three stages in the appointment of a bishop the first is the selection that process involved the crown nominations commission which after consultation in the diocese and the wider church recommended cannons of the cathedral to elect the next bishop of chester and recommending to them the person they should elect the queen then by her letter's pattern required the archbishop of york to confirm that election the third stage is usually the enthronement of the bishop in the cathedral which marks the effective commencement of the new ministry in the present circumstances that cannot take place immediately and the commencement of the new bishops ministry will be marked in an appropriate manner in due course the act of confirmation involving the archbishop of york reflects the fact that since at least the fourth century it's been a fundamental principle that confirmation of an episcopal election on behalf of the wider church is necessary the act of confirmation is legally very important because it confers upon the bishop the spiritual jurisdiction over the diocese by committing to him the care government and administration of the spirituals of the bishopric it is therefore the confirmation of election which makes the bishop elect into the bishop of the diocese the wording used in the process of confirmation has a long history before the 18th century it was in latin but in about 1733 an english translation was introduced today a somewhat modernized version is used which has been adapted to deal with the restrictions that prevent us being together in one physical space sitting as a court of law on behalf of the archbishop i as his vicar general have to decide whether the procedural steps have been properly carried out so that the election of the new bishop can be confirmed there are several stages in the proceedings first in accordance with the appointment of bishops act 1533 does the direction from her majesty in the form of letters patent requiring the confirmation of the bishops election secondly the advocate will introduce the elect and the proctor will prove to the con to the court that all the necessary procedures have been complied with and that no objection should be permitted to be heard thirdly the bishop elect will take the oaths of allegiance and canonical obedience and make his declaration of ascent fourthly and finally if i am so satisfied i shall read the sentence or the decree of the court which confers upon the bishop the spiritual jurisdiction over the diocese in the unusual circumstances that have prevailed by reason of the coronavirus i have directed that the proceedings will take place through a video conferencing facility to the extent that such a novel approach might raise questions of validity or identification i can confirm that the vicar's general of both provinces along with other senior legal officials in the church of england have expressed themselves satisfied that in these present circumstances this approach using electronic means to fulfill the requirements of the historic legislation is entirely appropriate and i might add the bishop elect who's been the bishop of beric is well known to all those taking part in these proceedings today i'll ask him to acknowledge his presence and identify himself on screen now i am mark simon austin teller until today the bishop of berg there are a number of documents that are formally presented to and examined by me and i'm going to ask the provincial registrar to confirm that the originals of all the documents to be referred to have been supplied to virgin mary in chester are leave and license to choose another bishop and pastor of the said sea and the said college of canons by virtue of our said leave and licence have chosen for themselves and the sad sea our trusty and well-beloved mark simon austin tanner master of arts master of theology bishop suffragan of beric to be their bishop and pastor as by their letters sealed with their seal directed to us thereupon does more fully appear we accepting of such election have given our royal assent thereto and this we signify unto you by these presence requiring and commanding you by the faith and allegiance by which you stand bound to us to confirm the sad election and to do perform and execute with diligence favor and effect all and singular other things which belong to your pastoral office according to the laws and statutes of england in this behalf made and provided in witness whereof we have caused these our letters patent to be made patent witness ourselves at westminster the second day of july in the 69th year of our reign by warrant under the queen's sign manual i humbly pray that you will be pleased to take upon you the duty of this confirmation i request you to decree that it be preceded with according to the form of the said letters patent and in accordance with the law in obedience to the command of our sovereign lady the queen we do take reverend mark simon austin tanner to be their bishop and pastor fourthly the election and the name of the person so elected were duly published in the cathedral church of christ and the blessed virgin mary in chester before the clergy and people there assembled fifthly the bishop elect has given his consent in writing to the said election sixthly the bishop-elect is a prudent and discreet man and eminent for his knowledge of the holy scriptures he is deservedly commended for his life and morals he is of lawful age he is an ordained bishop he is devoted to god seventhly the college of canons accordingly declare my belief in the faith which is revealed in the holy scriptures and set forth in the catholic creeds and to which the historic formularies of the church of england bear witness and confirming the election i have submitted and corrected a definitive final decree in writing which i pray to be read and declared in the name of god amen having julie considered the process done in the blessed virgin mary in chester we find that there is nothing in the ecclesiastical laws or otherwise which ought to hinder the bishop elect from being confirmed by our authority bishop of the said see we do therefore confirm the said election of mark simon austin tanner to the bishopric of chester we do commit unto the said bishop now elected and confirmed for care government and administration the spiritualities of the said bishopric of chester and we do decree and order that the said bishop be inducted into the real actual and corporeal possession of