times we've met several times and shared information they come up with this draft plan at this point since it has not been approved would you like me go through the plan would you i mean what would you prefer i guess for the benefit of the audience yeah or ask the audience how much of it and i've got copies of it too but again it's a draft and i want to make sure that's very clear that this is a no no not from us a very very rough draft okay uh they talked about the phasing um we're going to keep track of what the governor is doing with all the different phasing you know day one two and three um i think i want to emphasize that this is a pliable plan it's it's valuable there's things that are going to change as things change we can't say this is the only plan we have and my gosh we're not eat they'll have a specific place on the playground and go together and keep them in that group so we can have control if for some reason we were to have a case then we have a limited number of other people that that person has had contact with so that's one of the big things we're going to be looking at do we have that exact plan not yet that's what we're going to continue to work on but keep the group physical distancing we are going to do the best we can physical distancing um we talked to the board he had attritions today was really good he said six feet you want to do six feet you can't do six feet do five because five is better than four but four is better than three but you do the best you can the most you can we are trying to shoot for the 60 as much as we can larger classes like fan we're probably going to have to do them outside as much as we possibly can especially with plane instruments and blowing through horns so we're still working on that but when we can do that we will do that we'll have a hallways will be marked with traffic flow keep people on their different sides we're going to talk about probably lockers because you just don't use lockers because you have fingers going in and out and touching everything um a lot of logistics we're still working on face coverings the district will follow all state and or federal mandates and the fact that the type of mandate is implemented until further notice the district is going to require all staff pre-approved visitors and students to wear base coverage upon entering the building they'll be required in the area where minimum physical distance of three feet but ideally six feet cannot be maintained or as directed by the classroom teacher face covering must be dressed appropriate with the face coverings we're asking they do need to wear them on the bus unless we can social distance on the bus we're asking parents to bring their kids to school if they can so we can lessen the number on buses to make it more manageable however we will still provide transportation we do ask that mastery horn into the building and through the hallways because it's our social distance at that point and then what we're looking at is in classrooms where a teacher can social distance those students in the classroom once we get everything they get set and comfortable with that a teacher can allow face coverage to be removed it's got to be in situations where we're comfortable with that um you know we're one of the things which we'll get to shortly is like the lunchroom we're actually going to put tape on the benches and make sure that the kids are at least three feet apart spread out when they're cold bored they have to wear masks through the lines that's a that's a requirement and then once they get to the table they can take that off we're doing such things as instead of just going getting their own trays picking it up there and saying i want this this this treasure x gonna be in the kitchen with this pre-wrapped silverware on them get some ladies and say what do you want this this and they'll load the whole tray up hand it to the student they can't even do a salad bar we're gonna have to have somebody have a salad bar serving students students are not allowed to touch anything we have one person touching health monitoring um what we initially kind of talked about temperature checks but um even the pediatrician says no i'm going to spend all your time doing temperature checks and take you forever to get the kids through the door in the morning so what was recommended if you look for possible symptoms if you see a child that may have some symptoms then we do regular we can do a temperature check that follows our same guidelines that we would use for any child that's ill we take their temperature if they have a temperature we know something's going on we call the parents aspects that come again so it's following kind of a general protocol basically with the temperature check it's recommended that any temperature of 100.4 or higher would be isolated and asked to have parents come and pick them up that's the recommended temperatures some kids do run a little warmer than others but 100.4 and of course if any child's ill we're going to stand at home right away now which we usually do anyway we ask parents that if their child's health please take a moment or send them to school we're going to ask the staff to sign an acknowledgement at the beginning confirming that they are responsible for their own health and safety that if they're ill they should stay home and you know if they feel it's necessary to get another test they need to visit with us let us know what they're doing because if you get a cold test you have to stay home until you get the results continue busting again we're going to encourage parents to transport students to and from school what we're going to look at is having specific doors we're still working through logistics that each class comes in so you're not having k1 2 3 all coming in one door at the same time but different staging areas so we can keep them separate by their groups and bring them in in a safe manner excuse me yes um can i go back to the testing here that question on that yes uh is the school gonna do anything to kind of facilitate that testing having um students is there a place in the community where that's available for students to go or i am not aware if there is one in broadwater county at this point okay um walgreens has a drive-through testing facility okay so and then the results that you're saying two to three days they're getting results back for longer so okay fairly quickly was there any discussion about facilitating that in the community so that kids can get tested here before school or i believe the billings if i'm not wrong i think at least on on their website the billings clinic shows that they are a public testing place you do have to have a referral from a physician with my understanding and i could be wrong and i know the urgent care here in town they'll they'll do covet tests there i believe they do and they will actually if you call ahead they will come out to your car the same period but do you need a physician's referral for for that that's i'm not sure on that a lot of places have gone to a physician's referral right to get to the testing so they may need that first uh but we can definitely look at it and see what the resources are first but folks know what resources are available and where at this time but i guess we're going to look into that and see it yeah i wouldn't have seen the youtubers clinic wouldn't uh kind of help us out on that just to kind of streamline things make it more accessible for students if we're going to you know suggest that they do that okay i i do have a call into jenny clark's concern nursing possible means [Music] again and