my name is robert motley i am a resident of the university city neighborhood in saint louis missouri i'm also a phd candidate at washington university in st louis working on my dissertation which is looking at examining the impact of exposure to racism-based policing for black emerging adults i am currently working with the saint louis area violence prevention commission and its community partners to address violence and health disparities in the saint louis region today i'm here to give a quick overview of what collective bargaining agreements are and why they matter so a collective bargaining agreement or cba is a contract that structures how the police do their jobs currently the saint louis metropolitan police department negotiates their cba with the public safety director the saint louis city government and the st louis police officers association this cba contains various policies about officers their conduct and the resources available to them this includes officers pay and benefits including mental health support where officers are required to live what information the public has about officers and also what happens when officers do something wrong so you might be asking why does this matter to me well the cpa has an important role in serving the health and wellness of our communities officers what we have heard from residents and officers is that everyone has a stake in the wellness of officers who police their community it also dictates what information the public has access to when an officer is accused of wrongdoing the second part is important as the current cda's limits on this information might prevent the development of a use of force database as our partners like homegrown stl and ford through ferguson have called for now i'm not telling you this for no reason while this public isn't currently able to give their thoughts on the cbas we believe that should change over the next month we're collecting public feedback through social media a survey and a town hall if you have the chance we'd like you to share your thoughts through one of the ozo's options and spread the word to your friends and family at the end of the month we'll gather all the feedback and send it to those folks we mentioned above that decide on the cba over the course of 2019 we talked with community members and police officers and found that both sides stressed the importance of the same things a few of those things discussed are hiring and promoting officers that want to help st louis gathering and sharing information about st louis metropolitan police department that the community wants to know building positive relationships with the community particularly its youth and also having a way to help or whether to get help for things that aren't crimes without calling the police we hope to learn more about these things and ensure that you not only know what you want to know about the cba but that your thoughts are truly considered as part of the cba negotiating process in order to try and make this happen we ask that you do at least one of the following start on september 14th go to our twitter and facebook pages and answer our daily poll questions complete the linked survey by september the 25th attend our town hall on september 24th or share this video with your community again i want to thank you so much for listening and watching and for more information please visit stlariavpc.org and please all stay well
