office and i'm happy to i'm happy to have so many people join us for the state of montana procurement bureau webinar today i will be um putting up some screen uh my sharing my screen i would just in all right all right i i think we'll get started now and i'll we'll start the webinar i'm going to share my screen in a moment and we'll have a um time if you haven't done so already you can type see everyone and uh that everyone from the state of montana procurement bureau that's helping out today with this great webinar i'm really happy about that and um one of um we're going to get started here i'm going to go ahead and share my screen just take me a second i'm uh i don't know that i've had enough coffee yet today so hold on all right now go back to these controls all right so um you already heard my name at least five times i'm patty cox and i'm going to go through this quick slideshow to tell you a little bit about ptac our program here in missoula is located at the sorry it's a little glitchy it keeps going to the end all right i'm gonna try something different well that is that's something all right well i think i'll just skip the slides today unless i might give it one more try okay that worked a little better can everyone see my slide natalie can you give me the thumbs up okay yep we can see it okay thanks so um our montana ptac is a program here statewide program and the missoula center is located at the university of montana as part of the accelerate montana team which provides a lot of great out-facing support economic development support to our communities and um we have uh centers all across the state um from billings to lewistown to missoula to hamilton and great falls and kalispell so you can find a ptac counselor close to your business and we'll be there to help you with your government contracting needs so the ptac can help you understand how the government buys products and services and can help you learn how to connect to the government customer we provide our services at no cost to the montana businesses and we're always providing a whole wide range of services such as teaching you how to do the market research to find opportunities helping you with hands-on technical assistance for vendor registrations and we can also review solicitations and help review your proposals and make sure everything's in order we also help many small that's all i have to say about ptac and so um let me stop the screen share and um i'd like to introduce uh natalie petersey she's with the state of montana and she is a procuring procurement training specialist natalie has been great to provide the support for these webinars and also provide support to all our ptac clients we often work and collaborate with the state of montana procurement bureau and so i'd like to welcome natalie thank you hi everybody i am juggling remote learning uh with my two kids with this um presentation and i'm sure it's going to go perfectly i don't know if any of the rest of you are in that situation but anyway good morning this is our final ptac webinar of the fall we've done this five or six times and um every time i learn something else i think and so hopefully you will too this presentation is about contracting with the state of montana which i bet you guys are all interested in doing and um my name is natalie petersey i'm a state procurement bureau training specialist and also from my bureau i have um lisa though do who is an e-procurement specialist she's gonna go through um our electronic procurement system and i've got rhonda grady on the line who is um a contracts officer to answer any really detailed questions i've also got colby manderlay who's a procurement supervisor over at the department of transportation and i'm pretty sure i saw maggie metzger sign in she's a business development specialist he's going to talk about some special programs there i'm going to talk a little bit about what procurement techniques are at work here and how and then what goods and services the state of montana is looking to who buys what some specifics of contracting with the montana department of transportation the dba and sbe programs and then we're going to look into our emac system which is electronic montana acquisition and contract system where you can find bids and proposals how you can register as a vendor and how you can respond to things i'll share some resources i'll share these slides and i'll share a handout and we are we will also be here to answer your questions if you can save them to the end or type them into the chat so some important things for you guys to know about this how the state goes about doing business is that we have agency purchasing thresholds so the purchases of any um item that is 5 000 or less is considered a small purchase and you know the agency can do that directly from the vendor or buy a good directly sort of at our discretion purchases of services above 5000 and below 25 000 are called limited solicitations and an agency must may purchase the service using kind of an informal process it still needs to be documented but it could be three written or oral quotes so an agency can go look out and do kind of an informal market research for services and the same thing is true for goods when purchases of services goes over 25 000 or purchases of goods goes over fifty thousand dollars agencies must use a formal competitive procurement method to purchase that service so the formal procurement methods formal solicitations first one is invitation for bid that's easy the lowest bidder wins okay when an agency knows precisely what supplies or services services that wishes to purchase the award is based on the lowest cost request for proposal is a little more complicated rfp that's used when an agency needs to consider different factors in addition to cost and so then the award is based on evaluation of different criteria um like responses staff qualifications experience methods and costs and then we have a sole source and that's used by an agency when