then i mean it is going to be hard for bus drivers to make sure everybody keeps their masses on but they said they would do their darndest and do their best so um they're asking that windows may be open providing ventilation ventilation um the left hand sanitizer on the glass and and you know we may even have thermometers on the buses but all this monitors are all the touch with thermometers hallways and lockers uh we're trying to keep the traffic one way thoroughly flying flow directions we were supposed to uh we ordered a bunch of signs from universal athletics with all the little dogs step on them so for washing hands for directions for the six feet it's all sorts of stickers so help guide the students quick question i want to go back to you know how um you said that you were going to separate the groups like first grade second grade how's that going to do any good if they're on the bus together you know what i mean well with the bus they will be wearing masks and so with that that's that's supposed to help and only two to a seat um and those are um i think opi is saying two to a c uh family groups can fit together one at less but that's where your your mask is mandatory um and so when you can't do social distancing um they're recommending that the task is warm okay and that's that's what we're going to adhere to when you can't social distance i think possibly once our bus uh um ridership stabilizes a little bit and they know more bus drivers are pretty good at kind of not necessarily assigning seats but i think they could probably group kids the best way that they could that might be a suggestion that would we didn't necessarily talk about that but in order to put that exposure to yes and it is recommended they assign seats so so the kids know exactly what to expect and where to be and when playgrounds same groups together playground sanitization of the playground we're going to sanitize everything as often as we can you know they're talking bathrooms every hour we are looking at a possible cleaning company to come in just to keep the maintenance up as much as possible but we're still in negotiations with them at this time meals in cafeteria that go in their cohort groups you know students are great if you teach them what you expect and you reinforce it they do a great job but they do need to wear the face coverings in mind those are the those are the guidelines that the kitchen has to follow and then now everybody's serving instead of the mask they have to have the gloves so she's got all the guidelines and we'll get a stick we're about to have it and we'll distance them visitors and build protocols district be open to only students and staff we are not going to have parents in the hallways unless they have been pre-approved and that's going to be on a very rare occasion we want to keep as many outside people out as possible to you know keep things as safe as we can now they can still go on the front door and talk to christie get what they need but if they need their student to go to an appointment christy will get them or she will call the classroom and have them stand but we're just going to try to keep this little traffic as possible in the building hygiene precautions um just ask to follow the measures we have here uh instructional signs markers frequent hand washing uh the pediatrician said number one is hand washing over and over and over don't touch your face i mean that's that's right up there at the top where face covering is directed carrying instructional materials will be limited uh maintain physical distancing cover consciousness is available uh stalemate rail and water the fountains are going to be shut off so we are encouraging them to you know bring their home water bottles and stuff we will still do the water bottle where you build the military through congress good question now what about students like leaving leaving the school area for lunch coming back we talked about that a lot actually so um i don't know we we did have discussions about closing you know because it's the high school leaving after school and coming back for practice and we just felt like if they're in the common areas they're going to be wearing their masks anyway so yeah i don't know kevin it's tough i mean see how the county has no cases right now um you know i know our accounting does what concerns me is like going to town pump i agree because you see licenses from all of the license plates from all over the place going through their hourly i don't disagree and i don't you know i it just doesn't seem like a good idea that kids can go in there and come back to school because i don't disagree with you it's necessary is town still mandating mass yes yes but the counters i mean everything in there oh yeah and you see i mean literally people from all over the country well one of the ways we thought is that you know anytime anybody actually comes back and you know they're going to sanitize their leaves as they come in that's one way and we even thought that between you know high school is a different situation that's a little more challenging in a way because of the kids moving around a little bit more every time you know entering a classroom exiting a classroom sanitized satisfies if they can't social distance in a certain class because there's too many we're going to try to spread those kids out in those classes as much as we can and get the numbers more informal so i know we we talked about i don't know we just i again you thought you know well kids leave and then they come back for practice you know you know it's hard to know how much we can control the outside i was and and and uh and i guess to just frame that up a little more is i i understand there's certain constraints some certain constraints and how we've what the processes have been before our procedures we've never really had the conversation around nor have we needed to have a conversation around closing a campus during the day does that make sense and that's probably a conversation for later another day because it's probably a long conversation but that does that make sense well we've had that conversation have you oh yeah just a month yeah i mean i know this is a long drawn-out discussion you can have over that but does the fact that you're going to now at least here at school possibly eliminate from the large gatherings here on campus and just burst those kids out where maybe they are a little more distant and having the entire high school population and a uh confined area eating lunch with that i mean that's that's a good challenge that's one positive that could be now the bad part of that is we can't we can control their behavior at school or so that we can control it off campus obviously but again you encourage teach encourage us and that's you know no that's not the fault yeah and obviously you know all all schools are in this in this you know we're all dealing with this right now and you know many of the the high school principals that we've all visited and talked about it and doing what they you know it just be i don't know it becomes how much control do we have and i know we do have the control to close down campus that watch times without that county that is but some of the others argue but not arguments say the same thing brad then you know that's an opportunity to decrease the number we then we got to figure out where are we going to have 200 high school kids during the day for lunch if they can't go but maybe they could you know be out on the sidewalks if the weather is nice it's if we drink you know if this goes into winter and it's 20 you know minus 20 