welcome to the fema public assistance program webinars presented by fema's public assistance training section today's webinar will cover category b streamline project application on non-covet events so to start we're going to have just a couple of slides that i want to go over these slides are just to get us familiar with some terms and then we'll go ahead and jump back and actually jump into our live system or our demo system to kind of do a live walkthrough so this webinar if you're unfamiliar or don't remember is about the streamlined project application so it's for category b emergency protective measures for non-cobit events so we've got a couple terms to start with the first is the recipient and that's the state tribes or territory that receive an administrative public assistance federal awards so if you're unfamiliar with the public assistance program the way it works is uh fema pays the state or the recipient because there's more than one type of recipient and then it's the recipient's responsibility to disperse the funds then we have the applicant and that's our state local tribal or territorial governments or private nonprofits if you ever hear the term or the letters pnp it's private nonprofit entities that may request and receive subawards under a recipient's award and grants portal so the fema grant platform used by recipients and applicants to manage pa grant applications so if you've gone in and submitted your request for public assistance maybe played around already you should know what grants portal is it's what we'll we'll be using our demo site which is a mirror of our live site so you'll if you've never seen it before you'll be able to get some information okay continuing is direct application direct applicant um i'm not going to read all those words essentially if you the applicant uh apply for public assistance on your own and like set up your organization without any involvement from the recipient and then go ahead and create one of these streamlined project applications without the recipient and then without being assigned a program delivery manager also abbreviated as a pdmg that's what a direct applicant is oh i'm sorry it's designed to help expedite the process because you're in control complete control of your recovery process um we have projects and sub-awards so projects are the groupings of activities that become sub-awards under the recipients award so again like i said first is our fema obligates the funds to the recipient and then the recipient obligat disperses them down to you the applicant so they go through as projects and like once we award we reward them as sub-awards and finally the streamlined project application and it enables applicants with certain categories activities to submit a project without relying on fema and reduces documentation or projects for projects below the minimum small project threshold we'll discuss about the small project thresholds as we go forward what it means by...
