welcome to the unemployment compensation information section of the rapid response today's agenda will include when and how to open a uc claim the information that you will need what unemployment compensation mailings you'll receive how to file a bi-weekly claim what other requirements there are for unemployment compensation how payments can be impacted how and when to contact uc and the unemployment compensation code 19 changes you have the right to file an application during the first week you work less than your normal full-time hours delaying filing an application could cost you benefits applications can be filed beginning with the first week affected anytime on our website www.uc.pa.gov internet applications are processed by the uc service centers located throughout the state if additional information is needed from the application filed online you will be contacted directly if internet is not available to you telephone calls to our uc service centers are accepted on monday through friday from 8 am to 4 pm at 888 313-7284 you will need several pieces of information to open a claim this information is needed regardless of whether you apply online or by telephone we will need your social security number we'll need the exact reason you are separated from your employment the exact name address phone number and periods of employment from any and all employers that you've had within the last 18 months if you have worked out of state if you have worked for the federal government or you have been in the military at any point during the last 18 months you will need to provide additional specific information concerning that employment when separating from your employer you should receive a uc 1609 form from that employer it has the correct mailing address listed as well as the employer's uc id number please refer refer to this form when providing the employer's address we will need your pennsylvania driver's license number this is for id purposes only and it is not a requirement to be eligible for benefits and if you are not a united states citizen or a national we will need your alien registration number as well once you have opened your claim four distinct items will be mailed to you if for any reason you do not get these mailings you need to contact the uc service centers first you will receive a claim confirmation letter keep this letter in a safe place it will have your four-digit personal identification number or pin number that you need to access your account and file your bi-weekly claims claim confirmation letters are typically received by the claimant within seven to ten business days after filing your initial claim you will receive a u.s bank debit card if it is your first time filing for benefits a debit card will be mailed to you after you have been determined financially eligible for benefits the debit card will be mailed within three business days of your financial eligibility you will receive a notice of financial determination financial determination letters are typically received within 10 to 15 business days by mail your financial determination will tell you the date your claim begins and the date your claim expires it'll tell you your weekly benefit amount and how that was calculated and how to estimate your partial benefits for part-time work last you may receive an unemployment compensation handbook which explains all aspects of unemployment compensation read all the mailings fully and carefully please store them in a safe place for your future reference we will review each mailing individually in the next few slides this is a picture of a claim confirmation letter this is not an internet filing confirmation page and includes different important information your confirmation letter confirms that your application for benefits has been processed it contains your personal identification number or pin located near the first arrow the second arrow indicates the location of the date to file your first bi-weekly claim your uc pin is a four-digit number you need along with your social security number to file your bi-weekly claims online or through the path system your uc pin is a random set of numbers if you choose you can change your uc pin number to any four digits you wish by using our website along with your claim confirmation letter you'll receive information concerning direct deposit we no longer send checks benefit payments are made by direct deposit or by the debit card you can sign up for direct deposit online or by completing this form if you use this form you will need to include a voided check when returning it be aware that it can take two weeks for direct deposit to actually set up your first payments may be on the debit card you do not have to have direct deposit to receive unemployment compensation benefits to complete a direct deposit request you will need to have the name and address of your financial institution your account number your routing number and the financial institution's phone number once activated direct deposit remains in effect for two years this is a picture of the u.s bank debit card if it is your first time filing for benefits a debit card will be mailed to you after you've been determined financially eligible debit cards are valid for three years if you already have a debit card from a previous claim or reopen an existing claim you will not receive a new debit card you will continue to use the card that you have if your card has expired or you no longer have your card you may need to request the replacement read the unemployment compensation handbook from cover to cover and know the rules and regulations of unemployment compensation as they are stated in the handbook once read please keep your handbook financial determination this is a very important document it verifies your income while collecting unemployment it tells you everything you need to know about your unemployment claim near the first arrow in the box is your application date that is always a sunday regardless of which day of the week you actually file the claim it also tells you in that box your weekly benefit amount or wba your partial benefit credit or pbc and your maximum benefit amount or mba near the second arrow in the boxes you will see your employers listed the wages you earn during your base year the quarters we are using as the base year period and the total wages in the total base year please review this information carefully if there are any wages missing or any errors with your wages you have 15 days to appeal this document and have it corrected near the third arrow you will see the duration of your claim which is a one year period and finally near the fourth arrow you will see your combined rate and information concerning partial benefits partial benefits can be paid if you work less than full time and your weekly gross wages are less than your combined rate which is your weekly benefit amount plus your partial benefit credit in this example the weekly benefit amount of 286 plus the partial benefit credit of 115 equals a combined rate of 401 any week in which this claimant works less than full-time hours and makes more than the partial benefit credit of 115 but less than the combined rate of 401 he could receive a partial benefit should you begin working part-time after establishing your claim please contact the uc service center as soon as possible with the name and address of your new employer and for additional instructions on claiming partial benefits when reporting earnings for a calendar week always give the actual amount of gross earnings earnings are to be reported in a week in which they are earned not in the week in which they are paid all earnings must be reported even if they are less than the partial benefit credit the base year is the first four of the last five