well thank you for joining us again today today as i promised the other day friday i was going to release my budget this budget reflects about a 500 million half a billion dollar cut on our budget going forward it is a supplemental budget so it's meant to talk to the budget that already was passed last year after this is done there will be a remaining roughly 300 million shortfall which comes from the cost of funding k-12 education that cost is covered by the rainy day account the rainy day account is around 1.4 1.5 billion dollars and if it's left unchecked without doing some adjustments in education funding that shortfall could be 600 million in two years it's important to know that we took a number of actions earlier this year about a 10 percent cut and that reduced the shortfall from a little over 800 million dollars down to about 400 million dollars i also looked at ways that i could affect education spending the legislature has built several mechanisms that provide for coverage out of the rainy day account and and they don't really have a provision that allows the governor to make adjustments you'll remember that midway through this year i did ask for school districts voluntarily to move forward with a 10 percent cut and i really appreciate those who did this this budget cut will represent when we're all done with the phase two ten percent cuts and so on that'll roughly equal out to about 15 percent and again as i said and i mentioned this when i first became governor seems like centuries ago that we weren't going to look at reductions on a you know kind of across the board basis that what we were going to do is look strategically and thoughtfully at places where cuts could be taken and so when you average them out across all agencies it's around a 15 total total reduction what that means i was handed a 3.3 billion dollar budget when i came in uh this budget if it's implemented will be at a doubt 2.4 billion dollars so a pretty pretty substantial reduction and that's on top of some reductions that happened before this round there will be the reduction in elimination of 62 filled positions 44 vacant positions last round there were 21 reductions in force those are actual people that are out of a job and 253 vacant and unfunded positions that were were eliminated you know when you look at what we have to do to balance and this is a constitutional requirement the governor has to present a balanced budget i don't have ways to raise revenues i only have the ability to balance the budget with what we have in it and when you when you look at what we've got you have five big agencies and there is absolutely no way to affect the types of cuts that we've had to do without...
