Greg Davis he's our director of minority and small business affairs are in the country he's our HR director mr. Leland Colvin he's our deputy secretary for engineering mr. Jim Athena's he's our deputies general planning mr. Brian Keyes I'm deputy secretary for finance Allen moto our legislative liaison is here and we also have with us today mr. Wayne say on stage director of internal audit services that stay up there there's office mr. chairman I'd like to begin you should have before you a packet of information it's roughly about 11 slides I'd like to comment quickly with you the lead time for questions most of you pressed for time today I'm a message for you today is that the state of the DAT is simply this we are very focused on putting those new tax on restore place we currently have about three billion dollars would be road work underway that's a little more than 3,200 projects between the ones on the street and the ones coming through the pipeline today we are at our highest level of activity every past decade there's still much more coming down the pipeline to deliver over the next couple years just looking strictly at the numbers and as reflected on this chart you have a 40 here on page three our program and I mentioned is a three billion dollar program basically we've tripled our value of work to save the last three years it's out on the street from 1 billion dollar and that new construction program to a 3 billion dollar a construction program today and that number will climb actually even higher this month as we move forward with another although started and was available basically through your action betting all the way back to 2013-14 session when the exhibition which was followed quickly by at 275 and then finally the landmark legislation last year which was that four year of April 2013 brought forward at 98 which basically introduced 110 billion dollars of recurring funds to the agency 2016 that brought an additional four million to the agency and then finally with the Roseville efforts fully phased in this year we expect to receive roughly about 149 million few dollars recurring when it's fully phased in that will represent an additional six hundred million roughly on to our programs so at the end of the day they are fully based in regular program at 90 80 80 75 and at 40 combined we're looking at a wrong program of State dollars without million another way to look at that is to simply say this through your action you have [Music] never item just for date on that it's not just the amount of work that that we're proud of but it's the economic impact on the state we dusted off a normal school business that was done several years ago that represents how many jobs were created the infrastructure investment we've done some rough estimations and based on that study we believe that this increased investment will generate roughly about 25,000 leave Road and rich jobs in the state a tremendous impact on our economy our industry is responding to this I mean that was a concern and part of the reason we asked their implementation of these things and they are responding they are ramping up for setting new capital investment in particularly the asphalt market more plants coming online additional capacity so we're all moving in harmony to deliver this big program you may recall during the debate week I came into here many times and share with you what our vision was what our priorities would be for investment I'm proud to say that our Commission has endorsed embrace that those priorities and has concurred that that is the investment scenarios that we want to probably they have already taken the size of actions and improve increased resurfacing tournaments to launch the rule race safety program improve those projects moving forward they have approved the interstate programs when we presented them and approved the bridge programs as we were zooming to our core program increases are centered around four main areas paving which has been our single largest area under investment in decades we anticipate doubling that paving program over time you're mentally each year growing at about fifty twenty dollars a year each county in the state will see the benefit of that actually a dramatic increase [Music] between what the ctc's are being allocated and what gives he's playing increased programs are as a matter of fact since July first since the the game day on the equity program we've released 1300 miles of resurfacing projects on 1,525 raised in this state and every county in the state we've also moved forward the reward safety program is you know unfortunately we leave the nation fatality rate on our highways particular Woolridge are incredibly dangerous we designed a program or conditioner free bit to try to tackle five percent of our network 30% of our fatality happening very strategic target approach our goal is to address thousand miles of those roadways over this next decade roughly about a hundred miles a year proudly announced today that our team has already actively engaged the minister maintenance forces in particular have embraced this program we moved ahead with implementing corrective action where they are able to on the highways taking leadership roles of monies and just this past month I sign the award letters on several resurfacing projects included safety program safety features end to those ribs matter fact 43 miles of race across the state already move forward with signing contracts incorporating these features this coming month March we have roughly another 74 miles rule a thank you and projects for a total of 117 miles well above our target 100 miles in this road safety features editor holidays so we're very much on board for this program the attractive group very well on bridge replacements again our goal is to completely eliminate all the labor sugar bridges in the state over the next 10 years with the replacement program we will also tackle some of the structurally deficient bridges on our national highway system there's traffic corridors and then finally on our interstate widening program is very healthy newborn after decades of delay we finally have moved forward with the 85 3 5 interchange the widening by 77th arriving about 20 and scheduled to move forward with Edison coming this month then several other projects on the near future bringing forward such as additional windings on 926 Carolina crossroads and a partner project with the Georgians dividing by 20 the first mile or so to come into the state one of the cornerstones of our program is to make sure the entire agency is in sync with our vision and we're planning program levels are going forward so we have taken the initiative to develop a ten year program when we've laid out all sorts of the remedies all federal all state dollars and where we want to apply these particular programs this chart basically is that blended