completed calendar quarters the amount of money you were paid by all employers covered by the uc law during the base year determines whether you qualify for benefits and for what amount in this example a claim filed in june of 2020 would have a base year of the entire year of 2019. if the claim was not filed until july the base year would change to three quarters of 19 and the first quarter of 2020. the base year quarters change with the calendar quarters weekly benefit rates range from a minimum of 68 dollars to a maximum of 572 per week your weekly benefit rate will be determined by the highest total gross quarterly earnings you had during your base year period your weekly benefit amount should be equal to at least 50 percent of your average gross weekly wage from your base year employers additional weekly benefits can be claimed for up to two dependents which would be children under the age of 18 or a dependent spouse the additional payments are five dollars for the first dependent and three dollars for the second dependent giving you a maximum dependent allowance weekly of eight dollars there is a two point four rate reduction applied to all regular state uc payments due to the low uc trust fund reserves because of this your actual payments will be less than your weekly benefit amount that is listed on your notice of financial determination for additional information please refer to our website at uww.uc.pa.gov after filing an application in order to actually receive benefits you must claim each week that you are unemployed including your waiting week acclaim week is a sunday through saturday calendar week you can file your bi-weekly claim online at www.pa excuse me at www.uc.pa.gov by clicking fouling a bi-weekly claim or you can do it through the telephone using the pat system at 888-255-4728 in most cases you will file for two claim weeks at one time this bi-weekly claiming must be done every other week for as long as you are not working or are not working full-time hours when you file an initial application you will be instructed when to file your first bi-weekly claim after completing a bi-weekly filing the system will then automatically inform you of your next filing date you must maintain your bi-weekly filing schedule getting off of that schedule can cost you benefits this is a visual demonstration of your uc benefit claiming in this example the workers last day of work was june the 18th they opened their initial claim during the week from june the 21st through june to 27th the application date would then be june the 21st the week ending june the 27th is the first claimable week or the waiting week the week ending july the 4th is the second claimable week the bi-weekly claim is filed on july the 5th for the weeks ending june the 27th and july the 4th payment would then be in the account wednesday or thursday of that week july the 8th or july the 9th the claimant would file again on july the 19th for the weeks ending july 11 and july 18. that deposit would then be made on either july 22nd or 23rd wednesday or thursday of that week also note that july 21st is the 30th day from the filing date which is the date that the claimant must have registered with the pennsylvania careerlink system in order to comply with the uc requirements these requirements can be found on pages five to nine of your unemployment compensation handbook after filing an initial claim if you do not have a specific date of recall in writing from your employer you will be required to register with the pennsylvania careerlink system at www.pacerlink.pa.gov within 30 days after filing an application for benefits it is crucial that both your name and mailing address are the same in both the unemployment system and the pa careerlink system to register go to the pennsylvania careerlink website at dot www.paccareerlink.pa.gov and click on sign in slash register and then just on register and follow through the prompts you can contact your local pa career link office if you experience any issues with your registration beginning with the third week for which you file a claim you must conduct an active search for work during each week in which you claim benefits you must apply for two jobs and participate in one work search activity in each week you must also keep a record of your work search activities and provide that record to the department when it is requested you must retain your record for a period of two years please do not send your work search record to the department unless you are requested to do so for questions on the work search requirements please refer to your handbook or to our website www.uc.pa.gov several things can impact your benefit payments severance pay severance pay is one or more payments your employer makes to you because of your separation from employment severance pay that exceeds 40 percent of pennsylvania's average annual wage is deductible from your benefits the deductible portion of your severance pay is allocated to the weeks immediately following your separation based on your full-time weekly wage you must report the total amount of your severance pay when filing your initial claim for benefits pensions if your employer was the only one who contributed to your pension plan one hundred percent of the pro-rated weekly pension amount is deductible from your benefits if you contributed in any amount to your pension fifty percent of the prorated weekly pension amount would be deductible pensions are deductible from weekly benefits on a dollar for dollar basis social security is not a pension and it is not deductible from unemployment compensation if you receive a lump sum payment from a pension plan or a 401k type plan it may reduce your benefits you can avoid having your uc benefits reduced by delaying your pension payments until after benefits exhaust or by ruling over the lump sum into an ira or similar account and to save it for your retirement if you rule over only part of a lump sum payment that portion of the lump sum that is paid directly to you will be deductible from your uc benefits vacation pay is only deductible if you have a definite date of recall from your employer in writing holiday pay is always deductible is considered as earnings and always deductible from unemployment benefits support orders support set up by a court system will be deducted from your benefits any questions about the amounts being deducted from your benefits should be directed to the court that issued the court order taxes unemployment compensation benefits are considered income for federal pac tax purposes states and locals do not tax unemployment compensation you have the option of having 10 percent of your weekly benefit amount withheld for federal tax a uc 1099-g will be issued in january reflecting the amount of your payments and the amount that was withheld able and available you must be able and available to perform some type of work in every week in which you claim benefits the question is not if you have work available to you the emergency declaration to make it easier to file for uc benefits work search and w rk registration requirements are temporarily suspended for all uc claimants claimants are not required to prove that they have applied or searched for a new job to maintain their uc benefits claimants are also not required to register with the pennsylvania careerlink system the waiting week is temporarily suspended for all uc claims previously eligible claimants would not receive compensation for the first week of their unemployment eligible claimants may now receive benefits for the first week that they are unemployed please remember that these are temporary changes to unemployment and can be reversed at any time finally any determinations issued by the uc service center can be appealed if you disagree