there's no equivalent good or service the compatibility of current goods or services is the paramount consideration or there's only one source available so the example i keep giving is bureau chief over at agriculture was telling me she had a sole source purchase of a specific piece of equipment that fit on a specific truck that they had that was used to recycle contaminated herbicide and pesticide containers it cleaned them and turned them into these little um pieces that people could line that could be used to line um the beds of gullies and ditches and stuff to stop erosion so that's an idea that's an example of something very unique commonly purchased items we see vehicles and heavy equipment office supplies office furniture maintenance and janitorial products computer equipment clothing fuel and propane and then the services you see commonly it services janitorial services weed spraying and fertilization tree thinning auditing environmental services marketing services wireless communication services so where to find bids and proposals you can go to bids.mt.gov and we will also walk you through this process at the end of the presentation so don't worry i'm going to introduce coleman manderlay he's the purchasing supervisor at the montana department of transportation and he'll give you a real clear idea of how they do things in their neck of the woods well good morning everyone um so i like to preface uh this presentation um with just a quick intro and overview of mdt um so of course when you when you think of mdt you probably think of you know snow plows and road construction but we're much more than that we work with a variety of vendors and we have a lot of diverse needs so we definitely appreciate the opportunity to speak about who we are and what we do mdt's mission is to serve the public by providing a transportation system and services that emphasize quality safety cost effectiveness economic vitality and sensitivity to the environment and we achieve this with nearly 2200 employees which include among others transportation planners historians chemists fiscal specialists mechanics motor carrier enforcement officers of course those snow plow drivers and engineers our responsibilities include road and bridge design and construction highway maintenance motor fuel tax collection and enforcement materials design and testing public transportation rail programs general aviation airport planning and again that impending winter road maintenance um so you know in addition to typical highway infrastructure mdt owns and operates uh 15 airports we own one railroad and we minister federal funds for 36 of montana's 40 general public transit providers and then additionally we own and operate 35 rest areas throughout the state most of which we procured caretaker services for so as you can see we have a lot of needs and we rely on the vendor community to help us achieve that our mission so thank you for being here so um right here we've got a list of uh three main areas at mdt that are responsible for bidding and contracting so these three fall under different statutes with different bidding and contracting requirements the engineering construction contracting bureau is responsible for letting all highway construction and reconstruction projects these include design build projects where both the design and construction phases of a project are solicited together other unique contracting methods include cmgc or construction manager general contractor where the contractor is hired very early in the system the design and cost estimating stages and then they also use job order contracts similar to timing materials where the contractor will bid on items they will supply the consultant design bureau is responsible for procuring the professional services of engineers architects and surveyors so these this would include soliciting for the design of road construction projects and then finally my section the procurement services section is responsible for the procurement of all goods and services that do not fall under the other two areas so we issue a variety of contracts for services and commodities including some commodity contracts for statewide purchases at mdt each division and field office completes their own limited solicitations so they'll gather quotes from vendors and then submit their documentation to my office for the issuance of a purchase order or contract and then my office completes all those formal solicitations that natalie mentioned so ifbs rfps sole sources those those other items are completed locally at my office and i do like to to mention that because limited solicitations are completed by the division and field offices um vendors that are interested in those opportunities um it's important that you reach out to me or this specific area and make them aware of this those services or those products that you provide and and really how you can help us um you know put on your sales cap if you will so that um you know you're you're um on our vendor lists locally and um you know we have an understanding of you know how how you might be able to to provide a product or a service solve a problem for us when we are doing those limited solicitations locally so uh here's a list of you know some commonly purchased items at mdt that are in addition to many of those items that natalie just mentioned so traffic line paint glass beads road oil aggregates crack fillers various winter maintenance materials salts and de-icers and patching materials and sanding materials guard rail items mower blades cutting edges for those plows shop supplies equipment vehicle parts lab equipment survey equipment transit vehicles traffic signals poles and arms just a variety of items and then the next slide lists just some commonly purchased services so maintenance and state funded construction projects such as chip seals overlays epoxy painting those rest area caretaker services i mentioned janitorial services for offices throughout the state research projects facility