outside or snowing or you know i know definitely there's back and forth and good and pros and cons both ways so with closing campus that there would be some advantage advantages to that we can control access essentially another disadvantage though is lunch how many kids go home for lunch and if they have to say on campus can they bring lunch and if they can't bring lunch what what is the implication for the cost of lunch yeah yeah there's i don't know the answer i i just look at all these different measures that are being taken and i think a person could assess the effectiveness of each one and having a student go to a public area and come back to the school seems like a kind of a dangerous proposition because almost every method for eliminating transmission is separation you know and sports are going on in isolated environments so to isolate the environment seems like a method that's that's pretty effective but just in comparison with some of these other measures i mean um i don't know i mean i'm just asking the question uh it's a good question you know there's kind of a hierarchy of what's effective there yeah some of the feedback and thoughts and things that i heard you know was like i had already said that you know okay at the end of the school the kids leave go to the countdown i think we can educate the kids i mean they're pretty smart they're very smart and you know it's probably not a good idea to be rubbing the counters and you know if this is is not just we can control kids here we have no control when they leave here and i think part of our job with anything we do is to instill good behaviors and try to encourage those positive practices health wise when they're not in school and educate them and hopefully get information to parents and those things to help them encourage the same thing and it's it's it's going to be a huge part of our task i think is getting students to just use common sense and safe practices anywhere they are not just here at school to and from and after because anything that they do outside of school in this situation is going to impact our school in a big way regardless of where somebody picks it up is coming here or could come here so that's a good point yeah well i think we should probably discuss that further okay so cleaning procedures all school buildings have been deep clean dispenser over the summer continue to be so daily as they are used the center of static sketch will be adjusted to perform increased routine cleaning and disinfecting during the school day all classroom restrooms spread cooling test services such as door handles desks and wherever light switches will be cleaned several times throughout the day to facilitate the increased claims procedures and we've got an eye we're giving ionizing machines and disinfecting foggers and they'll be in use so we actually ordered a bunch more the ionizers actually are electrically charged and so they're supposed to cover all surfaces no matter where you are as far as surfaces but we have several reasons right now we've got more on the way for those times when we don't have a lot of time to disinfect the classroom we can actually use the fogger on more frequent faces to disinfect as much as we can instructional plans depending on the current phase directives that's why i said this one is identifiable as a district provided appropriate plans of instruction setting will be modified as necessary by governing health and safety protocols and requirements accommodations and remediation for students who need support is being addressed in preparation for school students may choose to attend this upcoming fall semester either face-to-face on campus or being a remote when they do have that choice um can they do a combination no and the reason i say no is we want to break some mortar or we want to you know health and safety is why we are offering that so you it's hard to say you can do one and then you know and go back and forth between two if parents feel that it is not a safe environment for the students to be in health wise then they can do remote learning um and dedicating resources can you change that any time so like say if we went back okay i'm just gonna pull my kids out so we are asking anybody who wants to remote learning to to at least um what word am i looking for at least commit to one semester and the reason being is we we're afraid that people are going to kind of go back and forth as it kind of suits them and that that's not going to work for us to be able to plan for remote learning and face-to-face learning at the same time with kids going back and forth and jumping in and out of classes but of course if something happened where say there was like 40 cases of outbreak you guys would then re-evaluate the whole thing right yes and then on a case-case basis but yeah we're requesting we are asking nicely we're not saying this is the rule but we we are asking that people do that and you know a semester then we can then we can relook at it because we're changing classes in high school and that's a good transition time to do it but if we keep pounding people switch back and forth it's just it's hard for us to plan we'll do that and it's really hard to teach it's hard to learn when you're bouncing back and forth i mean it's it's you might stick to one or the other is is it's the best for the student and the concern i think that brought up an interesting point i mean 40 cases i think we probably shut the door well yeah it brings up an interesting point what is the threshold i mean what just i mean it's hard to draw a line but i mean if you start if things start to escalate quickly i mean how do you make that call and having thought about it i mean we're going to call the county health board and say hey what do you want to do what do you suggest no we actually have uh we have a response to coda that's one of what we kind of added yeah it's not stellar but it doesn't say you know if we can if it's localized to one cohort we're probably gonna have to ask that cohort not to come in until we can do some deep cleaning for a couple days um you know just we're going to have to on a case by case basis go what do we need to do to disinfect and get everything back so we're comfortable bringing kids back in either that specific part of the building that specific building or like even a class or something like that or a specific group yeah you know i would i think it's probably important to add as well although this probably would almost never be the case but you mentioned that 40 cases happen to just pop up all at once well um what if after a few months things tend to really clear up well maybe those remote learners want to come back on site so it goes both ways around that and that's right we did put in here exceptions will be considered by administration on a case-by-case basis so if there is a reason or you know it definitely definitely will look at whatever anybody you know if anybody wants to come and give us a reason of you know why they want to switch back you know from one to the other we'll definitely look at the situation we just yeah from a logistical standpoint can't have a student well we're going out of town we want to do remote learning or you know we want to remote learn this week or on monday and tuesday then we'll be back wednesday and we have to be able to logistically put this together and have an approach that will work for students so i have a question so say that a student gets copied tested positive do you take that whole cold card that they're in and send them home for two weeks to isolate and how would you do their education