program we call it the consolidated program comprehensive programs and they're no longer do you have to go to the stip look at the federal dollars and they never figure out how they mentioned this basically tells you one simple graph where we're allocating the funds where our priorities are first and foremost on this chart you can see our biggest investment area is on payments you can see and I mentioned today we're roughly about 300 million on resurfacing say in federal dollars and her plan is to grow of it every time to double them that's that stay tuned well over 700 million a year same thing our an interesting program worth listening a doubling of that program planned over time to support the initiatives that we've outlined our bridge program basically a 50% growth in that program our safety program basically doubling it by go to it or empty a cop program and our freight program shortly [Music] there's one item that we haven't covered on this charter haven't included in the senior prank plan and that is the roughly 114 million that is expected to become available once the tax credits one says we expect to start with our Commission this month and talking about how those dollars should be employed but the priorities will be with programs that need to be attitude in order to hit certain targets and it's a tremendous challenge to look through that because when you look back at the needs of the system clearly there's still a billion dollars worth of lighting meats that are 95 96 roughly about 42 million needed for the MPM programs to accomplish private projects that were needed keep pace of development 60 million for routine maintenance 46 million more for bridges 38 million for transit Melissa along and also trying to figure out where that 170 new program we will be discussing this kind of month move forward one of the key things we have also put into place is a strategic plan this is not intended to be a strategic plan that simply a document that's submitted to the executive office and sits on the bookshelf this is truly meant about our programs and our activity levels synchronize our internal and external efforts and make sure we're all pushing in the same direction so we live in this very ambitious program that we would help you have before you our priorities we've laid out our targets and intestines where our anticipated variants are we're replacing this largest target for improvement creating different pavement systems across our network key interstate programs are internal activities as well including that coordination that's necessary in the contracting community our five main goals in that strategic plan are basically is to address safety to maintain our existing infrastructure free program delivery providing safe and productive work environment for people and then to earn that public trust right now this is just one of the items that we intend to measure ourselves and this is essentially our plan recovery of the state's payments we expect to track every time increasing percent good across the network currently our interstate payments are roughly about 65 percent good we expect that number about 99 percent did our major raves those are your primary routes they're roughly about 23% in new condition you had half of our travel of personal in that section or a way to make a major investment there we tried to pry that number up to well under 50% is to try to double the percentage the same thing applies to the secondaries trying to drive those numbers up to the North Bay ctc's we expect we play a tremendous role as well in helping drive the secondary claimant condition numbers I mentioned measuring our success or our progress we also plan to reform them regularly manually you develop dashboards we continue to enhance those we look forward I envision the time of each month that we will do a presentation to the Commission a regular basis updating them on the appropriate metrics that change as well as an annual report to the General Assembly absolutely how programs are shrinking as well as attractive in other words transparency accountability our web development team internally that's been a tremendous job of trying to revamp our webpage needed to know and they have this is past weekend thought they did why we did so so have a few bugs were trying to work out in the system but it is seriously the agreement try to make it a lot easier it's very mobile device friendly you can come in and look at the items of concern or items of interest like point out in particular we have added a button for the infrastructure maintenance trust fund that trust fund was set up as directed by the General Assembly the revenues right into it programs assigned to in the world to have that that button is is there it is live today but spend just a brief moment talking about mothership initiative at the agency we're a firm believer that continuous improvement is better than selection I think that putting something up quite well so we're constantly looking at better ways to do business trying to learn from other states participating in regional national forums by their business practices we've also fully embraced the only seat report the efficiency study that was just commissioned we're moving forward with it already mentioned strategic planning I think you should work on this measurement management risk management something new to the agency as well but the first time that I can recall we failed with regional transportation meetings where we've gone out with ctc's from the region's to explain to them and have a good dialogue with among the priorities the current condition data that we have available that can basically provide resources to them to help them decide which party's facility we've held numerous contractor utility and materials supplier outreach sessions one of the key items that we've done is trying to make sure that they understand where our needs are in our regions and we and then we have a very strong internal audits team including a member of the Senate and finally I would just like to dedicate this presentation to the hard-working men and women of the EMT their commitment and dedication their services without question very interesting this Chairman is finally anything thank you we just experienced it was I saw roadways completely disintegrate as soon as the ice melted do you have any estimates over the cost of one of the take to repair from the damage that we saw earlier in the year with ice and snow this year maybe have not completed an assessment that's that's something that you are doing they cost to make those repairs where would those dollars come from with an impact what you presented to us typically be incorporated into the resurfacing program try to accelerate some of those needs you can also be incorporated into a small amount of funding set up our maintenance program for extreme weather