offering for round trips and that all gets played into a factor do they have interline and codeshare agreements is another big portion of this connectivity you know where are they going such as I said if you have a Delta coach here but you're flying to Denver it doesn't make sense and so they want you to fly obviously if you have a good United coach here they want you to fly to Denver a United hub to make sense for connectivity so all of these pieces and portions they take together and put together in a pie but but I would say the top three are is it like service you know that the city was happy with prior to whatever happened the city's recommendation and then of course the the inter line and co-chair agreements and then I would say pay comes in to the the the fee comes in to that but you got to remember our contract currently right now is for over seven million dollars so when we still when we look at Sky West here it is actually cheaper and I'm getting ahead of myself I'll just go to Sky West here any other questions with this but thanks that explanation time sure so sky west proposal here sky West has been around since the early 70s a very very reliable deep company they fly over 1500 450 departures this is a bid from Sky West they're gonna be flying it United Express which means essentially this is a full-blown United coach air it'll have a United tail on the aircraft the all the signage at the airport will be United they'll be blue United blue behind the counter there'll be kiosks they'll be e ticketing they'll be the rewards program okay you can buy with Sky mile or the United Mile sorry your tickets and you can need to exchange and you earn miles from Watertown to peer to Denver they are also offering us like I said six six nonstops and then six direct flights a week and this is joint with Pierre it's it's contingent on Pierre and Watertown both choosing Skywest they do have the GDS you can go to Expedia Travelocity or Orbitz or Yahoo may Yahoo Airlines or whatever you want to go to online and buy tickets from war you will be able to if we recommend in the d-o-t select sky west you'll be able to do that all in one fell swoop and your luggage and your tickets all will go through and there will be no rechecking in or any of that this will be a streamlined process they offered to I believe it's yeah $20,000 a year for marketing they have network connectivity as kind of I was talking about the the GDS system that the global network they are flying a crj200 which is similar to the ERJ 145 that we had with with Adi the difference in the two aircraft is the length and the width the crj200 is a shorter wide-body aircraft and there's two seats on each side of the aircraft and they'll have 250 the ERJ 145 was an extended plane narrow-body and there was one seat on the left hand side and two seats on the right hand side and extended it out a little more legroom the CRJ is a little more cramped for legroom comparing the two aircraft but they use CR J's all over the world to fly these kinds of routes matter of fact sky Skywest 569 let's see sky-byte has been named the most reliable crj200 operator in the North America five times since 2007 pretty prestigious award if you ask me being most reliable as is number one and in what we see what we need in Watertown I believe inseparability Skywest bid for both Pierre and Watertown or its inseparably connected Skywest is contingent on four million per year so those would be combined numbers for a total of about six point eight eight million the average ticket prices average ticket price is ninety and ninety five dollars I believe that's what I recall Todd is that you to piggyback on that question is if I fly from Watertown to Denver versus Watertown to Pierre to Denver does that change the fair rate I'm sorry repeat that and to think about it the first day when I when I fly from Watertown to Denver directly versus Watertown to Pierre to Denver is there a difference in the fare I don't know they only give us the Denver flight I don't know what the Pierre flights going to be cost also this this one represents directly from Watertown to Denver they're highlighted a 95 or well the the fare for Pierre will be cheaper than that oh yeah this is their highest fare average 90 the highest average 95 oh there it is right there sorry took me a while to find it here yeah $90 from Peter Denver and $95 from Watertown to Denver average fare one way what was their subsidy per passenger do they have that on there that's all right if you don't have to search for it what was it 1:30 and get the airport board recommendation Wow the effort broad recommendation was Skywest due to a few reasons due to the depth of their company how old they are the early 70s they've been around a long time they have a lot of good comments out on the on the internet I know the airport board members will be here tonight or some of them will be here tonight so if you do have questions for them and what kind of homework they did you can definitely ask them tonight but and then also just the aircraft depth they have you know they're not gonna have just five aircraft in their fleet they actually just are purchasing I believe another 200 aircraft they do have all kinds of pilots in the works they're actually having a flow-through agreement with United four pilots so you can work for Sky West for a few years and then ultimately have a leg right