repairs equipment repairs aircraft repair and maintenance we do we do own a few airplanes demolition projects training and then engineering contracts as i mentioned through the consultant design bureau and those highway construction projects through the construction contracting bureau and then in addition um you know we just have a variety of you know smaller as needed services whether it's you know again vehicle repairs or septic pumping or environmental services um we just have a you know a whole host of of needs and then the next slide is a good is a screenshot of our mdt doing business web page so this is mdt.mt.gov business and we have links to all of the mentioned contracting and bidding areas at mdt so the alternative contracting those are those design build projects links to upcoming projects as well as currently advertised projects and the the civil rights link includes uh some dbe information and sbe information the contracting and bidding for highway construction projects we will drill down on this page in just a moment the design consulting are those professional services solicitations that i mentioned those are located here and we also do post those to emacs and then the supply and service vendors includes information on general bidding guidelines uh and links to emacs for for current solicitations for all those other items that are done through through my shop and then all of these links include contact information including the ability to request a notification of of solicitations or lettings and then on the next slide if we drill down into the mdt highway construction projects on this page includes good information for contractors including both primes and subs so the left section in yellow includes important announcements and projects they are looking to highlight and then uh upcoming projects and preliminary packages are listed in the next section um this includes the letting schedule typically there are one to two lettings per month and an average of 18 per year and then the next section includes current invitations for bid and related information um this also includes the plan holders list which allows a contractor or subcontractor the ability to see what subcontractors or what contractors have polled plans for a specifi project which can be a resource for a sub looking to be proactive and provide contractors a bit early in the process so for example maybe a project requires some fencing or tree clearing and a subcontractor that provides those services could reach out to bidding primes to provide their subcontract bids this also includes a contractor list where you can search for registered contractors and contact information and then similar to our emacs system there's a q a forum where all questions and answers are are posted for for current lettings and if you register using the contact information on this page you will receive notification of those bid lettings and then the the right column includes some good historical information on previous awards so if you are interested in further information on highway construction please contact me after the presentation appreciate your time thank you i'll be available for any other questions at the end of the presentation and up next i believe we have maggie to discuss the dbe and sbe programs hi and this is actually shannon hahn not maggie and i'm going to talk to you a little about a bit about the dbe and the sbe programs so the dbe program is basically the disadvantaged business enterprise program and what that does is certify small women-owned and minority-owned businesses in the state of montana the sbe program is a program that is basically for a husband and wife team or two white males that are 50 50 percent owned so the disadvantaged business enterprise program you have to be 51.49 so if you're a husband and wife the woman has to be 51 percent owner and control the day-to-day operations and in the sbe program it can be 50-50 so that's basically the difference between the two the dbe program is a federally mandated program with federally funds the sbe program is federally mandated program but with state funds so the difference between the two is basically federal and state funds both the programs mimic each other in that they have the same criteria so for each program we offer free training throughout the state and on the seven reservations we also offer a directory for anybody that's certified so we are the only small business directory in the state of montana so if you want to be recognized as a small business or a minority or a woman-owned business we are the only certifying agency in the state we not only certify highway related businesses but we also certify any small businesses interested in getting certified so that's huge because we're different in the fact that a lot of states so the dbe program is in all 50 states but not all 50 states certify businesses that are not high relate highway related and a lot of the states contract out the dbe program to a subcontractor to do the certification we do it in-house we meet with you face-to-face and like i said we cover the entire state of montana our program is unique in another way than the other 50 states is that we have a reimbursement program so if you're highway related it would be huge for you to be certified because we have a program that gives reimbursements up to thirty five hundred dollars and what that means is it's not a grant which a lot of people get that confused about it is a reimbursement program and the reimbursement program basically what happens is if you go to let's say that you go down to a training for concrete world in vegas we pay for your entrance fee to the conference we pay for your hotel depending on if you drive down or fly down we pay for mileage and we also pay for your flight so for a lot of people training is obsolete because it's something that they can't afford as a small business so we like to try to help the small businesses as much as we can and we are the only state