United States (1842), ruled that "the power to regulate [the movement of the mail] by virtue of the Postal Act of , is vested in [the Postmaster General]. In 1878, the Supreme Court reaffirmed that the Postmaster General had the right to issue "any stamps, certificates or orders for use in the enforcement of the provisions of the Act of 1836, as amended" (p. 805).
It is interesting to note that Congress did not require the Postal Service to issue a postage stamp for letters by mail, only that the Postal Service would be free to issue a stamp whenever it chose—without limitation—to, which it did.
