i mean i think that the timing of this review comes after three big uncertainties were resolved in that sense the timing is exactly right that uh we know what the brexit settlement is and our real sense of i think comes across in the integrated review document that this is a post-brexit review with a new focus on sovereignty as one of the three core interests alongside prosperity and security uh it's the right timing because it comes after uh the uh joe biden's victory in the american election and clearly quite a bit of the text is informed by the messages that already coming out of the white house very high priority on climate uh much more positive attitude towards multilateralism but there's also quite a quite a sense of the need to work with with other medium powers although the document doesn't self-describe the uk as a medium power it comes across i think loud and clear that uh basically the basic principle of this document is that the uk is a medium power maybe a top tier which empire and then thirdly the deal for defense which is significantly better in financial terms than the manifesto promised and even more importantly is a four-year deal and until that financial settlement was in place in november the defense side of this integrated view of course got wouldn't be could have been completed so of course we don't know whether on the defense side the sums will truly add up uh once the services get into it and all that much more detailed work is done and historically there's often a uh it looks as if the books are balanced when the review comes out and then it slips away in the year subsequently it used to be in broad terms the defense review looks to focus on capabilities for intense short and sharp war fighting with highly capable adversaries at the top end more on countering gray area threats as they're called more low-intensity capabilities of the lower end and often non-military capabilities but where it sacrifices is in the mass needed for sustained operations it will be harder to do another helmet for example with an army that has been significantly reduced in size and clearly and i'm sure people want to talk more about this uh the announcement next week by ben wallace will show that there will be a smaller front line across all three services but especially the army maybe the most innovative aspect of this review is it says this much more about technology and its key role domestically and internationally so this feels very different from the 2015 review the prime minister said our international ambitions must start at home and i think this talks both to a view that technological competition with china in particular is more important than military competition is going to define the 21st century between the west and china but there's a strong uk dimension and...
