This Webinar, Camp Operations Training, was developed for both returning Summer Food Service Program (or SFSP) camp sponsors as well as those nonprofits considering coming on as SFSP camp sponsors. The information, presented in this training, is invaluable and may save many SFSP camp sponsors from losing federal reimbursement dollars due to simple regulatory mistakes. Here are the objectives for this training. The United States Department of Agriculture (or USDA) defines camps as residential or nonresidential day camps that offer regularly scheduled food service as part of an organized program for enrolled children. Camps can be indoors or out. They can exist in a multitude of locations whether in the city or miles away. Camps can be urban day camps, faith based organization summer activity camps, academic camps, and Upward Bound camps. These are just a few examples. Unlike open and closed enrolled sites, sponsors of residential or nonresidential camps do not establish area eligibility. Instead, they must collect and maintain individual household applications. Camps are reimbursed only for meals served to enrolled children who meet the free or reduced-price eligibility standards. Keeping in line with the objectives, let’s talk about what it takes to operate a successful summer camp. Let’s start with these particular areas of emphasis: Record keeping, eligibility, reasonable compensation, meal service, meal counting, and consultants. These six areas, in particular, are often problematic for SFSP camp sponsors. Non-compliance in any of these regulatory areas can cause camps to lose thousands of dollars in reimbursement. Along with this training session, specific references to these emphasized areas are covered in the annual training modules, CalProNet, as well as the Administrative Guidance for Sponsors manual provided by the USDA. And, you can always contact your assigned SFSP Specialist to discuss any and all camp related matters. The first area of emphasis is record-keeping. The term “record-keeping” refers to the orderly and disciplined practice of storing records Record-keeping is one of most important responsibilities of an SFSP camp sponsor. The success of your program depends on creating and maintaining an effective record system, whether your program conducts a single camp session or multiple camp sessions. Participating in the SFSP requires camp sponsors to track significant amounts of information. This information must be constantly and consistently maintained. At a minimum, program related records should include daily meal count sheets, staff time sheets, staff job descriptions, commercial vendor invoices, receipts, canceled checks, rental agreements, utilities used for administrative staff, and site monitoring reports. If it directly relates to the camp’s operation, it belongs in the records. Proper record-keeping helps sponsors plan for their program’s future. The USDA requires all SFSP sponsors to keep full and accurate records in order to substantiate all program related costs.