events it's not a tremendous amount of money but that would be one resource I thought I've seen do two roadways there was no gold left up here but anyway I'm Indian you're aware those misses your staff was really wondering how widespread that particular problem was I said we haven't received a decade worth of wear that week the question so should we have an egg madam secretary must have for all those we're going to movements or roads just a couple of great questions I noticed when you were talking about the interstates and we're planning to do all had all involving heavy interstate except 595 I was listening for that and we're on my travels I really can't imagine any interstate that had voyage without 95 especially as you in or is it the state of Georgia and that whole bottle the issue of anything the tool was going to also bring about improvement at Penn State 95 plus our culinary program it's one of the recommendations so it's currently not identified today in the future I'd love a question but just a name is a time to even talk David I know it was that person the Commissioner of assistance on history is chairman secretary I know that this is a follow up on Sunday will deserve a question about the ISIS five know where North Charles have extreme weather conditions to go before state of emergency does that make em pay intelligible and then we have any possibility of some of our apparently whether it was what happened though with a stolen and you're right about the condition of roads I basically followed friedemann friese he's just killed a lot of the roads of space in other countries working for system so it's a difficult world see that wasn't even trying I'm ot sure yes sir senator we we inherently nobody back in 2014 even when we had a basically a statewide eyesore the shoreline roads in the Midlands and United State and we went through a very similar exercise trying to look to see if there was a way to get federal assistance remember tears while the federal system is well poised to assist with debris removal from Lynne Spalding it's not well-suited and our state to deal with grim damage because inevitably when we look at it and say well what was the condition of where a part of the ice storm and if the road was in poor condition as we always look to turn over those rocks I worry about what I just did a great job senator Cory thank mr. tomb and then madam secretary a couple hints of one I guess author I wanted to a question first off is just thank you for the what I would call a turnaround with this agency over the last few years you have I know with me and with many my colonies a very very high degree of confidence because with worker doing and your communication with this and you made it very helpful like today and anytime we call we will probably ever you're doing what we were asking I was looking at your strategic goals and we're all they're all important and they're all they're all meaningful the one thing or two that really struck down or stuck out to me was providing the state the productive work environment for the DoD employees and I feel very strongly about that I don't you two as well and we've lost in DoD employees over the years you know and I like that it might be you that's like losing a police officer in the line of duty they're public servants that we're sitting into a dangerous work environment by this very nature it's dangerous work environment and quality for taking whatever steps as you can to make that savoring and call upon us when you see opportunities for us I know we've taken some steps in that direction but I know they're workers don't hesitate columns for that and I say just question about earning the public trust is up on that and as an elected official that could be a challenging goal that we certainly have well any time in history certainly this time histories different I know you're going to do that through improved communication that you mentioned the website he has some to share with us some strategies that you articulate so one of the one of the most challenging things we've built with a fear recently is trying to apologize so many friends in the world engineer myself finds the engineer explanation so basically trying to communicate in a way that's meaningful to the average person and so part of what we're doing is looking at all this performance measures and trying to develop ones that are meaningful to the average citizen in our state not necessarily talking about percent predominant delay in the state because that's meaningful to a freight industry and meaningful to our oversight agencies at the federal level it doesn't - the average citizen traffic 20 hours 20 minutes longer than what they thought that particular day so it's those type of initiatives that were focused on our in Charlotte finding a key role as well and helping us process reviews helping us make sure that what we intended to do what corrective actions we intended so it's really embracing this whole notion famous German secretary thing I too want to echo senator from Lori's comments and appreciate share my appreciation with you particularly on the transparency issues as you're well aware that was one of the main challenges that we had as we worked on the various bills so her last few sessions was committing to the public that things were going to be open and and available to them and I think the tools that you're providing particularly the online tools were very helpful and I just hope that for those members of the public that are truly concerned about that utilize those tools and we'll take some time to familiarize themselves with that so thank you for that I really don't have a specific ask on this just more of a comment than anything else we all share with with your concern of making sure we get as many dollars to the right projects as possible and and love to see these graphs of projects and dollars going in the right direction but I think we also recognize that not all projects will go smoothly and there will be instances where when you're building a road it's difficult or rebuilding Road it's difficult things for you'll no doubt encounter problems from time to time with that in mind particularly with respect to the counties I know the counties are taking a role in expanding and building upon many state roads and as part of that process DDOT takes over those roads at the end of that process and I know in our own counties we've had instances where there been problems with that construction process that we've had to go back in and fix and have heard some some instances where there's some challenges in that part so again no specific ass just encourage you to please work with those counties to expedite the process of taking those roads over making sure that obviously you're taking over something that's that's quality built and and complete but to work with those folks as much as