that way okay all right we sent this whole cohort my guess is we could look at on the online delivery just because those teachers aren't going to have any students and so there could be we need to look at each circumstance and see the what's nice about this is what we're doing here is we're going to be one-to-one chromebooks so when we start school every student is assigned a chromebook for the year now we're not going to wait and say well your distance learning here's your chromebook or put them in the cart no we want that student to use their own chromebook every time we're not sharing sharing is a good thing but they're working so we are doing one-to-one chromebooks for every student in the district so that will help with that let's see if student chooses a complete oem if students are going to do remote learning um at this time we're recommending that they not be able to participate in activities either if it's not safe for you to be a school in the classroom it's probably not safe for you to be in athletics or in other organizations so that's our recommendation at this point elementary remote learning will be the method will be determined uh we're still working on that because we have to look at the logistics of our staff the high school remote and junior middle school remote learning will follow the same class schedules face-to-face students all our teachers are on google classroom so every student that's home at home learning can get on their computer and follow the exact same lesson so it's going to be the exact same schedule of every kid that's here you're expected to be in class in the morning period one logged into that class watching teachers are all going to set up all their lectures and everything that they are doing with the camera face right on so you can watch them live doing what they're doing and they can watch you live watching them so it goes both ways it can't be monitored but you know we did we did a great job last spring doing what we did but was it the most effective way to do it i think we'll all say we learned a lot of things that we did but we did the best we could but it was tough this way we keep everybody on the same schedule doing the same things same expectations whether you're here um so they'll be required to do the same things there's going to be live video lessons etc chromebook great students uh attendance policy is going to be just like it is before you look to see who they can see you on the screen you can see them on your screen so they take a little that way well i was just going to mention as well that that the plan around the instruction the instructional plan if a second paragraph under the instructional plants last sentence the instructional plan for spring 2021 will be determined at a later date so so that's the you know this is the idea for this semester this coming semester and who knows where we go next semester so that leaves us open to be able to modify and adjust as necessary you know we can start three weeks into the school year and goals yeah let's not work and work tomorrow we'll modify it again we'll let people know what we're doing are we experts in this no i'm sorry we are doing the best that we can and putting forth our best effort and a lot of people put a lot of time into this and i appreciate the time that they did put into organize activities extracurriculars we're going to follow the district expectations but also the guidelines by mhsa i'm going to let you know for those who don't know what mhsa is about london high school association they oversee all athletics and activities for granted schools um we're going to follow their guidelines however they've been pretty lacks at giving us too much direction it's up to the individual district however um we've had to talk to the athletic directors myself talking about it one of the things that has to happen is when athletes are actually participating they can take their masters off participate however if they're standing on the sidelines they need to be masked out so we did order actually the face gators for the athletes that it works best for football example it's easy to go sideline just pull it up when you go out to play pull it down that's it but we'll talk to the sport we'll have a cross country in volleyball we're swimming volleyball probably not going to want to wear something around their neck while it's laying there they probably want a mask that they can put in their special spot those gators put gators in their hair there they go great idea that's that is mhsa required yes okay yes if you're not actively participating you have to have uh okay and we are addressing plans um but i'm going to say after visiting with the aeds i think we probably need to visit with our activities for committee members to sit down and talk about our plans and come up and see if there's any ideas that they may have to help us out can't think of who's on that can you write off hopefully it's not jesus jason's had a lot more topic though i missed that first question um right now what we're leaning towards i'm going to say that what we'd like to see is that all fans will wear face coverings if we don't do that i'm afraid what we'll have to do is limit the opposing team's fans that coming to our facilities you know in order to face people out but people will wear masks than people content games we'd rather than social assistance but in the place of social business you know um he's already put out there you know with the students but coaches will be expected now is that a choice is this is that school by school choice or is that part of the mandates that's school by school choice okay we're trying to do it as safe as we can for our people in our school because there are concerns about bringing people from other communities we're actually meeting um with the um division group that we have around the zoo meeting here in the next couple of days just to kind of see you know the more the more that people are um what do i want to say that we're all doing the same thing the more that we're you know all trying to do be consistent thank you consistency the more consistency we have from you know school to school to school the better up will be you know that being said that the district can still do what we feel works for our school but you know we thought if we were all kind of at least on the same page in a few areas it would probably help a lot because then our fans know what to expect when they go to manhattan and go to you know columbus and we'll all be you know trying to be similar procedures so that everybody knows what's going on some talk was even that no visiting fans come to home events like only the home team and the home fans are there and then you can spread your own fans out and have that visitors trying to put everybody on i don't know if that is how everybody's thinking that seems really hard and harsh but you know it i don't know i don't know what we would do with that situation we feel like if we can if we can get cooperation when people wear masks that we should be able to facilitate and hope other districts are consistent with what we're doing i think it'll make it better for all of us all right um i'm in response to uh positive covet uh the district determined when a student or staff member runs four grounds two days prior to the onset of symptoms um so somebody comes up with symptoms then we're gonna have to or testing if they were asymptomatic which some folks are school close-up areas visited by the positive student or staff members whether we claim this effective prior reopening student or staff member traveled on a