The finer details will vary from place to place, but basically:The officer desiring the search warrant will assess whether he or she has sufficient probable cause to justify issuance of the warrant by a magistrate. The officer outlines and organizes this information.The officer writes an affidavit of probable cause, detailing all of the elements of probable cause, how he or she came to know them, and in some cases detailing the experience and/or previous reliability of the person or other source of the information. For example, an officer seeking a search warrant for a suspected clandestine methamphetamine lab might include verbiage to the effect of “Your affiant has been a law enforcement officer for X years, and has participated in over 100 narcotics investigations. He has conducted searches of X premises where clandestine narcotics labs were thought to be housed, and recovered evidence of these labs in over 90% of those searches. He has made over 200 arrests for possession of illegal narcotics, with over half of those arrests involving methamphetamine. He has participated in over X dismantlings of clandestine methamphetamine laboratories.”The officer might be required to take his affidavit to a prosecutor for review before bringing it to a judge. Common sense suggests it would have the opposite effect. But there are deep social issues which the SAR government can redress, having regard in particular to the huge foreign currency reserves it holds: US$425 billion – by far the largest in the world, enough to guarantee public servants’ pensions hundreds of times over. And yet Hong Kong's social services are crumbling, hospitals are understaffed, public education is poor, teachers are ill-paid, young people cannot afford to rent even the most substandard apartment, the gap between rich and poor is ever-widening. The _laissez-faire_ policy of the colonial government has been carried to extremes by the SAR government in the past 20-odd years. The rich have prospered in the meanwhile whilst the bulk of the people suffered. The influx of Mainlanders under the One-Way Permit system has caused great strain on all services. The people’s needs have been neglected. The young see little prospect of a fulfilling future and even university graduates find difficulty in meaningful employment. These, I suggest, are the deep-seated ills which sustain the fire of discontent in the wider community, and bring hundreds of thousands to march in the streets. I was bothered about not being able to keep my information from getting into the hands of people I didn't want having it. Well, all these years later I've come to the conclusion that the only way to stay off the radar, so to speak, is to change my name and move to an island without technology. It is frustrating. Not only are you vulnerable as far as possibly becoming the victim of a dickhead with nothing better to do than cause trouble but all the marketing and spamming is downright annoying. It shouldn't be this way. We should be allowed our privacy. We shouldn't have our email inundated with marketing and scams that nobody in their right mind would fall for but so many do. We should have the ultimate say so when it comes to who has our information and how it's used. And don't even get me started on how we get marketed to begin with. It's more than obvious our private conversations are being monitored because the marketing is pin pointed to things taken from our conversations. My hair was falling out when I was on some serious hard core medication several years ago so I whined about it in emails to my mom. Next thing I know, in less than a day, I'm receiving advertisments for hair loss clinics. I had never searched baldness clinics before. The only way they could have known to send me ads from hair loss clinics is they (whoever the hell "they" are) were scrutinizing my emails to my mom to some degree. I would very much love to find a way to completely wipe myself out of cyberspace. Changing my name and withdrawing from society completely is my only brilliant idea to get that done.