possible to transition those because those are significant outflows of dollars from the counties and and we need to make sure that they're working properly and taken care of so thank you but I do see here braces primarily not because some of the things they've said but primarily because of her response because response is very important to us because we understand that we have constituents that are asking for us and I appreciate the fact that you if we ever call you always respond put us in the right direction thank you for that I have a couple of questions primarily I've been asked this question so maybe you can dummy it down for me what specifically and I'm talking about my area what specifically are the tenets of your world safety flame and implementation how does that computers area I'm still getting a lot of complaints from some of the roads being gone the FedEx guy doing Christmastime in the Hampton and area was still complaining about two years in the road still being gone one particular road and taking him in an extra bluffington area taking an extra 40 minutes to get to his friend what do we get to learn about what the real rural plane is so there's a there's multiple components they hold program first of all there's the full range safety program that has one set of talk specifics that's that particular program is designed to target what we call them worship horse roads and a safe from death that number of salaries and serious injuries primarily from run off the road accidents so that's that's what we're on a target not not all accident focused in on what we believe so that program is tailored specifically for that purpose but besides that program there is also the increased resurfacing program and I'm more than happy to provide you some tables that shows your history which can appreciate as well as what the ctc's been I don't know if you've seen the universe of funding availability and then we compared you local engineers that helped look at what grades are being selected for inclusion in those people weren't happy I would appreciate that the other thing is I want to thank you for your response time doing the recent snow that we had for right after Christmas I understand it can be issue of not having enough salt and you ended up having to get that thank you for being resourceful now I'm going to ask about something that was taught that I learned about last year from your state your address there was a 10-year plan in place and that plans implementation started before a potential Senate and it ran through 2023 my current are 2021 holiday program well that's what asked about the last time and I hate and soon enough comparative brought it out who makes up the committee or the committee that determines what that plan is gonna be because I'm not gonna make any bones about it I was just very concerned that the Lord half of South Carolina was not considered it seemed in that strategic plan because no 95 the thoroughfare from Savannah through the state of South Carolina it's not on that limit I'm really concerned about that because we have in emotive issues coming from the port in Charleston through 95 and as a result those browser or in our tribal on 26 I travel on 85 I travel on 285 and 20 a lot but it seems that the area that affects economic transport of products from Charleston interstate on 95 it seems that that we haven't even considered including 95 on that list if they got on there it takes us out we've not even won't get into the five twenty eight twenty six issue because I do think that that's an issue but I think it's in priority I got to be honest and say that we need to handle that with Linda I've worried about if we're not on that list I want to know who's on that committee that's making their determination is not concluding us on that list because the transit in our area hasn't rated us as far as economic development and getting a product or product understand now I'm trying to get port at the Jasper area and our projection is 2023 if we can't even get that going because we have a 95 that's not being effective so that was my question statement this all before you proceed a little members that we're in session and about three minutes I would rather is a problem I would rather not proceed and bring the secretary back after session so if your questions to the answer is one on one after the meeting it would be appreciated we've got the overview of where we are and I believe that the secretary home interpretation said that the freight corridor portion or proposal will be before the Commission for action so if you could briefly touched on the freight corridor which I believe that i-95 sections of i-95 a nitrous fix will certainly be a part of that you could briefly touch on that I want to make sure that we are not and here what session begins this is here G with a resolution Oh also members we do know the second part with a resolution to create a pilot program or to ask Congress to allow a pilot program between Georgia North Carolina South Carolina or commercial driver's license although between ages of 18 to 21 of the holder parties I didn't want to speak with me about that afterwards I'm a trying to yes I'm a trying to pull this out we've got a motion for failing to report on resolution in this hall if you could briefly touch home or even ask a question think of the answer committees move on this Hall would be appreciated this Hall will want to thank you for working the dedication that you have for the department transportation and to the people of South Carolina moving the ball forward with ensuring that our network is safe efficient and effective and I think you able to do a great job with that week before the hearing continued good things from the apartment because we all have deep within our districts and and it can all be fixed with money but you can only crawl as fast as we allowing you buttoned down have a bigger chunk of money to get the job done we appreciate what you do but that being said do I hear most German some of those ocean has major journals of the state I know [Music]

How do you make a document that has an electronic signature?

" "So the question is not only how can you get to an individual from an individual, but how can you get to an individual with a group of individuals. How do you get from one location and say let's go to this location and say let's go to that location. The ability to do that in a digital medium has been a huge challenge. I think we've done it, but there's some work that we have to do on the security side of that. You're not going to be able to create a document or something on your own that you can give to an individual. You can't just open and copy over and then give it to somebody else. You still have to do the work of the document being created in the first place and the work of the document being delivered in a secure manner."