school bus would be disinfected as well we're also giving plotters for the school buses so the drivers can actually lock their buses between every every time i think as soon as they drop kids off they'll fog them before they go back and pick them up again so we are they're ordered whether they get here or not but i also talked to our advisor contractors and they're already getting cleaning supplies for their classes and even activities we um talked the other day about you know cross country we'll have a bus for the whole season football level and i won't be so hopefully we'll be able to adhere to that one best per activity and they'll use that same bus for old season we'll still disinfect it and stuff but we're not going to cross over kids going back and forth on different buses um elementary school communication will be sent home to other families from the student class to notify them of a positive test transparency that's going to be our biggest thing so that folks know what have been going on to see who may have been within 60 of the student or staff member the beers to self quarantine get tested four to five days after their last exposure to the person if they choose not to be tested they must bring money home for 14 days question i was just curious like for all the products and everything that you guys are having to buy how does that work into the budget that's a wonderful question so our governor gave us four hundred dollars per student to the tune of 250 thousand dollars so here's the here's the bad part we have spent by december 30 so you tell me how we spend 285 000 in the next several months so we're front loading um right now and so none of this is coming out of our budget good so does that include masks for the kids and all the sanitizers i have 960 disposable masks i have 96 child size masks i have nine i don't know a thousand yes we are actually asking families to maybe provide them if they can but they can't we got them because you know students will come and forgive them and yes so so what we do is we have disposable mass the child size and the adult size and then we are also buying those small laundry bags the kind that you just put stuff in and throw in the laundry and so each class will mark theirs and we'll have two for each student at least this is the plan so each day rotate back and forth and they'll be we will clean them so i think these are plants we'll see if it works um so we're not what parents aren't buying sources like chlorophyll sanitizer no no although clorox wipes are we haven't seen it we are um we did find some of the tub of like 900 of them that go in those big tubs so um we are buying as many supplies i bought 50 hand sanitizers and we have 36 gallons of hand sanitizer in gallon bottles that we can refill all those smaller bottles so we're sort of on the ball we think can can those dollars be used for uh of course obviously for cleaning supplies and such but for outsourcing cleaning yes and that's why i'm talking with i forget which organized company i i'm in talks with the company right now and we're we're trying to figure out whether to have them come in the evenings in the rooms or if we use them during the daily stuff to go around and just sanitize all day and then have our customers do their regular cleaning routine and doing garbages actually and those kind of things and so we're working out the logistics on that so yes nursing services is the other one talk to the clinics and see if they're willing to i don't think we need a full-time person here but we need access to a nurse when we need one and maybe they'll contact with us so those are the things that we are looking at yes maybe even possible part-time help in like the kitchen or some other places at this time so both of those are all things that work within the responsible because any funds that we don't spend out of that it goes back to the state we just lose it december 30th are those funds based off of our numbers from last year or if there are students that choose to just do homeschooling it was our a and b last year okay so no it will not be any of the homeschool students that you know we have a few that have decided to go down directions so no it's last year's a and b 400 for students are they going to let you approve that money if it's committed look to a contract you have a contract cleaner through the end of the year can you accrue that [Music] we did get some other funding through the cares act that is actually spread out over two years but we bunded it up for a lot of extra cleaning supplies anyway but we're going to wait until we expend this before we dip into that and we can do amendments on that we need to if something's working then we need to change if we say we're rolling along with you know the distance learning and face-to-face learning altogether if we find the need for say another staff person to help with this concern that without [Music] hiring another certified teacher to do that and so yes those are we we we can supplement you can't submit so what that means is we can hire above and beyond our current staff we can't use it to pay for the current staff it could have to be extra staff that we didn't have prior so if it were an extra teacher for instance just as an example and those monies are only good through december 30th or 31st um what happens the rest of the semester because that this semester ends on the 19th of january 20th something like that you just have to cover it we discover it yeah just cover the difference essentially yeah i just think about that that time frame doesn't usually fit the typical school semester and why they put that on every day you can actually do expenses all the way back to march 13th or whenever they so you can but we didn't overload with cleaning supplies at that to come out of time so i see nicely okay thank you yes okay uh okay middle school and high school students um upper grades that's something's gonna be a little different student turning around we've got to find out we've been in contact with them so that's that's going to be a little more of a task but we should be able to track where they're at either with and from there we'll do the best we can there's more in one confirmed case at the time or series of single cases short we'll work with the county health board to determine the course action again talking to the county health board they're there to make some recommendations you may be hopefully help us with some some guidance on some of this um through the course of all this so um we are not experts as i said that's we're doing the best we can i believe we get our due diligence and then we looked at hundreds of plans of other plans that other schools were doing we didn't take this lightly this took a lot of work and a lot of hours again i appreciate the people who played okay before i open it up to i guess broader discussion i would like to add a couple things to myself you know being a part of this all i can say is you know it this is a dynamic situation that continues to evolve this plan is not set in stone but provides us a foundation for what education and townsend will look like in the days ahead this plan and all the stakeholders involved will need to be adaptive and flexible to the situation as it continues to change this plan was developed with evidence-based guidance for local state and nationally available health information this plan is about weighing all of the risk factors from student education to public health in our community i'd like to end with communication is the key the transparency that he talked about i would like to go ahead and open