the said bishopric and of all the rights dignities honors privileges and the pertinence is there unto belonging and that he be installed and enthroned according to the approved manner and customs of the said cathedral the bishop now elected and confirmed i pray that a public instrument and letters testimonial shall be made and issued by the court as a record of these proceedings we do decree as prayed the business of the confirmation of election of the right reverend mark simon austin tanner as bishop of chester is now complete and i now ask his grace formally to deliver his mandate to the dean of chester i mandate you to admit and deduct the right reverence mark simon austin tanner into the actual and corporeal possession of the bishop rick of chester i further require you to certify in writing to the provincial registrar of long sermon but i did want to share a few little thoughts with you uh from this uh beautiful reading from paul's letter to the ephesians um and also simply to note we were chatting before this uh service began uh that uh 15th of july to two great saints both bishops um swithen who's tends to be remembered for his you know dodgy weather forecasting i don't know whether it's raining in chester but if it is you've got it for the next 40 days but but actually what little we know of him was a man of great simplicity in holiness who apparently spent a lot of time walking around walking around his diocese and then and then the other saying today is saint bonaventure um a great intellectual force uh within the society of saint francis but a man who in the end in his writings uh speaks not about the intellectual power of the christian faith but about our great need for god's grace um as a bishop when you attend a liturgy if you look in the book of common prayer uh there are two things that the bishop always does you know so many times we'll go to services and we'll just be sitting there and other things are happening around us but traditionally and in the prayer book there are two things that if we're in the building we always do it but one is the absolution and the second is the blessing in fact the prayer book rubric is clear it says the priest or in brackets the bishop being present and i just wondered whether that might be a good and simple place for you to start um as bishop of chester that there's two things god is asking you to do uh it's not other people can't do them but they are absolutely foundational and emblematic of episcopal ministry you're the person who is called to declare the very heart of the gospel and what this beautiful reading is all about now now in christ jesus those who were once far off have been brought near by the blood of christ for he is our peace um every time we declare absolution we are declaring the very heart of the gospel sins forgiven lives made new hearts changed um and that's your job your job is to be a man of the gospel whose primary task is to guard and proclaim the very heart of the gospel and and the second thing that you do is you bless um and this is a very powerful thing where we choose to give our blessing but also where we choose to withhold our blessing um that this is great spiritual power which needs to be exercised with great humility and wisdom i don't know what you've read marilyn robinson's wonderful novel gilead if you haven't i can recommend it but there's a character in that a minister uh i can't remember what a baptist minister i think and and i quote he says i became a minister not for any of the usual reasons but because it gave me the opportunity to confer blessing um that's the reason he wanted to get into the being a minister business because he wanted to bless things and that is a very particular ministry of the bishop it does require great great discernment um that charge you know i think anybody hearing that charge if you were in the cathedral at chester you'd be forgiven for run running screaming out the door saying you've got the wrong man um that is an awful lot of stuff and that you're being asked to do but the thing is you're not being asked to do it on your own you're being asked to do it with the whole people of god but you have a special responsibility for blessing for discerning where are we going to put our resources the endless limitless resources of the spirit and the very constrained resources of our own time finances ability therefore there's one bit of the charge that i want you to double underline or cut out and stick on the fridge door or something because there's one bit which is the most important bit of all mark as a disciple of our lord you are called to tend to your own spiritual life in prayer and study and if i'd had a chance to edit it before i'd say and time off rest refreshment time spent with god time spent with your family time spent nurturing the person that god has called you to be and time spent studying the scriptures and the christian faith so that you can declare the heart of the gospel and so that you can discern where to give your blessing as as christians as fellow disciples of christ and as those with responsibility for the oversight of the church uh we are in grave spiritual danger um uh we spent far too much time doing churches stuff talking about god all bishop everyone says to us you know could you just say a few words we're endlessly talking um therefore above everything else and before everything else we need to pay attention to our own replenishing and um and that's all i'm going to ask of you uh fight find a place each day find a place where you are not the lord of the lord bishop of chester find the place where you are mark before god where you know that you need to hear and receive the heart of the gospel but you need to be made new you need to be reconciled and and find a place where you can know and receive god's blessing for you um and if you do that well it won't be a total disaster um and uh and uh and rest assured um it's not your church anyway it's god's um so together uh knowing that we are servants of the lord and it is his church um hopefully things shouldn't be too bad god bless you mark oh bless you lindsay bless your family bless the mighty diocese of chester um we are in this together and i can assure you mark and assure the diocese of chester of my prayers for you and in due course i very much hope to visit and be alongside you in this ministry that we share amen let us pray i cannot tell why he whom angels worship should set his love