As an example, if a website wants to prove that a message was encrypted, it will need to encrypt the message by a key that it knows, but the key will not be visible to the sender. In other words, the keys that the sender and recipient have can be seen by the web site, but the keys that they use to encrypt the message remain private.
This means that a web site could be sure that a message was actually authorized even if the sender and recipient did not know each other's public keys.