it up we don't have a huge crowd but i guess to start with you know i'd like to probably limit individuals to about five minutes if you have something and i would ask that we keep the discussion pertinent to townsend school district and how it affects our students our staff and our community i have a question i guess i'm going to ask now that we're going to do more from would you state your name oh yeah my name is melissa dale so i've been thinking about this with my little i have a five-year-old school how are you gonna keep the little tiny kids from switching masks that's a good question and i think when we work even with the youngest of kids by teaching by education and by talking about that and and how important it is not to do that and watching the best we can and and uh we're actually gonna i mean even in those small classrooms do as much social distances and distancing as we can which will actually help those teachers also keep an eye on what's going on because yeah um i just ordered face shields that have dinosaurs on them and you know because with some of the younger kids they recommend that the teachers actually wear face shields not masks because they need to see their mouth when they're doing reading lessons and they're doing some other things not as effective there aren't any studies that say that in fact that they say that the shield is not near as effective nor is the gator but we're going with the best we can do to cover up as much as we can it's the base masks that are actually possessed but yeah we're going to have to teach them that that's that's not an acceptable thing to do and then keep a very close eye on it and is there a protocol what the masks have to like certain things that the mask has to do or could it be like even a handkerchief that they tied around them they're suggesting cdc says either two to three layered masks and so the ones you see that people are making a lot of them are two to three layers and more layers the less likely that globs of smoking is thrown i guess for lack of better term um so they're recommending that uh you know like a bandana type thing would work because it could be doubled over it could be tripled over and those kind of things might be a little harder to keep them on i guess that's why we're going to you know offer masks and we even have the the smaller ones and i'm going to tell you i'm not super comfortable in math but boy i'll i'll definitely wear them and as you guys know the studies have to say with masks is the mask doesn't protect me from getting it from you it protects me from giving it to you and so by me wearing a mask i'm protecting other people like i hope they protect me but so yeah long story sorry i think it'd be a good idea if parents kind of coach their kids up a little bit too that school is going to be different this year you're going to be expected to wear a mask and don't trade with your buddy and keep your own oh we've been trying yeah yeah yeah did you see jennifer baby's post on facebook they already said anytime they have screen time when they're doing an ipad or something that they in order to have screen time they wear their pants she says amazing how long a kid can sit with a mask on screen time and then it just kind of conditioned and it doesn't voice down to teaching it just does i mean it truly does just educate your teaching and and set a good example ourselves tim robindoll i'm with your internet news here locally trying to make sure that i help you guys keep the citizens and parents informed um i did talk to eric here last week about where we're at where we're going looking at the draft and one of the things that i also want to make sure i bring up to you folks you know a lot of talk about masks within the community and the concern whether they're effective or not in eric you very well brought that to the point we have a lot of conflicting information coming from cdc and the world health organization that is giving some of the information that governor bullock has used in his directive and so it does become a concern of a lot of the parents and the citizens uh on what is really the right way to go again taking the steps necessary to do your best is applaudable in my own opinion here but again i want to make sure that you guys know that that's why i'm here tonight to help you guys get your process out in front of the people as you can see i think most of the folks in the room here are part of the system and and not the general public that are wondering what's going on they don't get to meetings that's usually what happens so i'm just here to make sure that i do my best to try to get the accurate information out to the people again i talked to eric about that here last week getting the draft out so people can see what's coming it is very important it's part of the process that we depend on for transparency and so again that's where i'm at tonight i want to make sure i let you guys know this will this is not live uh it will be it's recorded and then it will go on multiple different sites for for folks to be able to to review what i really need from you guys is is an electronic uh means of communication for those folks at you know a clearinghouse if you will where they can submit comments or or concerns that you guys are working on uh that's that's kind of a main point that i'm hearing about so uh like a website or an email or you know i understand the school system it's got its own place but you can go to a website and get lost pretty quick especially if you're like me so i don't know if i worded the point properly but that's what i'm trying to make sure to get to you guys and this is being filmed on youtube why it's live yeah this is being filmed on youtube live youtube live so so people do have access to okay they are watching okay yeah i'm just just for your information that's fine and then a clearing out so a way for them to get a hold of us okay and i guess you know all our emails are on the website okay available they can call anytime they can call us too i i've received several phone calls and had some very nice just okay again just if there's a clearinghouse you know a lot of times you have a committee working on something and it's easier to keep it focused in that area when you're working with a little while demonstration yeah usually administration is on those committees and so that that's that's probably the best way to disseminate information this year with the committee okay so we feel it's really important to communicate obviously everything that's going on and get that information out as quickly as we can you know this is a big step tonight to have this discussion and fine-tune things because we do want to get accurate information out there we know how it gets very misconstrued very quickly if we don't have it to the letter so that's just today that's why we're doing what we're doing as soon as we have something approved and finalized it will go out in multiple ways and be available here to pick up probably in the library for our copies and we'll have it available in many different forms so that people know what's going on and again the final is certainly final so i just wanted to make sure we're trying to get the people engaged so they understand what's going on before that happens thank you thank you uh mike gelser on the unfortunately the chairman of the local health board we've been looking into some stuff and i don't think the from what we've seen that the health board has no authority to deny you opening the school however we i think the only authority that will play with with is the public health officer which