upon the sons of men or why our shepherd he should seek the wanderers we pray dear lord for mark today bishop in your church called now to shepherd your people in the diocese of chester we pray that he may lead by example and go where you long for your people to serve you bless mark and his family as they prepare to move to a new home a new context for their lives and ministries bless the church he comes to serve through this new ministry and bless your world with your gospel truth lord hear us lord graciously hear us i cannot tell how silently he suffered but this i know he heals the brokenhearted and stays our sins and calms our lurking fear we pray o lord for all who know brokenness today for those who suffer because of infection those whose well-being is harmed by isolation those who grieve and who have been close to death remembering the ones who are lost heal your world we pray and empower your church your people to be a source of your healing nature lord hear us lord graciously hear us i cannot tell how he will win the nations how he will claim his earthly heritage but this i know all flesh shall see his glory and he shall reap the harvest he has sown o god we live among nations that stand against one another politically economically by values and identity and culture and structure this rich abundance you offer to us we weaponize and harm yet we long to see the glory of your kingdom made real for all to embrace we pray for this world and for all who announce your kingdom that peace and love may abound and the earth become rich with the blessings of heaven lord hear us lord graciously hear us i cannot tell how all the land shall worship or who can see say how great the jubilation at last the savior savior of the world is king father of all we bring these prayers before you in the hope of him who was born and who died for our salvation and who shares your eternal kingdom we pray that we may be faithful to his calling and for bishop mark in the great responsibility he must now prepare for but in faith and trust he may depend on you and lead your people in jesus way god of mercy you know us and love us and hear our prayer keep us in the eternal fellowship of jesus christ our savior amen thank you archbishop thank you tim and hannah we come to the commission and it's such a joy to me that the reverend isaac lawrence is going to respond on all of you for all of you isaac and i were privileged to serve together as clergy in ripon and it symbolizes for me the fact that this is a shared calling as together we seek to serve the world in the name of christ and in his strength which is only with the help of god that we can serve we are all one in christ we are called to love and serve the lord we are ambassadors for him there are varieties of gifts but the same spirit there are varieties of service but the same lord there are different kinds of working but the theme god is at work in all so let us confirm our commitment to mission as the household of faith will you continue in the apostles teaching and fellowship in the breaking of bread and in the prayers with the help of god i will will you persevere in resisting evil and whenever you fall into sin repent and return to the lord with the help of god i will will you proclaim by word and example the good news of god in christ with the help of god i will will you seek and serve christ in all people loving your neighbor as yourself with the help of god i will will you acknowledge christ's authority over human society by prayer for the world and its leaders by defending the weak and by seeking peace and justice with the help of god i will so may christ dwell in your hearts through faith that you may be rooted and grounded in love and bring forth the fruit of the spirit amen let us pray almighty god who called your church to witness that in christ you were reconciling the world to yourself help us so to proclaim the good news of your love that all who hear it may be reconciled to you through him who died for us and rose again and reigns with you in the unity of the holy spirit one god now and forever amen and wherever we are um let us now join together in the prayer that jesus taught us our father who art in heaven hallowed be thy name thy kingdom come thy will be done on earth as it is in heaven give us this day our daily bread and forgive us our trespasses as we forgive those who trespass against us and lead us not into temptation but deliver us from evil for thine is the kingdom the power and the glory forever and ever amen and so may god who gives patience and encouragement give you a spirit of unity to live in harmony as you follow jesus christ so that with one voice you may glorify the god and father of our lord jesus christ and the blessing of almighty god whose father son and holy spirit rest upon you and remain with you this day and forever amen friends there are many things i want to say thank you for before i do so we are simply going to enjoy one last gift from newcastle diocese it's a slight change of tone from the formality the beautiful formality of this service but it's a deep prayer from the heart of newcastle that god will unleash his church even during this time of lockdown if you're watching on youtube rebecca and i are in a very similar boat um in fact the reason she's not here as i said earlier is she she's she's talking to removal companies at the moment as we plan for our move to york hopefully in the first week in september and for her work and everything is a bit up in the air as well um they do say that behind every successful man there's an astonished woman um what the blazes is going on here so you know big blessings to you and your family as as we as we work all this out thank you very much yeah that's great thanks archbishop tim do you want to say something from the cathedral well uh to say uh we really are looking forward to uh having you coming here and living on this stage i personally am looking forward to uh having you as a neighbor as well as my bishop in this diocese i watch the house every day so you can be assured it's got its roof back on um and work seems to be going on in uh very well i'm hoping that's a really happy home uh for you this is a a great place to live personally i hope you're very happy here alongside a fulfilling ministry thank you so much and there are just a number of people to thank if i may keith because um so much work has gone into the hall i've seen various uh former students but