with a reimbursement program most of the other states use the funding for the program at stealth instead of giving back to the small businesses so our program like i said is unique program and we are there are three of us that run the program and we do it right here in house so once you do complete all your paperwork our turnaround time is about two weeks for certification so it's well worth your time and energy next slide if there's another next slide so right here this shows our web page site which is mdt.mt.gov backslash business backslash contracting back slash civil back backslash business holy buckets i don't know how you'd remember that but anyways on here you can see that we have tabs below small business enterprise that is if you're not a woman or a minority but you're a small business looking to get certified next tab is the dbe tab now these tabs tell you exactly what the program is all about plus it has the certification paperwork that you'd need to fill out so we're still old school you have to download it and then fill it out by hand and then either email it to us or mail it to us we have a business resource tab and basically it tells you all about the other businesses that are out there that help you like the small business development centers that we work very closely with the doing business tab is basically our directory like i said once again we're the only small business directory in the state of montana so if large crimes come into the state and they're looking for small women owned minority owned or small businesses to fulfill their internal percentages that they need to meet this is the only directory in the state we also have a quote request system so what that does is primes go in and they put in their quotes and ask for requests from all the small businesses so you only get those if you're in our directory we also have a prompt payment law that requires that primes pay subcontractors within seven days that we are currently revising but we enforce that law to help small businesses get paid in a timely manner um the next tab is program information it's basically questions and answers and then we have an event calendar of our upcoming it says 2018 events wow we're gonna have to get that updated uh of our events that are going on next slide so this is all about emac so i'm guess i'm done and i want to thank you for giving me the time to explain all about our program and i will be around later for questions and answers also thanks it looks like there is a question um someone says how do you become certified so you become certified by filling out the application so once again if you're a minority or woman-owned business you go to the dbe tab and you download the application and the application on the last page it has a page that everything all the documents that you need to attach to your your application after you fill out the application you uh submit that application and all the applying paperwork the applicable paper work after that and you just mail it to us or email it to us is there a cost no there's no cost we're a hundred percent free in everything that we do does this apply for service disabled veterans um we do not have a veteran program but it is considered if your uh disabled and you can you're considered disadvantaged so each application is looked at in a different way so for instance we have a gentleman that is white and he is paralyzed to from the waist down and he owns a heavy equipment company so does he is he disadvantaged because he's paralyzed with the heavy equipment operation so yes he is some people the disadvantage just kind of depends on the business that you're in so if you can prove that you've been discriminated against in any way shape or form then yes you're eligible for the program but not specifically because you're a veteran well thank you you're welcome oh my goodness hunt it over to lisa ledoux our e-procurement specialist to enlighten us about emacs oh there looks like there's one more question i have my own business with just me as an employee do i qualify yeah we're we're you can just be yourself and be you're considered a small business you don't have to have employees to be considered a small business so any business um and of course in montana the percentage of small businesses is usually about 10 employees and that's a mini small business and that's what basically we deal with so yes you're considered a small business and yes you're eligible thanks all right so i guess i will jump in here my name's lisa ladue and i am with the c procurement um office and the emacs unit and i usually work the help desk and do various other projects so if you call in um it's either myself or justin harris who's really great he is there to help and then we also have a new person starting and her name is katie oppar so she'll be on the help desk as well so if you hear her um she is great as well so i am going to try to share my screen here [Music] hold on okay so here um so what i'll kind of be going over is one where to find um different solicitation or events um also where you as a vendor um what resources um that you can use and this is just for you know the state procurement website and the state program emacs so and then i'll also kind of do a high level overview of how to register i'm not going to go through all the details but i'm just going to point out a few things just to keep in mind to make sure that you're doing so you can get registered and you don't have any hiccups so the first thing here as you can see this is the state procurement website so here um we have a lot of different resources for you guys under vendor resources there are a few different items so i'll just kind of go one by one here so the agency procurement contact so kind of like colby was saying with mdt if you are if they're doing a limited solicitation and you know that you can provide a service potentially but you just don't have that contact information you can come here and whatever agency that you're looking