is dot count that being said i think that our role in this should be more advisory from all the stuff that we have gone through with sean and other people have had some input back to you about what they would like to see done other things they would like to see done one thing that i would like to emphasize is when you have your extracurricular meeting and when you have your first day of school meeting you need to tell these high school kids and your middle school kids that what we tell people at the health board is that you have a load of responsibility on your shoulders if you want to make football work then you have to police your teammates yourself make sure you pay attention to the policy because that that's what it's going to come down to is the cooperation of the kids personally i'm not really too worried about kids they seem to handle all well i'm worried about what you're going to do with staff because if you get stabbed getting sick where i don't know where you're going to pull substitutes from and i'm sure that that's a problem that you guys are worried about too but i don't know how that's going to work your age group and your staff are you guys loaded towards retirement age people or worry about that we have some mature [Laughter] yes we do and i think you bring up a really good point um todd we have four subs signed up just in the last couple weeks four new people but yes if we have several who are out for a couple weeks it's going to make things very difficult especially with social assistance and so those are things that i hope our safety precautions help us in that but those things happen when we cross that bridge and i hate to say it that way but this is something we're going to have to kind of watch and keep track of and try to figure out as we go in some of those cases did you happen to do a survey of for the parents of who's in favor coming back or i mean what would what were your percentages on that about 76 to 78 were in favor of coming back yes we did a survey to actually to everybody but we asked them to tell us if they were parents if they were community members uh and then we also surveyed our staff okay and so we got their concerns in there and some of the things and then i sent out an email and just said hey can you let me know what your plans are because we need to plan and i said i was pleasantly surprised that almost all staff members are planning on coming in person yeah that's how we are you know looking at things like mask wearing when we can't spread out far enough and things like that is to protect you know mature mature teachers that's your fault and everybody really i mean all of us but that's just one of those small things that you know that can help in those situations one thing we may look at too that i saw in another plan is that if there's any teacher that is maybe a little higher risk but not considered that they don't want to stay home they'd rather be here teaching and if they have their classroom and say i'm going to wear a mask and i need everybody in my class to wear one too that that comfort level needs to be important to everybody and we need to respect that you know and but if we have a class that has four kids in it and we can spread them out then we have a little more freedom to work with that and that's what we'll try to accomplish um same thing with chromebooks we want chairman although we do have computer class where everybody has to use the same one we're going to clean those after every period so yeah you know those are the logistics we're dealing with and so far the high school kids have been really good and any of the things that have been going on you know this summer and small groups and um you know we have had the weight room open and they've been they have followed every directive every rule they've been really good about it and i i think they want to be back and they want to do their activities and i think they're pretty much willing to do what they need to do you know to do the right thing and make that happen so that they you know can be back on campus so so far not saying they'll all be cooperative but so far it's looking pretty good i just wanted to share we had a discussion in our recruitment committee meeting here last week or i guess both of them were last week but if they if a teacher is is symptomatic or asymptomatic and tests positive and needs to be home to a quarantine they can also teach remotely from home into the classroom so so not just students remotely learning but teachers can be remotely teaching as well so those are those are configurations that have all been discussed and mike one of the things i think i don't know if it's been mentioned in this meeting or not but we we uh as all the different committees that have met um one of the things we looked at a lot and we discussed was that townsend schools does not operate in the bubble by any means we're part of a much larger community and we felt very strongly that the things we do in school could easily put other people at risk so we wanted to definitely wait you know make our decisions on the safe side because our students do go out in the community and they interact with parents that aren't necessarily part of our quote unquote school community but part of our larger community and that's just the way it is in any town anywhere and we felt like we have a responsibility to take some of these safe practices to protect anybody in our community not just the older more vulnerable population but anybody that our students may come in contact with because in towns in montana it's impossible not to yeah and that was a big part of it that we are part of a much larger thing than just school i think everybody recognizes there's no way to eliminate the risk but it's doing what we can to mitigate the risks for everybody okay so this this is a draft where do we go from from here what's the what's the plan this is a giraffe they need to approve it at some point you approve it then it becomes the official plan that's the intent that's the examiner and if there was something in there that you did before discussions he says well now we need this or this or this but then we can make those changes but you know like i said we approved this plan things could change in this plan but this starts us off and gets us going and our day saying we need to let folks know what we're doing we need staff needs to know communities so for example if something like you know what kevin brought up that was concerned which was already about saw about closing campus and things like that for the high school even if this is a pretty nice dynamic document right and if we meet later and say no maybe that's what we need to do then we could still put that in place correct we could put procedures well yeah because i have a whole list of procedures we still have to figure it out okay i just want to make sure that that's because yeah it's fluent like you said it's included okay yeah so there's major changes i think that maybe that won't be committing so those major changes of a day i mean we can approve a plan i guess a plan for reopening but there'll be a continuing ongoing procedures as that evolves will that come back to the board also or i don't know because there's school procedures so hey if it's a minor thing where we are we're thinking well yeah this won't quite work we need to kind of mold it a little bit i think we can mold that it's just procedural change however if we are changing say our mass procedure or something else or they said this is these are the guidelines you do if you have something active and cold and are and we're