just now the warden has some as uh as said prayers from kramer hall which is lovely it's been such a privilege over the years to see god call so many people and you know every every different age and background and skin color and uh it's just wonderful to see god raising up people to um uh to serve him and one of the things i always say actually ordination services and at confirmation services is um and here i'm not speaking to you particularly bishop keith although you're the one i can see on the screen god calls all sorts of people and some of the folk watching even now you may well be aware that the holy spirit is tapping you on the shoulder and saying if god can call somebody like him he can call somebody like me uh talk to your vicar if you don't know who to talk to email bishop keith or me and we would love to explore with you how you can just be part of this extraordinary work that god is doing we in the church get it wrong and we are deeply sorry and penitent when we do get it wrong but god doesn't god is perfect and loving and calls us to to welcome all into his kingdom and share this extraordinary message of life transforming love so if that's you uh sorry just to preach for a moment but it is my confirmation of election please do make contact no that's great there's so many powerful things in that service that we've just been part of absolutely incredible uh really uh as archbishop stephen said who is sufficient for such things but uh great so the greetings coming in on the chat from cranmore hall and uh different parts of the diocese from middlewich uh uh mary's cheetle there uh fantastic um reverend isaac do you want to bring a word of greeting brother it's great to have that partnership restored and and and to see you in the flesh well see you on the screen as it were yeah i i i i've worked with mark obviously he was my incumbent and i've always said he's my teacher and he'll always be my teacher because he's taught me how to find my way through church life and it's it's a great delight to see him taking this role as the bishop and lindsay you know and papaya and jonathan you know that they've known them for so long um i have to say he's a very spiritual person and he's taught me a lot about spirit in my life and i just hope and pray that that will continue in the diocese and many will learn about the spirit and see his life and will come to faith as they see him lead this diocese and the people in the church it's a great loss to the diocese of newcastle but a great gain to the diocese of chester congratulations uh yeah congratulations lindsay thank you very much brother that was fantastic i absolutely amen to all of that and uh i think we're very conscious of that in the diocese and uh all the uh announcements and so on so far even though as as we know this is such a strange time have just been really wonderful so we're really looking forward to the next stage may i may i also say a word to you um i hope this is appropriate uh we we are all very much looking forward to mark coming and mark and lindsey moving in here um but we owe you a huge debt of thanks as well for what you've done over the last year you've led the diocese beautifully and and graciously uh through some of the most difficult times i think that the church has had to live through um in our lifetime um and you can begin to lay responsibilities down and i know you do that with some mixed feelings a sense of relief but there'll be a sense of sadness as well and i think it's really important that we put on record from across the whole diocese i'm sure i can speak to everybody who has benefited from your ministry over this period um put on record a really deep uh thank you and deep respect for what you've been able to bring as a bishop for the for the year thank you indeed thank you okay thanks for that that's very special um quite hard to respond to that but just thank you and may uh well it's been it has been extraordinary and there'll be opportunities uh in the in the next weeks to share some of that thing and to give thanks um yeah but uh to know that mark's coming and to know that uh god has got all of the future in hand as well as the past is a wonderful thing and um so it's great to be part of this today very moving indeed but thanks thank you um perhaps i could just add add uh thank you tim so much for saying that i'd want to add my own thanks to keith um for what for what you've done um and uh when i i i've been archbishop of york now for all of i think this is day six um uh so i'm still i'm still learning i'm still learning the ropes um but um when i picked up the crozier for the first time um i would i was very mindful of um for me the symbolism of the crozier being laid down and picked up is very much like runners in a relay race where the baton gets passed um and i find it so helpful uh to know that we're in this together um you know ministry is is about the whole people of god working together and those of us with particular responsibilities from leadership work together we receive the bat on we we pass it on um and uh and it's so helpful to keep ourselves in perspective um but keith you have you know you you have held that battle now but for a period of time and uh and i know i know how much that's been appreciated and i've got to go in a minute to to attend something else but i also wanted to just because i guess there's lots of people from chester diocese um tuning in um just again to give my big greetings to the diocese um some of you might remember i i led a mission to the dances of chester a long time ago i can't i should have looked up what year it was a huge mission it was to the city of chester itself when i was working in the wakefield diocese so it's got to be nearly 20 years ago if not more um but i have such such fond memories of of that time and on the day that i was um on the day that i was interviewed to become the archbishop of york uh the interviews actually took place in the chester diocese at your retreat house at frontier um i i went to the lunchtime tim knows this i went to the lunchtime eucharist i hope incognito full beard and moustache and dark glasses but i i went uh to the lunchtime eucharist in the cathedral and it was so that that was such a blessing for me um so i really look forward to working with you mark and with the the good people of the chester diocese and uh be short of my prayers don't hesitate to get in touch but i'll say goodbye to you and to people