to potentially work with or you know if you know that there's something all of their agency procurement officers are going to be listed here so we'll just kind of go down to department of transportation and so you can see here colby's information is right here so you can always just send them a quick email give them a call if you know you provide a service that they may be able to use so this is a really good resource if you're looking to kind of just reach out and let the agencies know that you're out there another tab is the contracts awarded so these will show so let's say you had submitted a bid and you're wondering um okay so this last month so september who was awarded those contracts and you can click on either the pdf or excel and it'll show you what contracts were awarded another resource is emacs so if you have any questions on how to register um and how to submit a bid and things like that um we do have a separate emacs resource page and there's two different tabs so you as the vendor would it just defaults to this one you can click under the little we call them accordions and you can see all the different information that you can select and it'll provide you additional information on how to register or even how to submit a bid so if you have any questions you can kind of use this as a guide but of course you can always give us a call and we're here to help you on that and this is one spot too that you can find the link to the vendor portal so this is where you're going to start the registration process and also to to respond to different events or solicitations that are out there for the state and then there's just a couple other different resources here this kind of talks about you know the dbe that mdt uh puts on so it has a link there and just a few other items on there if you want to read through that another great tool for you guys as a vendor to kind of see what is coming up for different solicitation or bids we do a quarterly procurement forecast so every agency the majority of agencies if they are going to be putting out solicitation for um usually it's over twenty five thousand dollars um it's going to be listed here so we collect all those that are potentially going to be out for bid so you guys can take a look at that um within the next few months so i just posted the most current one so that's a really good resource for you guys to kind of see and keep an eye out for potential future solicitations with the state and then another thing too is if you are in the rfp process so that's the evaluation process if you want to be a part of the public meeting so that evaluation process is open to the public now it's a little trickier because it's everything is online so we do either a zoom or teams meeting so just make sure you need to get those programs to have that well if you don't need it but this allows you to see when these are going to occur so you can contact that person and get that meeting and meeting information so this is kind of a good opportunity for you guys to see how that works too and of course we do have a link to ptac because they are a great partner that we work with so um that just kind of provides you additional information for them and then the last is the vendor portal um a registration so again this is where you are going to find that link and it also kind of gives you a couple um descriptions on what the difference is between profile one and profile two so you may hear that terminology and this just kind of delineates the difference between the two so profile one is when you just go in to register on your own it's just the basic information like your contact information and what your business does profile two is usually what we want you guys to be in when you guys get a contract with the state of montana it just provides us additional information such as your payment information and tax information so like your w9 we want you to upload that and as always if let's say you have registered with us and you don't remember what you know the email that you used or your password jaeger or cyquest is our customer partner and they would be the ones to reset your password and things for you fortunately we can't do it in our office so you just contact the customer support and make sure you mention that you're working on the montana portal and they can help you out so from here what we're going to do is so when you are going to the vendor portal you are going to come to this main page and this is what it will look like so what the first thing you're going to do is just type in your email and make sure it's an email that is either you know associated with your business and that you can get access to i know that's silly to mention but sometimes it happens and so on this one you can see okay this is already registered so i'm just going to go ahead and you can put your password in but let's say i haven't registered before so what it'll do it'll say hey doesn't look like you have an account so you're going to want to create an account and so it'll actually go through step-by-step instructions so sorry about this technical difficulties here okay so from there you're going to click that continue with registration and it'll take you to the create account so the one thing i just want to point out for this is just make sure that anything with the star you fill in the text id and duns number you don't necessarily have to worry about that just make sure you enter in everything and change your time zone enter confirm your email create your password and they do have a security question feature on this so just choose whichever one that you would like and create an answer to that and just check the box and then of course confirm you're not a robot and it'll create an account for you so at this point you are going to get an email and from that email is how you're going to continue your registration so this is what the email will look like it is from montana acquisition contract system emacs so it's not junk mail so if it