way off and i think we need a whole board to do that maybe as a means of kind of splitting the two for the first couple maybe two three months of the school year we can have it as maybe uh an update or review of paul of this plan as a standing item on the agenda so that we can get feedback from the administration see what it is that's working what doesn't one person's procedural change is somebody else's denial of a service or you know impacts them somehow so that that might be something that um we're going to have the fall sports meeting next monday or the monday after the attempt so you know the the timing of this plan where we say participation participation party and extracurricular activities is it essentially depends on that decision so we're asking parents who maybe have not seen this haven't had time to absorb this to make that decision as to whether their child is going to be in extracurricular activities so you know while yes it's important for us to approve this plan um depending on what happens and how that is presented at by the yeah the activities directors at that meeting and the response the feedback we get from that those are things i think that we need to not necessarily have a special board meeting on but those are things that for a two week period perhaps we can visit at the next old board meeting for instance so i don't know if the you know that would be something that we can have as a semi-standing item for the first couple months and we're back in the procedure might look great on paper and then we find out oh man that's not working this way see that you know it's built into your report yeah and i would our parents and the public if they know that for the first two or three months it's a semi-standing item if they miss the september meeting and they have something that needs to be brought up it can come to the october meeting take that time do whatever researcher come up with their proposals or their changes and present them at that time i guess when i look at this you know we left the end of last year closed and moving forward with a motion on this plan is just us determining that we are opening the school back up and planning to educate kids in the building that we have flexibility and contingency built into this plan to adapt it but in my mind the motion you know to come forth is just saying that we are opening the school back up and doing the best that we can to mitigate the risks and provide education in-house for those that are comfortable doing stuff well i said that makes sense jason tell me it's more sensible because i mean from just a strictly procedural point of view if we're going to approve a plan but there's no i mean it can change it your discretion i don't know what we're approving i think that's kind of and i understand it's going to evolve but just to reopen school that makes sense i agree with that okay so i think and and let me just go ahead and say um and i think the administration and the communities have done a really great job in putting this together put this plan together lots of information out there and uh it is quite the job we all understand this is a living document this plan is a living document and so with that said and i think i'll i think the verbage will be correct i'll move to approve the school reopening plans presented second it's been moved and seconded to approve the school reopening plan as presented any further discussion i guess i have a question under the cleaning procedures um in a bunch of the studies we were looking at this cleaner with that that professional grade ingredient it was suggested that it's used carefully around kids is that something we're going to be careful about educating the custodial staff and yes definitely um and i was going to visit a little bit more with the county cemetery on that because he asked me what are we going to be using and i put it in kind of highlighted this is what we've been using but like in our weight room when we use it we close away from for an hour okay and hopefully that's a reasonable amount of time but we fought and it gets shut down for a whole lot nobody can do it um with that we're going to use you know handheld values all have to be 60 alcohol or more a lot of the ones we have were less than 60 previously like in the kitchen and stuff because cook said the kids were putting them in hands and looking but just saying what she said so you know those are things we have we put that as a part of our materials data sheet safety data and our safety data right so that that's supplemented and those procedures were still developing county sanitarium because we need to know what's safe and what's on timelines and all that so we will have gas yes i guess the one other thing i'd like to add that we didn't talk about really specific is the staff and professional development that we have planned okay you all make your coverage yeah okay so every year we have technology days that are prior to our pir days where teachers can come in they don't have to but we get really large participation what we're going to be doing is putting workshops on on the best remote learning programs that are out there we're going to prepare ourselves that if we do need to shut down we're more prepared than we were last time because last time we took two days to get ready for this as opposed to the governor's two weeks because we wanted kids to be educated and so we're going to do those two days and it will be teachers sharing best practices best programs the best things that we can do and then our regular pir days which is pupil instruction related days which are required by law we have seven a year those days are going to be strictly to get prepared for the school year to educate and to just get ourselves lined up the best that we can for those days we'll also be planning on working with the architect all the teachers and the staff get to but we are keying on this to look at best practices and get everybody as prepared as possible with new as you may have known the teachers a lot of them use google classroom well they need to set those classrooms up again for the new students they have and those kinds of things but if any of you know a lot of our teachers that they'll be in shortly we spend a lot of hours on the school year before getting prepared we're always here so yes so we are we are keen on this and i think we can have a very high percentage of teachers show up for our tech days to help get prepared just another quick clarification if you pass a motion here to go forward with reopening and the plane is fluid do you have a date where you it was talked about review uh was brought up possibly a future board meeting or special need to stay on top of the situation on without knowing for sure that the shields but as just a policy where people will know kind of what the game plan is looking down the road basically we will address it at every board meeting at from this point forward specifically okay newsletter type thing that primarily will just be that if any updates are made or changes or whatever that would and to kind of speak to that point i would uh propose who meant the motion to call it the initial plan to the final plan no it's a reopening but the initial plan it's gonna change well any plan that's a living document will change regardless so there is my point was that's not what the motion said you called it the final plan that's all i wanted to do i just said i think what was the was my motion he made a motion to approve the reopening plan as presented correct correct and it wasn't final i didn't say fine it is the first document any