into the majors which is which has been done but it hasn't been for quite a long time that that has I mean usually I had dealt an American or second pilots dry out of the bottom end and Skywest has made made an agreement and got it actually through with United that they do have a pilot flow-through agreement so and the the airport board recommendation was that it's contingent upon pier also correct accepting no I don't believe pier has an airport board but they have an ad hoc committee and they have a recommendation to their Commission the the pier committee met today and also recommended Skywest to their commission which will act on this tomorrow night so we both have to choose Skywest in order for Sky West to make a deal with us through the d-o-t yes Todd I got a couple other questions here sure you answered one of them and that is obviously we can't help it if the weather is bad and they can't get here but one of the questions is availability of other planes and I'm not going to use Glen's terms of if it goes down let's say unavailable they would have plane availability in the case like that is that fair absolutely they fly over 200 rounds a day out of of Denver so yes they do have aircraft there the other question I had is a couple questions one is they're offering 20,000 for marketing how does that compare to what we had with Adi and was that a number that was good and workable for us it's average yeah it works we work yep the city the city a lots twenty four thousand dollars a year for marketing you guys approve that my budget bill combined and so combined it's about fifty thousand which is fair and then two other questions one I think it's a simple when they were they reference twenty-five thousand as the passengers where o they come up with that number is that up that you don't want to see the formula but it's not what we've been at right or that's where yeah we have that's both ways we we just oh we've been over things okay so it's not though that's pretty close okay but my last question is guy West had the opportunity caught us either to Denver or to Minneapolis correct they could cone us anywhere actually anywhere if that felt there was acceptable hub medium medium or large size so yes it has to be required as why do you think they chose Denver versus Minneapolis or wherever their other hubs would be well we had we had many hapless for years and years with a full-blown co-chair and a matter of fact regional elite fluid from here to Minneapolis with a 50cc jet in 2011 the highest employment numbers we ever hit was ninety one hundred employments that would just be going to Minneapolis and our first year with Denver we were over 11,000 with knowing their lines no co-chairs which shows me that I look at two factors there I look at price and I look at is the destination up obviously Denver we're probably pulling traffic for destination up right and I won't find those numbers out until June excuse me those numbers will actually come out through our airline consultant meeting hunt puts together a beautiful spreadsheet with all of the the passengers going on Watertown anywhere they can track that but as far as Minneapolis what we've found is with Aberdeen having service to Minneapolis in Sioux Falls having service to Minneapolis both Delta with Sky West correct the problem we had was if they wanted to fill seats in in Sioux Falls they would raise our ticket prices up to four or five six hundred dollars same with Aberdeen and they and they did it with Aberdeen as well if they wanted to push people to Sioux Falls for empty aircraft they had they would just raise our tickets people would go to Sioux Falls and being stuck in the middle of them we never got the other way they never they never raised ticket prices in Sioux Falls and Aberdeen to show people to Watertown unfortunately people just lost interest in paying four or five six hundred dollars a ticket to go to Minneapolis that they started driving and we have retainage losses that we can show you that we have on where we lose them too you know whether it be Fargo Aberdeen Minneapolis or Sioux Falls or even Omaha we lose them doma going east on Delta so we do keep very close track of those numbers but I would say the the number one priority with Minneapolis was price and Delta controls that price well and if we I do recall those days and we constantly had issues with the cost coming out of Watertown in those days so I can understand where with the close proximity of all three places all you're gonna do is Rob from Peter to pay Paul correct at some point so you know it it would certainly appear like the recommendation that's being made makes sense to me yeah and you know it'd be great if we had Denver service and many other services we had one going each way that's that's gonna be great unfortunately these are the bids we deal with and these are all we can recommend and unfortunately fortunately for us but unfortunately for the people who want to go to Minneapolis this is the bid that makes most sense and it does go to Denver but every airline had an opportunity to bid anywhere they wanted to go for a medium or large size hub skyways just picked Denver sure it wasn't random Oh councilman Villar I guess I'd like to piggyback on Mike's question and you discussed this as to some extent at the airport where meetings I'm not sharing anything in confidence talk about possibility of