The only restriction would be placed on larger devices, such as laptop computers, which could be projectile hazards, as those still must be stored under seats or in overhead bins prior to takeoff and landing.Cellphone usage for phone calls would be restricted from takeoff until 10,000 feet, and from 10,000 feet to landing. It is a major source of concern in professional contact sports, particularly since it was identified by Dr Bennett Omalu in American football players in the early 2000s.It has not been documented to anything like the same degree in rugby. There are some crucial differences between the two sports that make head injuries much less common. Blocking, or contact away from the ball, is not permitted in rugby, and players are required to tackle with the arms and shoulder, not with the head (as used to be the case in gridiron). It’s also worth noting that at amateur levels the level of physicality in rugby is generally materially lower than in the professional game.As a result, head injuries and concussion tend to happen only when players accidentally clash heads, or a tackler gets his head in the wrong position in the tackle.Nevertheless, rugby is taking concussion seriously. A head injury protocol has been introduced in the professional game, with a return to play protocol to ensure players do not train or play again until they have been symptom free at each stage. While it hasn’t always been perfectly applied (e.g. Wales winger George North was allowed to play on through what were later identified as two concussions in a game), it is taken increasingly seriously (e.g. England full back Mike Brown missed 3 months of play following a concussion, because that was how long it took to become symptom-free).At the amateur level, without the medical resources of the professional game, concussion is handled even more strictly, with protocols like the RFU’s Headcase (RFU - My rugby), which all coaches and referees are trained in.The principles - the 4 Rs - are simple:Recognise the signs and symptoms (PDF 859KB)Remove the player from play (PDF 859KB)Recover fully before returning to sport (PDF 859KB)Return only after following a Graduated Return to Play (1.6MB)The emphasis is on everyone involved in the game to look out for symptoms of concussion, and to ensure that any player with those symptoms is immediately removed from the game and only allowed to return after following a return to play protocol. No exceptions. A player who suffers repeated concussions and slow recovery should be encouraged to take a break from the game or stop playing altogether.At the same time, there is also an emphasis on minimising the risk of head injury in the first place. Players are taught the Tower of Power , which puts the head and neck in a safe position for contact situations:And are also taught the principle of “cheek to cheek” (i.e. as a tackler, aim to put your cheek into contact with the tackled player’s arse cheek).While these steps can’t guarantee to prevent concussion, they can signNowly reduce the risk of long term ill effects.I would say that the short answer is that rugby players at any level should take the risk seriously, but if you follow the protocols properly and stay up to date on any new recommendations, it shouldn’t stop you playing and enjoying the game.

Do you know where to NOT park it? What happens if you park it illegally and it gets taken away?It can be daunting – especially for someone new to Japan that has trouble reading Kanji. In this mini-guide – we will show you what Kanji you need to know to understand bike parking rules in Tokyo.Where NOT to park in Tokyo – Churin Kinshi 駐輪禁止Well first things first, what places are off-limits from parking? MANY places – and all of them will normally have a clear marker / sign / traffic cone – letting you know loud and clear that you are not allowed to park there. You will see the kanjiChurin Kinshi 駐輪禁止 – No Parking Ban / Where you cannot park your bikeThe chances that you will bump into a blue parking cone, or a no parking sign with these Kanji are virtually guaranteed. They are EVERYWHERE in Tokyo.This can often be frustrating as they normally appear very close to stations – or areas that would be very convenient for parking your bike when you are running errands or relaxing while riding around on your days off.The temptation to ignore these signs and pretend that you don’t understand what the “bicycle with a giant X through it” symbol means can get quite large.You may even see other people ignoring these signs.Someone ignoring a bike parking sign.This can all be quite confusing. Why do other people do this and why should you not? Why is the world unfair? You have to find where the illegally parked bike lot for that area is located and then go there to retrieve your bike in person, often in a location that is hard to find and far away from any major train station. And at some major train stations there are more than one illegal bike parking lot – so asking someone locally may result in a wasted trip to the wrong location.Additionally, each area has different staff that can decide whether or not they want to simply place a warning paper on your bicycle or actually have it removed.For this reason, taking the extra time and energy to find a visitor parking lot / pay parking lot is worth the extra ten minutes it takes.Churinjo 駐輪場 – The correct place to park your bikeIf you want to be better safe than sorry, you should park your bike in a Churinjo or 駐輪場 – (a shortened version of bicycle parking lot in Japanese.)Most train stations will have a nearby bicycle parking area where you can pay for 1 day use or by the hour, many of these parking lots are automated or have a kiosk with a staff attendant that will help you to rent a parking space.If you need help finding a parking lot for your bike in Tokyo, you can normally find a list of usable parking lots on the official city ward website.