does go to your junk mail make sure you check that and what you're going to do is you're going to click the link that says complete your registration and of course technology is a little slow all right so ultimately it'll take you to um the same page so you're just going to enter in your password and then it'll log you into your account so when you first get in there it's going to provide you with a little welcome message um if you have any troubles or if you like to have step-by-step guides you just click here and it'll provide you with a pdf for a step-by-step guide but what you'll do essentially is just walk through each of these tabs here company overview business details and just again anything with a star make sure that you submit a response to those so in this case um this profile or this registration is considered a profile two and how you know the difference is that it's going to require your tax number so when you're in profile one or if you're just starting out getting registered it's not going to ask you for this so don't panic if you're if you go in to register and you don't see this that's okay just fill out all the information that's needed with the stars and if you're not sure on something the great feature about this is it has a little question mark and it'll provide you additional details on that so one thing um i do want to point out on this page too is if you do enter in your tax number do not put a dash in there it will create an issue and it won't once you go forward so just remember tax ids you do have to enter that in no dashes and then like i said just kind of go through each of these tabs and under the business details this is where you're going to put what we call a commodity code that best or as closely represents your business so a lot of these are really broad as you can see here this is building and construction lease rental so a lot of them may not seem like it'll fit so just kind of put a couple different commodity codes that you feel fit your business the best again if you have any questions on that you can always call the emacs help desk and we can help you kind of navigate and choose which one that best suits your business and so on this one this essentially allows the system to send you out notifications of upcoming potential bids that are out there with the state of montana so when we create or the agencies create their events or solicitations they choose commodity codes that that solicitation is related to so if a solicitation goes out and they include this building and construction code you're going to get an email or notification um letting you know that there's this event or solicitation out there so that's why the importance to have this on here that's why that's there addresses you want to make sure that you have at least a fulfillment and physical address entered in if again you are in profile if you're requested to register as profile 2 there's just this additional remittance address that is needed and ultimately how to get those specific address types you need to click on add address and down here there's check boxes so you want to make sure that you know let's say if you didn't have remittance you want to make sure that's checked and you go through this little four step wizard to add an address and then under contacts very similar so when you enter in one thing i'll point out is your sales contact so again this kind of works as the addresses if the system won't let you proceed forward you have to come down here to add contact and specifically select sale fulfillment remittance and of course you can only do one at a time and just to point out the sales contact that is the person who will be getting those emails to let them know that there is an event for solicitation that has been posted so you want to make sure whoever has the sales contact type or the corporate contact type is the person that needs to receive those and again you can always come in and update those if needed but usually addresses and contacts is where a lot of people get hung up on because they forget to or it's not quite intuitive you have to come in and specifically select the type locations those are usually automatically added when you're doing the addresses so you don't necessarily read it and you understand and then you hit your save progress same thing if you answer those it'll go forward and let's say you have additional documents or if you have like a product list or something like that under supplier attachments that is where you're going to add that um and you're just going to use it on most of these there's going to be like a little wizard to kind of walk you probably chime in if she needs to and then can you touch on term contracts and cooperative purchasing ooh so my general knowledge i don't have a deep knowledge of that so cooperative purchasing and term contract so these are contracts where different government agencies um so like city agencies can utilize these contracts so like for it is a huge one so we have what we call a master i.t contract so the government agencies can see if a vendor is listed on there and potentially create a i don't know what i don't know like a subcontract um in order to use that so you don't have to go through like a formal solicitation process um and again that always will be dependent so tia snyder and amanda henrich they're cooperative purchasing contract officers um they definitely have a lot more information on that and if you want to be on one of those lists like the ip list i don't know how often they put that out to let people know let vendors know that you can essentially submit um you know that you're a contractor that would like to work with the state for it so that's kind of the general idea of the cooperative contracts and another main thing is so for the state we do have what we call exclusive contracts so like for office supplies and things like that we work with specific vendors um that provide us the best prices for the market so that's my general very limited