at-risk service to Chicago a little bit odd sure so with this being bid as United's express their main hub is in Chicago when Michael Isaacs and I my counterpart in Pierre and I went out to went out to Skywest in December it was brought up that they may want to go to to Denver one to Chicago a day and so unfortunately in the bid you know they can they can tell us you know however they want to shift it at that time and then what the actual bid says is probably two different things but with all things considered being bid as United Express there is a great chance in the near future I would say you know within this contract period that they would look at something if there was enough demand to go to Chicago and leave you know a couple of times a week so I think that is coming down the pipe as long as they just need to get their numbers straight and as far as showing United Express or United main that yes we are leaking to the east and we need a route to the east and if that were to happen and not work out it would not impact our service to Pier or Denver during this contract they fly at risk they can cancel that at any time correct any other questions don'ts one down fourth time did you say or did I read it in in here there the actual flight times in the morning and the evenings are up in the air yet they are right there's a goal or something to be able to get you to Denver quicker in the morning is there something that I read about that of course Skywest being a United Express bid and right here is where this says this so everybody understands what I'm talking about but anyway uniting expresses United United mean just a branch of subsidiary so when United jumps in and plays with Skywest they don't want to get our passengers there at 9:00 in the morning because all the all United flights already left just like Aberdeen doesn't want to get all the delta passengers to Minneapolis at 9:00 o'clock in the morning because all the delta fights are gone so Aberdeen is a five o'clock departure 5:00 a.m. departures you got to be there at 3:30 3:30 thirty of the morning for that five o'clock departure to get you to the hub to make all of the morning push out and I'm assuming that's how it's going to be with United playing with Sky West is they're going to want to get you there as early as possible and they're gonna want to bring you home after the last United flight lands in Denver possible so I'm guessing we'll see between a five and a six o'clock departure and this is just straight off the cuff don't hold me to this but I think worse five to six in the morning departure and a later arrival like at 10:00 10:30 arrival back in and that meets the times that we had with Delta back in 2010-11 was those times and then a turn in the after early afternoon like at 1:45 turn so that should open up opportunities to the east that absolutely I or California Pacific correct you'll hit that first Bank out yep yep consul Bihar Todd maybe you said it and I missed that uh win-win with sky at Sky West assuming everything would go through here with DoD et cetera Wynwood sky West but best guess as far as when they be up and running they did send a confirmation email to geoffrey hearts our maiden hunt consultant or allen consultant as far as april third first flight out if everything goes in the next couple of weeks here that's thirty that's thirty days better than anybody else correct correct as i recall it is there any other questions there yes i real quick and you'd mentioned at the airport board meeting that this will be a new two-year contract not the fulfillment of the ADI contract that's correct the the contract with ati will get it'll cease dollars so right and with April start date there's a very real possibility that we can achieve 10,000 employments this year so all right thanks is there any old business question traffic studies in highway 212 would request though the d-o-t timing of those did you talk to the d-o-t we were gonna see where they are they're supposed to be done by now and are you referring specifically to the back in this would probably been right before the end of the year asking for an update they gave me a brief response saying we're looking at the end of January to submit the final report and they've they are working with the d-o-t they are working with the DoD and the DoD has been involved with comments and have been looking at that study already all right thanks and what I could do madam mayor is bring forward a summary of that report once it is received in its final draft and touch on some of the options that were explored and the recommendations that were brought forth through the report and the technical data that was compiled within it that'd be good and of course we'll have continued discussions with the DoD at that point on what makes sense to do as far as those alternatives that were explored and you know amongst the council being part of that decision and the DoD being part of that decision we'll find something that makes sense from a traffic management standpoint for that corridor because there are obviously some improvements that could be made and and and what we're exploring there in the study all right thank you is there any other old business any new business there I love that I can complete signatures and documents from the phone app in addition to using my desktop. As a busy administrator, this speeds up productivity .
